1 Lubbock Fire Marshal s Office 1601 Mac Davis Lane Lubbock, Texas Fax fireprevention@mylubbock.us Fire Alarm Submittal Requirements and Acceptance Testing To all Registered Fire Alarm Planners and Professional Engineers: The 2009 edition of the International Fire Code mandates in section that "Construction documents for fire alarm systems shall be submitted for review and approval prior to system installation." This requirement applies to new system installations and substantial system changes. Once submitted, plans will be reviewed on a first-come, first-served basis within 5 to 10 working days. A submittal form has been included at the end of this document for your convenience. In addition, please verify that your system design and submittal packet complies with the requirements set forth in the Texas Insurance Code, Chapter 6002 ( and the NFPA 72, 2007 Edition. Three (3) complete sets of plans/documents are to be submitted for review. One set will be retained by this office. One set, bearing the REVIEWED stamp along with a letter or comments (if any), shall remain on the work site at all times. One set is to be delivered to the owner(s) upon final acceptance per NFPA 72 guidelines. Submittal packages shall include: 1. A cover page including the installing contractor name, address and telephone/fax number, Texas fire alarm license number and a contact person. This cover page shall include a brief narrative describing the scope of work to be performed. a. The name and official address of the facility where the system is to be installed. b. Copies of current Texas fire alarm licenses for the installing company and technicians. c. Graphic scale. d. Shaded key plan indicating area of work. e. Symbol legend. f. Wiring type and class indicating all wiring size used in project g. Point of compass (indication of North). h. Building construction and occupancy type Page 1 of 5
2 i. Indicate horn/strobe or voice evacuation system. j. Battery calculation for FACP and power booster panel if used. k. Speaker load calculation if voice evacuation system. l. Indicate exact battery size provided on the panel. m. Complete riser diagram showing all typical devices connected to FACP including NAC circuits. n. Device mounting detail. o. Device point to point connection detail. p. Device address list indicating device type, address, location on the plan and their respective function. q. Hard copy of product data sheets related to the project submission. r. Indicate all rooms in the floor plan with room label. s. Indicate location of alarm initiating devices. t. Indicate location of alarm notification appliances, including candela rating for visible alarm notification appliances. u. Indicate location of fire alarm control unit, transponders, and notification power supplies. v. Indicate annunciator at appropriate location. w. Details of ceiling height and construction. x. Classification of the supervising station. y. Indicate fire alarm zone per 2007 NFPA 72, A Shop drawings, which shall serve as a confirmation of the scope of work to be performed. Drawings shall be professional and legible in blue print form or computer generated. Reduced or faxed copies will not be accepted. Plans and specifications shall be drawn to scale (max. 1/4" or min. 3/32 ) on substantial paper and shall be of sufficient clarity to indicate the location, nature, and extent of the work proposed. a. Floor plans depicting all fire alarm components are to be separate from other floor plans and trades, in that they reflect only fire alarm related elements. Page 2 of 5
3 b. OCCUPANCY CLASS that specifically corresponds to the appropriate chapter of IFC 2009 and the International Building Code Also state the SUB-CLASS (if any) such as assembly areas. c. If the building contains MIXED OCCUPANCIES, drawings shall indicate with a line, properly labeled, the separation between each different occupancy class/sub-class within the same building. This line of separation between occupancies shall indicate if it is a firewall or smoke barrier and the rating. d. Labeling of each room or area to adequately communicate the intended use of that space. e. Any portion of the fire alarm system that is existing and is not within the scope of the project that is being submitted, include sufficient information so that the end result can be evaluated as a complete system. f. State number of stories, height of building, and mark as a HIGH RISE BUILDING if it meets the criteria of a high-rise building as defined by the International Building Code (2009). g. For BUSINESS and ASSEMBLY occupancies, the occupant load calculations based on occupant loads allowed by the International Building Code (2009). h. Indicate the location of every fire sprinkler control valve, air handling unit, emergency generator, elevator, and pre-engineered suppression system in, or to be installed within, the building. NOTE: This is required even if these elements are not to be connected to the fire alarm system, and even if they are not within the scope of the planned work. i. Indicate if the alarm is (1) LOCAL AUDILE ONLY or (2) MONITORED, and specify the type of "AUTOMATIC EMERGENCY FORCES NOTIFICATION" that will be employed. j. Be stamped with one of the following authorizations (original signature on each set): k. Texas registered professional engineer, or l. Texas licensed Fire Alarm Planning Superintendent m. Contractor is responsible for a code compliant, functional system at the end of the project. Any substantive changes which occur subsequent to plan review by the Fire Marshal's Office shall be re-submitted and reviewed prior to final acceptance testing. Installation shall be by direct on-site supervision of a licensed fire alarm technician as per Texas Department of Insurance, Chapter 6002 (Fire Alarm Rules). Page 3 of 5
4 Final Acceptance Testing: The system shall be 100% completely tested (all devices and all conditions), installation tagged, certified (green tagged) and placarded (FML009) prior to requesting final on-site inspection and acceptance test by the City of Lubbock Fire Marshal's Office. Requests for final acceptance testing from this office must be made at least twenty-four hours in advance. All documentation shall also be on-site as per NFPA 72, 2007 Edition and Texas Department of Insurance Chapter All systems must be re-certified and properly tagged annually. Occupant/owner shall be fully trained in the proper use and operation of the system. A completed PLANS REVIEW SUBMITAL REQUEST form and $40.00 must accompany the plans. Fee will cover review of the plans and acceptance testing as well as re-inspection if necessary. Upon approval, notification will be made via telephone to the alarm company. NOTE: Plans will be discarded if not picked up within 10 working days after notification. Questions regarding fire alarm projects may be submitted to Munirul A.
