Name of your university/institution/industry or company interested in participating in TEMPUS project: The National State Tax Service University of Ukraine. Institute of Extended Training Main field of activities of your institution: University trains bachelors, specialists, masters. More than 10 thousand young men and girls from all regions of Ukraine are engaged in the day time and correspondence form of training at the faculties of tax militia, law, accounting-economics, finance, taxation, correspondence study and military training. Institute of Extended Training is a unit of The National State Tax Service University of Ukraine. The activity of the institute is aimed primarily at those who currently work in the tax area. A priority type of training at the institute is advanced training, short-term and permanent seminars, which are directed at solving current problems of tax administration. 3. Information about the intended TEMPUS project (aim, objectives etc): We look forward to cooperate in terms of sharing educational experience in the field of taxation, developing new teaching tools and methods, applying new technologies to the learning process. Our joint researches could address following issues: - European Community / EU law; - Distance learning, e-learning; - Taxation. Fiscal policy. Project proposal/description (partners, activities, expected outcomes other): - The development of multimedia course in National and European Tax Law for high school and postgraduate education. - Elaboration of new models of retraining and qualification development for civil servants (tax service employees). Previous international experience: Implementation of programs (1998) under the Agreement "On Humanitarian and Technical Economic Cooperation USA and Ukraine": consulting and technical cooperation for the introduction of advanced training in the Tax service of Ukraine. The University organized a lot of International seminars on taxation in cooperation with the State Tax Administration of Ukraine from 1997; since 2000, regularly held International scientific conference "Problems of information technology in the economy". For a certain period of time the human seems to forget that some of the natural resources are exhaustible. Land, water, forests are the resources that are used in many countries without considering consequences. As of today the issue of farm lands polluting with chemical fertilizers, pest control and plants diseases control agents, wastes dumping are extremely urgent. All these elements get the ground water to finally reach the consumers in the form of products. And it is a fact that agricultural sector holds the second position following a heavy industry in polluting the environment. An important mission for scientists today is to develop measures would help public, producers and managers to timely realize these risks and take every step possible to divert them and rectify the negative impacts already suffered. Based on the above, we put forward a subject: «Environment Risks Management in Agro-Industrial Complex» for TEMPUS IV project The directions for realization of the project: Development of agrarian tourism («green tourism»), as a key element of revival of careful attitude of people, especially, the younger generation, to the environment; Development of a project for agricultural producers in transition from chemical to organic ; Development of a project for agricultural producers in waste-free production; Development of education and working programs in advanced training of officials, tutors and specialists involved into manufacturing; Training of specialists capable to organize products manufacturing in compliance with the up-to-date requirements to quality, environmental friendliness and competitiveness of the products. Projects description: Making easier the way from idea to business and society, to organize legal and managerial support at each link of the technology transfer chain from Ukrainian universities to business through pioneer operations (starting from the IP ownership rights registration and finalize by negotiating contracts between business and universities). The main idea is to create a project partnership of interdisciplinary actors and subjects of innovative activity, including: Universities innovation and technology transfer offices; lawyers, engaged to the reforms of the Ukrainian innovative legislation (Institute of the Legal Provision of Innovative Development of Ukraine of the National Academy of Law Sciences, Kharkiv); Ukrainian leaders of TT with a strong experienced IP subdivisions; experienced in technology transfer and intellectual property European institutions, in order to adapt best European practice and share best Ukrainian leaders experience of TT for making easier the step-by-step process of TT. The key distinction 4

5 of this project will be development and sharing experience of legal and managerial provision during technology transfer operations, that is very often the main barrier for it. The operations of knowledge and technology transfer in Ukraine and abroad have to be accompanied by managerial and legal support (concretely, with the participation of the Scientific and Research Institute of the Legal Provision of Innovative Development of Ukraine, Kharkiv member of the working group for creation the Innovation Code of Ukraine). The success stories of technology transfer must be widely disseminated and announced (as well in the handbook TIPs for real technology transfer for Ukrainian researchers ). Development of the European-Ukrainian master's program Environmental Safety of Industrial Areas this program is relevant in connection with high atmospheric pollution in Donbass. this program is based on the European experience study of the environmental safety of industrial plants and transportation of hazardous cargo. development of training programs for lecturers and teachers of the European universities in the field of environmental safety. 4. In the Donetsk University of Transportation Systems and Technology took share in four Tempus IV projects as a partner university. These projects were recommended for the EU funding. Project 5. Virtual International Student Club "Europe is Our Common Home". The aim of the project: creation and maintenance of the Club s Site "Europe is Our Common Home"; young people involving to participation in the political and social life in partner countries; promotion of Ukraine's integration to the European Union by educating of Ukrainian youth on democratic values and ideals of the EU countries through the process of direct communication; development of cooperation between universities in European countries and universities in Ukraine at the level of student government organizations; formation of constructive and pragmatic attitude of youth to European integration of Ukraine; study of foreign languages in the medium of direct communication. Project 6. International Scientific Community of Students and Postgraduates «GOLDEN RATIO». The aim of the project: to create a single international informative space with the purpose of experience exchange in organization and management of students, postgraduates and young scientists research activities of different 8

9 universities of the world, information exchange about the conducted scientific measures, possible grants, suggestions about creation and realization of joint projects, possibilities of internships and exchange programs. Project stages: Stage 1. Analysis of existent sites of international scientific organizations, associations, communities. Stage 2. The question of high quality education is always actual. So the problem of education methods improvement, educational activity horizon expansion and competitiveness support is very important in a conditions of global arena integration and permanent science and technology development. The new technologies introduction, which provide communication process simplification and make education more available is very important for a educational institution. The distance education is the most useful educational method in this aspect as on a global level, as well on a national one. The main aim of distance education is providing of equal education access and opportunities for a people in any country area with the help of information and telecommunication facilities, and education quality level increase by the way of scientific and educational potential active usage of leading universities, academies, institutions, research centers and other educational institutions. This education form is quite affective as for a businessmen, who doesn t have enough time for a full-time education, as well for a country folks, who doesn t have possibility to study in regional centre or capital. This kind of education is perfect for those who needs reclassification and retraining. Students receiving distance education are representatives of different social strata. Disabled, soldiers and prisons also have the possibility to study remotely. According to said below this education form has significant advantages in compare with traditional education forms as for the students, as for education institution. At the same time it s economically effective for a both sides of education process. The project needs the raw of activities aimed at: partners search; logistic support; software support of the process; personnel raining; The main results of project realization should be: education quality enhance and approaching to European standards; new educational technologies introduction and development; partnership system establishment; 9

Project proposal/description: The main objective of current proposal is to develop double degree Master program in a field of Mobile communication, IP-based networks technologies which are growing rapidly during last years. Among distinctive features of this proposal program development with the industry leaders in appropriate technology areas, for example NSN, Alcatel-Lucent, Ericsson for Mobile Communication technologies; Cisco, Alcatel-Lucent for IP-based networking etc. These companies can be stakeholders in our Project. Right now consortium from EU side consists of universities in Juvaskula (Finland), Zilina (Slovakia), Zelena Gora (Poland). From Eastern Partnership countries, there are several (up to 10) largest universities which hold leading position in a field of communication and network technologies. We are looking for a serious Partner-university from EU who s ready to be applicant/grantholder of this project. 5. Previous international experience: Most of participants have previous experience in Tempus projects as a partners and University in Juvaskula already won set of Tempus grants. 11 Joint regional/national project on Innovation program development on Cloud computing, virtualization and data center technology; Apart from this proposal we are ready to be partner in other projects, related to the primary field of activities of our university 4. Project proposal/description: Current trend of IT technologies is moving to cloud-based technologies and application. Cloud computing in general relates to several related areas, such as application support, virtualization, network and computing infrastructure. We plan to develop innovative e-curriculum focused on cloud computing technologies and related topics. There is already number of universities in Ukraine, Belorussia who confirmed their interest in partnership. In PSTU signed and successfully realized the direct agreements on Strategic Partnership with the largest industrial enterprises in Ukraine and Europe namely: Azovstal Iron & Steel Works PJSC, Illyich Iron & Steel Works PJSC of Mariupol, Azovmash PJSC and others connected with improvements in bachelors and masters training, scientific and cultural partnership. As the result, direct threelateral agreements were concluded between general secondary schools 14 and 40, PSTU and Azovstal Iron & Steel Works PJSC, between Lingva-XXI century private school, PSTU and Azovimpeks Civil Construction Company Ltd. Totally more than 40 agreements were concluded, Pryazovye Educational Scientific-Industrial Complex was set up under patronage of PSTU with participation of the large industrial enterprises and educational institutions of Pryazovskyi region of Ukraine. The following innovation educational projects named Training of highly-qualified specialists to the enterprises demand (2 projects) & School University Enterprise (3 projects) had been elaborated and successfully realized. It allowed to accumulate efforts of general education and high schools, enterprises and employers for modernization of the input of higher education into business, quality improvement of training of undergraduates, and socially-guaranteed career growth. The projects include modernization and innovation of curricula of additional targeted training, wide use of modern interactive and deductive teaching methods and students motivation. Among them are interactive and problem-oriented lectures, business games and simulation of non-standard situations, trainings, internships at the enterprises, seeking for placement at the positions of potential work within the period of holidays, acquiring practical skills and work experience, realizing of course and diploma projects, master papers on the essential problems of enterprises. Center of Management of Working Resources had been also established at PSTU. It takes care of signing and implementation of the direct agreements in the knowledge triangle defined as university students enterprises (including general secondary schools), additional targeted training of students on innovation educational projects, holding jobs fairs, career days at the enterprises, training of future specialists on studying and mastering methods of doing business, ensuring their career growth, etc. The outcomes of the projects under implementation have been reported and approved at the international conferences in Varna (Bulgaria, 2007, 2010), Riga(Latvia, 2008), Egypt (2009), international exhibitions. School University Enterprise Innovation Educational Project was introduced by Metinvest Holding of the System capital management Corporation as the most successful business case-study at the international forum on Development of Reliable Leadership in the countries of Central and Eastern Europe(Lviv, 2010) and was recommended for compiling the portfolio of case-studies for institutions of higher learning and business-schools of Ukraine and Europe. In 2009 Business-incubator had been established and is being successfully developed. Students, postgraduates and young teachers using the principles of student self-governance determine the details and methods of doing business. PSTU has initiated the development of innovation educational business project called Innovation educational projects on individual training of engineering staff to the enterprises demand to be adopted in Donetsk region of Ukraine within the framework of realization Life-long Learning principle for In 2004 PSTU re-animated and successfully developed the movement of student volunteer labour brigades (VLB) to ensure work placement for students at the enterprises during their holidays and to acquire professional and communicative skills and competence. The system of getting additional useful specialities by students (including business competences) had been set up to enlarge business opportunities for graduates at the labour market, work placement and career growth at the enterprises and companies. That s why introduction of the progressive experience of different countries in the branch of remedial education and physical rehabilitation will promote mutual enrichment of curricula of project participant countries. The essence of project: The project is expected to promote development of the program structure and content of the international interactive full-time and on-line practical works, seminars, trainings, summer schools for partnership university students and teachers to gain the experience of designing and realization of diagnostic and correctional rehabilitation programs for people with special needs.
