2 The Congress makes reference to the recent Ebola epidemic, which significantly impacted the economy and civil life of the African Countries where the Ebola outbreaks occurred, but which at the same time raised a number of critical issues in the areas not directly involved, at healthcare level. Socio-economic effects were actually observed as a result of the measures adopted both by supranational organizations and by single countries with the purpose of controlling the potential development of the epidemic, affecting both individual rights and international relations. Fortunately, the Ebola virus disease has been controlled in a relative short period of time. However, it raised important questions on the nature of the policies to be adopted in case of pandemic phenomena and, in particular, in relation to the evident potential conflict between individual habits and behaviors and community s interests. The in-depth analysis will be carried out with an historical perspective, by examining which lessons may be learned from similar historical events, and namely the SARS epidemic in , the important however temporary consequences of which may provide a useful comparison.
