1 QUESTIONS AND ANSWERS REQUEST FOR PROPOSAL (RFP) #847 THE FLORIDA LEGISLATURE THE FLORIDA HISTORIC CAPITOL & LEGISLATIVE RESEARCH CENTER (FHC&LRC) ORAL HISTORY PLAN 1. Please clarify what is meant on page 10 Raw footage will mix sound Does that mean will include sound? This was a typing mistake, it will include sound. 2. Who will be viewing the 2 to 4 hour edited finished histories and what format and context will they be viewing? The public, legislators, former legislators for historical purposes. The meaning of the terms format and context in this question is unclear. 3. Please send a copy of the previous years final budget for this project. During the last contract year of the program, the budget was $140, Who was the company that produced previous years projects. MVP, Inc. (Mike Vasilinda Productions, Inc.) 5. Will the oral histories include elements other than those recorded? If so who will provide them? No. 6. On page 10 Other related services Paragraph 2 is confusing. At one point it states at mutually negotiated price then at the end it states, The contract amount is a total fixed cost. How can it be a total fixed cost when parts of the project are yet to be determined? Who knows if the projects in lieu of or in addition to the oral histories will be equal to the fixed cost? All other related services approved will be negotiated and subtracted from the total fixed cost of the contract by the contract manager or designee.

We see that the RFP ask that the FHC&LRC seeks vendors with at least 10 years of experience in the legislative arena with the accompanying knowledge of legislative history Is this an absolute requirement? Yes. 8. Is this to be shot in film or video? Refer to Section 3: Scope of Services, page If the desire is to have the look of film, would you consider shooting in Cine Alta? Refer to Section 3: Scope of Services, page Are all 20 legislators to be produced in the same year? The same contract year, if approved and the necessary scheduling can be arranged. 11. Or are the 20 to be spread out over the additional 3 year extensions? No. 12. Then the extension for additional years could mean 20 or so legislators for each year? Yes. 13. If 20 are to be produced in the same year what are the deadlines for each? None, it depends on approved list and availability of interviewees. 14. Where and when is the annual Statesman Luncheon? Are two cameras required? The event takes place in Tallahassee, Florida, usually fall or early winter and yes, two cameras are required. 15. Transcription is an excellent tool for identifying and organizing interview material for editing. Transcription with timecode that is referenced back to the original tape is even more useful as it helps locate the material on a specific tape. Transcription is not specified in the RFP, however would you consider adding it? If so would you consider adding a requirement for timecoded transcription as well? No, refer to Section 3: Scope of Services, page 10.

3 16. Is footage from both angles required on the two DVD copies of the raw interviews or will one angle suffice? One would suffice for raw footage. 17. In the requirement for two cameras on page ten, it specifies one for the occasional close up and the other for principal context shots. Could you please clarify what is meant by principal context shots? To illustrate the physical circumstance in which the interview took place. 18. Is the requirement for downloadable MPEG-2 files, for the raw or edited version? Edited. 19. In order to more accurately estimate the time required to edit, what is average anticipated run time for a final edited oral history? See Section 3. Scope of Services, page What was the approved budget in previous year(s) for the videos? Please include the year work was performed and any significant scope differences. During the last contract year ( ) of the program, the budget was $140, Scope of Services is similar to current Scope of Services. 21. Who or which company(ies) did the previous videos? MVP, Inc. (Mike Vasilinda Productions, Inc.) 22. What comments, if any, regarding the previous videos would aid us in creating an exceptional video? ie: lessons learned. Was there a consensus on what people liked or disliked about the previous videos? Suggestions for improvement? Refer to Section 3: Scope of Services, page In section 4.4-Tab 3, the RFP requests "documentation" of how long the responder has been providing the required service, the responder's legislative knowledge, etc. What sort of documentation are you looking for? Can you provide examples? You need to document your knowledge of the Legislature, of former members and ability to construct questions for interviews.

4 24. In Section 3 - Scope of Services, DVCam is listed as the required video format. This format is proprietary to Sony cameras, technically the same as DVCPro and is a somewhat antiquated technology. Was DVCam specified to set a minimum quality level? Would producing these videos in a higher quality format be acceptable? DVCam is required. 25. Will the annual Statesman s Luncheon be held in Tallahassee? If not, where will this event take place? The event takes place in Tallahassee, Florida, usually fall or early winter. 26. On page 10, under Section 3: Scope of Services, no indication is provided as to the number of cameras required for the filming of the annual Statesman s Luncheon. Will more than two cameras be required? No. 27. At the top of page 10, the RFP document indicates the video format used in the past has been DVCPRO and Beta SP. At the bottom of page 10 (and continuing onto page 11), the RFP document states: DVCAM is the video format required for this project. Is DVCAM the minimal acceptable format, or is it now the only acceptable format for this project? Would other formats, considered to be of a higher production capability & quality be acceptable over DVCAM, given the final deliverables will be provided in DVD format? DVCam is required. 28. Secondly, section 3 of RFP 847 Oral Histories lists a need of 30 interviews taped for 2-4 each. Am I understanding correctly? A four hour interview is quite long and I am wondering if this is just an estimation, or will the end result be the taping of 30 interviews for up to 4 hours a piece. Up to twenty (20) raw and final edited video histories of key former legislative leaders important to both Florida and legislative history of approximately 2 to 4 hours each in length are required as stated in Section 3: Scope of Services, page 10.

5 29. Thirdly, will a company be shooting all 30 interviews or will some be historical interviews edited down, including in the total 30? 30. Fourthly, is the final output simply a cut down of the interviews with nothing artistically crafted? How about the one's shown on the night of the reception? 31. Straight interviews or a creative piece with the interview that incorporates b-roll and storyline? 32. Are all interviews to be taped in Tallahassee? Majority of interviews occur in Tallahassee, Florida, however other locations can be considered upon approval. Location depends on availability of interviewee. 33. Location depends on availability of interviewee. 38. Would our production company be traveling to Tallahassee multiple nonconsecutive days and possibly staying the night? Yes, if approved. 39. DVCam is the required format. Does MiniDV or Standard DV work? They are all the same codec? Choosing DVCam exclusively would add unnecessary cost to our bid. Most production companies now utilize formats beyond DVCam s quality level. Would DVCam be considered the lowest level required, but we are permitted to use broadcast quality equipment as well? DVCam is required. 40. When is this annual legislative luncheon and where please The event takes place in Tallahassee, Florida, usually fall or early winter. 41. The RFP calls for 16:9 but lists DVCAM as the video format. DVCAM is 4:3. Please clarify. The current videos are being produced in DVCam 16: Where do the interviewees live? Most live in Florida but some reside elsewhere. 43. Is the Statesman luncheon in Tallahassee in November 2010? The event takes place in Tallahassee, Florida, usually fall or early winter. 44. Section 3, Paragraph 1, Line 1 of the RFP refers to 20 final edited video histories of the key former legislative leaders, along with 20 raw histories. There is also a reference to 2 to 4

7 hours each in length. Is this the desired length of the raw (uncut) interviews? If so, then what is the desired length of the final edited video histories? 45. Section 3, Paragraph 1, Line 6 of the RFP refers to the editing of the video history interviews for showing at the Statesman s Luncheon event. Is this a second edited version of the raw interviews? Or are these the same final edited video history interviews referenced in Line 1? And does the three to five minutes from entire video history refer to a compilation of the 20 legislator interviews that is, three to five minutes that combine soundbites from all 20 interviews -- or three to five minutes from each legislator interview? 2 nd edited versions of edited interviews are typically edited for 3-5 minutes from entire video history for presentation at beginning of Statesmen Luncheon.
