Five Pillars of Transit Asset Management in MAP Define State of Good Repair (FTA) 2. Establish performance measures and set targets (FTA) 3. Expand reporting data in National Transit Database (FTA) 4. Require all agencies who receive Federal Grants to have an Asset Management Plan (Agencies) 1. Inventory of Assets 2. Investment Plan (prioritization method on identified projects) 3. Certification by the Agency that they are in a State of Good Repair and that they have a functioning Asset Management Plan 5. FTA is required to establish technical assistance to the industry to meet the requirements (FTA)
Relationship of Key Inputs to Development of Key Outputs and Management Tools Key Inputs Key Outputs Accurate Inventory Regular Inspections Maintenance Tracking Condition Ratings Risk Factors Magic Happens Accurate Budget Forecasting Reduction of in Service Failures/Delays Agency Specific Deterioration Curves
Inventory Module Is a GIS based system UTA has inventoried all critical assets Each asset is identified in the Asset Tree Assets receive a unique asset code Geographic reference determines an associated risk for the asset 6
Inspection Module Must be paperless and extremely user friendly for staff acceptance Provide direct up load of completed inspections Prompts managers to react to conditions requiring action Automatic GPS location is converted to GIS to improve accuracy of inspection data 7
Budget Module Essential output of an effective asset management system are the financial projections Development of specific equipment deterioration curves allow for replacement before failure Correlating replacement and rehabilitation costs with deterioration models provides the best financial projections to keep the system in a State of Good Repair 8
Benefits of GIS in Asset Management Insure that the correct assets are being inspected Provides a desktop tool for Executives to promote better decision making Improve communications across department boundaries More accurately track inventory using geographic mapping
Moving Forward with GIS UTA will have all critical inventory items in GIS All real property will be in GIS with associated documents linked Continue development of Enterprise GIS to include planning, environmental, safety, operations and construction data
Goals of TAM Software Better identify cost-effective approaches for asset repair and replacement Prevent poor conditions through proactive management and well-timed system investments Utilize criteria such as risk to provide better performance for all stakeholders Enhance and promote a State of Good Repair wherever possible
