2 DOCUMENT REVISIONS Introduction The activities of dissemination include all actions that promote the diffusion of Earth Observation (EO) and Capacity Building (CB) in the African French- speaking Countries (AFSC). These activities are established accordingly with the activities of the EOPOWER project, mainly WP2, WP3 and WP4. These activities of dissemination were uploaded in the CRASTE- LF website ( by creating educational resources and setting up links with other geoportals such as the GEOCAB portal These activities were promoted during the scientific events organized in several AFSC in partnership with African organizations supported by ISESCO. The aim of the activities was to build awareness through conferences, training workshops, and round tables with the participation of experts, decision- makers and end users of the EO products. D6.40-1: Diffusion through the Web D The CRASTE- LF Website platform for the dissemination of WP6 activities- EOPOWER The website CRASTE- LF is hosted by Mohammed V University and maintained by open source software: Joomla 2.5: Open Source & free CMS content management system MySQL: Open Source SQL database management system Apache HTTP Server: Open source web server. 2

3 The CRASTE- LF website was used as a platform for information dissemination regarding the EO in AFSC. It allows visitors to consult all the information related to EO data and access the information provided by the EOPOWER and GEOSS Portal. The section of dissemination of the EO products was highlighted in the CRASTE- LF website and contains four kinds of information: Information related to other European projects (AFROMAISON, IASON, EOPOWER, MEDINA), and to other existing portals including SIGMED, SAWIS and GEOSS Portal; Information on the EO organizations in the AFSC; Useful information on images downloading, EO open source software, and EO Open data; Teaching support about the EO field, regarding the knowledge conveyed in the workshops that were organized by the CRASTE- LF in the AFSC, in the framework of the EOPOWER project (including the link of the Workshop "Bringing GEOSS Services into practice.") The Geoportals SIGMED imported from UMR Montpellier (France) has been developed on the CRASTE- LF web site, which allows users of African Regions to easily access it. Another Geoportal, currently being built, will allow the CURAT (University Center for Remote Sensing Application Research) to reproduce the successful experience of SIGMED in the Ivory Coast. D SIGMED GEPORTAL (Bouregreg Success Story - Morocco) The Geoportal has more than 16 layers of superimposed information. It shows 2D and 3D digital geographic data of the whole watershed Bouregreg (hydrography networks, administrative divisions, etc.) Many layers of all the project partners are also available: geology, soils, vegetation etc. 3

4 The Geoportals data can also be imported in the GIS, which is used by all project partners. This data is open to the large public in standard formats. In addition, the SIGMED Geoportals have an online service that allows the publication of data vectors to be used in GIS. This service has set up a service layer based on international standards, and it uses the WMS standards (Web Mapping Service) to display thematic data. The viewing is possible on Google Earth as the vector data is stored in a server located in the Mohammed V University. / /the- maps 4

5 Software Component We used almost only Open Source data of mapping solutions to implement the Geoportals: Geoserver: an open source server for sharing geospatial data, OpenLayers: an open source javascript library made to upload, display and render maps from multiple sources on the Internet, UDig: a GIS software aiming to provide a complete Java solution for GIS desktop to access, edit, and display data, QGIS (Quantum GIS): a free cross- platform and an open- source desktop GIS. Some partners have set up their data via the ESRI solution since it uses its own maintenance and ensures an evolving system. For coding, we have also chosen open source and licensed software for: Geocoding: a cross- platform text and a source code editor, with a Python application programming interface (API), Metadata: an Apollo Intergraph, 3D and 2D viewing: a direct display on Google Earth. Human Component All partners who worked in the SIGMED project are involved in the functioning of the Geoportal and keeping it up- to- date. The tasks are distributed between the different members of the project and are open to potential users, including stakeholders and end users. A collaborative service for updating geospatial data is under construction and will allow all project members to add and rectify the shared geospatial information. 5

6 D CURAT GEOPORTAL (Transfer Bouregreg approach to Ivory Coast) After the launching of the Geoportal SIGMED, we started another experience with CURAT. Indeed, Mr. YOUAN TA Marc, a researcher at CURAT has benefited from a training course during two weeks (3-18 November 2014) in the CRASTE- LF. The training s objective was to launch data sharing on the EO Geoportal in the Ivory Coast (especially the data related to water resources.) The Geoportal is in the last stage of its set up and will soon be accessible to the large public. 7 D6.40-2: Diffusion activity of the project D WP2 Capacity Building The WP2 capacity building aims to facilitate capacity building in environmental applications of Earth Observation for Economic Development. The CRASTE- LF has taken part in the promotion of the workshop Bringing GEOSS into practice : By the translation the workshop material in Arabic language. This document describes the material related to the workshop Bringing GEOSS Services into Practice, that was developed by UNIGE, UNEP/GRID- Geneva and CNR By the organization of training workshop Bringing GEOSS into practice in parallel with three scientific events organized as part of project EOPOWER in order to benefit to 140 trainees from 14 different African countries : - Yaounde, Cameroon (11-14 November 2013): Regional Conference on The space sciences and technology in Cameroon in the 21st century: challenges, issues and prospects: contribution of the EO in the economic development 54 participants from 4 countries: Cameroon, RD Congo, Gabon and Morocco. - Abidjan, Ivory Coast (3-6 March 2014): Regional Conference on Contribution of the Earth Observation in the Economic Development of West Africa 62 participants 7

8 from 9 countries: Cameroon, Chad, Gabon, Ivory Coast, Mali, Morocco, Niger, Senegal and Togo. - Tunis, Tunisia (22-24 December 2014) : Regional Conference on Dissemination and sharing of Earth Observation Data in North Africa Countries and Sub- Saharan French- speaking African Region - Interactions with search results and impact on environmental decision- making - 26 participants from 6 countries: Algeria, Ivory Coast, Mauritania, Morocco, Sudan and Tunisia. Workshop Bringing GEOSS into practice in Abidjan (Ivory Coast) 3-6 March 2014 D WP3 Resources facility The WP3 Resources facility s objective is to enhance the resources facility of capacity building (CB) in the GEO web portal The CRASTE- LF has participated in the inventory and the updates of the CB resources in the GEOCAB Portal by introducing information concerning the usage of EO in the AFSC such as the training, the open source software, and the scientific publications etc., representing more than 90 resources facilities updated continuously. 8

9 D WP4 Science valorization The main goal of the WP4 is to contribute in the optimization of EO resources used for a sustainable development, including specific references made of EGIDA Methodology for a sustainable contribution to GEOSS and to other relevant international initiatives. Accordingly, the CRASTE- LF suggested one pilot for the application of the EGIDA Methodology selected for the application of this methodology. The Pilot 3 - River banks of the Bouregreg dam, in Morocco, was delivered as a product of the WP4 task (TR4.2.3.). This pilot was a quick win for GEONetCab project and has brought together many partners from different National Institutes and Universities, alongside with regional hydraulic services. They have worked on the land- use change, and on the calculation of the sedimentation caused by gullies of the reservoir banks. The pilot was conducted according to the general scheme of the EOPOWER project along with the objectives set by the WP4, in order to promote the dissemination and sharing of EO data. The Geoportal SIGMED allows to display and share EO data in the region of Bouregreg: With this aim in mind, the CRASTE- LF has organized a seminar with the partners of the project entitled: "The SIGMED network: a space for sharing and pooling information on water resources in the Bouregreg watershed" /supports- didactique/2- uncategorised/49- seminaire- craste- lf Seminar Presentation: Objective: The seminar was organized after the SIGMED ( ) project, with the task of studying the Bouregreg watershed scientifically and socio- economically. It has created a workspace linking several research institutions and administrations operating on water resources at the regional and national level. In fact, the seminar s aim was to strengthen the SIGMED network in order to advance the process of data sharing and data dissemination regarding water resources and aligned with the GEO strategy. In this matter, two important subjects were raised during a roundtable. First, the coordination of the SIGMED network: creating a working group that is in charge of the technical activities of EO and of the data organization along with its dissemination inside the network. Second, the identification of relevant themetic areas, performed on the basis of mutual communication between research institutions and partners of the SIGMED network, and consisting of a multidisciplinary group that implements water, environment, and sustainable development research. 9

12 EXECUTIVE SUMMARY This document describes the different activities, organized by the CRASTE- LF under WP6, that allow and facilitate the dissemination of the EO products and provide free access to the information for the public. In this project work, the CRASTE- LF continues its efforts in capacity building through the use of the websites including the CRASTE- LF website and the portal of GEOCAB of the EOPOWER project, the GEO portal, and the EO institutions in the French Speaking African Countries. 12
