2 CONDITIONS OF ENTRY It is a condition of entry into all stadiums hosting BQJBC Games that the Basketball Queensland Codes of Conduct and Zero Tolerance Policy are abided by at all times. Codes of Conduct are on display at each of the venues as well as being included in the Parent and Player Handbook and the BQ website at under Policies. The Zero Tolerance Policy is included in the BQJBC Rules, the Parent and Player Handbook and the information is on display at each venue. Upon entry into a stadium hosting BQJBC games all team officials, parents, players, spectators and game officials are agreeing to be bound by the Basketball Queensland Codes of Conduct, the Zero Tolerance Policy and any additional conditions of entry displayed at the venue. If at any time a person is found to be breaching a code of conduct, the Zero Tolerance Policy or any condition of entry they will be removed from the stadium by a BQJBC Court Controller and may face further penalty under the Queensland Basketball Model Disciplinary Tribunals By-law which will be enforced by Basketball Queensland. 3 COMPETITION MANAGER MELINDA CAMPBELL Welcome to the Basketball Queensland Junior Basketball Competition (BQJBC). The aim of this booklet is to provide information to both parents and players involved in the BQJBC. It is hoped that through this booklet parents will have a better understanding of how the competition operates and the general information which applies directly to their child s involvement. One of the most important items that parents should be aware of is the flow of communication in the BQJBC. This is outlined in the below diagram. As there are 191 teams competing in the BQJBC, with approximately 2000 players, it is not possible for the BQ Competition Manager to address questions from parents. In the first instance parents should ask their Team Managers or Coaches any questions they have. Dependent upon the Association, if the Team Manager is unsure they may find the information out for the parent from the delegate, or alternatively ask the parent to contact the delegate themselves. If the delegate also does not know the answer it is then their responsibility to liaise with the BQ Competition Coordinator or Competition Manager to find out and then report back to the Team Manager or parent. At any stage parents may also access the BQJBC Section of the BQ website for information relating to the BQJBC. The BQJBC Section is located under the QLD Competitions tab on the top menu of the homepage. In this section you will find information such as the rules, a calendar, draw information, venue details and any other information relevant to the BQJBC which may be posted to the website, for example newsletters. 4 BQJBC OVERVIEW The Basketball Queensland Junior Basketball Competition (BQJBC) is a representative competition conducted in the South East Region of Queensland. The Competition consists of three grades, namely Premier League (Division 1), Southern Cup (Division 2) and Challenge Cup (Division 3), and exists for the Under 12 to Under 21 age groups. In the 2013/14 season a fourth division has also been added to the U16 Boys Competition which will be named Development Cup. The purpose of the BQJBC is to provide competition pathways for the elite junior players in South East Queensland. The BQJBC is open for entry from all Basketball Queensland s affiliated Associations in the South East Queensland Region. The number of teams that each Association can submit is based on the number of registered juniors (excluding U10 s) that they have registered as at the date of the nomination forms being issued. The Governing Body of the BQJBC is Basketball Queensland (BQ) with the point of contact being the BQ Competition Manager. Decisions relating to the structure of the BQJBC are made in consultation with a delegate from each Association involved. Basketball Queensland does however; reserves the right to refuse entry of teams as a result of past indiscretions. COMPILATION OF BQJBC SEASON DRAW The BQJBC Draw is compiled by using the following information: Venue Availability of each participating Association Club Times of each participating Association to avoid conflicts The number of teams an Association has entered and whether the Association has the availability to have all teams play at home on the same day Matching up Association teams with similar opposing teams where possible. This is something that is not easy to control as not all Associations teams play in the same divisions with the same teams Ensuring each team has a balance of home and away games. For 8 team competitions such as Premier League this is a complete home and away balance against each team however for competitions that do not have 8 teams it will be an overall balance of home and away games. With 191 participating teams and a large range of parameters the draw is a very time consuming process. As what happens at the start of the season has a flow on effect to the second half of the season (i.e. ensuring that on the reverse side of the draw the team who played away in the first round has home availability for the reversed round) the complete season draw needs to be looked at on the whole when developing the draw for each week. This is why at the beginning of the season the draw is only released approximately a week before the first games are to be played and why it may only released a few rounds at a time. Due to the process involved with the draw any requests must be submitted on the section provided on the Nomination Form. No draw requests or requests for changes will be considered once the season has begun and no teams will be permitted to negotiate the changing of game dates and times.

6 AGE GROUPING Players are grouped depending upon age. Age groupings are as follows: Under 12 - eligible players must not turn 12 in 2014; they are born in 2003 or later Under 14 - eligible players must not turn 14 in 2014; they are born in 2001, 02 Under 16 - eligible players must not turn 16 in 2014; they are born in 1999, 00 Under 18 - eligible players must not turn 18 in 2014; they are born in 1997, 98 Under 21 - eligible players must not turn 21 in 2014; they are born in Junior players typically spend two years in each age group, with the exception of U21 Men which is a three year age group. The age group classification for U12 to U18 is standard for all domestic basketball where there are also top and bottom age players playing in age groups. SEASON Outlined below is an overview of the Competition Structure and Important Dates throughout the season. The BQJBC Season runs over a six (6) month period and consists of o o o o Grading Tournaments held in September 14 Round Competition commences after the September/October School holidays and finishes two to three weeks prior to the Easter / April School Holidays with an eight - nine week Christmas break. Seven rounds are played before Christmas and seven rounds are played after Christmas. In the New Year one double-header (Saturday/Sunday) is scheduled in order for all rounds to fit in the competition timeframe ahead of State Championships. 7 FIXTURES AND LADDERS Fixture and ladder information can be obtained from the Basketball Queensland website by visiting Fixtures & Results are posted on the Basketball Queensland website in the Draws and Results section located on the mid right of the homepage and by clicking on the Junior Competitions link, which is located on the home page of the BQ website. Ladders are also posted once results have been obtained from the host association and can also be viewed by clicking the same link. All results are verified once the official scoresheets are received from the host association. Should any errors have occurred when results and stats were posted they are rectified at this time. Players, Coaches and Parents also have the ability to check individual player stats via the Draws/Results menu on the Basketball Queensland website How to check player stats:- Go to Draw/Results section on mid right of BQ home page Select Competition eg-junior Competitions Click on Results for the relevant BQJBC division eg-u12 Boys Premier League Once page has loaded click on Match Centre for the specific game eg-team A Vs Team B to view that game s statistics Once page has loaded to view Season Statistics for a single player click on the name of the player at this time the average stats and games played will load onto the page for that player. How to check stat leaders:- Go to Draw/Results section on mid right of BQ home page Select Competition eg-junior Competitions Click on Results for the relevant BQJBC division eg-u12 Boys Premier League Once the page has loaded click on Round Leaders to view the Top Ten Point Scorers for that Round. The Top Ten Fouling Players for the Round can also be seen here by clicking on the down arrow and on Personal Fouls. To view overall player rankings for the entire competition click on Season Stats and then click View Full List located underneath the table (i.e. Average Points). Statistics should be sorted by highest ranked to lowest ranked however if this does not occur click on the column in which you wish to sort by. For example to view all players by highest Average Points click on Av Pts.

Can be reduced to 3 minutes if games are running late at the discretion of the Court Controller. 2 minutes where time permits. Can be reduced to 1 minute if games are running late at the discretion of the Court Controller. 3 minute periods (1 minute break after full time and in between extra time periods) Five (5) charged time outs to each team per game. Two charged time outs can be requested by either team during the first half (1 st and 2 nd periods), and three time outs during the second half (3 rd and 4 th periods). Unused time outs may not be carried over to any extra period but each team may be granted one time out for each extra period. Request must come from the players to the scoretable personnel For both teams when the ball becomes dead and the game clock is stopped For both teams when the ball becomes dead after a successful last free throw. For the non scoring team when a field goal is scored in the last two (2) minutes of the fourth period or the last two (2) minutes of each extra period 50 seconds with a 10 second warning. Both teams ready to play after 1 minute If the game is stopped because of a foul or a violation or for any valid reason committed by the team not in control of the ball, possession shall be retained by the same team that previously had control of the ball. If the resulting throw in is to be administered in the back court the shot clock shall be reset to 24 seconds. If the resulting throw in is to be administered in the front court and 14 seconds or more was displayed on the clock at the time the game stopped then the shot clock will not be reset but remain the same If the resulting throw in is to be administered in the front court and 13 seconds or less is displayed on the shot clock at the time the game was stopped then the shot clock will be reset to 14 seconds. The clock is not reset if the same team retains possession for the following: - Ball having gone out of bounds - Player of the offensive team being injured - Jump Ball Situation - Double Foul - Cancellation of equal penalties against both teams (eg, tech foul for each team) Technical fouls for use of foul language or derogatory remarks directed towards officials, where a referee believes an ejection is not warranted, shall result in the player being substituted from the game and sitting five minutes of playing time on the Team Bench, irrespective of score, number of players on the court or remaining time in the game. When the Official calls the technical foul, he/she is also to look at the clock and quote the time remaining, so the scoretable officials can note it on the scoresheet. E.g st quarter, and the player can then re-enter the game at 2.41 or after (via substitution through the bench). All rules as per current Hot Weather Guidelines. The formula to be used to determine the result for a game that cannot be completed is:- Game called off anytime in the first half. Will be replayed as per Section 16 Rescheduled Games; however, a margin of 20 points or more will mean that the result will stand at the scoreline when the game is called off. Game called off anytime in the second half. Result will stand at the scoreline when the game is called off; however, a margin of 10 points or less will mean that the game will be replayed as per Section 16 Rescheduled Games.
10 PLAYER ELIGIBILITY 1. All Players must be registered with Basketball Queensland; 2. To be eligible for an age group, players cannot be turning that age prior to the 31 st of December of the year of the next State Championship competition. For example, a player competing the BQJBC Under 12 competition in the 2013/14 season, must be 11 years of age (or younger) as at 31 December 2014 (i.e. born in 2003 or later). 3. Players who have transferred from another Association must meet all of the Transfer Policy requirements as outlined on the following page in order to be clear to play ahead of the commencement of the season; 4. Players may play in only one age group in the BQJBC Season; 5. Players may play for only one association in each playing season. If a player plays 1 game (including grading competition) for an association they will not be eligible to play for another association in that BQJBC season except in extenuating circumstances (e.g. Moving house) as approved by the BQ Competition Manager; 6. Players may only play in one team for grading carnivals; 7. Players cannot play for more than one team in the same division; 8. All Associations must submit their team player lists to Basketball Queensland regardless of whether or not a team is contesting grading on the forms provided by Basketball Queensland by Wednesday the 28 th of August. A minimum of 9 players must be included on all team lists. If an Association s first team has less than 9 players and they also have a second team in the same age group the Association must write to the Competition Manager providing reasons as to why there are fewer than 9 players in this team. The Competition Manager will review submissions made on a case by case basis and determine whether the team list will be approved. All team lists will be checked to ensure that players have received the necessary Permission to Train Forms and Player Transfer Forms. Associations that fail to provide their team player lists prior to grading will be fined $100 per team. 9. All Team Lists supplied prior to grading must remain the same for Round 1 of the BQJBC Competition; unless a team is registering a brand new player (i.e. did not contest grading with any other team). From Round 2 onwards movement of players between teams will be permitted provided the movement of a player does not breach any of the other player eligibility rules. 10. All Associations must register their players into their teams online by Monday the 30 th of September Delegates will need to have a Sporting Pulse Passport linked to their Association database under Basketball Queensland which they will receive information on from BQ. 11. Players that play six games in a higher division will be classified as restricted and will not be able to move teams to a team in a lower division in the same season (i.e. if you play 6 games in a Premier League team you will be regarded as restricted and cannot then change teams and play in a Southern Cup or Challenge Cup team). 12. New players cannot be added to teams after the registration cut-off date of Friday the 14 th of February which is the Friday prior to the Round 10 games. The only exception to this cut-off date is if a team is reduced to less than 8 players as per the Exemption to Finals Eligibility Rule.
11 TRANSFERS In 2013 Basketball Queensland introduced a new Transfer Policy which applies to all Basketball Queensland Competitions. All those competing in the BQJBC must abide by this Policy which can be found on the BQ website under Policies. The Policy consists of two parts as follows: 1. Permission to Train - Junior players must seek the permission of their existing representative association (i.e. the association where they played their last representative season) before they can train with or try out for another association. If an association had not granted a player permission to train and the player subsequently seeks a transfer, the Association accepting this player will be fined up to $200 and the player that breached the rule will not be permitted to play representative basketball for a period of up to three (3) months. 2. Transfers - A transfer is required for any member wishing to change from one affiliated Club or Association to another. It is the responsibility of the accepting affiliated associations to ensure clearances and transfers are obtained prior to the commencement of the individual playing or training in instances where the player is seeking a permanent transfer and has not submitted a Permission to Train Form. Once a junior representative player transfer has been granted there is a mandatory waiting period whereby a player must wait one (1) calendar month from the date that the transfer is approved by Basketball Queensland before they can play representative basketball for a new association. Players can either chose to complete both Part 1 and Part 2 or may skip Part 1 if it is not applicable to the player i.e. they have confirmed that they are leaving one Association to go to another. For the full details of this policy please refer to the BQ website. PLAYER EQUIPMENT Players shall not wear equipment (objects) that may cause injury to other players. The following are not permitted: o Finger, hand, wrist, elbow or forearm guards, casts or braces made of leather, plastic, pliable (soft) plastic, metal or any other hard substance, even if covered with soft padding. o Objects that could cut or cause abrasions (fingernails must be closely cut). o Headgear, hair accessories and jewellery. The following are permitted: o Shoulder, upper arm, thigh or lower leg protective equipment if the material is sufficiently padded. o Compression sleeves of the same dominant colour as the shirts. o Compression stockings of the same dominant colour as the shorts. If for the upper leg it must end above the knee; if for the lower leg it must end below the knee o Knee braces if they are properly covered. o Protector for an injured nose, even if made of a hard material. o Mouth guard of any colour o Spectacles, if they do not pose a danger to other players. o Power Band - only permitted on wrist if covered by tape and only on ankle if worn under the sock. o Headbands, maximum five (5) cm in width, made of non-abrasive, unicolour cloth, pliable plastic or rubber. o Non-coloured transparent taping of arms, shoulder, legs etc.
12 GRADING COMPETITIONS The aim of the Grading Competitions is to grade teams into divisions for their relevant age group and gender where they will compete against teams of equal calibre. Grading Competitions are generally held for all Premier League Divisions (with the only exception being that the number of teams who have nominated to grading is the same as the number of positions available in Premier League) and in Southern Cup Divisions where there is enough teams to form a Challenge Cup competition also. The grading competitions will be held on the weekends of the 7 th and 8 th of September and 14 th and 15 th of September. In the BQJBC Season grading for each competition that it is required for will take place on one day. Where possible a double-elimination format (i.e. lose two games and you are out) will be used for the Grading Carnivals. In line with the new system the timing of games will be as close as possible to competition timing of games. Rules regarding the number of teams permitted to contest grading are as follows: Top 4 teams from BQJBC two years ago now gain automatic entry in to BQJBC Premier League in their new age groupings and thus will not contest grading (i.e. Top 4 teams in U12 Boys gaining automatic entry in to U14 Boys Premier League Competition). Eligible Associations are permitted to enter one team to contest Premier League Grading (for those Associations whose first teams have gained automatic qualification their second team may be entered in to Premier League Grading) All third teams from any Association must start the season in Challenge Cup and therefore cannot contest Southern Cup grading. SWAP-OVER CHALLENGE The Swap-Over Challenge gives the top two teams in Southern Cup the opportunity to play the bottom two teams in the Premier League, for their positions in Premier League. In age groups where three divisions exist the top two teams in the Challenge Cup will also have the ability to play the bottom two teams in Southern Cup. Teams who can challenge/be challenged will be determined as at the completion of the Round 7 games (Saturday the 23 rd of November), with Swap-Over games for all Divisions/Age Groups to be played at the one venue (Nominations to Host to be called for) on Saturday the 30 th of November. The Swap Over format is as follows: 1st placed Southern Cup/Challenge Cup team v. Last placed Premier League/Southern Cup team (as requested by Southern Cup/Challenge Cup team only). 2nd placed Southern Cup/Challenge Cup team v. 2nd Last placed Premier League/ Southern Cup team (as requested by Southern Cup/Challenge Cup team only). If the 2 nd Placed Southern Cup/Challenge Cup team wants to challenge and 1 st Placed Southern Cup/Challenge team doesn t, the 2 nd placed team will then play the 8th ranked team in Premier League/Southern Cup and the 7th ranked team in Premier League/Southern Cup will not be required to play a Swap-over Challenge Game. Teams that change division as a result of the Swap-over Challenge will start their points from scratch and will have their competition standing based on Win %
13 CLASSIFICATION OF TEAMS The final standings after all round games will be determined primarily on the win/loss records. This will be done by a combination of the number of competition points earned and in cases where teams have changed divisions after the Swap-over Challenge by Win Percentage. Point scores: Win: 2 points Loss: 1 point Default: 1 point Forfeit: 0 points 1. If there are two teams that finish equal at the end of the regular season playing schedule then only the result(s) of the game(s) between the two teams involved will be used to determine the final placing in the regular season standings. 2. In the event that the total points scored and conceded are the same in the games between the two teams, the classification will be determined by POINTS PERCENTAGE (i.e. Points For Points Against 100) taking into account the results of all the games played in the League by both teams. 3. If more than two teams are equal in the placing, a second classification will be established taking into account only the results of the games between the teams that are tied. 4. In the event that there are still teams tied after the second classification, then POINTS PERCENTAGE (i.e. Points For Points Against 100) will be used to determine the placing, taking into account only the results of the games between the teams still tied. 5. If there are still teams tied, the placing will be determined using POINTS PERCENTAGE (i.e. Points For Points Against 100) from the results of all their games played in the League. 6. If at any stage, using the above criteria, a multiple team tie is reduced to a tie involving only two teams, the procedures in Part (1) and (2) will automatically be applied. 7. If it is reduced to a tie still involving more than two teams, the procedure beginning with Point (3) is repeated. 8. POINTS PERCENTAGE (i.e. Points For Points Against 100) will always be calculated by division. FINALS FORMAT Semi-Final 1 1 v 4 (1 to host semi-final) Semi-Final 2-2 v 3 (2 to host semi-final) Grand Final Winner of Semi-Final 1 v Winner of Semi-Final 2 Note: All Finals must be played on a Saturday however semi-final times may differ to normal round times as a result of venue availability. Therefore all teams must be available to play at any time of the day. If possible all Grand Finals will be played at the same venue, with Nominations to Host to be called for. Starting times for Grand Finals is dependent upon the number of courts and the number of competitions in each age group. As a general rule Southern Cup and Premier League games are to be played at the same time with Challenge Cup finals being held before these games. Game times may commence from as early as 10am and as such all teams must be available from this time. For Semi Finals and Grand Finals game fees will remain the same as per normal rounds of competition. Please note that the BQJBC Grand Finals have a door entry fee for spectators which will be $2.00 per Adult and $1.00 per Child (5-17) / Pensioner Concession.
14 WILDCARD CHALLENGE All teams who are in Premier League must nominate to Division 1 of the State Championships. At the completion of Round 14 however, the 7 th and 8 th placed teams can be challenged for their Division 1 position through the Wildcard Challenge by teams who competed in the Southern Cup Competition only. If no teams challenge all 8 Premier League teams will be required to play in Division 1. The format of the Wildcard Challenge Competition is set once all nominations are received. The Wildcard Challenge will be played on Sunday 9 th March FINALS ELIGIBILITY Players must play a minimum of 40% of games in a team to qualify to play finals for that team. In the case that 40% would not be a round number then the total will be rounded up (i.e. 5.6 games becomes 6 games). In order to ensure all players are recorded as being eligible for finals, it is vital that all teams ensure the following details are correctly printed on the scoresheet: Correct team name Full Names of all players who Division / Grade and age group and participated in game gender Coaches name Date of game Venue & Court Number Applications for Exemption to Eligibility Rule Teams may apply for an exemption to the finals eligibility rules only under the below circumstances: If a player does not qualify due to an injury. If a player misses BQJBC games whilst representing their State in National Junior Championships, or Australia on official national duties at national camps or playing for Australia. If a team is reduced to 8 or less players for finals an application can be made to bring an additional player in to the team. If a player has moved more than 100km and joined an Association Rep team in the new year (2014) they will be required to play more than half of the remaining games to be eligible for finals (i.e. with 7 games remaining they will be required to play 4). The full terms for applying for an exemption can be found in the BQJBC Official Rules. PLAYER INJURY & INSURANCE The BQJBC is covered by Basketball Queensland s Insurance company V-Insurance Group. Information on Player Injury Insurance Cover along with the how to make a claim can be found on the Basketball Queensland Website under Polices Forms.
15 GAME DAY WEATHER ISSUES Games may not be able to be played on the scheduled date and time or at the scheduled venue due to an Act of God such as a flooded court, power outage, issues accessing the venue due to flooded roads, or the courts becoming unsafe. If an Act of God occurs in the lead up to the round (i.e. day/night before) or there are major weather concerns on the morning of round games, Basketball Queensland in the first instance will endeavour to move games to an alternate venue. A decision will be made by 10am on the Saturday morning as to whether the game will be moved to another venue that day or to the rescheduled date as set in the calendar. If the games are to be moved to another day there are two catch up round dates set in the calendar with one in the first half of the season prior to the Swap-over Challenge on Sunday the 24 th of November and one in the second half of the season on Sunday the 2 nd of March. Rescheduled games are to be played on these days unless the two teams involved agree on an alternative date, time and venue within 7 days of the game being unable to be played and advise the BQ Competition Manager of this. COSTS INVOLVED Associations pay a fee per team to Basketball Queensland to enter their representative teams in the BQJBC of $190. Teams participating in Grading Tournaments must also pay a fee. The fee is determined by expenses such as court hire, referees, court controller and first aid and then divided by the number of teams participating in grading. The cost is a flat fee regardless of the number of games played in the grading competitions. Each week, and during finals, teams are also required to pay a game fee of $80 to the host association. This game fee is used to cover host association expenses such as court hire, referees & first aid personnel. The game fee paid is set by the BQJBC for all venues. The same game fee also applies to teams contesting the Swap-over Challenge. Teams who compete in the Wildcard Challenge must also pay a fee for this competition. The fee for the Wildcard Challenge is determined by expenses such as court hire, referees, court controller and first aid and is set once nominations are received. It may be per team or per game depending upon the nominations for each age group. The BQJBC Grand Final has a door entry fee for spectators which will be $2.00 per Adult and $1.00 per Child (5-17) / Pensioner Concession. All players are required to wear a team uniform. Costs for uniforms differ from association to association. Please also keep in mind players may also need to purchase shorts, warm-up tops, tracksuits etc. For more information please contact your association. Basketball Queensland expects a high standard of presentation of all teams on the court.
16 PHOTOGRAPHY AND VIDEOGRAPHY At Basketball Queensland events we need to ensure any photography or videography performed is done strictly for the purposes of scouting or team use/development by approved personnel. All individuals wanting to photo/video any Basketball Queensland games must sign in upon entrance to the stadium, with a Team Official (ie. Coach/ Manager) approving them to undertake such activity. A register will be available at each venue so that parents and or team officials can register. Please note it is also a requirement of participating in the BQJBC that all players complete the BQ Photography Disclaimer acknowledge that Basketball Queensland, and all Associated bodies (i.e. State/Territory Associations and Institutes), may use photographs / video of player and games during activities associated with the 2013/14 Junior Representative Program for publications (including BQ or Association websites and media outlets such as YouTube) to promote basketball in the future. ZERO TOLERANCE To ensure a safe and enjoyable playing environment for all players, officials and participants, Basketball QLD have implemented a Zero Tolerance Policy for inappropriate behaviour for Parents and Spectators in the 2013/14 Junior Representative season. The Policy will ensure that: 1. There will be zero tolerance shown towards any inappropriate or abusive behaviour from parents and spectators 2. Any parent/guardian and/or spectator who feels the necessity to: Persistently or wilfully question or challenge the rulings of the referees Berate or abuse game officials i.e. referees and scoretable personnel Berate or abuse team officials Berate or abuse players Berate or abuse other parents or spectators Berate or abuse any game day official such as a Court Controller, Referee Supervisor, Association Representative or Basketball Queensland Representative. Display conduct which is inappropriate in a sporting environment will be asked to leave the venue immediately by the Court Controller. No warnings need be given in the event of the above action becoming necessary. In addition to spectator behaviour being monitored by the Court Controller and Referee Supervisor if the referees have an issue with a spectator they may stop the game and get the Court Controller and inform them of what has occurred in order to have the Court Controller remove the parent or spectator. If at any stage during a game a referee believes a spectator needs to be observed for poor behaviour they may stop the game and ask the Court Controller to observe and monitor the spectator. The Court Controller will take any actions they deem necessary after observing the spectator (i.e. removing the spectator without warning)
17 PARENTS CODE OF BEHAVIOUR Remember that children participate in sport for their enjoyment, not yours. Encourage children to participate, do not force them. Focus on the child s efforts and performance rather than winning or losing. Encourage children always to play according to the rules and to settle disagreements without resorting to hostility or violence. Never ridicule or yell at a child for making a mistake or losing a competition. Remember that children learn best by example. Appreciate good performances and skilful plays by all participants. Support all efforts to remove verbal and physical abuse from sporting activities. Respect officials decisions and teach children to do likewise. Show appreciation for volunteer coaches, officials and administrators. Without them, your child could not participate. Respect the rights, dignity and worth of every young person regardless of their gender, ability, cultural background or religion. Refrain from engaging in negative or destructive discussion or postings on social media about players, coaches, spectators, officials, administrators or other basketball participants, that may be viewed as abusive, harassing or offensive in nature PLAYERS CODE OF BEHAVIOUR Play by the rules Never argue with an official. If you disagree, have your captain, coach or manager approach the official during a break or after the competition. Control your temper. Verbal abuse of officials and sledging other players, deliberately distracting or provoking an opponent are not acceptable or permitted behaviours in any sport. Work equally hard for yourself and/or your team. Your team s performance will benefit, so will you. Be a good sport. Applaud all good plays whether they are made by your team or the opposition. Treat all participants in your sport as you like to be treated. Do not bully or take unfair advantage of another competitor. Cooperate with your coach, team-mates and opponents. Without them there would be no competition. Participate for your own enjoyment and benefit, not just to please parents and coaches. Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion. Refrain from engaging in negative or destructive discussion or postings on social media about players, coaches, spectators, officials, administrators or other basketball participants, that may be viewed as abusive, harassing or offensive in nature
18 TRIBUNALS Tribunals are held in instances where the Basketball Queensland Codes of Conducts have been breached during competition and an official report/complaint has been lodged with the BQ Competition Manager, which requires further action. A copy of the Codes of Conduct can be found on the Basketball Queensland website by clicking the Policies tab. Tribunals are conducted in accordance with the Queensland Basketball Model Disciplinary Tribunals By-law with Basketball Queensland being the Organising Body. A copy of this Bylaw can be found on the Basketball Queensland website by clicking on the Policies tab. If you or your child commits a reportable offence at a BQJBC game during the season proper the following course of action will occur:- The official report or complaint is completed and submitted to the Basketball Queensland Competition Manager with the scoresheet by 10.00am on the Monday following the game. The BQ Competition Manager will review the report and liaise with a Tribunal Chairperson selected from the Association Tribunal Representatives to determine if a Tribunal is required. If a Tribunal is required it will be held at the Basketball Queensland Office during the week following the game. If reports or complaints are received later than 10:00am on the Monday following the game the Tribunal may be deferred to the following week. Please note a junior person (up to the age of 18) has the right to have an adult attend as an observer and adviser however this person must not be a legal practitioner. Please also note that if your child commits a reportable offence during the BQJBC Grading Competition and the team has further games that day and/or that weekend the action taken may differ from the above in that if it is deemed a Tribunal is required it may take place before the team s next game. This will be at the discretion of the BQ Competition Manager. Full details on this process can be found in the BQJBC Official Rules.
19 COACHES All coaches in the BQJBC are volunteers and give up their own valuable time to do so; we ask that you support them. Whilst styles may change from coach to coach, all coaches aim for the same result to improve the player s skills and understanding of the game. Coaches should not be approached with complaints on game day. It is recommended that you follow your Association policy concerning the complaint process. Any adult who coaches in the BQJBC is screened in accordance with the Basketball Queensland Screening laws and where required is to hold a valid blue card. Coaches must also complete an online acknowledgement for Basketball Queensland agreeing to be bound by the BQ Codes of Conduct. REFEREES The referees are part of the game, and whilst we may not like their decisions at times, verbal or other abuse of referees is unacceptable behavior and also sets a bad example for children. A copy of the Basketball Queensland Code of Conduct can be viewed by clicking the Policies Tab on the Basketball Queensland Website. We encourage every parent and player to read this. Players at all levels are expected to conduct themselves in a manner which does not bring discredit to themselves, their parents and their Association. We trust all participants will wish to contribute positively to the playing environment of children but it is fair to warn there are severe penalties for those who infringe the code. TEAM MANAGERS Most Associations appoint a Team Manager for each team. The Team Manager is usually a volunteer from within the association and can sometimes be a parent. The Team Manager is the principle coordinator of the Team logistics and has overall responsibility for the Team s administration. Some of the tasks that a Team Manager undertakes include; supporting the coach during games, coordinating team training sessions, collecting game fees & checking players are registered with the Association and Basketball Queensland, communicating with players/parents/guardians on times and locations of weekly games and events, and overall care for players and coaches wellbeing. Team Managers must also complete an online acknowledgement for Basketball Queensland agreeing to be bound by the BQ Codes of Conduct.
