1 SUGGESTION ON PRIMARY AND SECONDARY EDUCATION SYSTEM Some points, which MHRD should think before emerging the new education policy. 1. English, and the vernacular (Bengali, Tamil, Telegu, Marathi etc.) should be compulsory from class 1 to 12 and Hindi / Sanskrit / Urdu should be compulsory 3 rd language from class 6 to Value education and story of our national heroes and national character should be studied from class 1 & basic of Comparative religion should be studied from class 5 onwards. The Syllabus Committee for this subject should include representative of Hindu Mission (like Ramakrishna Mission, Chinmay Mission), Muslim Mission (like Deoband) and Christian Missionaries (like St. Xavier s, Loreto House). 3. Yoga and Physical education must be included from class 1 to Art & Craft and extra curricular activity should be must taught subject from class 1 to Psychology should be must carry subject in class In graduation level every stream should study 2 common group (100 marks each) viz. i. Social Science (includes Indian History, Indian Geography, Indian economics and Indian Politics) for science stream students or General Science (basic recapitulation of 10 level science, Environmental studies) for arts stream students & ii. Vocational studies (any vocational subject like- computer/ electronics/ agriculture/ media studies/ basic accounting etc.). 5. Co-ed education should be avoided till class Student dressed must be decent (boys should wear full pant, full shirt & girls should wear Salwar-Kamij). Skirt must be avoided for girls. 7. Uniform Educational System and Uniform Educational board should be included in every corner of the country. 8. To make a flexible education system emphasize on distance education and online education. Already EMMRC did lots of E-content for Graduation level. Govt. should start an Online University by using of it. And bring all EMMRCs under that online university. At present each EMMRC is under its host university/institution. Please make a separate body which will controll all EMMRCs centrally. And make all EMMRCs service rules same and at per with other central university format.
2 I think, the ideal course curriculum would be like- For Class VIII-X (Total-1000) 1. English Vernacular Hindi/Sanskrit/Urdu Social science- 200 (Hist-50/Geo-50/polsc.-50/econ-50) 5. Life Science Physical Science Math Computer Vocational (Work edu./art & craft/ music/dance/drama/ Media studies/ etc.) Life style edu. & Physical edu.- (50+50) For Class XI-XII (Total-1200) Compulsory English Vernacular/Hindi/Sanskrit/Urdu Vocational Physical Edu. & Moral Science- 100 Optional 800 (4 subjects - 2 papers each= 4*200) For Graduation (B.A/B.Sc./B.Com) (Total-1500) Compulsory Psychology (50) + Philosophy & Comparative religion (50) = Vocational Social Services General Studies General Math & Aptitude- 100 Optional SUGGESTION ON CTET & NET Exam. NCTE already gave their approval to RCI regulated B.Ed (special education) / D.Ed (special education) course at par with normal B.Ed/D.Ed but the norm of appearing to the C-TET exam controlled by CBSE is quite ridiculous. Such a way they pointed out the 5 categories for application will not support a candidate who
3 is a Post Graduate and did B.Ed in special education if he did not get 50% marks in their Graduation level. In accordance with the provisions of sub-section (1) of Section 23 of the RTE Act, the National Council for Teacher Education (NCTE) had vide Notification dated 23rd August, 2010 and 29th July, 2011 laid down the minimum qualifications for a person to be eligible for appointment as a teacher in classes I to VIII. The following persons are eligible for appearing in the CTET according to the aforesaid norms. 1. Minimum Qualifications for becoming Teacher for Classes I-V: Primary Stage appearing in final year of 2- year Diploma in Elementary Education (by whatever name known) Senior Secondary (or its equivalent) with at least 45% marks and passed or appearing in final year of 2- year Diploma in Elementary Education (by whatever name known), in accordance with the NCTE (Recognition Norms and Procedure), Regulations, appearing in final year of 4- year Bachelor of Elementary Education (B.El.Ed). appearing in final year of 2- year Diploma in Education (Special Education)*. Graduation and passed or appearing in final year of two year Diploma in Elementary Education (by whatever name known). 2. Minimum Qualifications for becoming Teacher for Classes VI-VIII: Elementary Stage Graduation and passed or appearing in final year of 2-year Diploma in Elementary Education (by whatever name known). Graduation with at least 50% marks and passed or appearing in 1-year Bachelor in Education (B.Ed). Graduation with at least 45% marks and passed or appearing in 1- year Bachelor in Education (B.Ed), in accordance with the NCTE (Recognition Norms and Procedure) Regulations issued from time to time in this regard. appearing in final year of 4- year Bachelor in Elementary Education (B.El.Ed). appearing in final year of 4- year B.A/B.Sc.Ed or B.A.Ed/B.Sc.Ed.
4 Graduation with at least 50% marks and passed or appearing in 1-year B.Ed. (Special Education). So a person who did B.Ed (SE-DE) from NSOU and have PG with 50% but don t have 50% in UG is not eligible for CTET. Is it logical? Now the ironies are- 1. As each and every university follows different type of degree pattern so a B.Ed. (SE-DE) degree holder from NSOU (this B.Ed. degree is recognized by RCI but it is 2 year B.Ed. in Special Education) can t appear in this CTET. 2. Simultaneously a Graduate with 49% but having more than 60% in his Post Graduation can t appear in this CTET-Elementary Stage. 3. There is relaxation for Graduate who doesn t have 50% in H.S for CTET-Primary Stage (according to Rule 1.e), but if he/she has 2 years D.Ed. in special education he/she can t appear in CTET- Primary stage. 4. There is no relaxation for PG students who have more than 50% marks in PG but don t have 50% in Graduation. 5. As in recent time we are facing lots of problem for detecting and controlling normal as well as special child in our school campus, so if a person with B.Ed./D.Ed. in special education would be treated as same as normal B.Ed./D.Ed., then that would be more convenient for our education system. Thus we emphasized 50% marks and not the higher qualification. As we know a so called graduate with 50% marks from a 3 rd grade private university is not better than a graduate from Delhi university with 45%. So, until the screening system would be objective we can t give weightage with this 50% marks. Lets relax it with higher qualification (e.g. a 50% in Graduate or Post Graduate). In our country where there are lots of people completed their graduation and post graduation and are still unemployed, CABE suggested that a mere Senior Secondary pass students are enough to teach a primary students. Where as we know primary education is the most crucial education system because it is the pillar of a students future success. That s why USA, UK and so called first world country never discriminate or devalue the eligibility criteria as well as salary scale towards primary teachers. Their primary and secondary teachers are getting almost same pay packages. But
5 here in India in most cases we are following Pay Band 2 ( ) for secondary teachers where as Pay Band 1 ( ) for Primary teachers. So, there is no need to complicate the overall eligibility criteria by tagging it in 5 to 6 categories. We can easily simplify the eligibility criteria as follows- 1. Appearing for CTET-Primary level (Class I - V): a person should have- i. H.S with 50% + 2 years D.Ed/D.Ed (S.E) ii. Graduate / P.G + 2 years D.Ed/D.Ed (S.E) 2. Appearing for CTET-Upper Primary level (Class VI - VIII): a person should have- i. Graduation / P.G with 50% + 2 years D.Ed/D.Ed (S.E) ii. Graduation / P.G with 50% + 2 years B.Ed/B.Ed (S.E) 3. Appearing for Secondary level (Class IX-XII): a person should have- i. P.G with 50% + 2 years B.Ed/B.Ed (S.E) And I think the pay package should be uniformly like this 1. For Primary teacher- Pay Band 2 ( ); G.P For Secondary teacher- Pay Band 2 ( ); G.P For Higher Secondary teacher- Pay Band 2 ( ); G.P For Assistant Professor/Lecturer - Pay Band 3 ( ); G.P SUGGESTION ON AGE CRITERIA for CTET/NET At present for appearing CTET/NET the maximum age limitation is 35 years. But I think in our modern age practical oriented education system a teacher is competent only when he/she has some exposure on field-work. That means a history teacher would be efficient only when he has some knowledge of historical research or work based on practical history project like curator/historical tourism etc. So I think a person who has a relevant degree with handful years of practical experiences must be a good teacher. So, please give credits to them who have experience in practical field, and please relax their age limit to minimum up to 40 years. SUGGESTION ON DISTANCE/ONLINE EDUCATION There are lots of discrepancies in our different norms. Our present government is too much web friendly that they have already been started lots of web-based
6 programs. But we are still not able to start an ONLINE UNIVERSITY. And if a person studied through Distance Learning/ E-Learning mode we are not ready to give him proper value. There are lots of examples we are facing quite often that a person became rejected from panel just because he/she graduated through correspondence. So, MHRD should take a proper initiative to remove these discrepancies. According to the UGC act, a state university can t open a study centre outside the state, which is irrelevant and illogical in todays e-world. Rather we should give the permission to each and every Govt. universities to start online courses (correspondence courses through e-learning method). MHRD already have a good setup of EMMRC. CEC has perhaps the largest repository of Educational Video programs being produced by its media centers (called EMMRC) numbering more than So, MHRD can do one thing, it can open an Online University centrally and bring all the EMMRCs under that university as a Production cum Study center. As we have 19 EMMRCs in different states so they can easily functioning as study cum information center of that euniversity.
