HR 2272 Conference Report STEM Education Provisions Summary Title I Office of Science and Technology Policy (OSTP) Directs the President to convene a National Science and Technology Summit not more than 180 days after the enactment of the bill o Examines the health and direction of STEM enterprises o Includes reps from industry, small business, labor, academia, state government, Federal research and development agencies, non-profit environmental and energy policy groups, and other nongovernmental agencies o Report identifies key research and technology challenges and recommendations Title IV National Oceanic and Atmospheric Administration Directs the administrator to conduct, develop, support, promote, and coordinate educational activities at all levels dealing with ocean, coastal, Great Lakes, and atmospheric science by building current NOAA ed. programs o Directs the administrator and others to create a 20 year science education plan that is reevaluated every five years Title V Department of Energy Directs the Secretary to appoint a Director of Science, Mathematics, and Engineering Education who is responsible for administering ed. programs Directs the Secretary to establish a Science, Engineering, and Mathematics Education Fund that is to use not less than 0.3% allocated to the department research, development, demonstration, and commercial application Establishes a pilot program to provide competitive grants to states for the expansion of public specialty STEM secondary schools o National Laboratories staff assist by Helping teachers to teach courses Offering National Laboratories equipment to teach courses Using distance learning to help schools that not near the National Laboratories *Grants do not exceed $2,000,000/year or three years Establishes a summer internship program for middle and high school students at the National Laboratories to provide hands-on STEM learning Directs the Secretary to establish outreach and experiential learning programs to encourage K-12 minorities to enter the STEM fields ($7,500,000/year til 2010)
Establishes a program for at least one Center for Excellence in STEM at a highneed public secondary school for each of the National Laboratories o Centers will have access to National Laboratories staff to help teachers in teaching courses and to allow for the use of National Laboratories equipment in courses o The Center shall ensure Student teaching or similar experiences for teacher candidates Mentoring for teacher candidates Professional development for veteran teachers Establishes or expands summer institutes at each of the National Laboratories to strengthen teacher skills in STEM o Authorizes %15,000,000 for FY 08 o Funds shall be used for Professional development in STEM content Training to help teachers translate STEM content and pedagogy knowledge to the classroom Technology training Follow-up professional development Establishes a program to make web-based resources on science and energy available to K-12 student and teachers Title VI Department of Education Authorizes ($151,200,000for FY 08) competitive grants for the development of programs in which students obtain a bachelor s degree in a STEM field with concurrent teacher certification o Focus on high-need local education agencies o Programs must Provide both student teaching and a relevant internship experience Encourage participation of members of underrepresented groups Assist participants in finding employment, especially in schools with high need Train participants in educational technology Obtain data on participants employment and retention including the number of grads teaching and in which schools grads are teaching Provide services to grads that keep them informed of recent developments in their fields and support those that teach locally Include strategies to improve student literacy Develop a method of determining its success and recommend ways for improvement Authorizes ($125,000,000 for FY 08) competitive grants for the development of programs that offer a 2-3 year part-time master s degree for teachers to improve
teaching skills and content knowledge in STEM or a 1 year master s degree that results in teacher certification for STEM professionals o The program must Promote effective STEM teaching skills Prepare teachers for leadership roles and promote effective STEM teaching Encourage participation of members of underrepresented groups, Armed Forces members, and teachers in high-need schools Provide student teaching and a relevant internship experience Provide strategies for improving student literacy Be aligned with the state s student achievement and content standards Assist with tuition for those in need Create ongoing professional development opportunities in STEM Evaluate and report on the program s impact *Grants are for no more than five years and 50% of the funds must be matched by the recipient Authorizes ($75,000,000 for FY 08) competitive grants to increase o The number of highly qualified teachers serving high-need schools who are teaching IB or AP STEM courses o The number of students who attend high-need schools that take and pass AP or IB STEM courses o Funds may be used for professional development pre-ap and pre-ib course development coordination between grade levels to prepare students from AP and IB courses instructional materials activities to increase the online AP and IB course participation reporting and collecting data on the program reimbursing low-income students for cost of AP and IB courses salary increases for AP and IB teachers in high-need schools who increase the number of low-income students taking the courses *Grants are for up to five years and recipients, except for high-need schools (100%), must match 200% of the grant Establishes a panel to identify o promising practices in K-12 STEM education o promising practices in professional development, o the skills students need in STEM o how students from different backgrounds learning STEM o areas where insufficient data about effective STEM ed. exists Panel will be established by the Secretary and the NAS
Panel will consists of STEM professionals, STEM education experts, and K-12 STEM educators (from diverse demographic backgrounds in both public and private schools) Authorized at $1,200,000 Authorizes ($95,000,000 for FY 08) competitive grants for states to award LEAs grants o > or = to 90% of funds are to be used for competitive grants to LEAs o LEAs must use funds to Implement mathematics programs for K-9 students Provide professional development for math programs Monitor the progress of the programs o LEAs may use funds for Mathematics instructional materials and assessments Remedial mathematics courses Small group mathematics lessons Activities to improve teacher content knowledge Authorizes 5 grants to states for summer mathematics technology, and problem solving learning programs for students who qualify for free lunches in that state Authorizes ($95,000,000 for FY 08) competitive grants to states and subgrants to LEAs for improving secondary schools students mathematics performance o LEAs use grants for Hiring and professional development of mathematics coaches Curriculum development for including math skills in core subjects Professional development for secondary school teachers, administrators, and paraprofessionals Implementation and coordination of math programs Evaluation and measurement of effectiveness of math programs *State educational activities must match 50% of the grant Authorizes ($120,000,000 for FY 08) competitive grants to states for the alignment of graduation requirement with post-secondary ed, Armed Forces, and the 21 st century workplace demands and for the establishment of P-16 educational data systems o Alignment grants must be used for Describing content knowledge and skills needed for higher ed, Armed Forces, and the workforce Making changes to secondary education requirements Convening a stakeholders forum for discussion of ed. issues Activities to ensure rigorous K-12 coursework * States must match 100% of the grant
Authorizes ($50,000 each) grants to 3 elementary and 3 secondary schools with a high concentration of low-income students and the most improvement in math and science Title VII National Science Foundation Amends section 8(7) of the National Science Foundation Act of 2002 to increase the STEM Talent Expansion Program (STEP) and thereby increase the number of two-year and 4-year college grads in STEM fields Establishes a research pilot program, Partnerships for Access to Laboratory Science (PALS) o Grants may be used for Professional Development Obtaining science equipment and materials Development of instructional programs that integrate lab and classroom instruction Training in lab safety Design of lab experiences to motivate student in STEM Evaluation of the program Expands the Math and Science Partnership program o Partnerships that prepare math and science teachers to teach challenging, college prep. courses should encourage STEM professionals to mentor teachers and students Establishes Teacher Institutes for the 21 st Century that o Offer STEM focused professional development to K-12 teachers o Serve highly-qualified teachers, teachers in high-need schools, and teachers of high-need subjects o Are content based and build on experiment and content based curricula o Ensure that pedagogy training is relevant o Last 2 weeks or longer o Provide for direct interaction between teacher and faculty of the institute o Use the internet o Provide follow-up training for teachers in the institute o Provide travel expenses and classroom materials o Provide support to apply the skills gained at the institute Establishes the Robert Noyce Teacher Scholarship Program o Recruits and trains undergraduates majoring in math and science to become teachers by Providing scholarships to participants Offering teacher training experiences that prepare for certification Offering programs pre- and post-graduation to help participants become better math and science teachers
