1 CURRICULUM ESPER WASTE DIVISION E.S.P.E.R. Srl () is a research organisation which benefits from the vast and extensive experience of experts whose reputation precedes them throughout Italy and abroad. It works solely for public organisations or companies controlled by public organisations. In particular its work involves drafting Plans and Programmes, providing support in Strategic Environmental Assessment (VAS) procedures, drafting studies and conducting research into reducing and managing urban waste. It designs separate waste collection services, and drafts any documents needed to implement the services. The latter include terms of contract and tenders, service charters, area and municipal regulations and communication projects, amongst others. Recently the company has been involved in implementing domestic waste collection services in major cities and tourist destinations throughout Italy, such as Rome, Naples and Trento. In doing so it has made a decisive contribution towards reaching waste diversion levels in excess of 70% in the first districts in which detailed planning was carried out directly by E.S.P.E.R.. These results have also been achieved thanks to its SCSI software, used for detailed planning of integrated urban waste management services. This software has been patented by E.S.P.E.R. on a European level and is validated by ISPRA, the Superior Institute for Environmental Protection and Research. The software has made it possible to calculate waste collection costs for each individual type of waste by area with the utmost accuracy, thereby optimising the operational service schedules and reducing collection costs. The software is described in the volume entitled A technical and economical analysis of the integrated management of urban waste published by ISPRA and written by ARPA Veneto. It illustrates how to use the demonstration version of the SCSI software, granted on a limited usage basis to APAT in 2007 (see the following link: At present, E.S.P.E.R. works in conjunction with public entities such as: ARPA Puglia and ARPA Veneto (ARPA being the Regional Environmental Agency), the Provincial Authorities of Rome, Frosinone, Rieti, Alessandria, Savona, Spezia, Varese, Genova, the ATO (district authority) for waste in the Provinces of Asti, Foggia, Parma, Savona, Siracusa, Ragusa and Taranto, the Councils of Rome, Savona, Asti, Trento, Parma and Lecce, public companies such as AMA Spa in Rome, ASIA Spa in Naples, ATA Spa in Savona and Trentino Servizi Spa in Trento.
