SUMMARY OF EXPERIENCE Interim President October 2011-Present As Interim President of, and consistent with Florida Statutes and the rules of the State Board of Education, the responsibilities of the chief executive officer of the college include: Recommending the adoption of rules to the community college board of trustees to implement provisions of law governing the operation and administration of the community college. Preparing a budget request and numerous operating budgets, and capital outlay budgets, for approval by the community college board of trustees. Establishing and implementing policies and procedures to recruit, appoint, transfer, promote, compensate, evaluate, reward, demote, discipline, and remove personnel. Establishing, implementing, and enforcing procedures governing the admission and retention of BCC students. Approving, executing, and administering contracts for and on behalf of the community college board of trustees for licenses; the acquisition or provision of commodities, goods, equipment, and services; leases of real and personal property; and planning and construction to be rendered to or by the community college. Acting for the community college board of trustees as custodian of all community college property and financial resources. The authority includes the ability to prioritize the use of community college space, property, equipment, and resources and the authority to impose charges for the use of those items. Establishing the internal academic calendar of the community college. Administering the community college's program of intercollegiate athletics. Recommending to the board of trustees the establishment and termination of programs within the approved role and scope of the community college. Awarding degrees upon the recommendation and approval of the faculty. Recommending to the board of trustees a schedule of tuition and fees to be charged by the community college.

Reviewing periodically the operations of the community college in order to determine how effectively and efficiently the community college is being administered and whether it is meeting the goals of its strategic plan. Entering into agreements for student exchange programs that involve students at the community college and students in other institutions of higher learning. Approving the internal procedures of student government organizations and providing purchasing, contracting, and budgetary review processes for these organizations. Ensuring compliance with federal and state laws, rules, regulations, and other requirements that are applicable to the community college. Maintaining all data and information pertaining to the operation of the community college, and reporting on the attainment by the community college of institutional and statewide performance accountability goals. Certifying to the Department of Education a project's compliance with the requirements for expenditure of PECO funds prior to release of funds. Developing and implementing jointly with the superintendent of Brevard Public Schools a comprehensive articulated acceleration program, including a comprehensive inter-institutional articulation agreement, for the students enrolled in their respective school districts and service areas. Having authority, after notice to the student of the charges and after a hearing thereon, to expel, suspend, or otherwise discipline any student who is found to have violated any law, ordinance, or rule or regulation of the State Board of Education or of the board of trustees of the community college. Submitting an annual employment accountability plan to the Department of Education. Annually evaluating, or having a designee annually evaluate, each department chairperson, dean, provost, and vice president in achieving the annual and long-term goals and objectives of the community college's employment accountability plan. Developing, implementing, and enforcing annual budgets totaling approximately $95 million. Serving as the chief fundraising official for the college, developing and implementing strategies that produced donations, contributions and fundraising revenue that exceed $5.4 million over the past four fiscal years. Directing all aspects of collective bargaining negotiations with the chapter of the United Faculty of Florida. Serving as the official spokesperson for the college on all areas of policy, custom and practice. Executive Vice President, General Counsel July 2010-October 2011 Oversight of all academic, business, financial, legal affairs and intercollegiate athletics for Brevard Community College, which includes more than 1,550 employees, of whom 765 are full-time.
