2 The 'Sabre' Sword This famous one handed battle sword was used as the primary hand held weapon of the Navy and Cavalry for many years. These Units made use of it s strength, during the constant warfare that became a way of life for many years. The single front edged blade allowed ease and safety for the Holder. The cutting edge proving effective as a slicing, and cleaving instrument, in conjunction with it s ability to be used as a stabbing weapon. The Sabre trade name utilizes the French wording instead of the traditional saber pronunciation, in order to recognize the European training techniques that support the frame work of the Active - Defense defensive programs. The Special Air Service of the British Army was formed during the 2nd world war, under the guidance of David Sterling. These units conducted long range warfare, and intelligence gathering against General Rommel s Africa Korps. For years Units of the S.A.S. have been in the forefront of training and implementation of tactics during battle. In modern times the S.A.S. utilized groups known as Sabre Units in order to conduct Military operations. Sabre TTRR is proud to carry on the great traditions that lay behind the Sabre sword. 3 The training logo of Sabre Tactical Training Resource and Research is displayed above. This unique and original design, appears on our Instructors clothing, and other items of support equipment, such as bags and hats. No other usage for this design is permitted worldwide. This logo is the registered mark of Sabre Tactical Training Resource and Research in the State of TN. The logo can also be found on tee-shirts awarded to Students for outstanding performance during training sessions. Underneath the design may feature specific wording such as Officer Survival Five under one No Mercy and H.E.A.R.T. These relate to courses that offer no personal respite on Students training activities, and personal efforts. Or are describing shooting standards, and Tactical Paramedic programs. The wording 9/11- Never Forget relates to the loss of Emergency Services Personnel, who were untimely murdered at the New York WTC. The meaning behind the logo is simple but effective. The Sword represents the Right of Justice. The Steel Gauntlets denote the Challenge of Battle against evil, and other wrongdoing. The Latin text found within the scrolls is translated into the following : Brute force without wisdom, falls by it s own weight. This is intended to show that any act, undertaken without thought and technique, is doomed to failure. We believe, all actions must have a direction, control, and a purpose.

Various programs have been submitted to the 18 States of Tennessee, Florida, Texas, Missouri, Minnesota, South Carolina, Idaho, Wyoming, Oklahoma, California, Montana, Kansas, Ohio, Connecticut, Wisconsin, Illinois, West Virginia, and Arkansas P.O.S.T. Peace Officers Standards of Training Commission s. These have been certified as P.O.S.T. approved courses. As such they are eligible for 'In- Service' training hour credits. Sabre TTRR Instructors were selected as Presenter Trainers for the 1998 and 1999 L.E.S.A.T. Academy. Bringing training to 3000 Law Enforcement Personnel, from over 80 separate TN. Depts. Reaching in total, some 167 Agencies throughout the U.S.A. Sabre TTRR is a mobile training unit, able to bring it s training expertise to you. This allows smaller Police and Sheriff's Depts. the opportunity to have local Personnel trained at their department facilities. This supports the maximum financial savings in relation to traveling and accommodation expenses. Localized training negates the need for abstraction time of Personnel during courses. If a Crisis occurs Dept. Personnel are immediately on hand to respond, and deal with the scenario as required.

We will respond to your personal circumstances, and requirements. Sabre TTRR has written & copyrighted a fundamentally progressive training syllabus. This dynamic program is called Active Defense and offers the advantages of a complete training system based on Gross Motor Skills. These training programs have been researched extensively, and offer new concepts, not just another re-hash of existing techniques. Our Active Defense syllabus enhances and supports existing programs, such as P.P.C.T. and the A.S.P. tactical baton. Which are also featured as courses taught by Sabre TTRR Instructors. Each individual training program deals with aspects relevant to that area, each program supports the previous, and allows skills and confidence levels to increase as each course section is completed. We offer this program in the following forms at both 'Student' and 'Instructor' levels. 8 5. Sabre TTRR is able to arrange demonstration workshop seminars for Agencies that are dedicated to equipping their Depts. with products that work on Demand and in a Crisis. This program consists of a Team of Mock Terrorists, who take over and fortify specified premises, taking either Hostages or planting Dummy I.E.D. s. Once in position Tactical S.W.A.T. Teams are deployed and have to deal with the Terrorists as if real. This type of program has been featured on CNN, utilizing militia type terrorists, in a school hostage scenario. The language issues and team training expertise allow us to test your Personnel, and their response times, in as real an environment as is possible within training boundaries. 11 NEW TRAINING PROGRAMS FOR 2004 Sabre Tactical Training Resource and Research is pleased to be able to offer several new programs for These programs have been designed specifically to meet the recent demands for reactive critical incidents. These new programs are additions to the Active-Defense programs that have been taught across the USA and in several other Countries, including the Canada, UK, and Mainland Europe. Sabre Tactical Training Resource and Research is the next step in the evolution of the doctrines of Claymore Inc. being the original training company that initially developed the Active-Defense syllabus. 12 ADDITIONAL PROGRAMS 2004 Sabre TTRR is proud to introduce the latest course to be developed for Law Enforcement Professionals, and EMT Personnel. The P.E.A.C.E. syllabus. The P.E.A.C.E. syllabus is a complete, and highly effective cognitive based training package. Written by Dr. H. Reid Kimbrough, Ph.D., MS., and supported by the Sabre TTRR Active Defense syllabus. The P.E.A.C.E. program offers a never before seen pro- active Law Enforcement syllabus, specifically aimed at Stress Management & profiling Dangerous Offenders. This course currently sits in the Library of Congress, and is trademarked and copyrighted. Each segment is given in lecture based format, and held over a two day period. 15 OFFICER SURVIVAL - ACTIVE DEFENSE LEVEL ONE This course is demanding, both physically and mentally. During this course Students are offered tactical options for deployment during their Tour of Duty. Sabre TTRR stresses that this course is designed to find an Individuals personal limit, and then improve their performance. The course builds immediately on Team Co-operation, and problem solving issues. Sabre TTRR understands that when an Officer is Called to Duty their training is needed to be the best available, nothing else will do. This course is Hands On. Students are expected to be in possession of all their duty equipment, which may have to be deployed during the training syllabus. They should arrive ready to train. Dependent on Dept. requirements, this program is offered as an amalgamation of several courses, which are offered as Specialist courses in their own right. Generally speaking the following format is offered : C.A.R. Firearms training. Hits V Myths Ballistic Effects. C.R.O.P.s. Covert Reconnaissance. A.S.P. / O.C. / Edged Weapons Hands on Active Defense. V.I.P.E.R. Unknown risk vehicle stops. R.E.S.O.L.V.E. First Responder Negotiator.

16 cont. These courses are offered over single day, a five day 40 + hour week. It is taught in house, and locally to the Host Department. This allows for the usage of the local environment, for honest and realistic training that works in a crisis. Further-more offering the chance for other invited local Agencies to participate in the program, in order to assist with any training cost share. Sabre Inc. Chief Instructor Paul Castle. With over 25 years Military and Police training, he has continued to design and develop new training concepts, for Law Enforcement and Spec Ops applications. Radically new, the 'Active Defense' system simply offers training concepts, that out perform the mainstream training techniques currently being offered. Instructor Paul Castle utilizing H&K weaponry, & Blackhawk Tactical Gear. All manuals will be provided. The syllabus has been P.O.S.T. approved for 1998 and 1999, through host Agencies. It has been re-submitted for 2003/4. Students may wear uniform or B.D.U. clothing. Sidearm and at least two spare magazines required for training purposes. If there is a requirement for Personal Knives, A.S.P. Batons or O.C. Sprays we can provide them for the course. Due to the nature of this course certain creature comforts must be the responsibility of the Student. Students should bring with them food and drinks to sustain them throughout each day. Team problem solving is an essential core curriculum of Officer Survival.

17 cont. Field / Patrol Officers learn realistic gross motor skills that work in the field. The training is very physical, and Students will be expected to undertake numerous team tasks. This course has been designed to build winners. Students are required to undergo high levels of physical activities. This highlights individual Officers physical fitness levels. Officers are encouraged to push their personal physical limits, in order to discover what techniques actually work for them in a crisis scenario. Sabre TTRR trains students in numerous weaponry, from Sniper through S.W.A.T. tactics. Sabre s Active -Defense system really can make a positive difference. Each course offered is supported by a fully certified training manual for the weapon. The Glock, and H&K range are included. Sabre Inc. offers firearms training specifically designed for the Remington 1187p, Glock Pistol, and H&K MP5. The Remington Arms model 700 Police Sniper rifle, being one of the most favored systems, is specifically featured in the Urban Tactical Sniper School 'S.C.O.P.E.'

18 cont. New state of the art defensive equipment, features heavily within the Active-Defense S.W.A.T. training syllabus. Tactical Rescue Gear, a Company based out of Texas is working with Sabre TTRR supplying the B.A.D.D. This tool is utilized throughout high risk entry training. The B.A.D.D. is a breaching tool which is designed to penetrate mediums such as glass, thin metals, plaster board, dry wall, and wood. This new and innovative device, is very effective when combined with the new training solutions offered by Sabre TTRR. The below pictures show the B.A.D.D. being held in the C.A.R. high cover stance. This stance allows for the defensive use of a sidearm, while Team Operators are approaching the target area. The second picture illustrates the ability to deliver a flashbang or O.C. device to second story openings. Additional extension poles can be easily fitted, and are available to 20 feet. This device has been designed to improve safety. Once the device has penetrated the medium, it is then able to deploy various munitions, such as the CTS, and model 25 DEF-TEC flashbangs / O.C. irritants. There are numerous other brand name pyrotechnics deployed by us.

21 ACTIVE-DEFENSE - DEFENSIVE TACTICS BREAKDOWN OF SYLLABUS Monday Weapon Safety procedures include the below : Firearm Conditions 1 through 4. Verbal Commands for malfunctions, covering, movements, and reloading. Procedures for failure of ammunition to detonate. Stripping and re-assembly, in light and low light levels. Weapon Retention, Presentation, Loading and Unloading techniques. Drawn weapon retention, & management of energy / stress levels. Immediate Crisis presentation of weapon to target. Tactical and Combat reloading. Including low / no light, and Single handed techniques. Use of firearm as edged weapon during malfunctions or when the weapon is empty. Close quarters confrontation, use of open hands defense prior to weapon presentation. Shooting whilst moving from standing, and crouch positions. Shooting from kneeling. Weapons usage when facing multiple Hostile targets. Close Quarters Confrontation techniques teach the below : Active application of defensive positions from Standing, and ground positions. Defensive and counter application from inside vehicles. Reaction and initiation of strikes to attacking suspects. Suspect / Subject hard hand control. Ballistic effects. What happens when you shoot at a human being.

22 cont. TUESDAY 'Live' Range application of Monday's Instruction. Shooting on ranges will include : Any duty issue Pistol, Carbine or Shotgun. WEDNESDAY Establishing Initial Scene Control. Covert Observations, and Containment Procedures. This will incorporate the following : Evidence gathering and collation of intelligence. Planning an approach to a risk / high incident scene. 26 3. In essence this system works around the body shape, and eyesight strength s of the individual Student. No more do we have to bend a Student around the shooting stance. The C.A.R. system is altered to suit the Student. The C.A.R. system features the teaching of improved marksmanship at long ranges. Instructors are given additional training to assist in developing Students who have a poor accuracy, and reduced weapon control during live firing. One of the developing facets of the C.A.R. System is it s ability to produce quick, appreciative, and operationally relevant results. Students abilities to shoot, and defend themselves through a wide range of scenarios is increased. The skill core base is essentially obtained through working in harmony with our natural muscle placement, and the real effects on the Human body, when operating under combat stress environments. 27 4. The A area flowing into the B area follows the improvement with continued use of Shotguns, Chemical Irritant weapons, and Impact weapons such as the ASP Baton. This is supported by the utilization of Small Arms while in close confines, such as Patrol motor vehicles. These two areas represent the vast majority of training techniques, required to be mastered by Students. The C area is generally very much more specialized. Additional training programs are available to support this basic Instructor Syllabus. 32 LESS LETHAL MUNITIONS A SECOND CHANCE The use of less lethal munitions by Military Units engaged in peace time police actions, Law Enforcement Personnel, and Correctional Officers, is fast becoming a topic of discussion. There has been some resistance to these munitions, based on lack of knowledge through there being little available training. This coupled with genuine fears that the munitions will fail to achieve the required results, i.e. quick incapacitation of the target. Sabre Tactical Training has taught ballistic effects to the Military and Law Enforcement Communities since ( see hits v myths ). We are currently researching new and updated data in relation to ballistic performance, and which duty ammunition is realistically effective. With the assistance of A.L.S. and Remington Arms, AR. we are currently testing various munitions from MK Ballistics, and Guardian Protective services. Our doctrines have always been centered around the real effects of various munitions fired into, and through, numerous mediums. From personal experience of hand gun ammunition wounding effects, it can be stated that no Law Enforcement small arms round, can be completely predictable in it s effect on a Human Being. Each event is driven by circumstances unique to that situation. Therefore X factors are always going to be present. The term Less than Lethal has been presented as an alternative to Lethal munitions, currently utilized by Law Enforcement and Military Peace keeping Units. It must be clearly stated that there are no munitions that will absolutely guarantee less than lethal injuries, and still work effectively every time.

33 2. The term LESS LETHAL is, in our opinion, a better description. This is what we wish to impress through this training program. Less lethals offer a bridge or gap between obviously potentially lethal munitions, and those munitions designed to cause only enough impact to stop a Subject from continuing on. Information passed from A.L.S. Technologies, a leading manufacturer of less lethals, and provider of our munitions, suggests that there have been over 4000 incidents recorded of the use of Less Lethal munitions. This has resulted in only two recorded deaths, where the Subjects were struck center mass with multiple shots. The statistics clearly demonstrate the term less lethal is an accurate description. This one day course, is designed to teach Students core ballistic knowledge, coupled with an understanding of the component parts of various munitions, and their performance capabilities. This updated use of force training session, offers hands on application and practical usage of Less Lethal munitions, in live fire scenarios. Although the use of 37mm weapons can be taught, concentration on Field / Patrol Officer ready munitions, such as 12 gauge shotgun shells are mainly featured. These less lethal munitions are immediate available to any Officer that regularly carries a duty shotgun. 40mm training is also available. In conjunction with Field / Patrol Officers, correctional facilities are also able to utilize their existing shotguns, with little or no additional expense. Hind sight is always 20/20. Less lethals may offer an alternative. In many cases we believe that less lethal munitions may offer alternatives in scenarios that have in the past, been labeled as Police Assisted Suicides. In circumstances such as these Subjects may indeed be offered a second chance, without placing additional risks on Personnel sent to deal with the scenario.

34 3. On conclusion of this course Officers are fully certified in the operational use, and technical knowledge of the capabilities of the munitions. This should enable an Officer to make a street decision as to the type of munitions required to be discharged. They will be able to determine what circumstances their use, is deemed appropriate, over standard issue ammunition. The course syllabus includes : One day 8 hour training syllabus. Fully bound training manuals are provided. Students should wear duty uniform or B.D.U. s. Students should bring eye and hearing protection. Duty shotgun. (pump shotguns only.) Food and water for days consumption. Lawful Use of Force applications. Less lethal munitions - how they work. Weapon presentation & weapon progression. Weapon retention, tactical movements. Loading, re-loading, and crisis malfunction procedures. Single hand combat and retention techniques. Confined space conflicts & weapons usage within vehicles. Low light crisis engagement. Multiple confrontations. All less lethal munitions are supplied.

35 TACTICAL COMMAND TRAINING This is a classroom based training session held over a two / three day 16 / 24 hour session. The syllabus has been designed to incorporate a hands on practical exercise if required. The sessions are lecture and student workshop based. The syllabus also allows for a Live Exercise at the end of the course. The Student will learn new techniques for the implementation of the C.R.O.P.s containment system, and how to Plan an effective tactical response, to various critical incidents. These include counter-drug raids. All training aids and manuals are provided. Students are requested to provide additional writing paper, pens, and a dicta-phone recording device, if available. The Rescue Phone system is supplied by Sabre Inc. for training. Critical Incidents have a high demand for an organized response. Time spent on deciding on a course of action, may be vitally important, and time is never on your side. Wasted time may cost lives, and put responders in further danger. Techniques will improve response times during critical incidents. The syllabus specifically covers the below areas : S.W.A.T. response to a barricaded Suspect, and Hostage scenario. School evacuations. Toxic waste spills / Serious road traffic accidents. Crime scene preservation. Coordinated Police Sniper responses. Aircraft crash scenarios. Drug raid pre-planning. Lost / missing children rural and urban searches. Officer down scenarios.

The training program has been designed to offer Students a structured system for first responder Supervisors, and Command band training, for Senior rank Officers, in charge of critical incidents. The program includes how to set up a critical incident briefing operational order in under 5 minutes. In order to effectively maintain control of fluid scenarios as they develop. The system is effective, and is proven. How to implement the joint responses of Tactical and Uniformed Officers, in conjunction with C.I.D. elements, and negotiation teams. The setting up of crisis tactical plans for joint Agency responses, including A.T.F. bomb squad technicians, and other agencies, such as the F.A.A. and Military commanded Units. RESPONSE FIRST INCIDENT RESPONDERS SAFETY TRAINING This syllabus has been designed and constructed to offer a training system that brings together a Multi-Agency emergency response, and improve it. Although separate Agencies each with it s own expertise, often at the scene of a serious incident, public safety requires a combined response from Law Enforcement, Fire, and Medical Personnel. Teamwork and mutual understanding is vital if maximum effectiveness is to be achieved by L.E. Should a Hostage Situation develop at a Hospital or School involving serious injury, high powered weapons, and a fire itself, all Agencies would be required to combine their expertise to save lives, and property.
