29 Overview / Guidelines / Goals A voluntary program designed and administered by the City to reduce private property I/I through: Foundation drain disconnection capping palmer valve / sump pump installation / downspout disconnection Sanitary lateral rehabilitation Grading, drainage or piping improvements if they directly reduce I/I Work Plan and Funding Agreement established with MMSD $1.3 million was available to the City through MMSD Initial Work Plan with the MMSD allocated $635K A supplemental Work Plan was recently approved by MMSD to allocate the remaining $688K Design/Investigation/Planning efforts capped at 20% of total allocation Program targets properties built before 1954, assumed to have foundation drain connections and aging clay laterals Program should help to educate residents about I/I issues even if they do not follow the program through to rehabilitation Property data collected as part of program inspections will be provided to MMSD regardless of rehabilitation outcome Program is not intended to be an emergency plumbing repair program. To be eligible for sanitary lateral rehabilitation, foundation drain disconnection must be completed prior to, or in conjunction with lateral rehabilitation work
30 Overview / Goals / Guidelines Residents are not required to correct illegal plumbing/building configurations found during City inspections unless they plan to seek reimbursement from the program. Repairs to fix illegal plumbing/building configurations are not typically covered repairs under the program. City crews will point these out to residents during the inspection Residents contract directly with contractors to complete rehabilitation work. Residents should not incur costs or be obligated until they sign a contract for construction. ** Lateral cleaning costs may apply during investigative phase For foundation drain, sump pump and lateral rehabilitation work, the program reimburses residents up to 100% for the first $6,000 and thereafter at a rate of 75% up to a total of $12,000 per property. $8,000 job = $7,500 program cost + $500 resident cost For grading improvements or modifying existing sump discharges the reimbursement is at a rate of 50% up to a total of $6,000 Program reimbursement is based on the low contract bid. City requires a minimum of three (3) comparable bids before we will grant approval for rehabilitation work to begin Residents are to be reimbursed from the City within a 90 day reimbursement window following construction City should invoice MMSD quarterly for reimbursement related to its administrative efforts
31 5-year Program Target Areas 2400 properties identified with construction before 1954 Properties constructed before 1915 probably have no drain tile 500 contacts per year estimated to be manageable Density of target properties helped determine program areas Part of Year 1 area was in noncompliant metershed.

37 Conditional Approval Engineering Division reviews contractor quotes and works with Owner + Contractor to verify any issues with quotations. Engineering Division prepares Conditional Approval letter to verify final scope of work and cost estimates under program based on actual quotations. Once Conditional Approval is granted, reimbursement for any changes must be approved by City prior to work taking place. Multiple contractors can be used. Resident is not obligated to use the low bid contractor. Resident pays out of pocket for extra above low bid amount.
38 Construction Completion of construction is required within 6 months of Conditional Approval Reimbursement Resident is required to provide a written request for reimbursement Construction start and end date Contractor information and final invoicing Permit information Digital copy of any photos or video taken In the case of lateral lining, a post-lining video is required City uploads data to MMSD via web interface and makes formal reimbursement request MMSD approves and provides payment to City. 42 Challenges Engineering Review Summary report Permits and hard copy records at City Hall are not always helpful Questions come up when reviewing DPW inspection data that requires follow-up visit now, or later? What do we do if televising data is incomplete? If our summary is not specific about an item, contractors will take advantage and try to add work Quotation Contractors are busy and don t want to spend a lot of time quoting, especially if they are not getting work as a result --- incomplete quotes There are a limited number of lining contractors in our area Contractor change of scope once work has started more thorough review of quotes Program is based on low bid so we need to make sure that quotes are comparable Quotation phase is typically the lengthiest portion of the project Residents Residents do not always tell the entire story up front Many inquires are made to the program as a result of plumbing emergencies Down payment / final payment concerns before signing contract Residents do not follow through investigations sit idle People changing their minds along the way Reimbursement Data upload process to MMSD for reimbursement is time consuming larger sewer videos do not upload City is not provided with everything it needs from the residents up front Contractors do not always pull permits delays reimbursement requests Dealing with people who are waiting for their reimbursement

72 Dye Water Testing Costs Sanitary Sewer Dye Testing has been performed for multiple communities, including: City of Wauwatosa City of New Berlin Village of Brown Deer Village of West Milwaukee Village of Butler Village of Greendale City of Brookfield (lateral injection specific dye testing) Over time, the cost of dye testing has become a value-added option to standard CCTV, as local contractors are becoming more efficient at completing these projects Costs vary based on total quantity and size of storm sewer or ditches. Budgetary numbers are as follows: $2.50 to $3.50 per lineal foot of sanitary sewer televised $1.00 to $1.25 is typical cost for standard CCTV of sewer Lateral televised for an additional $325 to $400 per lateral during dye testing process On-site inspection and reporting costs not included in above, but typically correlate directly with the total length of sanitary sewer televised
