He studied at London University and University of Minnesota. After a period in veterinary practice he joined the Central Veterinary Laboratory at Weybridge and developed research specialism in bacterial and fungal diseases including tuberculosis and leptospirosis. He has 21 years experience of international negotiation of the veterinary rules for EU Trade, disease control and animal welfare. He is chair of the Treaty for Farm Animal protection of the Council of Europe and works with OIE. For over 10 years he has worked with Farm Animal Welfare Council, lead the Defra animal welfare science research programme and the revision of the national welfare legislation. He has lectured in many countries and been an appointed examiner for Royal College of Veterinary Surgeons and the Universities of London and Edinburgh. He has taken an interest in the training of veterinary services in developing and implementing effective policies for improving animal welfare both national and internationally though TAIEX of the EU Commission, Better Training for Better Food and with OIE.
