3 TECHNICAL REPORT Our Ref: BRW/KM/VN 09 September 009 Urban Design 1 Lancaster Circus Queensway Birmingham B4 7DG For the attention of Mr Dave Brazier 1. INTRODUCTION Sampling for asbestos containing materials was carried out at Louisa Ryland House, Sampling to Ceiling in Room 01, 44 Newhall Street, Birmingham, B PL, and which commenced on 08 September 009, at the request of Mr Dave Brazier on behalf of Urban Design. The scope of the works was to sample the suspect asbestos containing materials in the locations requested. The purpose of this sampling was to determine whether asbestos containing materials are present at these specific locations and, if they were, whether they posed a health and safety risk to persons entering those areas. The sampling was carried out by Mr K. McNamee of Birmingham City Laboratories. The sampling method used was BCL Technical Procedure BC4. Birmingham City Laboratories are UKAS accredited for asbestos bulk sampling, asbestos bulk analysis, asbestos air sampling and asbestos fibre counting; accreditation number 076N.. 4 . RISK MANAGEMENT ASSESSMENT The risk associated with the material at each location was assessed at the time of the survey and subsequently categorised. The risk category is a combination of a material assessment and a priority assessment. High damage or delamination of materials, sprays or thermal insulation: visible asbestos debris Composite materials containing asbestos: reinforced plastics, resins, vinyl tiles, painted or encapsulated asbestos cement. These parameters were not assessed during the survey, as they require detailed and specialised knowledge of the use of the building and all activities that take place therein, including repair and maintenance and cleaning practices. 6 Risk Category The Risk Management Assessment is the sum of the Material Assessment and the Priority Assessment, Likelihood of disturbance. The parameters Normal occupant activity, Human exposure potential and Maintenance activity are excluded from the risk assessment. If these parameters are assessed this risk categorization is not valid. The risks are categorised as follows: Risk Category Risk Score Range Comments and Recommendations A High 16+ It is very likely that crumbly loose asbestos may be disturbed releasing a significant quantity of fibres. Plans for urgent remedial work, including possible removal, are required and access to the area should be limited to adequately trained personnel. B Medium Fibres may be released if the material is further damaged or disturbed. A programme of remedial work (which may include removal) should be planned. Until then some emergency repairs may be required. C Low 7-10 Little likelihood of fibres being released under normal conditions, either because of the location of the materials or because the type of material present will only release very low levels of fibres. D Very Low 6 or less Immediate work is not needed and any removal can be planned within a suitable time-scale. The material should be inspected and assessed at suitable intervals (at least annually). Little likelihood that fibres will be released. The material will only need removal if serious damage or deterioration is detected in the future. E No Asbestos Detected The material should be inspected and assessed at suitable intervals (at least annually). 0 No Asbestos Detected. Risk Categories and subsequent recommendations in this report are based on the actual parameters assessed and may change when the Normal occupant activity, Human exposure potential and Maintenance activity parameters are taken into account. 8 5. COMMENTS AND RECOMMENDATIONS SUMMARY The material sampled was found not to contain asbestos fibres. It is recommended that Normal occupant activity, Human exposure potential and Maintenance activity assessments are conducted. These should be combined with this report to form the basis of an asbestos management programme. All work with asbestos materials should be carried out in accordance with the Control of Asbestos Regulations 006, Approved Codes of Practice and guidance issued by the Health and Safety Executive. Air sampling associated with removal works, should be carried out by a UKAS accredited laboratory. It is preferable for the client to employ the laboratory directly so the laboratory remains independent of the asbestos removal contractor, acting in the clients best interest.
