Video Conferencing Service at the Sabah and Sarawak Courts 1. Backgrounds At the request of the Judicial Department, Sarawak Information Systems Sdn Bhd (SAINS) has provided technological research, built, and then installed VC facility at the High Courts of major towns in Sabah and Sarawak from year 2007 to 2009. In year 2013, VC facility was further extended to Sri Aman, Limbang and Labuan. This initiative is to provide video conferencing service to the Judiciary, law firms and other entities to conduct court proceedings from different locations. The VC service is operated by SiliconNet Technologies Sdn Bhd (SNT), a subsidiary company of Sarawak Information Systems Sdn Bhd (SAINS). SNT shall charge all VC Users at a specific price for successful VC session. 2. Video Conferencing Facilities Video Conferencing facilities are currently available at the following Court locations: State of Sarawak Kuching Sri Aman Sibu Bintulu Miri Limbang State of Sabah Kota Kinabalu Sandakan Tawau Labuan Video conferencing session is conducted between courts within the same state; inter-state VC session is not available at the moment.
3. VC Operating Procedure Refer to Appendix A - VC Standard Operating Procedures. 3.1. VC Users are to use online system (VCPays) to perform VC booking, confirm usage, view and print invoices. The system also allows online payment. 3.2. The system shall auto generate invoices to users after completion of VC session. 4. VC Charging model and Price 4.1. Refer to Appendix B - VC charging model and price. 5. VC billing and Payment Procedures 5.1. VC Users are to print invoices from VCPays. 5.2. Every invoice comes with 30-day payment term. VC Users are to pay the total invoice amount within the payment term; 5.3. Any invoice remains outstanding for 60 days shall subject the organization to be blocked from using the VC facilities without further notice; 5.4. VC User to inform SNT each time payment is made. This is done by faxing bank in slip or inter- bank transfer slip or other payment document to SNT office. 5.5. SNT shall not charge user if the VC session is interrupted due to technical issue. 6. VC Terms and Conditions 6.1. Refer to User Terms and Conditions for Video Conferencing Service. 7. Appendix A : VC Standard Operating Procedures Step Tasks Description Action By A. 1 1. Video conferencing session shall involve two parties (locations) or more. One of the VC users shall make VC booking online using VCPays at least TWO working days in advance. 2. Court officer shall either approve or reject the VC booking. Note: The system shall block user from booking of VC facilities if the user or any of the participating users has invoice overdue for 60 days. The system shall release the blockage upon full payment made by the VC user. VC User Respective Court personnel A.2 1. Court personnel to update usage status and to register Start time and End time before and after the VC session. 2. Court personnel shall perform last minute booking and approval for cases involving the use of VC last minute. 3. SNT shall cancel incomplete booking due to cancellation or postponement of cases. Respective Court Personnel SNT A.3 1. VC Users to check and print invoices at VCPays. 2. Payment by cheque or inter-bank transfer to SNT account is acceptable. VC User to inform SNT after the payment is made. 3. Alternatively, VC User may opt to do online payment at VCPays. 4. VC Users to print official receipt at VCPays. VC User SNT
Appendix B : VC charging model and Price B.1 VC Price VC Price is Ringgit Malaysia ONE Hundred (RM100) per charging unit throughout Sabah and Sarawak. B.2 Charging-Unit Definition A charging-unit is for each party using the VC facility, and is further defined as: per case; per 30-minute block; per facility location, where: VC User at the same location with the Presiding Judge / Presiding Magistrate / Presiding Court Officer shall not be charged. B.3 If the VC session is directed by the court officer, the Court shall bear the VC charges. B.3 Consolidated Cases Consolidated cases is charged at the price of ONE charging unit. B.4 All charges are subject to 6% GST.
