UC San Diego s Sustainable Procurement: Green Purchasing Policies and Guidelines Kim Carnot, Senior Manager Procurement & Contracts Kristin Hansen, Sustainability Analyst
About UC San Diego Founded ,200 acres of coastal, semi arid woodland $2.4 billion annual revenues $842 million research expenditures ( ) 29,110 students 3rd largest employer in region Charter member of CCAR Charter member of ACUPCC Member of Chicago Climate Exchange
Sustainability Culture Chancellor s Advisory Committee on Sustainability Climate Solutions Work Group SustainableOperations & Environment Work Group World renowned research TGIF ( ) Student Sustainability Collective (2009) Operations staff tffand departmental t Green Teams Strengths: innovation and collaboration
Policy on Sustainable Practices 2003 UC Policy on Sustainable Practices, updated in January 2006 and March March 2008 Statement on University of California Sustainability Programs. Recommended dbuilding upon the University s record of environmental stewardship and requested an assessment of several policy areas. September 2009 Policy on Sustainable Practices includes sustainable foodservices, revisions/updates in areas of green building design, climateprotection practices, and sustainable transportation practices.
Policy on Sustainable Practices Section VII. Environmentally Preferable Purchasing Practices Sustainable Economy development of sustainable technologies cradle to cradle purchasing standard electronic and paperless processes and utilize web based catalogs Incorporate LEED credit requirements into product sourcing Evaluate total cost of ownership when selecting suppliers.
Policy on Sustainable Practices Energy and Water ENERGY STAR rating Shipped with energy efficiency and conservation features enabled Strategic purchasing program Preference to technologies that ensure the efficient use of water resources.
Policy on Sustainable Practices Recycled Content 30% Post Consumer Waste recycled content paper for all office supplies. 100% PCW for uncut paper uses including janitorial supplies Outside suppliers and consultants encouraged to print proposals and reports on both sides, using recycled content paper.
Policy P on on Sustainable Practices Practices Policy on Sustainable Practices Green Seal Certified Products Phase in Green Seal certified products in coordination with EH&S, Facilities Management, and Housing and Residential lservices. Reduction of Hazardous Electronic Waste Bronzeregistration registration or higher under the Electronic Product Environmental Assessment Tool (EPEAT) for computers Recyclers of electronic equipment signed the Electronics Recyclers Pledge of True Stewardship. stewards.org/local stewards.org/local_estewards.htmlestewards.html
Policy on Sustainable Practices Policy on Sustainable Practices Environmentally Responsible Packaging g Packaging for electronics should be designed, produced, and managed in an environmentally sustainable ti manner Take back program for packaging of electronics products Preference for packaging that is reusable, contains a minimum of hazardous and non recyclable materials, and meets or exceed the recycled ldcontent levels l in the US EPA Comprehensive Procurement Guidelines for Paperboard and Packaging.
Policy on Sustainable Practices Policy on Sustainable Practices Section VIII. Sustainable Food Practices Campus Foodservice Operations 20% sustainable food products by the year 2020 Certify one facility by December 2010 through (1) green business program or (2) Green Seal s Restaurants and FoodService Operations certification program or (3) the Green Restaurant Association certification program.
UCSD Accomplishments E procurement system with electronic and pp paperless processes utilizing web based catalogs and programs. 100% of orders and 75% of invoices are electronic and paperless Consolidate campus shipments to minimize packaging material and fuel consumption. Average order size in dollar amount and line items are tracked and reported to monitor efforts. EPPgoodandservices areflaggedasgreen as orrecycled (icons). Search results can be filtered for Green and Recycled.
UCSD Accomplishments UCSD Accomplishments Total cost of ownership, inclusive of sustainability, used to evaluate the most effective purchase. RFPs have a dedicated section asking about sustainability for evaluation purposes. Electronic products must be shipped with energy conservation features enabled. Paper contracts promote recycled paper but do not phase out virgin due to lack of a campus mandate. Agreements have resulted in some recycled paper beingcheaper than virgin. We are further negotiating recycled content rates and educating campus to make the right decision.
UCSD Accomplishments UCSD Accomplishments Janitorial Paper Products Approached Strategically Sourced Suppliers Savings of $65,000 for paper towels Switching roll size from 10 wide paper to 8 wide reduces consumption by 3.3 million square feet of paper. Challenges Perception: white means chlorine use so educational challenges Must look closely at fiber content and weight
UCSD Accomplishments UCSD Accomplishments Soap Products Approached Strategically Sourced Suppliers with an Informal Bid on restroom hand soap Potential Savings of $22,000 $45,000 Challenges refillable is most cost effective and generates least waste but there are contamination issues larger container capacity means less cartridges in waste stream but more cardboard d packaging.
UCSD Accomplishments UCSD Accomplishments Food Dining Areas and Stores offer: Cage Free Eggs; Fair Trade Coffee, Tea, Chocolate, Sugar; Local and Organic Products; Composting; Vl Valu 4 U; Live WllF Well; Farm 2 U; Fresh 2 U PETA 2010 Most Vegan Friendly Large American College for vegan dining on campus.

UCSD Accomplishments Paper 82% of paper is at least 30% PCW E Procurement System ( Marketplace ) identifies green products, including high post consumer, recycle content paper, etc.
UCSD Accomplishments Over 300 electric vehicles and over 60 hybrid vehicles in Fleet (including Nissan Leafs). CNG Fueling Station on campus
