Salam 1Malaysia and a very good morning to all. Thank you YB Dato' Devamany for being with us today to officiate the Software Testing Straight Talk 2012. It is our pleasure and honour to have you at this seminar. I would also like to thank the organising committee for giving me the opportunity to welcome you to STST 2012 Seminar of Software Testing. Ladies and gentlemen, Some of you may recall that this event was first introduced in 2010 with the primary purpose to engage the stakeholders of Malaysia's software testing industry and as we go about the various programmes and activities under the Malaysia Software Testing Hub (MSTH) initiative. It was a direct response to pertinent 2

points raised by international software testing experts during the SOFTEC 2010 conference. It is good to see that this event continues into its third year and with better participation from the public sector, industry and academia. Allow me to briefly go back into history... MSTH was rolled out in 2009 as an economic development programme to catalyse software testing as one of the country s New Source of Growth. The ultimate goal of MSTH is to establish a sustainable software testing ecosystem and transform Malaysia into a preferred destination for outsourced software testing services. [Slide 1] In line with the approach in the New Economic Model where private sector is to take the lead in the national economic development initiatives, EPU is playing the support role in MSTH while MSTB, as representative of 3

the private sector, leads the planning and implementations of various programmes and activities. [Slide 2] This is indeed a busy slide... reflecting the many activities that need to be done in parallel to achieve the goal. The programmes, in totality, cut across all sectors - the public, industry and academia. That makes all of us here stakeholders in realising the MSTH. [Slide 3] As stakeholders, we are certainly the ultimate beneficiaries for success of the MSTH. At the same time, we also have roles to play to support and facilitate the teams on the ground to ensure success of the initiative. This is the reason why your participation in this forum is crucial for the success of MSTH as your comments and input at the breakout sessions later today will help us chart the course as we move forward. 4

On this note, I thank you for 'investing' your precious time to join this forum. Your participation is very much appreciated. Ladies and gentlemen, The MSTH initiative is now in its third year and we have made significant progress over the period in our efforts to put in place the core components required to realise the ecosystem. [Slide 4] These 'enablers' must be developed in tandem to ensure sustainability, explaining the concurrency of the programmes and activities that we are currently running. [Slide 5] Nevertheless, there is still a long way to go and it is important to note that these positive interventions and 5

development programmes alone will not guarantee success without stakeholders participation. [Slides 6-10, rapid change] I was at the closing of last year's STST where more than 20 recommendations were compiled from the workgroup discussions. I am happy to note that many of these recommendations have been incorporated into MSTH programmes over the last one year. Ladies and gentlemen, The landscape of Public Sector's software procurement is changing. Much greater emphasis is going to be put on Software Quality Assurance (SQA) and for purchases that include software this will include independent testing by qualified and approved third parties. A revision of the Procurement Guidelines for the Public Sector is near completion. The changes are being 6

finalised as we speak, and the updated guidelines are expected to be released in 2013. For the Public Sector, the new guidelines will put a mechanism in place to encourage that software or systems being purchased or deployed are of adequate levels of quality, thus reducing the risks of project failures. Consequently, this will significantly increase the demand for independent software testing services. With Government one of the largest buyer of IT systems and solutions, the impact to the market will be significant. This inevitably will bring about major new opportunities for the providers of testing services and Malaysian companies should prepare themselves from now to ensure that they are in a position to capitalise on these emerging opportunities. 7

On this note, MSTB as the implementer of MSTH is working out a comprehensive programme to establish the MSTH Cluster of companies - a select group of Malaysian companies specialising in the provision of software testing services. The programme is expected to include incentives and schemes to assist selected companies to ramp up their competency and capability to the levels required for 'certification' as an approved testing services provider. Details of the programme are still being worked out and this STST forum is the best platform for you, the stakeholders of MSTH, to air your views and recommendations to be used as the input that will help influence and shape the programme and schemes. I recommend that any interested company registers their interest with MSTB immediately. 8

Ladies and gentlemen, I hope today's breakout sessions will bring out more recommendations and ideas that we can use as input for enhancements of existing MSTH programmes as well as formulation of future ones.
