Assignment Description: The overall objective of the project is to modernize and upgrade outdated systems for monitoring, control and dispatching of the National Dispatch Centre (NDC) in order to improve reliability of management and control of the power system, thus increasing the security of electrical energy supply. In order to implement successfully the project it is planned to award five contracts: (1) New supervisory control and data acquisition system (SCADA) at four remote switching rooms for substation control; (2) Modernization of the supervisory control and data acquisition systems and energy management systems (SCADA/EMS) at RDC (regional dispatch centre) west, RDC east, RDC north and RDC south; (3) A dispatcher training simulator (DTS); (4) A disaster recovery data centre for NDC and (5) An information Transparency platform for the system operator. The procurement will be made in accordance with EBRD's Procurement Policies and Rules. In order to manage, co-ordinate and monitor all aspects of the implementation of the Project and to carry out associated engineering, procurement and other services, Elektroenergien Sistemen Operator EAD (ESO) established a Project Management Unit (PMU). ESO intends to engage a Consultant (PMU Consultant) to support the PMU in the preparation and implementation of the Project for modernization of NDC. The scope of services of the PMU Consultant s assignment will include assistance in the procurement preparation and implementation of the tender processes and contacting, managements of contracts, 1
supervision of the implementation, reporting etc, related to effective and timely implementation of the project. In order to meet the above objectives the Consultant shall, inter alia, perform the following tasks: Assist and advise the PMU in the procurement stage (i) in preparation of tender documents, including technical specifications and technical requirements, qualification criteria and other relevant information; (ii) in clarifications to facilitate preparation of the tenders (iii) during tender opening sessions and in drafting the tender opening minutes (iv) in evaluation of tenders and preparation of evaluation reports (v) in responding to procurement complaints, if any (vi) in contracting etc. Assist and advise PMU in the course of management of project and contracts under it (i) review progress reports to the Bank (ii) in settlement of any claims by contractors (iii) review of requests/justifications for changes in the signed contracts, if any (iv) elaborate Project completion report etc. Supervise implementation of project and contracts under it - (i) monitor and supervise the progress of the work of each contract (ii) review and verify contractor s payment requests (iii) validate successful partial/overall completion etc. Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest. Assignment Start Date and Duration: The Assignment is expected to start in Q III 2014 and has an estimated overall duration of 36 months. Maximum Budget available for the Assignment: EUR 150,000 (exclusive of VAT). This Consultancy assignment will be financed with grant resources from KIDSF and shall be free from any and all taxes, custom duties or other fees or mandatory payments arising in or as a result of performance of services in the country of the Assignment (Bulgaria). Eligibility: KIDSF Rules, companies from the following eligible countries as of 1 May 2014: the EU member states, Switzerland and the EBRD s countries of operation. Consultant Profile: Corporate services are required. The Consultant shall have minimum 10 years of practical experience in EU, World Bank, EBRD or EIB procurement; and have a good knowledge of procedures and rules of procurement, contract management and disbursement of EU and international financial institutions, such as the World Bank, EBRD or EIB, and technical knowledge and experience in the electrical energy management sector. In addition the Consultant shall demonstrate the following experience: 1. Preparation of tender documents, technical specifications, qualification criteria and technical requirements under EBRD rules and procedures at least one completed contract for the last three years up to the Expression of Interest submission date. 2. Evaluation of tenders and preparation of evaluation reports at least two completed evaluations and awarded contracts for the last five years for projects financed by EU and international financial institutions, such as the World Bank, EBRD or EIB. 3. At least one completed consultancy contract for project management in the electrical energy, management sector for projects financed by EU and international financial institutions, such as the World Bank, EBRD or EIB. The Consultant s team shall include the following key experts: 1) Project Manager: - should have a master degree in engineering, have at least 10 years experience in Technical assistance / project management consultancy services within the electrical energy sector; - have experience as Project manager in at least three projects in the electrical energy, management sector financed by EU or international financial institutions, such as the World Bank, EBRD or EIB. 2) Procurement Expert: - should have a master degree in engineering/economics/finance; have at least 7 years experience in Technical assistance consultancy services for the energy sector; 3
- should have 5 years experience in procurement under projects financed by EU or international financial institutions, such as the World Bank, EBRD or EIB.; 3) Technical Supervisor: - should have a bachelor or master degree in engineering; at least three years experience in the electrical energy, management system; - at least three years experience in project / contract implementation supervision; Submission Requirements: In order to determine the capability and experience of Consultants seeking to be selected, the information submitted should include the following: (a) brief overview of the firm/group of firms including company profile, organisation and staffing; (b) details of similar experience of firm or group of firms and related assignments undertaken in the previous ten years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, main activities, objectives; (c) CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), main activities performed by the expert and proposed role in this assignment. Important Notes: The selection will be made from the responses to this notification only and based on the evaluation of the short-list firms proven experience and current expertise related to the assignment. Short-listed Consultants will not be asked to submit proposals.
