Laura J. Zale Southeastern Pennsylvania Transportation Authority Transportation Research Board 10 th Conference on Transportation Asset Management April 28, 2014
Presentation Outline Transit asset management on the national stage Transit asset management at SEPTA Tips for developing an asset management program
Transit Asset Management (TAM) Transit asset management is a strategic and systematic process through which an organization procures, operates, maintains, rehabilitates, and replaces transit assets to manage their performance, risks, and costs over their lifecycle to provide safe, cost effective, reliable service to current and future customers. Source: FTA Asset Management Guide (2012)
What does this mean for Transit Agencies? Rehabilitate Procure Inspect Operational Impact Retire/ Replace
National Challenges in the Transit Industry Increased Ridership Limited Funding Balance of Service Expansion and Maintaining a State of Good Repair
The National Dialogue on State of Good Repair Beginning the Dialogue Rail Modernization Study National SGR Assessment First meeting of transit operators to discuss SGR at the National Level Assessed SGR backlog and needs of the seven largest rail operators Assessed SGR backlog of all transit operators. National SGR backlog is estimated to be $77.7 Billion and growing. 2010
Asset Management is a Core Component of Map-21 Safety Asset Management State of Good Repair. MAP-21 will be a major theme of the Opening Session.
Asset Management Can Help an Agency Align their Goals USDOT Safety - SGR Operational Excellence Economic Competitiveness Livable Communities FTA TAM Plan Asset Inventory and Condition Assessment Decision Support Your Agency Maintain Performance and Efficiency Manage Risk Secure Funding Source: APTA TAM Standards Working Group (2014)
The Perspective of One Agency
SEPTA s System is Expansive 6 th Largest U.S. Transit Agency Service in Pennsylvania (Philadelphia and 4 surrounding counties) New Jersey Delaware Modes Operated: Heavy Rail Commuter (Regional) Rail Light Rail Bus Trackless Trolley Paratransit Service operated on territory that is shared with Amtrak and freight operators.
SEPTA s System is Truly Intermodal
Challenges of Operating a Legacy Transit System Created between 1964 and 1983 from consolidation of bankrupt transit providers. Recent funding challenges have limited ability to reinvest at necessary levels. Increased Ridership. Historic Stations.
Achieving SGR is a Core Business Goal that Drives Investment Decisions. Fix it first to provide safe and reliable service. Reinvestment in core areas. Replacement and rehabilitation of the fleet.
SEPTA TAM Program Overview Vehicle & Infrastructure Maintenance Management Systems Granular Asset Inventories Condition Lifecycle and Maintenance Management SGR Database Capital Asset Inventory Investment Prioritization Asset Management Plan Policy on how assets are maintained throughout lifecycle. Will define how new systems will be updated and maintained. Transit Asset Management Program started with FTA Grant (November 2010).
Transportation Asset Management Program Team Executive Sponsor J. Knueppel DGM Senior Level Stakeholders W. Zebrowski CIO R. Hopkins AGM Operations R. Lund AGM EM&C K. Jurgelewicz P, PC, and S M. Honebrink A. Gillespie Administration and Finance Chief Engineer Implementation Team L. Kamau VMIS J. Williams IMMS L. Zale SGR DB/ TAM Plan FTA Coordination Asset Maintainers Bus Rail ET Track C&S B&B
Vehicle Maintenance Information System (VMIS) Operations Division has utilized VMIS since Software and fuel pump system was functionally obsolete. Paratransit vehicles were not included in the system. Upgrade to M5 software.
Infrastructure Maintenance Management System (IMMS) Integrated system for tracking asset conditions, inspections, and maintenance records. Business process assessment performed to develop functional requirements and select suitable software solution. Asset Works FA Suite implementation ongoing.
Decision Support Tool: SGR Database SGR database is being developed with the goal of: Establishing SGR backlog. Projecting future SGR needs based on asset lifecycles. Prioritizing capital expenditures. Asset attributes: Age and remaining useful life Renewal activities Cost of renewal activities Cost of replacement actions Ridership impact Capital Asset Inventory less granular than maintenance inventories (~6000 assets.)
How SEPTA will use the Tools Going Forward The new or upgraded transit asset management programs will Improve SEPTA s efficiency; Allow SEPTA to analyze the impacts of various funding and policy scenarios; Provide quantitative analysis for prioritizing/selecting projects for the capital plan; and Increase effectiveness at maintaining assets.
Moving Forward at Your Own Agency
As You Start Your Program You are probably performing asset management to some degree at your agency. Software is a powerful TOOL. There are low-cost options available. There may not be a single solution for your organization. Assess your business processes before looking for software solutions. Identify strengths in current process Identify areas for improvement.
As You Start Your Program Use your corporate goals and objective when developing asset inventory/ granularity. Consider a pilot of a specific asset class or mode. Developing an asset inventory requires buy-in from all departments. Developing a TAM program is an iterative and time-consuming task.
