1 Emergency Alert Broadcast System Establishment Tzu-Yin CHANG National Science and Technology Center for Disaster Reduction Background- CBS Program Lesson learned CBS(Cell Broadcast Service) Application on earthquake early warning in 2011 Tohoku Earthquake and Tsunami, Japan Citizens in Tokyo received following texts through cell phones via Earthquake and Tsunami Warning System (ETWS) Chinese Taipei started studying CBS application on emergency operation of disasters CBS Applications Japan (ETWS, Earthquake and Tsunami Warning System) US (CMAS, Commercial Mobile Alert System) EU (EU-ALERT)
2 Current Development National Communications Commission (NCC) has regulated all LTE operators to include CBS as a required function LTE phones sold in market must have CBS built-in function LTE operators follow regulations to set up CBC (Cell Broadcast Center) National Science and Technology Center for Disaster Reduction (NCDR) is planning implementation of Cell Broadcast Entity 3 Japan ETWS ETWS through CBS to reach the user's mobile phone immediately by sending two categories of alerts: 1. Primary Notification: Within 4 seconds, includes 2 and more emergencies (Earthquake, Tsunami) 2. Secondary Notification: Follow-ups contain detailed information like map, voice and longer texts NTT DOCOMO Technical Journal Vol. 11 No.3 4
3 US CMAS CMAS originated in 2007 US WARN Act, through CBS, alters based on urgency are divided into 3 categories: Presidential Alerts (Terror attack) Imminent Threat Alerts (Hurricane, tornado) AMBER Alerts (Abducted child) 5 EU-ALERT Cooperation between EU members, system operators, equipment suppliers and mobile device industries, based on CBS to set EU- ALERT, divided into three modules : A. Situation Awareness B. Rapidly deployable PMR systems C. Warning the population 6
4 PWS in Chinese Taipei Construction Map CBS Program Goals: Applying Cell Broadcast Technical Service provided by LTE mobile operators to deliver disaster alerts for emergency management Defining CB framework of alert delivery process, operation procedures and technical specifications. Outcomes: Implementing mobile operators Corporate Social Responsibility and public-private partnership by jointly setting up CBS Enhancing efficiency of emergency operation at national level 8

7 Open Data Website NCDR combines 7 departments, DGPA, CWB, SWCB, WRA, THB, TRA, THSRC, 12 kinds of CAP alerts Released a total of 13 kinds of real-time map layers 13 Platform Users Over 100 Industry, government, academia and personal APP developers apply for alert data Google Public Alert starts / Google Crisis Map/ Google Now in 2013/07/10, using our service
