08:45-09:05 Digital Revolution OPENING KEYNOTE Through a case study of the Ministry of Defence (MOD), this session will cover the challenges of applying the digital revolution in a large and hierarchical organisation. It will outline the digital journey that MOD has embarked upon, including changes to services and information, people and skills, organisation, processes, ways of working and the uses of data. Robin Riley Digital Transformation Lead Ministry of Defence 09:05-09:25 DVLA s Digital Journey Rhys Lloyd Thomas Assistant Director of Finance DVLA Hugh Evans Corporate Service Manager DVLA The presentation will explore the recent history of digital development at the DVLA identifying how digital transformation has aided the citizen and industry; how it has assisted in realising efficiencies and how it has had a transformational effect on the organisation in general. The presentation will also look to the near future and set out the Agency s strategic direction over the next few years and its plans to truly transform into a digital organisation looking primarily at its services; its organisational structure; its service provisions; efficiency realisation and the skills and capabilities of its staff. The final consideration before questions is the longer term environment and customer requirements particularly in light of technological advancements and how they may impact the organisation 09:25-09:45 Solution Provider Case Study 09:45-10:05 Turning a strategy into reality from document to delivery Richard McLean Head of Planning, Performance and Change Food Standards How do you turn a strategy into reality? How do you move from a document to delivery? What is it that helps a department shift from having a nice shiny new document to actually changing and delivering? In November 2014, the Board of the Food Standards Agency agreed an ambitious new strategy for The journey since then has involved more documents (a five-year strategic plan and a business plan) but also new performance measures, new projects, new people, new training, new methods of engagement, and a renewed focus on delivering the best outcomes for consumers. 10:10-10:30 Solution Provider Case Study Stream One / Two / Three

10:30-10:45 Coffee & Networking Break 10:45-11:05 The Drivers for IM Strategy Marc Baker Chief Operating Officer Ofqual In July 2014 Ofqual, the qualifications regulator a non-ministerial government department with 200 staff, commissioned a review of its IT provision to set the direction for the next 3 years. A CIO was recruited to deliver the new strategy. The strategy advocated a cloud-based IT architecture which was delivered in the early part of 2015 using an agile approach by a joint supplier/ofqual team. Building on this flexibility a project was commissioned for a new regulatory IT system, out of the box and cloud based to replace the existing bespoke system using an agile approach. The presentation will set out drivers for the Ofqual IM strategy, the use of agile to deliver a cloud IT infrastructure (9 months work delivered in just 3 months) using the cloud as a foundation to build a new regulatory IT system, progress with lessons learnt to date and the challenges of using an agile approach successfully. 11:05-11:25 Solution Provider Case Study 11:25-11:45 Solution Provider Case Study 11:50-12:50 Group 1 - P2P Connect 121 Speed Networking 11:50-12:50 Group 2 - Interactive Group Discussion Using data and information to support stronger financial planning Julie Brown Director of Resources Cafcass Pragmatic approaches to budget planning can serve an organisation fairly well when funding and income levels move only marginally. But to be ready to advise stakeholders on the implications of more significant changes requires reliable models to be built that draw on credible evidence of what drives demand for services - and what drives the costs of delivering them. The choices may not be easier but they ll be based on a sounder footing. This interactive workshop will try and draw across different sector experiences of developing tools for financial planning and analysis to stimulate thinking for those organisations who know they need to do more of this but struggle to find a way in

12:55-13:55 Networking Lunch 14:05-15:05 Group 2 - P2P Connect 121 Speed Networking 14:05-15:05 Group 1 - Interactive Group Discussion Using data and information to support stronger financial planning Julie Brown Director of Resources Cafcass Pragmatic approaches to budget planning can serve an organisation fairly well when funding and income levels move only marginally. But to be ready to advise stakeholders on the implications of more significant changes requires reliable models to be built that draw on credible evidence of what drives demand for services - and what drives the costs of delivering them. The choices may not be easier but they ll be based on a sounder footing. This interactive workshop will try and draw across different sector experiences of developing tools for financial planning and analysis to stimulate thinking for those organisations who know they need to do more of this but struggle to find a way in. 15:10-15:25 Coffee & Networking Break 15:25-15:40 Business Meetings 15:45-16:05 Designing for delivery new perspectives on implementation and execution Rob Barnes Head of Continuous Improvement Department for Education This presentation will look at the work undertaken in DfE to understand how best to execute our delivery priorities. Using case study examples to illustrate our approach, it will show how DfE is: utilising new tools in a policy context to design for delivery designing good signals to execute delivery in a school led system and manage risk integrating digital thinking developing the department s capability to align to the needs of the education system integrating the risk landscape to join up delivery priority, education system and organisational risk utilising Policy Tests and Delivery tests to join up both elements of our work developing different approaches to problem solving at a delivery priority level

16:10-16:30 Solution Provider Case Study 16:30-16:45 Coffee & Networking Break 16:45-18:15 Business Meetings 18:15-18:35 Risks to Transformation CLOSING KEYNOTE The public sector will continue to undergo major change in response to ongoing austerity measures and public service reform, and digital transformation is expected to contribute significantly to this. The civil service will require different skills and capabilities if it is to deliver government s digital transformation agenda to any significant degree over the next 5 years. Dr Sally Howes Executive Leader - Digital & Innovation National Audit Office However this presents a number of issues for government There is already a skills gap even before considering the demands of transformation The civil service will require different skills and capabilities if it is to deliver government s transformation agenda to any significant degree over the next 5 years The required skills are in short supply, as has been highlighted by recent reports There is a lack of data on skills across government, so we have undertaken a survey of digital leaders in departments and agencies to give us their view on digital skills and the presentation will cover what they believes the position to be, how it is being addressed and whether the current efforts are sufficient to mitigate the risks to transformation. 20:15-20:30 Cocktail Reception 20:30-22:30 Networking Dinner

Event Agenda - Day Two 08:35-08:45 Coffee & Networking Break 08:45-09:05 Data Analytics within the Home Office OPENING KEYNOTE John Holland Head of Data and Analytics Architecture Home Office The Home Office have been working on introducing a new data analytics capability. John will take a look at some of the challenges they have had to think about along the way, including: Introducing and testing the new capability to prove the value New technologies and new people skills required Engaging the business in business process innovation rather than iteration Integrating with legacy processes and systems Delivering value through short investments and agile sprints rather than long programmes. 09:05-09:25 Land Registry s digital future Allison Bradbury Head of Local Land Charges Programme Land Registry Graham Farrant Chief Executive Land Registry Land Registry provides vital assurance and confidence to the property market, underpinning property ownership and mortgages worth trillions of pounds across England and Wales. Land Registry has evolved to become increasingly efficient and modern, providing 99% of our information and 73% of our registration services electronically. Our aim now is to create a fully digitised Register enabling Government to build a contemporary digital platform for land and property to support the vibrant UK property market. We will also become the sole registering authority for Local Land Charges (LLC) in England and Wales, creating a single, digital LLC service that will improve access and turnaround times and standardise fees for property professionals and citizens. 09:25-09:45 Solution Provider Case Study 09:45-10:05 Value chain mapping: the key to successful digital transformation Nic Cary Head of Digital Transformation Department for Transport A practical demonstration of the benefits of using Wardley Mapping to map user needs when developing a digital transformation strategy. Wardley Mapping, developed by Professor Simon Wardley, holds out the promise of giving one situational awareness when one is producing a new digital strategy, developing a new project or planning a new campaign. No successful general would fight a battle without a map showing the locations and strength of the opposition. Yet many in government and business embark on strategy or product development without this vital intelligence. We have found the technique invaluable at the Department for Transport in developing our new digital strategy.

10:10-10:30 Solution Provider Case Study Stream One / Two / Three 10:30-10:45 Coffee and Networking Break 10:45-12:15 Business meetings 12:15-12:35 Seeing the pattern what financial information can do for you Ross Campbell Former Deputy Director, Government Financial Reporting HM Treasury While both Central and Local government have been producing good quality based financial reports since the turn of the century, far less attention has been placed in using the financial information used to generate these reports to strengthen financial management government. While the 2013 Financial Management Review recently began to focus effort on exploiting the potential of the financial information it gathers, in the light of increasing financial pressure on government, now is a good time to ask the following questions: What insights can we expect to get from our financial information? How do I make practical use of it to understand risk, to manage the costs of delivering public services more efficiently and drive improved productivity? Other pertinent questions are, What can I do to better exploit the information in my existing systems? and What are the cultural, organisational and practical constraints I need to overcome to do this? 12:35-12:55 Transformation- Communication Digitalisation CLOSING KEYNOTE Our ambitious plans to transform the way we communicate with our customers and manage the shift from paper to digital. Progress in rolling out digital tax accounts for both individuals and businesses to help customers manage all their tax affairs online Richard Hawthorn Deputy Director Application Services HMRC
