BACKGROUND Lithuania signed the UNFCCC as an Annex I Party in 1992 and ratified it in 1995 The Kyoto Protocol was signed in 1998 and ratified in 2002 Lithuania undertook to reduce its GHG emissions by 8 % below 1990 levels during the first commitment period 2008-2012 Lithuania s GHG emissions consists of less than 0.05 % global GHG emissions In 2009 Lithuania s GHG emissions 59 % lower than 1990 level GHG inventory has been prepared since the year 2004 (first NIR & CRF) MoE - single national entity responsible for supervision and coordination of the national GHG inventory preparation Ministry of Environment of the Republic of Lithuania 3

NATIONAL SYSTEM IMPROVEMENTS DURING 2010-2011 (3) Environmental Protection Agency was nominated as GHG inventory agency since 2011 (MoE Order No D1-1017, 2010). Responsibilities include: Coordination of GHG inventory preparation process QA/QC manager, data checks, archiving Compilation of NIR Cross-cutting issues Maintain CRF database Ministry of Environment of the Republic of Lithuania 8
NATIONAL SYSTEM IMPROVEMENTS DURING 2010-2011 (4) State Forest Service (SFS) - Governmental institution established and supervised by Ministry of Environment. SFS compiles National Forest Inventory and the forest information system, carries out forest condition monitoring etc. Since 2010 SFS is responsible for LULUCF sector and Kyoto protocol 3.3 and 3.4 removals and emission calculations (MoE Order No D1-666, 29-07-2010). Main responsibilities: Collection of forest related activity data and emission factors used to calculate emissions and removals for LULUCF and KP-LULUCF sectors; Selection of methods, emission and removals estimates Ministry of Environment of the Republic of Lithuania 9
NATIONAL SYSTEM IMPROVEMENTS DURING 2010-2011 (5) Government Resolution on responsibilities for Governmental institutions, their subordinated institutions and State s science research institutes provide necessary data for GHG inventory preparation (Resolution No 388, 03-11-2010): Statistics Lithuania all available information including energy and fuel balance, Ministry of Agriculture and it s subordinates data on land uses, livestock population and other, Ministry of Energy all data related energy sector, Ministry of Transport and Communications and it s subordinates data on vehicles and other, State science research institutes - all available information necessary for GHG inventory preparation, others. NATIONAL SYSTEM IMPROVEMENTS DURING 2010-2011 (6) The Government Resolution establishing permanent GHG inventory working group, and determining their rules, responsibilities and financing provisions was approved (Resolution No 683, 08-06-2011). set up for unlimited time, 6 institutions involved, state budget financing ensured. Institutions nominated experts, who have experience in areas related to GHG emissions accounting and the personal composition of the GHG inventory working group was approved by MoE Order (No D1-538, 01-07-2011) 7 experts involved. NATIONAL SYSTEM IMPROVEMENTS DURING 2010-2011 (7) Working group s functions and responsibilities are defined as follows: identification, on the basis of the IPCC good practice guidelines, of methodologies for calculation of GHG emissions setting priority to key categories and categories with high uncertainty level, determination of activity data, determination of appropriate emission factors, calculation of emissions, data quality control, filling CRF tables for corresponding sectors, drafting relevant NIR sectoral chapters. NATIONAL SYSTEM IMPROVEMENTS DURING 2010-2011 (9) Strengthening of the expert capacity partnership project between Lithuania and Norway Cooperation on GHG inventory will start in 2012. The partner of the project - Norwegian Climate and Pollution Agency (national entity responsible for GHG inventory preparation in Norway). NATIONAL SYSTEM IMPROVEMENTS DURING 2010-2011 (10) In the frame of the Lithuanian and Norwegian project Cooperation on GHG inventory the following studies will be prepared: - F-gases quantity determination, - National emission factors for energy sector, - Forest land changes in Lithuania during 1990-2010, - Changes of areas of croplands, grasslands, wetlands, settlements and other lands in Lithuania during 1990-2011, - Harmonized methodology for the estimation of removals and emissions for LULUCF sector, - Methane emissions from wastewater and sludge, - Methane producing capacity in the Lithuanian manure management systems. IN-COUNTRY REVIEW 2011 CONCLUSIONS (1) In-country review of Lithuania s 2011 annual submission took place on 26 September - 1 October 2011. The ERT after in-country review in their conclusions noted that: - Lithuania has put in place all of the mandatory elements for a national system under Article 5.1. - National system is generally prepared in accordance with the guidelines for national systems under Article 5, paragraph 1, of the Kyoto Protocol (decision 19/CMP.1). - 2011 annual submission includes all mandatory reporting requirements under Convention and KP. - Institutional arrangements are well described in the NIR. The ERT also noted that several improvements in methods, emission factors and activity data sources have been put in place since the previous inventory submission, but that additional improvements are still necessary. IN-COUNTRY REVIEW 2011 CONCLUSIONS(2) Energy sector The energy sector of the inventory of Lithuania is generally in good shape. Lithuania has made effort to improve transparency and up-date methods and factors. Lithuania has followed up on many of the recommendations in the previous review report. There are a few outstanding recommendations, but work is ongoing. Lithuania has done a remarkable job with its energy inventory, given its limited resources, but the planned increase in capacity is welcomed. Waste sector Waste sector inventory of 2011 annual submission shows improvements, but it still needs more transprency and accuracy. Ministry of Environment of the Republic of Lithuania 19
IN-COUNTRY REVIEW 2011 CONCLUSIONS(3) Industrial processes sector A lot improvement have been done, recalculations have increased the completeness of inventory. Lithuania has taken recommendations from the 2010 ARR into consideration, many of them implemented in this submission. Recalculations have resulted real improvements in the inventory and in time series consistency. Agriculture sector In general inventory was improved in comparison with previous ICR. Improvements provided in last submission increased accuracy LULUCF, KP-LULUCF sectors Improvements introduced since last reporting, but additional improvements should be considered for the next submissions. On 11 Nov. ERT approved Action Plan to improve LULUCF reporting. Ministry of Environment of the Republic of Lithuania 20
FUTURE NATIONAL INVENTORY SYSTEM IMPROVEMENTS Preparation of studies for data collection Improvement of land areas identification in LULUCF and KP- LULUCF sectors according to the Action Plan to improve LULUCF reporting of Lithuania Shifting to higher Tiers in key categories (energy, waste, etc) Improvement of documentation and archiving of inventory according to Lithuania s GHG inventory archive improvement plan Use of the EU ETS emission data for the energy and industry sectors emission estimation Improvement of transparency of NIR Ministry of Environment of the Republic of Lithuania 21
CONCLUSIONS (1) Lithuania fulfills the requirements of decisions 15/CMP.1, 19/CMP.1 and 16/CMP.1 and improvements are incorporated into the 2011 annual GHG inventory submission. Achievements since the 2010 review: Substantially revised National system for the GHG preparation according to legal basis on institutional arrangements and capacity building: - permanent WG for preparation of the national GHG inventory established involving expert capacity from 6 institutions, - new institutional arrangements for data collection, - strengthening of the expert capacity in the EPA and State Forestry Service; Improved completnes CRF tables and NIR chapter for KP-LULUCF sector using Reporting Method 1; Training of EPA staff and sectoral experts. CONCLUSIONS (2) On 30 September, 2011 after the in-country review of Lithuania s 2011 NIR submission the ERT in the conclusions welcomed Lithuania s changes to the national system, which are likely to strengthen its functions and noted that: Lithuania has put in place all of the mandatory elements for a national system under Article 5.1. National system is generally prepared in accordance with the guidelines for national systems under Article 5, paragraph 1, of the Kyoto Protocol (decision 19/CMP.1).
