INTRODUCTION ADMISSION OF STUDENTS WITH FOREIGN QUALIFICATIONS ACADEMIC YEAR 2014/2015 PART ONE 1 INTRODUCTION 1.1 The university system in Sri Lanka operates within the framework laid down in the Universities Act No. 16 of 1978 as amended. The selection of students for admission to undergraduate courses in the universities is a task assigned to the University Grants Commission (UGC) under the said Act. 2. MINIMUM REQUIREMENTS FOR ADMISSION OF STUDENTS WITH FOREIGN QUALIFICATIONS 2.1 Candidates with results at a foreign examination held outside Sri Lanka, deemed equivalent to G.C.E. (Advanced Level) Examination of Sri Lanka are eligible to apply for admission to Universities in Sri Lanka. a) Applicants are advised to attach to their applications the original letter obtained from the Examinations Board concerned, to prove that their educational qualifications are equivalent to QUALIFICATIONS the G.C.E.(A/L) Examination of Sri Lanka or qualifications required for admission to a university in their own country to follow an undergraduate course of study leading to a Bachelor s Degree. b) Applicants should ensure that all required passes should be obtained in one and the same sitting under a recognized Board of Examinations subject to the rules set out by the Education Authority of the country concerned. 2.2 The eligible candidates for admission under this special provision are; I II Candidates with foreign passports Candidates with Sri Lankan passports In order to become eligible; a) Sri Lankan candidates should have studied abroad for a period of not less than three academic years immediately prior to sitting the qualifying examination. N.B. - Applicants must provide documentary proof. b) Children of Sri Lankan diplomatic personel attached to Sri Lankan diplomatic missions abroad or on foreign assignments sponsored by the Government of Sri Lanka, should have studied abroad at least for a period of three academic years in the six year period immediately prior to sitting the qualifying examination. Note : However, the candidates who have satisfied the requirements for admission at a foreign examination equivalent to G.C.E (A/L) Examination of Sri Lanka held locally too will be considered, if; a. They have sat the said examination locally within a period of 06 months from the date of their returning to Sri Lanka after completion of a continuous period of not less than 2 1/2 years of studied abroad immediately prior to sitting the qualifying examination. N.B: provided that b. Their parents have returned to Sri Lanka on completion of the assignment having served at least for a period of 03 years immediately prior to their child sitting the said examination locally. Applicants must provide documentary proof. MINIMUM REQUIREMENTS FOR ADMISSION OF STUDENTS WITH FOREIGN QUALIFICATIONS/ DOCUMENTARY EVIDENCES TO BE SUBMITTED BY THE CANDIDATE 3. DOCUMENTARY EVIDENCES TO BE SUBMITTED BY THE CANDIDATE I Documents in proof of the 2.1 & 2.2 above. II Duly certified copies of certificates in proof of satisfying the Scholastic Aptitude Test (SAT)/ Test of English as a Foreign Language (TOEFL)/International English Language Testing System (IELTS), if the candidate s entry qualification under this provision is a High School Diploma. III Original service letters of Father/Mother/Guardian, if the candidate is a Sri Lankan passport holder. IV Documentary evidences in proof of funds (Candidate must submit an original letter from the bank stating the bank balance of Father/Mother/Guardian as a documentary evidence in proof of the availability of funds) - 5 -

4. ENGLISH LANGUAGE PROFICIENCY 4. SUBJECT PRE-REQUISITES AND PARTICULARS FOR COURSES OF STUDY English is the medium of instruction for the most of the degree programmes as indicated in Annex IV on page 44. Accordingly, an applicant whose primary language is not English or whose previous education has been conducted in another language, must demonstrate a command of English sufficient to meet the demands of classroom instructions, written assignments and participation in tutorials and discussions. Therefore, applicants whose primary language is not English or whose previous education has not been in English must provide evidence of proficiency in English i.e. achieve a minimum score of 79 on the Test of English as a Foreign Language (TOEFL) or achieve a minimum score of 6.5 on the International English Language Testing System (IELTS) etc. 5. ACADEMIC YEAR The Universities in Sri Lanka follow the semester system and there are two semesters per year. The date of commencement of the first term/semester of a particular academic year may vary from one University to another or from one Faculty of a University to another. 6. PROCESS OF APPLICATIONS Application forms are available on the UGC website or the Handbook published by the UGC. All the applications should be forwarded to Assistant Secretary (University Admissions), University Grants Commission, No 20, Ward Place, Colombo 07, Sri Lanka. a) Children of Sri Lankan diplomats seeking admission to Universities in Sri Lanka should forward their applications through the Secretary, Ministry of External Affairs, Republic Building, Colombo 01, Sri Lanka. b) The UGC charges a fee of US $ 30 for processing the applications.therefore, every application should be accompanied by a Bank Draft of US $ 30 payable to the University Grants Commission, being the application processing fee. Applications which do not accompany the application processing fee will not be considered for admission.please note that this processing fee is not refundable. c) All applications that satisfy the criteria for university admission in Sri Lanka will be forwarded to respective universities/faculties. All such applications will then be scrutinized by the Admissions Committees of the respective universities/faculties & make recommendations to the UGC with regard to admission of the applicants. Then the UGC will communicate with the applicants regarding the final offer. d) It shall be the responsibility of the applicant to ensure that his/her application is accompanied by all relevant supporting documents. All documents must be duly certified by the relevant authorities. e) Failure to submit the relevant documents and certificates along with the application may result in rejection of the application for University admission under this special provision. f) Closing date for applications for the academic year 2014/2015 will be on 7 th September 2015. 7. ACKNOWLEDGEMENT7. ACKNOWLEDGEMENT All applications will be acknowledged within two weeks of receiving the applications by e-mail & post. The acknowledgement merely indicates that the UGC has received the application and it does not mean that the application has been processed. 8. SELECTION AND OFFERING OF PLACES 1. The number of places reserved for this category of students are very limited and at present it is up to 0.5 % of the total number of places available in each course of study. Selections of candidates with foreign qualifications are based on the following order of priority; a) Children of Sri Lankan diplomatic personnel who are/have been stationed in other countries. b) Children of foreign diplomatic personnel working in Sri Lanka. c) Applicants from SAARC countries who seek admission. d) Sri Lankan applicants not covered under (a) above. e) Other foreign applicants not covered under (b) or (c) above. All selected candidates will be admitted on fee levying basis except the candidates under category (a) above. 2. Up to 4.5 % of the places over and above the proposed intake in each course of study will be allocated to students who satisfy the criteria for admission under this provision. All candidates under this category will be admitted on fee levying basis. Selected candidates who wish to accept the offer should make arrangements to get themselves registered at the Universities to which they will be assigned in consultation with the Registrar of the relevant University. All prospective foreign students should be noted that the Government of the Democratic Socialist Republic of Sri Lanka will not convert tourist visa to student visa. Therefore, no person who wishes ACKNOWLEDGEMENT / SELECTION AND OFFERING OF PLACES/ ACCOMODATION / FINANCIAL ASSISTANCE 9. ACCOMMODATION In view of the limited hostel facilities available, the Universities are not in a position to provide hostel accommodation to students gaining admission under this provision. 10. FINANCIAL ASSISTANCE No scholarships or other financial assistance will be provided by the Government of Sri Lanka to candidates selected for admission under this provision. - 7 -

10.1. FEES PAYABLE BY STUDENTS WITH FOREIGN QUALIFICATIONS Those who are admitted to Universities under this provision are liable to pay the following combined tuition and examination fees. Therefore, the applicants should submit with their applications, documentary evidence in proof of the availability of funds. However, students who will be selected under section 8 (1) (a) above are exempted from the following tuition and examination fees. Field of Study Annual Course fee Medical and Dental Sciences US $ 12,500 Para Medical Courses Nursing Pharmacy US $ 10,000 Medical Laboratory Sciences Radiography Physiotherapy Engineering, Design and Architecture Facilities Management US $ 8,000 Transport & Logistics Management Ayurvedic Medicine & Surgery Agriculture, Veterinary Science & Sciences Health Promotion Environmental Conservation & Management Molecular Biology & Biochemistry Industrial Statistics & Mathematical Finance Statistics & Operations Research US $ 6,000 Computation & Management Fisheries & Marine Sciences Science & Technology Computer Science & Technology Animal Science & Export Agriculture Law US $ 5,000 Management and Commerce Entrepreneurship & Management US $ 4,000 Humanities and Social Sciences Islamic Studies & Arabic Language Music US $ 3,000 Dance Art & Design However, Universities/ Institutes may decide to offer scholarships in the form of a waiver up to 50% of the fees stated above to other students who will be selected under section 8 (1) above from SAARC Countries, Sri Lankan students and other students with good academic achievements from the Asian Region. However, this concession will not be given to the students selected under 8 (2) above. - 8 -

SUBJECT PRE - REQUISITES FOR COURSES OF STUDY / ARTS ADMISSION OF STUDENTS WITH FOREIGN QUALIFICATIONS ACADEMIC YEAR 2014/2015 SUBJECT PRE-REQUISITES FOR COURSES OF STUDY 1. ARTS STREAM PART TWO In addition to the minimum admissions requirements specified in section 2, candidates have to fulfil certain subject pre-requisites in order to qualify for admission to a particular course of study. Applicants with foreign qualifications too are required to have passed (as the case may be) the subjects equivalent to those given in this part. 1.1 Arts In order to be eligible for admission to a course of study in Arts, a candidate should have obtained passes in three subjects listed below, subject to the following conditions; (i) Candidates should have offered at least one subject (they may if they wish select two or all three subjects) from Social Sciences / Applied Social Studies, provided that; no candidate should have offered the related Civilization when he/she has offered a religion classified under Religions & Civilizations as a subject. However, one subject can be offered from the Technological Subjects with the other two subjects from Social Sciences / Applied Social Studies. (ii) The requirement given in (i) above does not apply to candidates who have offered; (a) either three National Languages (Sinhala, English and Tamil) or a combination of National and Classical Languages which includes at least one National Language (e.g. Sinhala, Pali and Sanskrit or English, Greek and Latin). However, no candidate should have offered three Classical Languages. (b) two languages with the third subject from either Social Sciences / Applied Social Studies, Religions/Civilizations or Aesthetic Studies. 1.2 Arts (SP) Aesthetic Studies: Art Dancing (a) Sinhala (b) Bharata Drama & Theatre (a) Sinhala Music (a) Oriental (b) Tamil (b) Carnatic (c) English (c) Western Languages: Foreign Languages: Chinese French German Hindi Japanese Malay Persian Russian Urdu Classical Languages: Arabic Pali Greek Sanskrit Latin National Languages: English Sinhala Tamil The University of Colombo (Sripalee Campus) offers the following degree programs which are of four years duration. B.A. Special Degree in Performing Arts B.A. Special Degree in Mass Media In addition to the minimum requirements for admission stipulated in Section 2 of this Handbook, an applicant should have; (a) offered three subjects given in paragraph 1.1 above, provided that a candidate has not offered; more than two languages more than one of the religions & civilizations more than one Technological subjects more than one of the following subjects ; Accounting Economics Business Statistics In Addition,candidate may pass the Aptitude Test as decided by the University concerned in order to become eligible for this course of study. 1.3 Arts (SAB) Candidates who have satisfied the minimum requirements for admission in Arts and Commerce Streams are eligible to seek admission to follow a four year / three year course in Arts (SAB) leading to following degrees at the Sabaragamuwa University of Sri Lanka; (a) Bachelor of Arts (General) (b) Bachelor of Arts (Special) The subjects Economics, Statistics, Geography, Sociology, Political Science, Sinhala, English, Japanese, Hindi, Chinese and German are available to study as major subjects. - 10 -

1.4 Communication Studies Candidates who have satisfied the minimum requirements for admission with at least a credit (C) pass in Sinhala/Tamil/English at the (A/L) Examination are eligible to seek admission to follow a three year program leading to a Bachelor of Arts Degree at the Trincomalee Campus of the Eastern University. The University will offer two Degree Programmes i.e. B.A. (Communication Studies) and B.A. (Languages) for which students will be selected by the Faculty concerned in accordance with a criterion determined by the Faculty, depending on the maximum number of students that can be accommodated for each programme. The medium of instruction is strictly English Only. 1.5 Peace & Conflict Resolution Candidates who have satisfied the minimum requirements for admission having offered any three subjects available at the (A/L) Examination are eligible to seek admission to follow a three year course leading to a Degree in Bachelor of Arts at the University of Kelaniya. The medium of instruction is strictly English only. 1.6 Islamic Studies In order to be eligible for B.A. degree programme in Islamic Studies offered by the South Eastern University of Sri Lanka candidates should have obtained passes in Islam or Islamic Civilization & any other two subjects available at the (A/L) Examination. 1.7 Arabic Language In order to be eligible for B.A. degree programme in Arabic Language offered by the South Eastern University of Sri Lanka candidates should have obtained passes in Arabic Language and any other two subjects available at the (A/L) Examination. 1.8 Music / Dance / Art & Design / Drama & Theatre / Visual & Technological Arts / Visual Arts In order to be eligible for admission to follow courses of study in Music, Dance, Art & Design, Drama & Theatre, Visual & Technological Arts and Visual Arts a candidate should have obtained a pass for the subject he / she wishes to follow i.e. Music, Dance, Art, Drama & Theatre and passes for any other two subjects available at the (A/L) Examination. The following four year degree programmes are available at the following Universities for those who gain admission for courses of study in Music, Dance, Art & Design, Drama & Theatre, Visual & Technological Arts, Visual Arts. The medium of instruction is English for the course of study in Ayurveda at the Institute of Indigenous Medicine of the University of Colombo and Gampaha Wickramarachchi Ayurveda Institute of the University of Kelaniya. The medium of instruction for the course of study in Unani is English at the Institute of Indigenous Medicine. The medium of instruction for the course of study in Siddha Medicine is English at thetrincomalee Campus whereas the medium of instruction for the same is Tamil at the University of Jaffna. 17 FILM & TELEVISION STUDIES (New) Candidates who have satisfied the minimum requirements for university admission in any of the subject streams are eligible to seek admission to follow a four year course leading to Bachelor of Arts (Special) Degree in Film & Television Studies offered by University of Kelaniya. In addition, candidates may pass the Aptitude Test which will be based on specific skills in fine arts as decided by the University concerned in order to become eligible for this course of study. This form should be used if you wish to apply for an undergraduate degree program in a Sri Lankan University as a student with Foreign Qualifications for the Academic Year 2014/2015. 2. Application form and the Admissions Handbook for the Students with Foreign Qualifications valid for the Academic Year 2014/2015 are available on the UGC website (). 3. Before completing this form, please refer the Admissions Handbook for the Students with Foreign Qualifications valid for the Academic Year 2014/2015 to check your eligibility, course details and other vital information. In order to make your application successful you must meet all the necessary requirements, which can be found in the Admissions Handbook for the Students with Foreign Qualifications valid for the Academic Year 2014/2015. 4. When completing the form, please ensure that you provide your full name as appeared in your passport. 5. Please provide all the supporting documents in English, we require officially translated versions as well as copies in the original language. 6.
