8 About the Project Request for Expressions of Interest (RFEOI) will determine private operators are interested. 20 Summary BCF feasibility study at direction of Ferry Commissioner. A cable ferry on route 21 is feasible. Cable ferry operation by ASP sub-contractor or BCF. A cable ferry is much less costly than current service. A cable ferry is much less costly to build than a new Tenaka Lowers BCF capital expenditure and borrowing. Lower costs will help reduce upward pressure on fares. A cable ferry will have safety, service, performance and customer experience equivalent to the present service. The cable ferry will have a smaller crew; terminal staff are unchanged. Regulatory approvals are largely in place. Entry into service in November 2013

A cable ferry is much less costly to build than a new Tenaka Lowers BCF capital expenditure and borrowing.
