Eligible genres include drama, fiction, graphic novel, juvenile, non-fiction, poetry and spoken word. Awards are available to support the creation of new works or the re-writing of unpublished or unproduced manuscripts. Applications may be made by individuals or a collaboration of two or more writers who share creative control / authorship of a project. 2 Columbia Project Assistance for Creative Writers Page 2 of 8 About the BC MANDATE The BC is an agency of the provincial government established by the Act, for the purposes of: Providing support for the arts and culture in British Columbia; Providing persons and organizations with the opportunity to participate in the arts and culture in British Columbia; and Providing an open, accountable and neutrally administered process for managing funds for British Columbia arts and culture. MISSION AND CORE VALUES The mission of the Council is to engage all British Columbians in a healthy arts and cultural community that is recognized for its excellence. In pursuing this mission, the Council is guided by six core values as laid out in its Strategic Plan : Artistic Excellence: Foster the development and support the achievements of individual artists and arts and cultural organizations, including those with diverse voices across diverse practices, throughout British Columbia. Recognition: Acknowledge and promote the work of British Columbia s artists. Access: Provide the opportunity for all British Columbians to actively engage and participate in the arts. Aboriginal Engagement: Embrace Aboriginal culture and heritage and celebrate its ongoing connection to the lives of all British Columbians. Consultation: Work collaboratively and creatively with artists and cultural communities throughout the province to develop new initiatives and improve existing programs. Governance: Use fair and transparent processes that adhere to principles of accountability, independence, merit and equity. GOALS The mission and core values, in turn, inform the four current goals of the BC : Foster Artistic Excellence in All Art Forms and Practices Strengthen Engagement in the Arts Support the Richness of Aboriginal Artists and Communities in British Columbia Enhance Support for Arts and Culture in British Columbia The core values and goals of Council will be referenced throughout the peer review process to set funding and program priorities. Accordingly, applicants and assessors are asked to consider the values and goals in preparing and evaluating applications for support. Accessibility and Protocols BC programs are accessible to Aboriginal artists or arts organizations and artists or arts organizations from diverse cultural and regional communities of British Columbia. All applicants should address and include information about their approaches to cultural protocol where required. For collaborative applications, each individual applicant must meet these eligibility criteria. 1 Learn more about the BC s strategic direction for at

3 Columbia Project Assistance for Creative Writers Page 3 of 8 What is the Project Assistance for Creative Writers program? Awards are made to assist Professional Creative Writers with the writing of significant creative writing projects by providing funds towards subsistence and/or other related project costs. Who can apply? Eligibility Criteria Under normal circumstances, to be eligible, an applicant must: Be a Canadian citizen or Permanent Resident and have lived in British Columbia for one year immediately prior to application. Be a professional creative writer who has completed all basic training (not necessarily in academic institutions), and is not enrolled in full-time studies. Have completed two or more years of artistic practice subsequent to basic training and have had at least one book (or equivalent) professionally published, or, in the case of playwrights, at least two short works or one full-length work professionally produced, published or publicly workshopped. Spoken Word artists must have been paid for public literary performances. Be applying for the first or second time with the same new work, or, if the applicant has applied for the same project twice before, have substantively changed the proposal. For collaborative applications, each individual applicant must meet these eligibility criteria. Writers who are self-published who are accepted as Members of the Writers Union of Canada may now apply to the appropriate level. Note: Full Time students are not eligible to apply in this program. Specific Eligibility Criteria Awards are available to support the creation of new works or the re-writing of existing unpublished or unproduced manuscripts There are two levels of awards in this program: Level I: awards up to $6,000 Level II: awards up to $12,000 Level 1 For awards at Level 1, the applicant must have had at least one book professionally published, or an equivalent, defined as: For writers of fiction, 120 pages of fiction in literary magazines, recognized periodicals, or anthologies published by recognized professional publishing houses. For writers of non-fiction, 120 pages of articles in literary magazines, recognized periodicals, or anthologies published by recognized professional publishing houses. For writers of poetry, 40 pages of poetry in literary magazines, recognized periodicals, or anthologies published by recognized professional publishing houses.

4 Columbia Project Assistance for Creative Writers Page 4 of 8 For playwrights, at least two short works or one full-length work professionally produced, published or publicly workshopped. For spoken word artists, having received payment for public literary professional performances on at least three separate occasions. Level 2 For awards at Level 2, applicants, other than playwrights, must have had at least three books professionally published previously, and should be recognized as senior writers within the literary community. Playwrights should be recognized as senior playwrights within the theatre or literary communities, and must have had a minimum of two plays professionally produced or published. Spoken word artists should be recognized as senior artists within spoken word, literary and/or performance communities with an appropriate body of professionally-recognized work. What activity will the program not fund? Under normal circumstances, awards are not available for: Projects previously assisted through this program. Research and writing of works with minimal original, critical, or analytical content such as indices, bibliographies, and instructional or technical books including text books, cook books, self-help books, and guidebooks. Scholarly or academic works. Commissioned works. Scripts for film or television. Publication or promotion of books and periodicals. Projects substantially funded through other provincial government agencies. Expenses incurred prior to the application date. Purchases of equipment or other capital costs. How much can I apply for? Level 1 assistance provides up to $6,000 Level 2 assistance provides up to $12,000 What are the eligible costs? Under normal circumstances, awards are available to support: Subsistence (recipients of awards are expected to devote the majority of their time to their practice for the duration of the project). Costs of materials of the project. Equipment and space rental (as applicable). Funds to be paid to other creative artists required for the project. Travel expenses relevant to realizing the project.

The deadline for Project Assistance for Creative Writers is September 15, Applications are accepted by mail and must be postmarked by Canada Post or a courier company no later than September 15, Applications may be hand delivered or delivered by courier to 800 Johnson Street, Victoria, BC, up to 4:00 p.m. on the deadline day. Applications by or fax will not be accepted. Note: if the deadline falls on a weekend or statutory holiday, the deadline becomes the next business day. What are the application requirements? NEW All applicants, especially those new to this program, are urged to discuss their project proposal with the program officer prior to applying. Applications must be prepared on single-sided, standard letter-sized white paper, portrait orientation in a font size of 11 or larger and submitted unbound and without staples. Materials not in this format may not be copied for the jury and your application will be incomplete. It is the applicant s responsibility to ensure applications are complete and all application requirements are addressed. The BC will not contact applicants about errors in applications or missing application requirements other than those required to determine eligibility. Eligible applications and any supporting material will be assessed as they have been submitted. Applications require detailed submissions, and must include: A signed, completed Project Assistance for Creative Writers application form. A detailed written statement (3 pages maximum) that includes 1) a precise description of the proposed project; and 2) a description of how an award will assist with the project. In this statement consider responding to these questions: Why This Project? Why You? Why Now? A Curriculum Vitae of the applicant(s) that includes professional training and related artistic activities (3 pages maximum if the CV submitted is longer, only the first three pages will be provided to the jury). A detailed publication history including titles, publishers, and dates of publication. A separate document is not required if this information is included as part of the CV. For applications with budgets that exceed the requested amount from this program: o A separate detailed and balanced budget of projected expenses and revenues for the project. Support material: A selection recent writing of no more than 20 pages of manuscript format (or equivalent word count): o This sample should consist of a) writing from the proposed project (work in progress); and b) a previously published (produced) sample that demonstrates the applicant s writing ability in the proposed genre. o Spoken word artists are encouraged to send written samples as above as well as up to 8 minutes of recorded performance documentation please contact the program officer for further information. Do not send original manuscripts or copies of published books. Previously published materials must be enlarged to fit portrait-oriented pages.

6 Columbia Project Assistance for Creative Writers Page 6 of 8 For applicants for awards at Level 1 (optional): Up to two letters from recognized professional writers, editors, publishers or theatre directors that assess the proposed project and the writer s ability to carry it out. The applicant may submit these letters on Letter of Assessment forms, available at: Please note: Support materials will not be returned. What are the assessment criteria for adjudication? In evaluating each application, the Jury is asked to consider a number of possible criteria under each area of assessment. It is important to note that not all of the criteria will apply to each application; rather, they are examples of aspects that might be considered and should be addressed in the application if relevant to the applicant, the applicant s history and/or the proposed project. Applications are judged against these criteria alongside a number of equally eligible applications. An essential element of any application is insightful, critical self-reflection. Jury members want to hear the applicant s own assessment of the challenges faced and the creative solutions under consideration. In each area, the Jury considers the applicant s reflection on both past achievement and proposed plans. ASSESSMENT CRITERIA Each application will be considered according to artistic achievement and feasibility. The primary criterion for assessment is artistic achievement. Please consider and address these assessment criteria when crafting your Written Statement and choosing your sample of work. In a competitive process, the jury will consider each application individually as well as within the range of applications received. Applications are ranked using the following Assessment Criteria: Artistic Achievement: This criterion encourages applicants to define and demonstrate excellence in their artistic activity, showing how the proposed project will advance the art form or practice that is central to their work. Jurors may consider the following points: Artistic merit of the proposed project. Critical self-reflection. Clarity, focus and vitality of the proposed project. Artistic risk or challenges inherent in, or tackled by, the proposed project. Ability to realize the project artistically, based on previous achievements and support material. The applicant s artistic practice in the context of B.C. s geographic, Aboriginal and cultural diversity. Clear statements about compensation to professionals participating in the project. Feasibility: This criterion considers the achievability of the project. Jurors may consider the following points: Diversity of revenue sources, as applicable. Abilities in project management, including planning and financial management. Demonstrated capacity to realize this project. The inclusion of and engagement with appropriate protocols and practices, particularly in regard to Aboriginal artists and communities. The primary criterion for assessment is Artistic Achievement. Juries base decisions on the written proposal and the support material the applicant provides. Although no specific weighting is given to these materials, applications that are funded usually have strong elements in both areas.

7 Columbia Project Assistance for Creative Writers Page 7 of 8 Throughout the application and assessment, applicants and the Jury should respond to the core values and goals of Council (see page 2) in considering and discussing each of the two of assessment as they relate to the project. How are decisions about grants made? Merit-based, independent peer assessment is the primary method of evaluation. All applications for Project Assistance for Creative Writers are assessed by peer review juries. Juries are comprised of individuals with expertise in particular artistic disciplines, genres or practices. When selecting jury and committee members, Council considers broad professional knowledge, expertise, geographical representation and diverse aesthetic, institutional, and cultural viewpoints, including those from Aboriginal perspectives. Applications to Project Assistance for Creative Writers are assessed by a multi-genre jury with expertise specific to the applications being considered. The following process is used to evaluate every application: The British Columbia receives applications and acknowledges receipt by within 2 weeks of the deadline. Council staff reviews applications for eligibility. The jury evaluates the proposals using the assessment criteria above and determines the level of funding and conditions on the payment of awards. Council informs each applicant of the decision in writing. Applicants are urged to contact their program officer for feedback on their application. When do I find out whether my application was successful? Under normal circumstances, notifications of awards are made in writing approximately 16 weeks after the application deadline. Grant results are not available by or telephone. What happens if my application is successful? Final Reports All recipients must submit a final report and requested documentation of the completed work to the BC Arts Council within 30 days of the completion of the project. Recognition of Assistance In recognition of funding, the support of the BC and the Province of British Columbia should be acknowledged in all promotional materials, both hard copy and online. The approved BC and provincial logo and graphics standards are available online in a variety of ready-to-use digital formats at The joint logo should be used on posters, brochures, print ads and programs and used where possible on media releases and signs related to the funded project. As well, funded organizations with a website are encouraged to add a link to the BC website.

8 Columbia Project Assistance for Creative Writers Page 8 of 8 Confidentiality of Information The collection, use, and disclosure of personal information are subject to the privacy provisions of the Freedom of Information and Protection of Privacy Act. Your personal information will be shared in confidence with members of the adjudication jury. The names and locations of successful award recipients may be published along with the amount of the award in the Annual Report of the BC as well as in various communications and promotional vehicles of the British Columbia and Government of British Columbia. Social Insurance Numbers are provided to Canada Revenue Agency through the issuance of T4As. Changes to Awards All payments of grant monies to the grant recipient are subject to an authorizing appropriation under the Financial Administration Act. The British Columbia reserves the right to redistribute, delay or suspend payments if the applicant: Does not carry out their proposed planned program of activities. Does not meet its obligations as a grant recipient, including submission of any outstanding final reports to the Council. If a project is dependent on funding from other sources, approved awards may not be paid out until funding from other sources is confirmed. Whom do I contact if I have questions? The BC is committed to assisting applicants to present themselves as favourably as possible to the program juries. Ultimately, however, the responsibility for a complete and thorough application rests with the applicant. These guidelines contain information on the program intention, assessment criteria, application requirements, adjudication process and other general information. All applicants are urged to establish their eligibility and discuss their proposal with the appropriate program officer prior to submitting an application.
