2 1. Please provide a brief overview of your organization s mission and work. Mission The Lawyers Committee for Civil Rights of the San Francisco Bay Area ( Lawyers Committee ) advances, protects and promotes the rights of communities of color, immigrants and refugees with a specific focus on low income communities and a long-standing commitment to African Americans by leveraging the power of the private bar to support direct service, impact litigation and policy advocacy legal strategies. History The Lawyers Committee is affiliated with the national Lawyers' Committee for Civil Rights Under Law, begun in 1963 at the request of President John F. Kennedy. Leading members of the San Francisco Bar established the San Francisco office in shortly after the assassination of Dr. Martin Luther King, Jr.--to advance civil rights. Towards this end, the Lawyers' Committee staff--with the assistance of hundreds of pro bono attorneys--provides free legal assistance and representation to individuals on civil legal matters. In addition, the Lawyers' Committee handles policy impact cases that focus on important civil rights issues. 2. Please describe, to the best of your ability, the anticipated assignments and responsibilities of a post-graduate Fellow in your office. We anticipate that the Fellow would perform the functions of a staff attorney, in one or more of our priority areas. Fellows are an integral part of the work of the Lawyers Committee, and may have the opportunity to participate in direct legal services, impact litigation, and/or policy advocacy. Types of assignments would likely include: preparing legal memoranda; conducting legal research; assisting in the preparation of legal briefs; taking and defending depositions;performing other litigation and non-litigation related legal assignments; and conducting client interviews. The Fellow would be supervised by and mentored by a designated LCCR attorney, but would also have the opportunity to work with other LCCR attorneys, as well as pro bono counsel. Some examples of recent research and writing assignments undertaken by Fellows include researching the scope of Title VI coverage of municipal agencies and assisting in the drafting of an opposition to summary judgment brief in a suit alleging racial discrimination in the allocation of municipal services; assisting with negotiations and the settlement of a class action lawsuit against ICE and DHS regarding shackling of detainees in immigration court; drafting client declarations and briefs in a case challenging the closure of a predominantly low-income, minority school; and analyzing the impact of California s anti-affirmative action initiative on the state constitutional duty to desegregate, in preparation for a San Francisco School Board hearing on student assignment. Some examples of recent policy advocacy or community outreach activities conducted by Fellows include meeting with local community organizations regarding San Francisco's gang injunctions; drafting letters to school district administrators regarding potential violations of recently established standards governing textbook provision, teacher qualifications, and safe facilities; and assisting with preparations for legislative hearings on re-entry legislation. 3 We would anticipate developing a workplan for the Fellow, which would take into account the Fellow s skills and interests and the current needs of the organization and our client communities. While it is difficult to pinpoint exact substantive assignments at this time, several issue areas are likely to be in need of additional attorney support by September In the education arena, for example, we are increasing the capacity of our recently-started Education Law Clinic to assist individual clients, and are also involved in several impact advocacy efforts (litigation and policy advocacy) to ensure that minority students receive equal educational opportunity. All of this work would benefit from increased attorney support. Similarly, there are many different ways in which a Fellow could assist us in expanding our work with formerly-incarcerated individuals. For example, we could continue to broaden the geographic scope of our direct services clinic and/or more systematically assist younger clients who need help with juvenile records remedies. Our impact litigation and legislative advocacy in the area of re-entry would also benefit from a Fellow s focused attention. Likewise, our Economic Empowerment program is increasingly focused not just on individual small businesses, but on distressed neighborhoods that need legal advocacy to retain a strong small business base; this work is in the beginning stages and could be greatly assisted by a Fellow s work. Finally, our immigrant justice program has many different directions in which it could expand with a Fellow s assistance: increasing access to counsel for clients with immigrationrelated legal problems; increasing advocacy for immigrant communities seeking equal educational opportunities for their children; and combating improper attempts by local governments to enforce federal immigration laws. We currently envision developing, in partnership with any potential Fellow, a workplan that includes advocacy in several of the above-described areas. However, we are also open to a Fellow who wishes to work with us to develop a focused one-year project, either based on the anticipated work outlined above or in another area that supports our mission. 3. What, if any, specific skills (i.e., language proficiency or computer familiarity) do you require of the Fellow? Prior public interest experience and foreign language fluency (particularly Spanish, Mandarin, or Cantonese) is preferred. 4. Please provide any additional information about your organization that may be helpful to interested post-graduate applicants. Fellows will engage in one or more of our direct service programs and in our impact litigation and policy advocacy efforts. DIRECT SERVICE PROGRAMS: Page 3 of 4

4 Second Chance Legal Clinic The Second Chance Legal Clinic is a reentry program that assists individuals who are working to overcome barriers to employment and housing resulting from past contact with the criminal justice system. This is a place-based Clinic that offers a range of services, from brief services to full-scope representation in the areas of: o Criminal record remedies o Occupational licensing o Criminal background reports o Public and private housing applications and denials o Employment o Driver s license suspensions Legal Services for Entrepreneurs (LSE) LSE offers business attorneys a unique opportunity to work on pro bono matters that are more relevant to their practice areas. These maters cover the entire range of legal services necessary to begin or develop a business, including business law basics, entity formation, intellectual property protection, real estate / lease negotiation, labor and employment law, etc. LSE also has opportunities for attorneys to lead legal workshops on business law issues and participation in monthly legal clinics. Asylum Pro Bono Program The Pro Bono Asylum Program provides volunteers with the opportunity to save refugees lives by helping them escape persecution in their native countries based on their race, religion, nationality, membership in particular social groups, or political opinion win asylum in the U.S. Our volunteer attorneys do not need to have past experience or training in immigration law. We offer comprehensive training on asylum law and procedure. Our program provides ongoing support, brown bag lunch workshops, and networking opportunities to learn from and share information with other volunteers. IMPACT LITIGATION AND POLICY ADVOCACY: Impact litigation and policy advocacy opportunities come from each of our three core focus areas, Racial Justice, Immigrant Rights, and Economic Empowerment. Racial Justice: Lawyers' Committee champions racial justice though advocacy and impact litigation that covers a wide spectrum of work, including the areas of voting rights, education, housing, public contracting, criminal justice reform, Page 4 of 4

5 and equal access to municipal services. Immigrant Rights: Lawyers' Committee champions immigrant rights through advocacy and impact litigation that covers a wide spectrum of work, including challenging abusive practices by government officials and safeguarding access to education, police protection and other vital government services. Economic Empowerment: Lawyers' Committee champions economic justice through advocacy and impact litigation that covers a wide spectrum of work, including the areas of employment, public contracting, and micro-enterprise development.
