III. DESCRIPTION OF FINDINGS & CONCLUSIONS A. Description of Facility is a Catholic Elementary School providing education to kindergarteners through eighth graders. The after school program, the Celtic Team, will be offered to all these children, and the program will be housed in the administrative wing of the building. This area was built in 1997, and expanded in 2001. The Celtic Team will primarily meet in the social hall, called Paddy Hall. It is a large room, measured at 60 x 80 6 (4830 square feet), which is adequate for use by 138 schoolage children. However, the school only wishes to be licensed for 54 children at this time, and this space exceeds the requirements for this capacity. Two additional rooms are approved for use. St. Patrick s School is intending to modify the license next fall and offer a preschool program in these rooms. However, the Celtic Team may use these rooms for small group, quiet activities. These rooms are currently called the Youth Ministry Room and the Nursery. The Youth Ministry Room is 25 9 x 23 in size, for a total of 592 square feet, which is adequate for use by 17 school-agers. The Nursery is an irregularly shaped room of approximately 680 square feet, which 19 of the children can use. The nursery has its own bathroom with one sink and toilet. Along the main hall is a ladies room with six toilets and two sinks, and a men s room which contains two toilets, three urinals and two sinks. These exceed the required three sinks and toilets needed for a capacity of 54 part-time children. Students will play outside in the green space directly outside Paddy Hall. During inclement weather Paddy Hall is large enough to allow for indoor gross motor play. The school playground has not been inspected and may not be used at this time. B. Program Description The Celtic Team will meet during the school year, after school only, from 3:00 PM until 6:00 PM, Monday through Friday. When children arrive from their classrooms, they will be offered pre-packaged, single serving snacks with a juice box. No food will be prepared, nor will anything requiring refrigeration be offered. Immediately after snack children will be offered indoor and/or outdoor gross motor play. Homework help, arts and crafts, and quiet activities, such as reading will also be offered. Toys and equipment were viewed while on-site. These were found to be adequate for use by 54 children of a variety of ages. No field trips or transportation will be provided at this time. 3
Ms. Carol Budchuk, the school principal, holds a Master s Degree in Early Childhood from the University of Michigan, and has in excess of the required two semester hour credits in administration from Saginaw Valley University. She was approved as a Program Director by the Department in December, 2008, in anticipation of the preschool program opening. Ms. Margaret Gillis will be both the Program Director and Designee for the Celtic Team After-School Program. She has a Bachelor of Science Degree from the University of Detroit in Business Administration and 23 semester hours in Child Development from Oakland Community College. She is currently enrolled at the University of Phoenix, pursuing a Master s Degree in Psychology. Ms. Gillis was approved as a Program Director by the Department in October 2002. Ms. Gillis has current certification in First Aid, CPR and Blood Borne Pathogen training, as does one additional staff member. C. Rule/Statutory Violations All licensing rules and regulations were reviewed during the time of the on-site inspection with full compliance. IV.
