Training system required by the ISPS Code was initially designed by the mid-2003. Joint efforts of Ministry of Transport (Maritime Security Service), Admiral Makarov SMA and other institutions throughout the Russia resulted in complete structure and content maritime security training in accordance with Chapter XI-2 SOLAS and ISPS Code.
First renewal was initiated to align our courses set with Chapter VI STCW Code Security Amendments. Second renewal was followed by STCW 2010 Manila Amendments.
Our training programs are completely aligned and corresponded to IMO Model Courses: 3.19 Ship Security Officer; 3.20 Company Security Officer; 3.21 Port Facility Security Officer.

Any program has modular design. Every module is completed by either brief test or oral poll of trainees or even test case. To provide best possible level of both practical and theoretical training we engage not only AMSMA professors but highest level specialists from security research companies, Maritime Administration etc.
Been a higher educational institution we pay thorough attention to our students (cadets) training. Our current curriculum includes 8 hours Introduction to ISPS Code and 30 hours Special training of merchant marine crew. The new curriculum approved recently includes 72 hours course of Transport security with focus on 2010 STCW Manila amendments and our national requirements.
Totally we can proudly state: More than 9000 marine personnel received ISPS training in Russia; About 50% were trained in AMSMA and our subsidiaries (Murmansk, Arkhangelsk)

Until 1 January 2014, seafarers who commenced an approved seagoing service prior to the date of entry into force of this section shall be able to establish that they meet the requirements of paragraph 4 by STCW, Section А-VI/5 besides of on-board experience, either passing an approved test; or successfully completing approved training. Both computer-based test and the appropriate security awareness and familiarization program were designed to meet our customer needs.

New phase is under way now: Federal Law On Transport Security was adopted August 14, 2007. 2010 Commencement year of practical approach to transport security training in Russia.
There are 4 categories of personnel mentioned by Federal Law On Transport Security : 1. Company Security Officer responsible for transportation objects (vehicles) security; 2. Company Security Officer responsible for transport infrastructure security; 3. Vehicle Security Officer; 4. Transport infrastructure and transportation objects assessors for maritime and inland water transport.

According to Transport Security Law and further legal acts Ship Security Plan shall be added to new Transport Security Plan with the aim to counteract any unlawful acts against transport system of Russia. Any transportation infrastructure object shall be classified into 4 categories. Responsible security officer shall be nominated for any object of 1,2,3 categories or a group of objects if category 4. Any ships shall be classified into 3 categories. SSO shall be onboard of every ship.
On official receipt of a Category there is a commencement of 3-month period for security assessment. Next 3 month are for a Transport Security Plan preparation and approval. On completion of these official procedures there is 6-month period for the Transport Security Plan implementation.
Definite periods was established for change of Security Level: 12 hours for categories 3 and 4; 6 hours for categories 2; 3 hours for categories 1.
Frequency of Exercises depends on the Category of a Port Facility (or other infrastructure object): At least once a year for Category 3 or 4; At least twice a year for Category 1 or 2.
