BOCC Agenda Date: 01/19/2010 CDBG General Purpose Application for 2010 Funding Marilyn Ashurst, Office of Financial Submitted For: Marilyn Ashurst Submitted By: Management Department: Office of Financial Management Information Subject and Summary Statement On June 16, 2009 the Board of Commissioners selected the Lower Columbia CAP "Grounds for Opportunity" project to support as its Community Development Block Grant General Purpose project. This project will support renovation of a commercial kitchen space that will provide fro two phases of program improvement in services to low income residents of Cowlitz County. In Phase 1, the commercial kitchen space will provide for preparation of meals for Meals on Wheels and Congregate Meal sites for low income elderly residents of Cowlitz County. In Phase 2, the space will additionally accommodate an employment training program for unemployed and under-employed persons for food service industry positions and a cafe that will increase income sources to support the senior nutrition programs. The documents presented with this application are required in order to complete the application process for 2010 funding. 163 BEFORE THE BOARD OF COUNTY COMMISSIONERS OF COWLITZ COUNTY WASHINGTON In the Matter of Providing Notice to Washington ) State Department of Commerce Releasing ) Cowlitz County s Original Allocation of Qualified ) Energy Conservation Bond Authority Authorized ) Under the American Recovery & Reinvestment Act ) RESOLUTION NO. law; and WHEREAS, on February 17, 2009, the American Recovery and Reinvestment Act (ARRA) became WHEREAS, Division B of ARRA, also known as the American Recovery and Reinvestment Tax Act (ARRTA) expanded certain programs for existing tax-exempt and tax credit municipal bonds, and authorized several new types of tax-exempt and tax credit municipal bonds, including Qualified Energy Conservation Bonds (QECBs); and WHEREAS, Cowlitz County is an Originally Awarded Locality under federal statutes and state rules with an original allocation of $1,050,442; and for: WHEREAS, proceeds from the sale of Qualified Energy Conservation Bonds (QECBs) must be used (a) capital expenditures which reduce energy consumption in public buildings, implement green community programs or certain renewable energy production projects; or (b) facilities or grants supporting research in certain renewable energy and energy efficiency technologies; or (c) mass commuting facilities or other facilities that reduce pollution from vehicles used for mass commuting; or (d) demonstration projects to promote certain renewable energy and energy efficient technologies; or (e) public education campaigns to promote energy efficiency; and 163
164 Resolution No. Page 2 January 19, 2010 WHEREAS, by Executive Order signed by Governor Gregoire on September 8, 2009, the Washington State Department of Commerce was given authority to administer the QECB program in the State of Washington and to adopt rules by which to do so; and WHEREAS, the Washington State Department of Commerce has enacted emergency and proposed rules for the program pending a public hearing on January 6, 2010; and WHEREAS, the emergency and proposed rules require Originally Awarded Localities to notify the Washington State Department of Commerce on or before February 1, 2010 of its intent to issue QECB or to release the Original Allocation to the state for reallocation to other jurisdictions; and WHEREAS, the Original Allocation to Cowlitz County is too small for a cost effective issuance. NOW, THEREFORE, IT IS HEREBY RESOLVED, that Cowlitz County hereby notifies the Washington State Department of Commerce that it releases its Original Allocation in the amount of $1,050,442 to the state for reallocation to other jurisdictions.
