3 Fire, Health, Safety & Environment DOC 11 Marsa Power Station Briefing Document for Contractors and Visitors General: Emergency Reporting In the event of a serious emergency (Fire / Injury / Environmental incident) contractors and visitors are to inform the Control Room. The control room will make the necessary contacts with emergency services. MPS Main Control Room: Internal (PABX) phone: 438 / 500 External or mobile phone: / Site specific risks Visitors and/or Contractor's personnel are all expected to be aware of the risks involved in the maintenance of the plant. The site does not present any abnormal hazards other than those common to all power generating plants. Safety helmets and safety shoes should be worn in all areas of the plant. Appropriate Personal Protective Equipment (PPE) should be worn according to the area you are in and to the work being carried out. Enemalta is committed to maintaining the highest standards in order to safeguard the Health & Safety of its employees, contractors, visitors and third parties. All contractors and visitors are expected to fully comply with all regulations First Aid First aid kits are available at key points throughout the station. Eyewash and Emergency shower units are installed at key points around the station and clearly marked. For more serious injuries there is a First Aid Room which opens from Monday to Saturday. The clinic is situated near the Canteen. In the event of any serious injury contact the Control Room Fire In the event of a fire or other emergency condition the fire alarm will sound. All visitors or contractors are to proceed to Assemby Point A where a roll call shall be carried out by the designated responsible who will then report to the security guards. Emergency Exits and Evacuation All emergency exits and evacuation routes are marked using European standard signage (Green Exit signs). Escape routes are fitted with emergency lighting. Assembly point The assembly point for visitors and contractors personnel at MPS is near the security guardroom opposite the administration block (near the front gate) Assembly Point A Smoking This is a non smoking site. Smoking is only allowed in designated areas. Security You will be given a visitor s pass. Please make sure to hand it in to the Reception or Security Guards every day before you leave the premises. r2_

4 Fire, Health, Safety & Environment Information for Contractors: Driving Speed Limits Any Contractors vehicle entering Enemalta premises shall not exceed the 15km/hour speed limit. Permit to Work Enemalta operates a permit to work system. Before any work is carried out on the plant the appropriate permit must be obtained from the Shift Engineer at the Central Control Room. Hot Work Enemalta operates a hot work permit system. Before any hot work is carried out a hot work permit must be obtained from the Maintenance Engineer who will then coordinate the work. Fire In the event of a fire starting in the contractors area of work, persons on site are to sound the alarm and inform the Shift Engineer immediately. "Break Glass" Alarm call points are situated throughout the plant. Any use of fire equipment must be reported to the Enemalta officer responsible for the work who will in turn inform Enemalta Fire Section. Environmental Procedures The contractors shall be familiar with Enemalta s Waste Management (SOP MPS 22) and Chemical handling procedures (SOP MPS 12). These shall be explained to the contractors where applicable and a copy of these documents shall be forwarded to the contractors or their delegate. The latter shall confirm receipt of these documents by signing the relevant form DOC 2 Contractor s Briefing and Employee Training. Chemical/Oil Spills Please care for the environment and prevent any spillages. In case of a chemical or oil spill contact immediately the Control Room (on /500) and give clear indications as to the type and the whereabouts of the spill. Actions should be taken to control the spill in the shortest time possible. If use is made of absorbent material to control the spill this should be disposed of as hazardous waste according to Enemalta s Waste Management procedure. On-duty Operations Engineer can be contacted on / Hazardous Substances Permission by the responsible engineer is required to bring in hazardous substances on site. A copy of the Safety Data Sheet (SDS) for the hazardous substance is to be forwarded to the responsible engineer who will in turn forward it to the Health, Safety and Environmental Officer and Station Chemist. Waste Management Contractors shall make arrangements with Enemalta for Waste collection and disposal PRIOR to commencement of works. Waste is to be disposed of as per Enemalta Waste Management Procedure. Contractors need to get written permission from Enemalta if an agreement is reached to use Enemalta s waste disposal facilities. If use is made of absorbent material to control the spill this should be disposed of as hazardous waste according to Enemalta s Waste Management procedure and should follow instructions given by the on-duty Operations Engineer who can be contacted on for Phase 1, for Phase 2B and for Phase 3. In the event of a fire starting in the contractor s area, the contractor should only attempt to extinguish the fire if this is small enough to be controlled by the fire fighting equipment on site. The Site Engineer should also be notified. Any use of fire equipment must be reported to the Site Engineer who will in turn inform Enemalta Fire Section. Emergency Exits and Evacuation All emergency exits and evacuation routes are marked using European standard signage (Green Exit signs). Escape routes are fitted with emergency lighting. Smoking This is a non smoking site. Smoking is only allowed in designated areas. 11 File: SOP CNT 44 - Oil and Chemical Storage Handling and Spill Control for Contractors_r0_ Environmental Management System Page 3 of 12 1 Aim and Scope The objective of this SOP is to specify detailed rules, times and responsibilities related to the use, storage and handling of oils and chemicals (hereunder referred to as chemicals ) within Enemalta installations and working areas by any third party such that the Contractor adopts the same behaviour of Enemalta personnel when using chemical products within Enemalta. All tenders are supplied with the guidelines for contractors relating to environmental concerns are stated in DOC 1 Tender Clauses related to Enemalta Environmental Management System. This document is to be given by the Enemalta Responsible person to the Contractor when the contract becomes effective. The Responsible Engineer shall ensure that the Contractor has clearly understood these good practices for chemical handling and shall abide by them. HSE Responsible Officer Responsible for regular checks required in the implementation of this SOP Responsible for the site inspection of chemicals being used by the Contractor and his personnel and ensuring that their corresponding SDSs are in place 5 Operative Rules The Responsible Person from Enemalta is to ensure that the pertaining sections of these procedures are followed when handling chemicals. This procedure also defines the training requirements, handling methods and precautions to be taken during transportation of chemicals from one site to another, in order to minimize any hazards these chemicals might pose to human beings as well as to the environment. 5.1 Chemicals handling planning The person planning the transfer of chemicals must be informed of quantities to be transferred, the type of packaging and the scheduled locations when assessing the methods and means necessary for the handling. The person in charge of the transfer and/or handling of chemicals must: o CLEARLY identify the chemical and be aware of the hazards involved. o Consult Safety Data Sheet or seek expert advice when in doubt. o Ensure that the chemicals being sanctioned for transfer are stored and stacked in a correct and safe manner as detailed in the subsequent clauses of this SOP to avoid accidental spills and possible injuries.

14 File: SOP CNT 44 - Oil and Chemical Storage Handling and Spill Control for Contractors_r0_ Environmental Management System Page 6 of 12 The Contractor must provide his personnel with the Personal Protective Equipment (PPE), adequate means of transportation and spill control materials. 5.2 General safety requirements When a hazardous chemical is handled, the following recommendations should be observed: Where necessary, the contractor must supply Enemalta with a risk assessment and a safe work method statement for all tasks / works prior commencement of works. The Contractor must ensure that his personnel are trained in chemical handling and spill management. The Contractor must ensure that adequate manpower is assigned to the task in order to carry out the job safely. The Contractor has to ensure that the competent personnel are provided with the appropriate PPE. The Contractor must be equipped with appropriate means to be able to move the chemicals around such as fork lifters and trailers, avoiding spills during transportation. These means of transportation could be provided by Enemalta, depending on the contract details. Adequate materials should be readily available for spill management and the action to be taken in case of Oil and/or Chemical Spills should include: o o o o o o o Use of appropriate PPE Ensure that the necessary spill kit material is handy and used Isolate source Inform responsible person so he can inform the required personnel so that the spill can be contained with minor consequences. Contain spill as far as possible, especially if it can go into the road or drains Inform the responsible person if the spill is in the road and can cause a hazard to traffic such that he can place warning signs and advice Police to assist controlling traffic, if necessary Recover spill using suitable means: (i) Bucket & shovel / dustpan work well on smooth floors

15 File: SOP CNT 44 - Oil and Chemical Storage Handling and Spill Control for Contractors_r0_ Environmental Management System Page 7 of 12 (ii) Absorbent pads which can each absorb (approx) 1 litre (iii) Sand or other oil absorbing particulates o Recovered chemical and absorbent material is to be dealt with as hazardous waste. Refer to SOP CNT 45 - Waste Management Procedure for Contractors In case the spill occurs in the sea, the following actions must also be taken: o Shut down all transfer operations o Contain with booms (PU/PVC booms are preferred as they are reusable, whereas absorbent booms are quick to deploy but cannot be re-used after contamination) 5.3 Chemicals Usage When using chemicals on Enemalta premises, the Contractor has to ensure that the following rules/recommendations apply: Wherever possible, chemicals and their compounds used shall be free from Mercury, Chromium and Zinc (refer to IPPC permits). Use CFC and HCFC-free sprays and products. Chemicals used must be REACH registered in compliance with S.L plus any amendments. Chemicals used must also be CLP compliant according to S.L All chemicals used are to be accompanied by the Safety Data Sheet (SDS). Wherever possible, the use of toxic and very toxic substances as well as carcinogenic substances shall be avoided. Preference should be given to products with less dangerous characteristics: for example water-based paints instead of solvent-based paints, paints without heavy metals (such as lead or chromium), cleaning products with a low chlorine content. The toxicity of different chemicals can be compared by checking the lethal concentration 50 percent kill (LC50) or the lethal dose 50 percent kill (LD50) The Contractor should ensure that any chemicals used within Enemalta premises are not stored in a damaged container/drum and that they are labelled properly.

16 File: SOP CNT 44 - Oil and Chemical Storage Handling and Spill Control for Contractors_r0_ Environmental Management System Page 8 of Labelling and identifying chemicals The Contractor should ensure that: All bunded areas and basins, vessels, drums or cans and pipelines containing hazardous chemicals shall be properly labelled. The label/s shall not be removed and should be replaced if damaged or faded. In case the container or packaging needs to be changed or substances are to be transferred to a smaller container for safer handling, the Contractor must fix a label to the new container. It must be ensured that the label is firmly affixed to the container or alternatively, the name of the hazardous chemical, as indicated in the original label, is to be clearly written directly onto the new container. Apart from the chemical name, the common name of the chemical is also to be written on the container to ensure that the container s content is easily understood by the personnel who will be using it. Moreover, each container should depict pictograms to indicate constituent chemical properties. When reusing a container, it must be ensured that the original label on the old container is removed to eliminate any possibility of incorrect use of the chemical. When identifying containers, cans, etc. of chemicals, it must be ensured that a permanent marker is used and text is written clearly (preferably in block letters) and in an adequate font size to allow for easy identification. 5.5 Handling chemicals All Contractor personnel handling chemicals should adhere to the following rules and recommendations: Handler/end user should be trained in chemical handling prior any handling Use of PPE is mandatory The specific SDS of the chemicals are always to be consulted prior to the handling of a chemical Chemical SDSs for each chemical being used, and safety and environmental information shall be available on site where the chemicals are being used

17 File: SOP CNT 44 - Oil and Chemical Storage Handling and Spill Control for Contractors_r0_ Environmental Management System Page 9 of 12 Mixing or pouring of chemicals should be performed on waterproof surfaces to prevent soil contamination Handling of hazardous chemicals (transportation, change of containers, etc.) should always be kept to a minimum Chemical containers are not to be left open and are always to be kept closed when not in use Mixing of hazardous chemicals should be avoided since mixing of incompatible chemicals can induce emissions of toxic gases and other dangerous reactions The right amount of product is to be used (check product instructions to dilute chemicals) Hazardous chemicals are never to be left unattended 5.6 Storage of chemicals If any chemicals are to be stored on Enemalta premises for the duration of works, the Contractor must ensure that the following rules are put into practice: It should be verified that all legal limits related to chemical storage are being met (e.g.: maximum quantities declared in the safety report submitted to the COMAH Competent Authority). Storage areas for the chemicals are to be defined. All dangerous chemicals must be located in the appropriate storage area unless currently in use. Storage areas should always be bunded and covered to avoid leaching of pollutants through rainwater. The capacity of the chemical storage basin or containment should always be the greater of the following two options: o Either 110% of the capacity of the largest container in the bunded area (CASE 1 or CASE 2); o Or 25% of the total volume of chemical containers in the bunded area (CASE 3)

CASE 2: The capacity of the containing basin should be equal to 110% of one of the four containers. CASE 3: The capacity of the containing basin should be 25% of the total volume of the drums. Any spill occurring within the bunded storage area shall be isolated from the drainage and sewage systems. Resulting waste will be disposed of as hazardous waste as per SOP CNT 45 Waste Management Procedure for Contractors: It must be ensured that the capacity and characteristics of storage areas, shelves and any other device used to store chemicals are adequate for the specific operation. Good housekeeping must be ensured in storage areas Chemicals cannot be stored and/or located in areas such as passageways, vehicles, and so on. It must be ensured that incompatible chemicals are segregated within the storage areas. Chemical products must be stored according to their compatibility. Acids are to be stored away from bases (such as Alkalis). Flammable products are to be stored away from all other products and especially away from potential fire hazards. Storage areas for explosives shall be designed in such a way as to prevent hits, falls or any other potential cause of explosion and to protect the surroundings against explosions. Chemicals should ideally not be stored under direct sunlight, in warm areas or near heat sources.

Certain chemicals or substances have to be stored in well ventilated areas or at a specific humidity and temperature. It must be ensured that all containers such as drums and their lids are in good condition, are safe to use and there is no possibility for spills or leakages. 5.7 Control and monitoring activities The Contractor has the responsibility to: Check periodically for correct identification, handling, use and storage of process chemicals at point-of-use; Check periodically that all waterproof areas where chemicals are located are in good condition and that there are no surface irregularities or cracks. This is especially important for storage of large containers; Check periodically for spills and leaks; Check periodically on the correct use of products by his personnel and give adequate training if deemed necessary. Visual checks shall suffice. 5.8 Abnormal conditions and emergency situations In case of an accident or emergency such as spills, dangerous chemical reactions, etc, the Contractor shall ensure that the following recommendations are followed: Necessary safety protection devices (gloves, glasses, etc.) are to be worn The hazardous chemical causing the problem is to be identified If the level of risk is acceptable, all valves are to be isolated and taps turned off in order to stop the spill from spreading further out in the accident area as well as to contain the spill as much as possible and stop it from reaching unprotected areas, such as areas which are not waterproof, sewage discharges, etc;

20 File: SOP CNT 44 - Oil and Chemical Storage Handling and Spill Control for Contractors_r0_ Environmental Management System Page 12 of 12 The Enemalta Responsible Person is to be informed so as to intervene; The accident area is to be cordoned off; Given that the danger level is acceptable, appropriate materials are to be used to clean up the spill. Rags, sawdust or other combustible materials are not to be used to collect combustible agents or flammable chemicals; Access to the area is only to be allowed when the spill has been contained, cleaned and the area is risk free. In case of damage to a container, this is to be replaced and it must be ensured that the container is clearly and correctly identifiable and disposed of in the appropriate manner. Proper absorbent materials should always be readily available for use close to all chemical storage and handling areas. 5.9 Documents from the Contractor The document, DOC 2 - Contractor's Briefing & Employee Training is also given by the Enemalta responsible person to the Contractor who needs to sign, declaring that he has received and understood the contents of this SOP and other relevant documents, as well as committing himself to train his/her employees working on the contract, on the contents of environmental related documents. Supervises the Contractors personnel to ensure that there is good waste management practice being carried out and that this is being done in accordance with this SOP. Ensures that the waste management sites/skip areas being used by the contractor are kept in order. Informs the Contractor about any problems of waste mixing to rectify the problem. If need be, the ERW can be contacted to provide necessary waste management training to the contractor and his personnel. Contractor Under normal circumstances, the Contractor is responsible to equip the area with bins/skips for the quantities and waste streams which will be generated and dispose of them by making all the necessary arrangements for waste disposal with waste disposal companies which are recognised by MEPA. Ensures that personnel assigned to carry out waste management and disposal are properly trained and equipped to manage waste and dispose of it correctly. Ensures that all bins/skips are labelled and placed in designated locations according to this SOP Must have Safety Data Sheets (SDS) of the chemicals/oils which need to be disposed of. A copy of such SDSs is to be made available to the responsible person. Must keep records of waste transactions and a waste register and provides it to the responsible person who in turn must hand it in to Enemalta s Environmental Representative for Waste (ER Waste).

26 File: SOP CNT 45 - Waste Management Procedure_r0_ Environmental Management System Page 6 of 15 Contactor Personnel (CP) Carry out waste management, waste separation, waste transportation and/or waste disposal, under the supervision of the Contractor. ER Waste (ERW) Includes any waste generated by the Contractor in the waste register. Provides training on waste management to the Contractor and his personnel if necessary. Lead Auditor: May carry out audits, in collaboration with the audit team, to ensure that there are no infringements regarding waste management by the contracting company. Consignment Permit Responsible (CPR): Compiles and manages, in the stipulated times and according to the specified methods the waste disposal permit and the waste consignment notes. In all waste related contracts, the Waste contractor is the CPR. 5 Detailed Procedural Rules The Responsible Person from Enemalta is to ensure that the pertaining sections of these procedures are followed when the activities temporary storing waste and disposing of it. 5.1 Introduction All tenders are supplied with the guidelines for contractors relating to environmental concerns are stated in DOC 1 Tender Clauses related to Enemalta Environmental Management System. This document is to be given by the Enemalta Responsible person to the Contractor when the contract becomes effective. The Responsible Person shall ensure that the Contractor has clearly understood these good practices for waste storage, management and disposal and shall ultimately abide by them. Enemalta plc demands that once any breach or failure to abide to Enemalta s practices is identified the contractor shall take remedial measures immediately.

27 File: SOP CNT 45 - Waste Management Procedure_r0_ Environmental Management System Page 7 of 15 When the contract becomes effective, the person responsible for the works/project is to provide the contractor with a copy of this SOP as specified in DOC 2 - Contractor's Briefing & Employee Training which is also to be given to the contractor. The latter document is to be signed by the Contractor, declaring that he has received and understood the contents of all the environmental related documentsspecified in DOC 2, as well as committing himself to train his/her employees working on the contract, on the contents of environmental related documents. This training may be carried out in conjunction with Enemalta plc personnel depending on the nature and duration of the work. The responsible person shall also make it clear to the contractor that waste generated by the subcontracting operations can only be disposed of in Enemalta s skips if an agreement is reached between both parties which agreement shall be issued in writing. 5.2 Waste Generation, Identification and Classification Waste produced by subcontractors or third party working on behalf of Enemalta plc can be classified into 2 main categories: - Hazardous waste; - Non-hazardous waste. Enemalta plc is readily available to inform and hold awareness training sessions to all third parties such as subcontractors and visitors regarding the classification, separation and disposal of waste. Waste will be separated according to its classification and collected in dedicated containers if this is deemed necessary.

28 File: SOP CNT 45 - Waste Management Procedure_r0_ Environmental Management System Page 8 of Domestic Waste Domestic waste or mixed waste is waste generated mainly from everyday activities, like food remains. Industrial waste should never be mixed with domestic waste. Dedicated containers will be used for the collection of domestic waste. These are placed in areas such as mess rooms, offices and canteen which are the major generators of domestic waste. A clear visible sign shall be affixed to the container showing the waste stream mixed waste, EWC code, and drawings of examples of waste pertaining to this waste stream Industrial Waste Industrial waste has to be classified into various waste streams as per Commission Decision 2000/532/EC. Each waste stream is assigned a European Waste Catalogue Code (EWC). Waste from separate EWC codes has to be segregated and collected in separate containers. Different waste codes cannot be mixed. Dedicated signs are to be affixed to each container showing type of waste and EWC code. The Contractor should ask the responsible person for identification and classification of waste to its respective EWC code. Industrial waste must be clearly distinguished between hazardous and non-hazardous and such waste streams are to be properly segregated. Hazardous industrial waste must always be placed in closed containers, or else covered to avoid rainwater coming in, and subsequent overflow from the container. Proper bunding of hazardous industrial waste is to be available were required.

29 File: SOP CNT 45 - Waste Management Procedure_r0_ Environmental Management System Page 9 of Handling of Waste Handling of waste is to be carried out in such a way as to minimise risk to human health and to the environment. In particular, all precautions should be taken in order to avoid accidents that affect: - soil or water pollution; - fire or explosion; - toxic gas generation; The following are good practices for internal transportation of waste: - containers containing liquids should always be closed; - containers carrying solid or liquid waste should be secured to the means of transport being used in order to avoid any spills of material; - any waste which has fallen out of the container should be collected immediately. 5.4 Waste Storage Areas Waste storage areas must be correctly planned. The following points should always be observed: Spills and leakages should be avoided wherever possible, or preferably kept to a minimum. Skips for hazardous waste should be covered and the site should have suitable containment with appropriate drainage facilities. Spills are to be contained and collected such that they do not contaminate soil or water. Soil or water are not to be polluted by rainwater which is contaminated through contact with waste. Waste storage areas should be separated and clearly identified. Each waste unit is to be clearly marked and understood by all operators including those from transport companies and those collecting waste. Any hazard risks (flammable, toxic, etc.) should be clearly legible and immediately identifiable. Chemically incompatible wastes are to be segregated. Appropriate emergency equipment for first aid, fire and spills should be easily accessible. In case of hazardous waste, a Safety Data Sheet should be available with the waste.

30 File: SOP CNT 45 - Waste Management Procedure_r0_ Environmental Management System Page 10 of 15 The Contractor is responsible to provide bins with correct labelling for the duration of works. Waste generated within Enemalta premises for any contractor must be disposed of, off site by a fully licensed carrier as soon as reasonable practicable so as not to accumulate on Enemalta plc premises. The responsible person will ensure that the site is checked that it is properly clean and waste free before the works are terminated. 5.5 Waste Register The Waste Register is maintained by the ER Waste and keeps detailed records of all disposal of hazardous and non-hazardous waste. The Contractor should provide records of all waste generated whilst conducting the task for Enemalta and provide them to the responsible person. These records should include details about the waste (including the specific EWC code) and the weight of the waste disposed. The final destination of the waste (permitted waste site) is also to be provided, as well as the number plate of the carrier used to transport the waste to the permitted waste site. 5.6 Waste Transport: Consignment Note Hazardous waste Every time that there is a disposal of hazardous waste, this requires a valid permit from MEPA and the actual transfer of the waste has to be accompanied by a form issued by MEPA, called a consignment note. The consignment note procedure is divided into two stages: Stage One: Waste Consignment Permit Application (CP) Stage Two: Waste Consignment Note (CN) All Waste Consignment Permit Applications (CP) and Waste Consignment Notes (CN) have a unique number (code) allocated by MEPA. The Waste Consignment Permit Application (CP) is used in order to obtain a permit for the disposal of waste while the Waste Consignment Notes (CN) must be used for the transfer of waste.

31 File: SOP CNT 45 - Waste Management Procedure_r0_ Environmental Management System Page 11 of Waste Consignment Permit Application (CP) and Waste consignment Note application (CN) When disposing of hazardous waste, it must be ensured that any hazardous waste must not be stored for more than 1 year. The quantity of waste being generated and the information related to the particular waste must also be taken into consideration. A permit is needed for the disposal of each separate hazardous waste stream. The Waste Contractor used by Contractor (or the Contractor himself if he is a waste contractor) acts as the CPR. The Waste Contractor will be responsible to fill in the MEPA Waste Consignment Permit application form (CP). Once the permit for the disposal of a particular hazardous waste is issued by MEPA, CPR should fill in the Consignment Note to make arrangements for the disposal of the hazardous waste generated from work on behalf of Enemalta plc. More information about the Waste Consignment Procedure for Hazardous waste can be found on the MEPA website at the link below: A copy of the Waste Consignment Permit Application and the Waste Consignment Notes is to be handed in by the Contractor to the responsible person Transboundary Shipment of Hazardous Waste Hazardous waste which cannot be disposed of/recovered in Malta and which has to be shipped to another country for disposal/recovery will fall under the terms of the European Commission Waste Shipment Regulation. Transboundary movements of hazardous waste destined for disposal or recovery can only take place upon written notification by MEPA, as the Competent Authority of dispatch, to the Competent Authorities of destination and transit (if applicable) through the use of the notification document. Subsequently, once all permits are in place, each shipment of hazardous waste destined for disposal or recovery must be accompanied by the movement/tracking document.
