It will outline the digital journey that MOD has embarked upon, including changes to services and information, people and skills, organisation, processes, ways of working and the uses of data. The presentation will also look to the near future and set out the Agency s strategic direction over the next few years and its plans to truly transform into a digital organisation looking primarily at its services; its organisational structure; its service provisions; efficiency realisation and the skills and capabilities of its staff. How do you move from a document to delivery? What is it that helps a department shift from having a nice shiny new document to actually changing and delivering? 3 10:30-10:45 Coffee & Networking Break 10:45-11:05 The Drivers for IM Strategy Marc Baker Chief Operating Officer Ofqual In July 2014 Ofqual, the qualifications regulator a non-ministerial government department with 200 staff, commissioned a review of its IT provision to set the direction for the next 3 years. A CIO was recruited to deliver the new strategy. The strategy advocated a cloud-based IT architecture which was delivered in the early part of 2015 using an agile approach by a joint supplier/ofqual team. Building on this flexibility a project was commissioned for a new regulatory IT system, out of the box and cloud based to replace the existing bespoke system using an agile approach. Our aim now is to create a fully digitised Register enabling Government to build a contemporary digital platform for land and property to support the vibrant UK property market. Wardley Mapping, developed by Professor Simon Wardley, holds out the promise of giving one situational awareness when one is producing a new digital strategy, developing a new project or planning a new campaign. No successful general would fight a battle without a map showing the locations and strength of the opposition. Yet many in government and business embark on strategy or product development without this vital intelligence. We have found the technique invaluable at the Department for Transport in developing our new digital strategy.

While the 2013 Financial Management Review recently began to focus effort on exploiting the potential of the financial information it gathers, in the light of increasing financial pressure on government, now is a good time to ask the following questions: What insights can we expect to get from our financial information? How do I make practical use of it to understand risk, to manage the costs of delivering public services more efficiently and drive improved productivity?
