1 The Catholic Campaign for Human Development (CCHD) is an actioneducation program sponsored by the Catholic Bishops of the United States. Since its inception, CCHD has funded projects throughout the country, which aim to attack the basic causes of poverty by empowering the poor to create their own condition of dignity. 2 CATHOLIC CAMPAIGN FOR HUMAN DEVELOPMENT Community Development Grants - Criteria and Guidelines CRITERIA 1. The project must benefit a poverty group. The majority of those benefiting from the project must be from the low-income community. 2. Members of the poverty group must have the dominant voice in the project. At least 50% of those who plan, implement and make policy (e.g., the Board of Directors, etc.) of a project, should be persons who are involuntarily poor. For projects that do not currently meet this criterion, applicants must: tell why this is not the case; state how low-income people have been involved; and give a time line for when the poverty group will assume leadership and control of the project. 3. No CCHD funds will be granted to organizations that would utilize CCHD money to fund other organizations. 4. The project activity for which funding is requested must conform to the moral teachings of the Catholic Church. GUIDELINES 1. Projects which are innovative and demonstrate a change from traditional approaches to poverty by attacking the basic causes of poverty and by effecting institutional change. CCHD defines institutional change as: a.) Modification of existing laws and/or policies; b.) Establishment of alternative structures and/or redistribution of decision-making powers; c.) To a lesser extent: Provision of services which result in the achievement of (a) and or (b);,or leads the recipient community to focus on (a) and/or (b). 2. Projects which directly benefit a relatively large number of people rather than a few individuals. 3. Projects which generate cooperation among and within diverse groups in the interest of a more integrated and mutually understanding society. 4. Projects which document that as a result of CCHD funding, there are possibilities of generating funds from other sources or of becoming self-supporting. The following general classifications do NOT meet CCHD criteria and/or guidelines: 1. Direct service projects (e.g., day-care centers, recreation programs, community centers, scholarships, subsidies, counseling programs, referral services, cultural enrichment programs, direct clinical services, emergency shelters and other services, refugee resettlement programs, etc.). 2. Projects controlled by government (federal, state, local), educational or ecclesiastical bodies. 3. Research projects, surveys, planning and feasibility studies, etc. 4. Projects which have been operating for several years on funds from other funding agencies. 5. Projects sponsored by organizations which at present receive substantial sums from other funding agencies, unless the applicant documents that this project cannot be funded by these agencies. 6. Individually owned, for-profit businesses.

7 Organizational Affiliations & Coalitions CCHD encourages groups to work across geographical, racial, ethnic, economic and ideological lines to overcome poverty and advance the common good. However, CCHD cannot fund groups that are part of coalitions or other organizations with purposes or agendas that conflict with fundamental Catholic social and moral teaching. (Limit 255 Characters) Catholic Mission & Foundation MISSION: CCHD is the anti-poverty program of the United States Conference of Catholic Bishops (USCCB). CCHD's mission comes from the mission of Jesus Christ: "bring good news to the poor, liberty to captives, new sight to the blind, and to set the downtrodden free." (Luke 4:18). In what specific ways will funding this proposal "bring good news to the poor, liberty to captives, new sight to the blind, and to set the downtrodden free.."? FOUNDATIONS: CCHD is guided by the following principles of Catholic social and moral teaching: Respect for Human Life and Dignity, Priority for the Poor and Participation, Subsidiarity and Solidarity, and Strengthening Family and Building Community. 5
8 In what specific ways will CCHD funding for this proposal advance and reflect these principles? PRIORITIES: CCHD links its efforts to the priorities of the United States Conference of Catholic Bishops Conference. Currently, the relevant USCCB Priorities are Human Life and Dignity, Marriage and family life and Cultural Diversity. In what specific ways will the activities described in this proposal promote, protect and enhance human life and dignity, especially for low income people and communities? Refer to the Guide for CCHD Grant Applicants for more information about the moral and social teachings of the Catholic Church. PROHIBITIONS: As an initiative of the Catholic Church in the United States, CCHD cannot fund organizations that engage in activities that contradict fundamental Catholic moral or social teaching. (e.g. promotion or support of contraception, abortion, same-sex marriage, euthanasia, racism, the use of the death penalty or punitive measures toward immigrants, etc.) Prohibited activities include participation in or endorsing actions that promote legislation, ballot initiatives (including voter guides and other written materials) that contradict fundamental Catholic moral or social teaching. CCHD cannot fund groups that knowingly participate in coalitions that have as part of their organizational purpose or coalition agenda or actions that contradict fundamental Catholic moral or social teaching. Will the organization refrain from activities or coalitions that contradict fundamental Catholic moral or social teaching? CCHD cannot fund groups that engage in prohibited political campaign intervention on behalf of or opposition to any candidate for political office within the meaning of section 501(c)(3) of the Code. Grantee can engage in genuinely non-partisan voter registration, education and advocacy but agrees not to participate in politically partisan activities which are prohibited. 9 Catholic Participation CCHD encourages the active participation and involvement of Catholic parishes, diocese, institutions, clergy and other individuals in the mission of CCHD and the work of CCHD funded groups. CCHD seeks to identify Catholic clergy, parishes and other Catholic institutions and organizations with membership in or acting in support of CCHD funded organizations. Please note that involving Catholics in your organization's efforts is NOT a requirement for funding but CCHD considers relationships with Catholic parishes and institutions an asset in advancing the CCHD mission and a plus in receiving CCHD funding.
