3 PAGE 3 OF 16 1 INTRODUCTION This document provides an architectural overview of Positron s Mobile Dispatch Suite. This suite includes the following applications and hardware: Power CAD Power MAP Power MOBILE Power AVL Panasonic Rugged Tough Books We ll look at each of these components, and discuss how they work together. We ve grouped the components as follows: Workstation Components: This grouping includes the applications that reside at each workstation within the Dispatch Center, specifically: - Power CAD Workstation Software - Power MAP Workstation Software Backroom Components: These are the components that are generally located in a backroom area within the Dispatch Center: - Power CAD Server Software - Power MOBILE Server Software - Power AVL Server Software Field Components: These are the mobile components typically located within a responding vehicle: - Power MOBILE Client Software - Power AVL Client, GPS Reader and GPS Receiver - Panasonic Rugged Tough Book (MDT)

5 PAGE 5 OF 16 3 WORKSTATION COMPONENTS 3.1 Power CAD Power CAD is a configurable Computer Aided Dispatch system providing complete resource and incident management for single and multi-agency environments. Power CAD provides dispatchers with both graphical drag-and-drop and commandline control that increases dispatcher efficiency and accuracy. Power CAD s comprehensive and flexible user interface saves time for mission critical operations. Its modular and scalable architecture offers redundancy and a multitude of configurations to meet your agency's needs. Figure 1 Power CAD GUI With Power CAD, you are in total control. From a single point of configuration, you define the on-screen layout of the individual modules, the color scheme, font size, filters, agency and resource access and much more saved to each individual login.

Multi-Agency/Multi-Jurisdiction configuration Address validation Self or field-initiated activities Incident stacking, scheduling and deferrals with potential duplicate incident notification Premise information Powerful automatic resource recommendation engine Remote positions State/Federal computer system interface Full unit detailing Fire ring-down sheet and paging Simultaneous searching of local and external databases for persons, vehicles and property Deployment plan and personnel management Secure chat module 3.2 Power MAP Power MAP is a dedicated public safety map viewer providing automatic display and management of calls, incidents, responses and resources. Power MAP s blend of sophisticated engineering and simplified operation allows agency personnel to locate callers and direct emergency responses quickly and accurately.
7 PAGE 7 OF 16 Figure 2 Power MAP GUI Power MAP provides enhanced support of Wireless E911 calls. Power MAP can configure each wireless provider s class of service to automatically search different data sources and display information that the operator needs such as when to perform a repeat ALI. With Power MAP, you are in total control. From a single point of configuration, you define the on-screen layout of the individual maps, set the icons and labels for different emergency events, configure all aspects of GIS data, and more saved to each individual login. Power MAP features include: Automatic display of landline, Phase I and Phase II calls, incidents, responses and resources. Enhanced Wireless E911 support via different search and display method for any number of provider-plus-class-of-service combinations. Works with any NENA compliant controller. Use GIS data layers regardless of their coordinate system Power MAP converts coordinate systems on the fly. Call control (Answer / Hold / Release) from the map when used with Positron s Power 911 (v4.21 or higher). Dispatching from the map when used with Positron s Power CAD (v 2.3 or higher).
8 PAGE 8 OF 16 Automatic updates of call location when repeat ALI requests return new information. Powerful search interface. Live display of address and X,Y of cursor location - The status bar displays the geo-coded information of the highest visible layer as the pointer moves over a map display. The status bar shows coordinates, addresses, scale and zoom ratio. Concurrent multiple map displays - open as many map views as needed, each with its own tools and settings. Name and Save views for future quick access. Distance measurement of single or chained segments in Feet, Miles, Meters or Kilometers. Area addresses (evacuation zones) - select an area by drawing either a circle or polygon on the map view. A list of addresses in the drawn area is then generated. Find Path - determines the shortest route between two locations. It draws a distinctive line between the intersections closest to any two icons or pins that you select on the map. The distinctive line is customizable (color, thickness and pattern). Enhanced Locator map The Locator view is now dockable, and each map window can have it s own Locator view. Discrepancy Tracking Discrepancy information is now stored in a centralized database, facilitating off-premises data replication Enhanced Map Legend - each map window incorporates a dockable legend that lets the user control layer visibility. The legend also displays the rendering proprieties of each layer. Enhanced GUI (Graphical User Interface) - The Power MAP user interface is enhanced with dockable panels, flexible toolbars and context-sensitive rightclick mouse button support. Centralized Configuration - Power MAP configuration information is now stored in a central SQL database. This eliminates double-entry of configuration parameters shared with other Power IWS applications. Enhanced Raster Data support - with tiling and load on demand of raster images. Supported raster formats are: GeoTIFF, TIFF, ESRI GRID, MrSid (LizardTech), JPEG and BMP. Multiple Layer Renderers - each layer supports multiple renderers that can be configured for display at different scales. For example, a renderer for labeling can be configured for street center lines so that they are only displayed between two scale values. Possible renderers are: unique value rendering, unique labeling, no overlapping labels and class breaks.
9 PAGE 9 OF Power MAP AVL features When implemented with Power AVL, resource location reports received by Power MAP are displayed on the Dispatch Center s workstation map views. Figure 3 Power AVL GUI The AVL-related functionality within Power MAP provides: User-configurable Vehicle Labels Displays Icons by type of vehicle, with adjacent parameters such as address, speed, direction, and vehicle description or identification. Traffic Direction Via configurable arrow to indicate vehicle heading. Although a position may be reported closest to the cross-street of the intersection, Power MAP considers heading and speed to establish the correct address. Latency Indication A column indicator next to the Vehicle Icon represents the age of the vehicle position information. Until a new position is reported for a given vehicle, the "age" of the last reported position increases.
10 PAGE 10 OF 16 Vehicle Tracking The map window can automatically pan and zoom to keep userselected tracked vehicles always in view. Playback Stored vehicle position data can be used to visually Replay vehicle locations within a map view, via intuitive Play, Pause, Stop, Rewind, and Fast Forward controls. Power AVL supports any number of concurrent playbacks. 4 BACKROOM COMPONENTS 4.1 Power CAD Server Software The Power CAD Server Software provides the server application and the database software for storage and access of dispatch information. 4.2 Power MOBILE Server Software Power MOBILE Server is the engine that handles all communications between mobile units and the Power CAD environment. It also converts LAN communications to the Radio protocol. 4.3 Power AVL Server Software The Power AVL Server receives position data from the GPS-equipped vehicles (sent by the in-vehicle Power AVL Client), and stores it within the AVL database for archive and on-demand replay of historical displacement activity. For each vehicle, Power AVL makes the following data available to other IWS applications such as Power MAP on the Dispatch Center workstations, Power MOBILE s MAP view in the vehicles, and Power CAD s Dispatch Recommendation engine: A time stamp in the form: date, time Position in the form: longitude, latitude, altitude. Vehicle speed in the form: speed, heading
11 PAGE 11 OF 16 5 FIELD COMPONENTS 5.1 Power MOBILE Client Power MOBILE is a full-featured mobile application that provides field personnel with up-to-the-minute incident and assigned resource information. Power MOBILE enhances officer safety via status update to the dispatch center and system-wide secure text chat. Figure 4 Power MOBILE GUI Power MOBILE helps reduce radio voice traffic via the secure bidirectional data communication of incident information, unit activity and other sensitive information. Power MOBILE increases the productivity, accuracy and confidence of field personnel through comprehensive communication between field and dispatch center personnel. Power MOBILE is the simple yet powerful way to extend Computer Aided Dispatch to field units.
12 PAGE 12 OF 16 Power MOBILE contributes to field personnel safety via secure data transmission of dispatch data and text messages, and access to self-initiated activity, status updates and SOS functions. Reception and notification of incidents Field-initiated incidents Full and quick incident creation modes Management of stacked incidents Creation of additional notes on incidents Field update of status and incident disposal information Administrative status updates Multiple filtering of incident and resource lists Queries on vehicle records or persons SOS button increases field personnel security Encrypted text chat with on-line mobile units and the dispatch center Consult all active incidents or all unit statuses Access security Day/Night viewing 5.2 Power MOBILE MAP Power MOBILE MAP is an optional module within the Power MOBILE Client. It provides a graphical view of a configured geographical area which includes multiple layers such as streets, highways, rivers and lakes, etc.
13 PAGE 13 OF 16 Figure 5 Power MOBILE MAP GUI Power MOBILE MAP provides the following features: Display response and/or resources on the map. Map display (Mobile MAP can display layers as desired and save preset combinations of layers in views). Zoom-in/Zoom-out (As the needs of the user change, Mobile MAP offers precise control over the viewed area). Pan function (The pan function allows the user to quickly move the map left, right, up or down as desired). Address, intersections and common place Locator. Vehicle tracking (when Power AVL is installed).
14 PAGE 14 OF Power AVL Client The Power AVL Client software runs on the in-vehicle mobile computer, and performs the following functions: Receives the position from the GPS Reader Software, Sends it to the Power AVL Server. 5.4 GPS Reader Software The GPS Reader software also runs on the in-vehicle mobile computer, and captures vehicle position data from the vehicle-mounted GPS Receiver hardware. The GPS Reader supports Garmin 16 and Trimble 450 GPS Placer GPS receivers. It also supports any GPS unit that provides a NMEA 0183 standard interface. 5.5 GPS Receiver The vehicle-mounted GPS Receiver hardware senses precise vehicle location via a 12-channel receiver allows for continuous tracking of all visible GPS satellites. It can provide position accuracy of less than 3 meters. Figure 6 GPS Receiver Hardware
15 PAGE 15 OF Tough Books (MDT) These industry standard mobile data terminals have been fully tested with Positron Mobile applications, and allow rapid deployment of Positron mobile dispatch applications. The following describes the Panasonic Rugged Tough Book 29, although other models are also available. In-vehicle installation and mounting services are also available.
