Access. The college and program will affirmatively provide access, accommodations, flexibility, and additional/supplemental services for special populations and protected classes of students. 2. Continuous Improvement. The college has assessment, evaluation, feedback, and continuous improvement processes or systems in place. For the proposed program, there will be opportunities for input from and concerning the instructor(s), students, employers, and other partners/stakeholders. Program need and labor market information will be periodically re-evaluated and changes will be requested, as needed. 3. Adverse impact and detrimental duplication. The college will follow all current laws, rules, and procedures and has made good faith efforts to avoid or resolve adverse intersegmental and intrasegmental impact and detrimental duplication problems with other relevant programs or institutions. 4. Program records maintenance and congruence. The college acknowledges that the records 2

3 concerning the program title, curriculum, CIP code, credit hours, etc. maintained by the Department are the official records and it is the college s responsibility to keep their records aligned with those of the Department. The college will not make changes to the program without informing and/or receiving approval from the Department. Summary This competency based program will provide an individual with the knowledge and skills required to advance their welding and begin working on fabrication skills as defined by the American Welding Society. This program is the next step on the ladder of skills the trainees may achieve in their quest for a rewarding career. People who are creative and enjoy mind-hand challenges will find opportunities for advancement and experience a great sense of pride in workmanship as they ply their trade. Program Highlights Standards: The College has met the five program approval standards. 1. Need The community college provides clear evidence of the need for the program. Demand for Training: In Region 1 the 10-year growth rate for Welders, Cutters, Solderers, and Brazers is 15%, much higher than the National Average of 6%. Employers both in the community and that sit on the Clatsop Community College Welding Regional Advisory Committee have indicated the desire for entry level employees to have a wider range of skills than what is currently taught in our region. The Associate of Applied Science (AAS) degree Welding and Fabrication program is designed to better prepare students for full-time employment and career advancement in the welding and fabrication field. Those with an Associate Degree have a competitive advantage in this labor market. Students entering the industry after completing the one-year program would benefit from additional training, leading to greater employability--regionally, statewide, and nationally. Graduates will be able to seek careers as metal layout workers, metal workers, sheet metal workers, and metal fabricators. The job outlook for Welding and Fabrication is good regionally, statewide and nationally with average annual openings regionally at 17 and 630 statewide. Job opportunities are available with private industry, union shops, contractors, and city and county governments. Demand is greatest for those who have a well-rounded understanding of the organization, terminology, and production activities of the industry. The AAS degree Welding and Fabrication program will continue to align itself with American Welding Society (AWS) outcomes to assure that students are gaining all AWS training standards. The above comments were discussed with the Welding Regional Advisory Board throughout the 2012/13 and 2013/14 College program years. There was unanimous support by the advisory board for a two-year program to begin Fall term

4 2. Collaboration The community college utilizes systemic methods for meaningful and ongoing involvement of the appropriate constituencies. The Welding Regional Advisory Committee meets twice a year and its members are active in the review and development of the Welding Program. Yearly, the Advisory Committee will be asked to review the information received from employers, students, and staff and give direction in equipment purchases and curricular changes. Advisory Committee Members include representatives from: Plumber & Steamfitters Local 290; Tongue Point Job Corps Center; Pacific NW Works; J&H Boatworks/Columbia Steel; and Oregon Health and Sciences University. College staff who regularly attend these meetings, outside of full-time and part-time faculty and the Dean who oversees the department, include representatives from Cooperative Work Experience, the Career Pathway grant program, and the Carl Perkins grant program. In addition, other College staff including representatives from Disability Services, Adult Basic Skills, Tutor Services, the Literacy/English Language Learners (ELL) program, Plus Program, and Lives in Transition; either attend meetings on an as needed basis or provide on-going consultation to the program faculty. The business community also provides on-going support through instructional supply donations, supporting campus open house activities, providing in-class work projects, and by participating as Cooperative Work Experience Worksites. Worksites include: Columbia Steel, J&H Boatworks, Versa Corp., and Kay Manufacturing. Regional secondary schools work with the College Welding Program to share Carl Perkins funds and coordinate equipment purchases/loans. The Welding Program connects to regional secondary schools through College Now articulation agreements. In addition, three local High Schools (Warrenton, Astoria, and Seaside) participate in a Simultaneous Enrollment program with Clatsop Community College in the Welding Program. High School students take dedicated coursework through this program that directly ties into seven (7) different Career Pathway Certificates and the AWS 1-year Certificate in Welding; additionally, courses will tie to the AAS degree Welding and Fabrication degree when it is approved. The AWS Welding Certificate also ties seamlessly into the AAS degree and allows students greater flexibility in completing chunked coursework. 3. Alignment The community college program is aligned with appropriate education, workforce development, and economic development programs. Current College Now articulation or Simultaneous Enrollment agreements are in place between local high schools and Tongue Point Job Corps Center and the College for the following courses that are required or fill course requirements and technical options for the Welding and Fabrication AAS degree program. 5 Eligible Training Provider List and once the AAS Automotive Technology degree is approved it will be added. Three local High Schools (Warrenton, Astoria, Seaside) participate in Simultaneous Enrollment with Clatsop Community College in the Welding Program where students take dedicated coursework connecting to any of seven (7) Career Pathway Certificates, the 1-Year Certificate and AAS degree in Welding and Fabrication, once the AAS degree is approved. The program also links to the Oregon Employment Department and Clatsop Economic Development Resources (CEDR) to assist with training opportunities that help with business expansion and displaced worker retraining. 4. Design The community college program leads to student achievement of academic and technical knowledge, skills, and related proficiencies. Program Learning Outcomes connect to the curriculum and are designed to assist the student in realizing their full training potential. Outcomes include: Weld metals proficiently using five different processes: a. Material processing (oxy-fuel welding and cutting, plasma, carbon air arc), b. Oxy-fuel (welding and cutting), c. Shielded metal arc welding, d. Gas metal arc welding, and e. Gas tungsten welding; Follow safe practices in performing all welding tasks; Interpret written, schematic and numerical data to carry out customer specifications of a proposed welding product; write technical work orders for fabrication; Share in the responsibilities of maintaining a clean and orderly welding shop environment; Perform the business functions of customer service and materials acquisition; Manage a student portfolio to include skills students have learned; Use standard industrial equipment to make quality repairs and fabrication on different types of metals; Assess, prioritize, and manage work tasks in fabrication and repair. The program is and will continue to be evaluated through: annual Advisory Committee review and recommendations to meet the needs of industry; Annual departmental reviews including outcome assessment, Career and Technical Education (CTE) performance indicator review, and strategic planning; College-wide Program reviews (every 3-5 years); faculty evaluations (every 3 years); and term by term student course evaluations which rate courses for content, delivery and instructor performance. Specific to welding, students complete technical skill testing for AWS process certifications. In addition, graduate surveys are sent out to all College graduates from the Department of Institutional Research to track where students are working and their overall experience in the various programs. The business community provides on-going support through recommending qualified adjunct faculty, donating materials and equipment, supporting campus open house activities, recommending community service projects or activities that tie into specific courses, and by participating in Cooperative Work Experience (CWE) worksites. Worksites may include: Kay Manufacturing; Columbia Steel; Lektro; and J&H Boatworks. All courses will house in the current dedicated shop facility and held throughout day, afternoon and evening hours to provide the most flexibility for student schedules. Summary Students completing the Practical Business Management degree will have the ability to manage or own a small- to medium-sized business, and be equipped to plan and execute successful events. This knowledge includes: basic accounting; marketing; oral and written communication; human resource management; basic sound and lighting; and effective business practices. Students will develop their skills in creativity; composure; inter-personal communication; writing; and organization. This program is an excellent opportunity for students who have already completed training in a particular field, and wish to develop the skills necessary to run a business in that field. It is also useful for students in local high schools that emphasize technical theater, business, or accounting. Students can continue after achieving the Associate of Applied Science (AAS) degree in a variety of post-secondary fields, including: hospitality; business management; accounting; graphic design; and marketing. This program, in addition to an AAS degree, contains three fully-embedded certificates that students can complete independently or on their pathway to the AAS degree. The certificates include: Small Business Management; Event Management; and Retail Management. All three certificates start with a common core of essential classes. Students seeking specific content knowledge of another industry or occupation can complete one of the certificates after completing a certificate or AAS degree in another area, i.e. culinary arts or graphic design. Students completing this program can successfully apply for jobs as a general manager, event planner, corporate planner, or government event planner. They can also be owners of small or medium businesses. Program Highlights Standards: The College has met the five program approval standards. 6. Need The community college provides clear evidence of the need for the program. There is significant growth both in the region and the state for both Event Planners and General Operations Managers (36% and 17% forecasted growth in Oregon), and median wages in both occupational clusters are in the $20-$30 range. While we currently offer some of the training in these areas as part of our transfer program in business administration, we do not currently offer truly applied courses in business and event management. The proposed curriculum leverages our existing courses wherever possible, but creates some new courses that directly meet the need for practical training in these occupations. 7. Collaboration The community college utilizes systemic methods for meaningful and ongoing involvement of the appropriate constituencies. The appropriate constituencies for collaboration for this degree are industry partners (such as the Western Association of Food Chains, which endorses our Retail Management Certificate that is embedded in this AAS degree; and a district Chamber of Commerce, which endorses our Small Business Management certificate); high schools; and other Career and Technical Education (CTE) programs at Linn-Benton Community College (LBCC). Our high school collaboration will be particularly strong in Event Management, since the target audience for the other certificates are those with work experience or other technical degrees. We plan to build a pipeline to our 8

9 local schools with strong technical theater programs into Event Management. Our last source of collaboration is with LBCC CTE programs in other fields as well as our Small Business Development Center (SBDC), since that is one of our primary target student populations. 8. Alignment The community college program is aligned with appropriate education, workforce development, and economic development programs. This program and its embedded certificates are aligned with educational and workforce development activities. This program will be a Career Pathways program that allows progression to viable job skills from several entry points. Students entering with previous work experience or technical skills can complete a small certificate that allows them to use that experience or skills in a small business or retail setting. Students coming out of high school can pursue the 90-credit AAS degree and be employable in business. Students who are completing an AAS degree or certificate in a separate technical area at LBCC will be able to add on a small certificate with relative ease, enhancing their ability to find and keep employment. We also envision a two-way pipeline between the program and our SBDC clientele. 9. Design The community college program leads to student achievement of academic and technical knowledge, skills, and related proficiencies. The program is designed with Career Pathways in mind, with three certificates that share a core of instruction and that are fully embedded into the AAS degree. The certificates, particularly the Small Business Management certificate, is kept to the minimum possible number of credits that will achieve the program learning outcomes, in order to make the certificate possible for students who are currently in the workforce. The program learning outcomes are based on the skills described in the Occupational Outlook Handbook, and based on our discussion with professionals in the fields of event management, small business owners, and the Western Association of Food Chains (WAFC). The emphasis throughout all the courses and program outcomes is on developing critical soft skills in professionalism, communication, and ethics. The courses will all be taught with a great emphasis on applied learning and projects, so that students graduating with either a certificate or the AAS degree will have viable business plans and experience with marketing, event management, and real-life budgeting. 10. Capacity The community college identifies and has the resources to develop, implement, and sustain the program. This program draws on the capacity of our transfer program in Business, and only requires a few stand-alone courses (the Event Management classes [5 cr.], the Video Production and Adobe Design Basics class [6 cr.], the Communication class [3 cr.] and the Retail Management class [3 cr.]). Thus, it is a very efficient program that is sustainable given our current resources. We have also designed the new classes to also work with other AAS degree curricula (e.g. Accounting Technology, Office Administrator) and/or staff and community needs. 9

Summary The Medical Assistant program is a one-year certificate program that trains students for occupations in both administrative and clinical aspects of health care in clinics and physician's offices. The medical assistant performs a variety of clinical and administrative duties. Clinical duties may include: assisting physicians and preparing patients for examinations and treatments; taking and recording vital signs and medical histories; performing certain diagnostic tests; preparing, administering and documenting medications; collecting and processing specimens. Medical assistants are the face of medical offices and are often the first people with whom patients come into contact. They may perform basic medical coding and billing, scheduling, patient flow and triage. Other duties may include waive testing, phlebotomy and specimen collection. Administrative duties may include; scheduling and receiving patients; maintaining medical records; handling telephone calls; correspondence and reports; insurance matters; office accounts; fees and collections. Medical assistants are responsible for recording patient information into the electronic medical records systems and must be able to master various computer software programs. Successful completion of this program will prepare students to be eligible to sit for the Certified Medical Assistant (CMA) exam through the American Association of Medical Assistants (AAMA), and phlebotomy certification exam. The certification is not required, but will strongly improve employability. Treasure Valley Community College (TVCC) will become accredited through AAMA after completion of the first cohort. Students will be able to sit for the test soon after completing the program. The curriculum for the program is based on the standards and guidelines for the CMA and American Society of Clinical pathologists (ASCP) phlebotomy certifications, which can be reviewed on the following websites: AAMA and ASCP Students will attend classes as part of a cohort structure; courses will be offered both online and in person. Program Highlights Standards: The College has met the five program approval standards. 11. Need The community college provides clear evidence of the need for the program. The demand for health care will continue to grow in response to increasing population age and retirement population. Each region of the state will see an increase in both the number of retirement-aged individuals and as a share of the local population. With the implementation of the Affordable Care Act, more people will become eligible for medical insurance, and will be taking advantage of their new health care plans by visiting family care, urgent care, and specialty care medical offices. In Eastern Oregon/Western Idaho, Oregon labor data indicates a 31.4% increase in Medical Assistant openings through 2020; Regions 13 and 14 show an average growth of 19.3% through Data for Southwest Idaho indicates a growth of 45.86% through TVCC is responding with a proposed Medical Assistant program that 12

13 will encompass the skills needed in all kinds of medical clinics including long term care facilities and local hospitals. The need for medical assistants will grow in response to doctors asking them to do additional tasks that go beyond taking vitals or making appointments. They are now working in administration and billing as well as the clinical part of a medical office. 12. Collaboration The community college utilizes systemic methods for meaningful and ongoing involvement of the appropriate constituencies. TVCC has been approached by multiple medical clinics throughout our service region describing a significant need for certified medical assistants. Many of the doctors would like a program that includes curriculum in phlebotomy, healthcare software proficiency, health care ethics and law, and in house testing, medical coding and billing, and taking accurate medical histories. Finally, it is absolutely necessary that the Medical Assistant (MA)s have an AAMA or CMA national certification and a phlebotomy ASPC certification. There are no programs in the Malheur County that provide these certifications as part of their medical assisting programs. Many local employers have expressed their support for a training program at TVCC and a willingness to provide clinical rotation sites. Among them are Saint Alphonsus Hospital, Lifeways, Presbyterian Community Care Center, St. Luke s Medical Center, and XL Hospice Care. St. Alphonsus has also agreed to provide both classroom space for this program. 13. Alignment The community college program is aligned with appropriate education, workforce development, and economic development programs. The Medical Assistant Program is aligned with the Commission on Accreditation of Allied Health Education Programs for the Medical Assistant. TVCC used the competency education standards for the AAMA so that students would be prepared to take the certification exam. Students would also be certified by the ASCP in phlebotomy, which would make them more competitive in the job market. TVCC s workforce partners are assisting in identifying instructors, and clinical placements. The starting target for this program is high school students participating in the Poverty to Prosperity initiative. Initially, articulation and alignment is limited to Ontario, Nyssa, and Vale students, expansion is anticipated but at a rate that the college controls in order to assure program quality. 14. Design The community college program leads to student achievement of academic and technical knowledge, skills, and related proficiencies. The program was designed using the standards from the Commission on Accreditation of Allied Health Education Programs (CAAHEP) and the AAMA certification examination. When TVCC began writing the program, it looked at different medical assistant programs throughout Oregon and documented some 13

14 common courses and program specifics. An advisory committee made up of health care workforce professionals from St. Alphonsus Medical Center, XL Hospice, Malheur Education Service District (ESD) and the TVCC Nursing department and included input and assistance from the Malheur County Poverty to Prosperity steering committee. Letters of commitment to Poverty to Prosperity initiative are on file with TVCC and Malheur ESD. Recommendations from this committee centered on the kinds of skills and techniques that will be needed for students to be success in the job market. Employers also indicated that they wanted TVCC to focus on professionalism and communication. Based on their advice, a complete and rigorous training program was developed, which includes 150 clinical hours and the ability to achieve certification in phlebotomy. 15. Capacity The community college identifies and has the resources to develop, implement, and sustain the program. TVCC has the resources to develop, implement, and sustain the program, and is continuing to seek grant funding through several different grant opportunities including Oregon Department of Education Science Technology Engineering and Manufacturing/Career and Technical Education (STEM/CTE) Grant for $200,000, Oregon Youth Development Council Grant for $100,000, Oregon, Community Foundation Grant for $25,000 for equipment, and Regional Achievement Compact Grant for $40,000. TVCC has also applied for Federal Promise Zone Designation, as well as a federal Partnership Pilot Grant for Disconnected Youth, Oregon Revitalization Grant Still, and we are currently waiting to hear from the Kissler Foundation for equipment grant request. TVCC is also reconfiguring its Nursing Department to include Allied Health. Administrative oversight will provide curriculum, hiring part-time faculty, marketing, advertising, instruction, coordinating with the workforce for clinical work experience placements, creating an advisory committee, admitting students into the program, and other associated responsibilities. Through partnership with St. Alphonsus, classroom space for both didactic and lab classes, have been donated. Many of the other courses offered are existing sections that have room to grow in capacity. There are also several classes that will be delivered online. TVCC will be accepting between students into each cohort, and this will enable TVCC to continue the program after the grant support has expired. For our clinical experience needs, we have commitments throughout TVCC s service area. Of the 53 credits assigned to the Medical Assistant program, 21 credits are core specific. Additional required coursework in Anatomy and Physiology has been developed specifically to support the allied health fields, the remaining curriculum has been chosen specifically to meet the requirements of the CAAHEP, and the needs of local employers. As a supporting curriculum, local high schools (Ontario, Nyssa, and Vale) are offering students an Introduction to Health Care course which are currently at capacity. These students will be directed toward the pathway certificate imbedded within the MA program. When these students graduate, they will have completed 27 credits toward the Medical Assistant program. 14

Summary The Hospitality program at Umpqua Community College (UCC) is a blend of multiple disciplines into a certificate degree that provides a solid introduction into the exciting opportunities available in the hospitality industry. The hospitality student will explore the financial, marketing, management, communication, customer service and technical skills necessary for success in the industry. Learner outcomes include an understanding of business and financial management associated with hospitality operations. Practical problem solving skills will be explored at the management level including discussion of leadership styles and culture as it applies to the hospitality work place. Human resource operations necessary to a successful operation are identified and effective communication skills are practiced both in the class room and in the learning lab. State and local agencies that regulate the industry are identified and the student will earn the necessary certification for the safe service of food and fermented beverages as developed by the National Restaurant Association (NRA) Serve Safe program. The student will also earn the NRA Manage First Certificate, which is a practical hands on hospitality management program developed by the NRA. Upon completion of the certificate, the student will be appropriately prepared for an entry level management position. Career opportunities will include working in food and beverage operations, catering operations, and wineries. Program Highlights Standards: The College has met the five program approval standards. 16. Need The community college provides clear evidence of the need for the program. As the community continues to grow, there is an increased interest in tourism and need for trained hospitality and restaurant management professionals. 17. Collaboration The community college utilizes systemic methods for meaningful and ongoing involvement of the appropriate constituencies. The program has been developed based on requests from the community and collaborates with departments internally to package existing and new coursework into a certificate. 18. Alignment The community college program is aligned with appropriate education, workforce development, and economic development programs. The program is aligned with current workforce and economic development activities, particularly as the community focuses on tourism as a potential economic driver. 17

The program is designed to lead to specific academic and technical skills in hospitality and restaurant management. 20.
