7 is based on the Enabling Environment concept, whereby efficient VS are indispensable for the successful and sustainable implementation of PPR (and other major TADs) prevention and control activities Therefore, VS capacity must be reinforced as the country moves along the PPR Stages ( progressive institutionalisation of PPR prevention and control ) 7

10 Each Stage is described by the following aspects: Enabling environment and Prevention & control of other SR diseases Tools (focused use in the specific context of the stage) Epidemiological situation PPR Stage PPR Outcomes and Activities linked to the 5 technical elements Focus of the Stage (objective and expected results specific to this stage) Specific objectives (main features) Relates the five main elements (diagnostic, surveillance, prevention and control, legislation, stakeholders involvement) Activities in a given Stage are appropriate to mitigate the risk in accordance with the evidence provided in the preceding Stage Activities and their impacts are measurable in each Stage The implementation of ALL activities should enable countries to achieve the progressive decrease in the incidence of PPR to the point at which the disease can be eliminated from the domestic animal populations (and wildlife if relevant). 10
