3 C&D Defined C&D WASTE: MARKET OVERVIEW Waste generated from new Construction,, renovation and removal (Demolition( Demolition) ) of buildings EPA defines C&D waste as: The waste building materials, packaging, and rubble resulting from construction, remodeling, repair and demolition operations on pavements, houses, commercial buildings and other structures (40 CFR ) Includes infrastructural debris from the construction and demolition of roads, bridges and land clearing Includes: home improvements, roofs, driveways, kitchens, bathrooms, ventilation systems Source: RCRA in Focus: Construction, Demolition and Renovation - EPA 3

8 C&D WASTE: MARKET OVERVIEW Most C&D waste is nonhazardous/inert and subject to Subtitle D of RCRA Exceptions include: Waste paints, varnish, solvents, sealers, thinners, roofing cement, adhesives, machinery lubricants Treated wood, including lumber and utility poles Asbestos-containing items such as older types of floor tile, siding and insulation (Clean Air Act regulates demolitions) Lead-based paint Products containing mercury; fluorescent lamps, thermostats, smoke detectors, neon signs, exit signs, CRTs 8

13 LESSONS LEARNED LESSONS LEARNED Lessons Learned from OBGREEN (OBGREEN: name of my residential retrofit project) 1. We diverted over 4,000 pounds of metal 2. We reused 90% of all framing 3. We reused 75% of all hardwood flooring 4. We salvaged a 200ft wood fence that looked on the brink 5. Chose durable, recycled content in building materials that we could afford 6. Researched/compared every product, looking locally first 7. We re going to reuse parts of the current driveway to make a permeable patio and paths throughout the landscape 13

14 LESSONS LEARNED Lessons Learned from OBGREEN (OBGREEN: name of my residential retrofit project) 1. Don t t settle for the Status Quo Syndrome be vigilant 2. Get buy in from top management with the companies you intend on using for waste management hauler and processing facility 3. Conduct a job site walkthrough with service provider 4. Accountability is KING 5. Knowledge is power 6. When No is good 7. Ask for signed affidavits Trust and Verify People remember 10% of what they read, but 80% of what they experience. --William Glasser 14

31 City of San José CASE STUDY #1 Construction & Demolition Diversion Deposit Program (CDDD); Stephen Bantillo,, Program Manager CDDD is San José é s s incentive program to encourage the recovery of C&D debris San José will collect a deposit and fully refund it if the C&D debris is diverted from burial in the landfill 1. Pay Your Deposit 2. Recover/Recycle Your C&D Debris 3. Apply For a CDDD Refund Used $750,000 in seed grants from industry to kick-start the program 7,000 deposits per year $15,000,000 in unclaimed refunds in a liability account 31

Accomplished through a few integrated programs: 1. Sales and distribution of materials through The ReUse People (TRP) retail-warehouses and those of TRP partner retail-warehouses. 2. Contractor training, marketing, deconstruction project oversight and the administration of tax deductible donations in all TRP regions. 3.
