5 Foreword In Pakistan, the transfusion services are being provided by the public, private and NGO/BDO sector blood banks, the majority of which are hospital based. Despite working in isolation, the Blood Donor Organizations (BDOs) are an integral component of the blood transfusion system working all over the country since Over the years these BDOs have emerged because the public system had limited capacity to provide services. However, the small amount of services provided was inadequate to meet the public demand and lacked the infrastructure along with the human and technical resources. The BDOs are mostly university based voluntary organizations managed by students. They collect blood from voluntary donors to supply to blood banks of their own choice. Some amongst these are also running thalassaemia care and community health programmes. These organizations play an significant role in improving the supply of safest blood to the deserving and poor patients free of cost. To gather comprehensive information about Blood Donor Organizations, a questionnaire was designed, followed by identification of BDOs from all over Pakistan. On-site surveys of selected blood donor organizations were conducted at the beginning, while most information was gathered through electronic and phone communications. The Blood Donor Organizations Inventory is the first-ever complete inventory of BDOs in Pakistan. It includes information about their operational capacities, strategies of donor mobilization, names of centres to which they distribute blood, sources of funding, registration and licensing status, future plans, and contact details. The potential importance of BDOs in the BT system reform process, however, lies in the fact that they are collecting enormous quantities of (voluntary) blood donations through their donor motivation and mobilization programmes. As an example, around 44 of them have a total annual collection of about 580,000 units, exceeding the planned annual collection of the future Regional Blood Centres (approx. 440,000 units) of the first phase of the SBT Programme. They generate resources through financial donations, zakat/fitrana, diagnostic laboratories and membership fees. These organizations are registered with one of the many government departments including Social Security Department, Security and Exchange Commission of Pakistan, Blood Transfusion Authorities. The objective of this Inventory is to bring them together on a single platform and establish a national network of blood donor organizations. This milestone will be achieved with the aim of interchanging experience and best practices, while on the other hand being open to policy advice from the SBT Programme and joint strategies and actions for the promotion of blood donation and the advancement of blood safety. This will generate a common platform for better access to the community. The document would also help to identify BDOs which could possibly collaborate with the future Regional Blood Centres in order to fill gaps in the supply of voluntary blood donors. The national strategy for blood donation endeavors to mobilize and convert the suitable and eligible replacement donors into regular non-remunerated blood donors, in addition to sensitizing the youth, especially the university students, to become regular voluntary donors. The small voluntary donor base in Pakistan is mainly made up of donors who are mobilized by various BDOs. These BDOs are working with zeal and passion but unfortunately without proper technical iii

6 guidance. The true potential of these BDOs is, therefore, unrealized and needs to be exploited and unleashed. The SBT Programme has made efforts to establish a Network of these BDOs functioning across the country to enable them to have a platform to share experiences and improve their systems. The SBT Programme s monthly e-newsletter has also initiated a BDO corner which includes news related to the activities of Blood Donor Organizations. The Programme appreciates the efforts of the GIZ Technical Expert, Usman Waheed, in compilation of this inventory which will support the process of BDOs networking and enable interaction of these organizations in the reformed blood transfusion system. It will serve as an important tool to make public private partnership in the VNRBD sector by the respective blood transfusion programmes. December, 2012 Prof. Dr. Hasan Abbas Zaheer Project Director Safe Blood Transfusion Programme Government of Pakistan iii
