INTRODUCTION As part of its efforts in researching strategies, the Florida Task Force on Postsecondary Online Education s Technology and Data Issues Committee requested the assistance of institutions within the public university and college systems, as well as the private, independent universities and colleges. The Committee used this survey to collect information on the current and projected use of Learning Management Systems (LMSs) by Florida institutions to deliver online courses. These responses are important in developing strategies and recommendations because it will assist the Committee in creating a complete picture of the current state of LMS adoption and use in Florida. The results of the survey will be used to determine the desirability and feasibility of working toward a common LMS platform for Florida colleges and universities. The survey had eight questions including both open-tet and multiple-choice formats. The participating institutions responses are included in the pages that follow, as well as a complete analysis that details trends found throughout the survey responses. Board of Governors Page 2

We have invested a lot of time and effort into training our faculty on how to use this new system. Our faculty and students voted to have this new system and seem to enjoy the benefits of having a more modern LMS. We would consider switching after our time was up and only if faculty and students were involved in the discussion on why we would need to switch. Polk State College There are many factors involved in a decision surrounding the use of a shared LMS at our institution. We would want faculty approval as well as the same and/or additional features available in our current LMS. Santa Fe College Heavily dependent on the time frame for implementation. We are contractually bound for two more years to our current LMS. Seminole State College The current model and LMS environment at SSC is one that is well aligned and tailored to its mission and needs. Agile customization is best serving the needs of SSC s students and faculty. St. Johns River State College There are too many unanswered questions to indicate whether we would support either scenario. St. Petersburg College We are in the evaluation process for a product. We would not wish for the State to use Angel, but whatever we chose. It would be less work on faculty and administration to use the same LMS. It would be very epensive and time consuming to retrain our faculty and staff on a new system. Florida Tech would be interested in considering the option. It would require faculty endorsement and a review of the cost to move platforms. This is assuming the LMS offers the same feature set as used currently and required by campus. We would be open to it if we were able to tie it to our ERP. We might use it. Whether we adopted it would depend on whether our faculty determined it was comparable to or better than the system we presently use. While UT does not offer online courses at this time, we do use a LMS (Blackboard) to teach hybrid courses that include online learning. As an eample, we have building blocks that have been developed here to meet our needs that would need to be supported or replaced, not to mention clicker blocks and other integrations whose functionality would need to be replicated or migrated into a central system. Only if it does not add the cost of running our normal LMS. Same issues apply otherwise. This will be a problem in that we pay 8.82 per FTE and 90% of the students take a F2F course. Yet 60% take an online course. How will we work out a license that covers our cost for both LMSs? Depends upon the factors identified in #7 below. As mentioned in item #5, the implementation time line is of critical importance. Additionally, we would hope an economy of scale would also occur with savings to the institution. The current model and LMS environment at SSC is one that is well aligned and tailored to its mission and needs. Agile customization is best serving the needs of SSC s students and faculty. One installation with sub-accounts generates the following concerns: There may be issues with user accounts. Online education is not a priority for Eckerd College at this time. There are a number of factors that would need to be reviewed prior to participation. This includes but may not be limited to overall cost, services, security of the system and intellectual property, down time, service contracts, maintenance, and overall admin level control of the system. Connectivity to AD for authentication as well as our single sign on environment. Possible having to use a different system may be a hinder for us. We would need for the system to be able to integrate to our ERP (Jenzabar EX) There are any number of technical issues that could hinder the process. How easy is it for us to populate courses (both at the beginning of the semester and for add-drops)? How easy is it for us to merge classes or do other customizations? How easy is it to actually use, for both faculty and students? What features are available and how easy are those to use? What can we epect in terms of uptime? How is disaster recovery handled? How often is the product upgraded and on what timeline? What are the governance conditions around the intellectual property issues? How easy is it (really) to import courses from our present system to the new system? The list goes on and on. We all have an LMS at our institution and most of us have gone through the effort of changing it (at least once). This is not a small endeavor for any of our schools. I do not believe one LMS would accomplish an increase in graduation rates in the state or a significant reduction in cost for students. As a whole the cost would be lower but the per-student cost today of the LMS is relatively low in comparison to tuition. We are a small institution and our LMS is currently hosted. Our current costs are not that significant. Each institution will need to incorporate grades; how they are delivered to the local SIS? This could run into a number of issues and should be discussed (if not already in the mi) in depth. As an eample USF requires faculty to use the LMS to submit grades to the SIS. The online LMS would have to have the same functionality. Florida Public Colleges College of Central Florida Daytona State College Florida institutions have conducted many RFPs and LMS evaluations over the past year. If a statewide system is sought, representatives from several of those institutions, of varying sizes, should be included on the evaluation committee. The work that has already been done should not need to be duplicated. The greatest asset we have in our LMS is its ability to be highly customization meeting the diverse needs of most of our programs and the ability to capture student learning outcome data across all levels. This is a critical component for our institution and as we use this for accreditation, improving student success rates and fine-tuning the learning eperience. For a successful LMS migration, it would need to be reliable, accessible, robust, and fleible and provide these capabilities. There could, however, be significant cost savings in a shared hosting model as the aggregated FTE means greater price discounts. It would also be important to have a shared, centralize support desk for both students and faculty. There would be a significant short-term investment in migrating but there could be some major long-term cost savings freeing us to devote more time to our students and professional development for our faculty. If moving to a shared environment can help us drive down costs, improve instruction, increase success rates, and help us better equip our faculty; then such a move would be worth considering. We also have made a significant investment in professional development and would have to redevelop all of our training materials and re-certify our faculty. 8. Please share any additional comments or advice: The greatest asset we have in our LMS is its ability to be highly customization meeting the diverse needs of most of our programs and the ability to capture student learning outcome data across all levels. This is a critical component for our institution and as we use this for accreditation, improving student success rates and fine-tuning the learning eperience. For a successful LMS migration, it would need to be reliable, accessible, robust, and fleible and provide these capabilities. There could, however, be significant cost savings in a shared hosting model as the aggregated FTE means greater price discounts. It would also be important to have a shared, centralize support desk for both students and faculty. There would be a significant short-term investment in migrating but there could be some major long-term cost savings freeing us to devote more time to our students and professional development for our faculty. If moving to a shared environment can help us drive down costs, improve instruction, increase success rates, and help us better equip our faculty; then such a move would be worth considering.
