1 Public Access Users Guide Transportation Project Management Database (TPMD) The TPMD public access tool provides a quick and convenient way to look at transportation projects planned for Southeast Michigan through fiscal year Just follow these steps: Go to the TPMD Public Access Web page at ubmit_agency The following screen will appear: 3/18/13 version Page 1 of 6

2 You can search for projects in a variety of ways. Use the drop-down boxes to select the method you would like to use. Starting from the top of the screen, you can search by: 1. Project ID, 2. Project Location (use the drop-down box to select the community or county); 3. Project Name (for example, 12 Mile Rd ), 4. Project Type. Use this feature if you are interested in all projects of a particular type, such as Capacity projects or Bridge Rehabilitation projects. 5. Program Type. Selecting Short-range (TIP) will display all projects programmed between 2014 and Selecting All projects will show you all projects programmed between 2014 and Project Submitter. This will either be the county federal-aid committee (FAC) for example, choose Oakland FAC if the project is located in Oakland County, a Michigan Department of Transportation (MDOT) project (use this if the project you re looking for is an I, M, or US road in any county, like I-75, M-10, or US-24), or transit projects from SMART or DDOT. Note: The City of Detroit has its own federal-aid committee, separate from Wayne County. 7. Jurisdiction. This is the agency responsible for implementing this project. Selecting RCOC, for example, will show all of the projects for which the Road Commission for Oakland County is responsible. 8. Year. The year in which the project is programmed. 9. Approval Status. Will show all projects under review for inclusion in the transportation plan, or already included in the plan. 10. Funding Source. Allows you to select for all projects funded through a particular program, such as the Surface Transportation Program Rural. Note: You only have to use one of the 10 search criteria in order to search the project list. Each extra criterion must be added individually they can t be added all at once. Adding criteria will change your search results. For example, if you select Oakland FAC as the submitter, and also select RCOC as the Jurisdiction, you will only see RCOC s Oakland County projects. You won t see projects where the City of Southfield is the jurisdiction, for example. As the old saying goes, the answer you get depends on how you ask the question! Let s say that you have selected the Macomb FAC as your Submitter, Macomb County Department of Roads (Macomb DOR) as your Jurisdiction, and 2015 as your Year. 3 This screen shows you all of the projects in Macomb County, where the Macomb Department of Roads is the Jurisdiction, for fiscal year The dollar amounts are in thousands. There are three different kinds of projects shown on the screen: Stand-alone projects, general program accounts (GPAs), and subprojects. Let s discuss each: Stand-alone projects (example: Project 10640, Metropolitan Parkway) are those projects either too large to be placed under a GPA or Capacity projects, which can t be placed under a GPA. Project is a stand-alone project because it s adding capacity (two new lanes). General program accounts (GPAs) are for smaller and/or non-capacity projects that can be grouped together. An example of this is GPA 10650, Various Locations, Replace Bridge. GPAs are designed to group projects of particular kinds in a logical and organized fashion. For example, there are GPAs for Pavement and GPAs for Bridges. 3/18/13 version Page 3 of 6

4 Subprojects are projects that are grouped under GPAs. Subprojects 20392, Lakeshore Drive, and 20394, 33 Mile Road are subprojects grouped under GPA Subprojects will always be under a GPA; they never stand alone. On the other hand, GPAs may not necessarily have any subprojects, until it s time to program a particular pavement, bridge, or other subproject. To access a particular stand-alone project, GPA, or subproject, click on the project number in the left-hand column. Depending on which type of project you select, different screens will appear. Here are examples of each. Stand- alone Project If you select a stand-alone project, the screen will look like this (using project as an example): The screen will provide information regarding the scope and cost of the project. Federal funds and non-federal funds are shown in separate columns (most transportation projects require nonfederal matching funds). Project costs are shown in thousands of dollars. The phase is also shown. The most common phases are Early Preliminary Engineering (planning activities to identify transportation needs), Preliminary Engineering (producing specific project plans and specifications), Right-of-way (acquiring property), Construction, Transit Capital, and Transit 3/18/13 version Page 4 of 6

5 Operations. This project is shown as Pending, because the new Transportation Plan for fiscal years is under development and has not yet been approved. If the project has been mapped, a small map showing the project and immediate vicinity will appear to the right of the project information. Note also that in the extreme upper right-hand corner, there is an icon that allows you to comment on the project if you would like to do so. General Program Account (GPA) If you select a GPA (in this example, GPA 10650), the screen will look like this: The GPA screen will show general information regarding the GPA, as well as provide links to that GPA s associated subprojects. The amounts shown at the bottom of the screen are for the GPA balance after programming the subprojects. GPAs will never be mapped because they are places to group similar subprojects. As with stand-alone projects, there is an icon in the top righthand corner that you can click on to comment on the project. Subprojects If you select a subproject (the example is Subproject 20392), the screen will look like this: 3/18/13 version Page 5 of 6

6 Once again, basic information about the subproject will be shown. Note that, unlike the standalone and GPA project screens, the total cost is in whole dollars (not thousands of dollars) and is the combined total of federal and non-federal funds. If the project has been mapped, a map will appear to the right of the project information. As with the other project types, an icon at the upper right-hand corner of the screen provides an opportunity to comment. 3/18/13 version Page 6 of 6
