ORGANIZATIONAL DEVELOPMENT In order to develop TISTR to be the high potential organisation in conducting research and development and in assuring the pursuit of excellence, various strategies have been implemented to serve the aim. The organisational development has focused on providing support both in human resource and aspects of cooperation, for example, cooperation expansion with government and private sectors both internally and externally in order to exchange knowledge and experiences, and improve TISTR s scientific and technological capabilities up to international standards. The development activities having been undertaken included the application of the quality management system for organisational development, potential improvement of human resource in terms of administration and management, enhancement of skills and technical knowledge, the use of e-purchasing according to the e-government policies, and the popularisation of TISTR s achievements through public media. COOPERATION WITH OTHER ORGANIZATIONS TISTR has extended the cooperative agreements with other national and international organizations in research and development as well as in technology transfer such as the exchange of information and experience, experts and researchers, joint research projects, consultancy services, dissemination of achievements, technical development and scholarship. Annual Report 2006 Thailand Institute of Scientific and Technological Research(TISTR) COOPERATION WITH FOREIGN INSTITUTIONS 1.TISTR - ITRI TISTR has signed a Letter of Intent (LOI) with the Industrial Technology Research (ITRI), Taiwan on 6 June 2006 to exchange technical information and expertise in the R&D of industrial technology and carry out joint projects identified in areas of mutual interests. The cooperation also includes co-organizing conferences on nanotechnology applications on materials, bio-fuel, biosensor and biomedicine from herbs. 2.TISTR - IAM TISTR has signed an Exchange of Notes with the Institute of Molecular and Cellular Bioscience (IAM), University of Tokyo, Japan on 11 November 2005 to exchange researchers, information and publications regarding taxonomic studies and bioprospecting of microorganisms. 3.TISTR - NCHU TISTR has signed an Exchange of Notes with the National Chung Hsing University (NCHU), Taiwan on 7 December 2005 to develop a diagnostic kit for detection of avian influenza in poultry. 4.TISTR - SCI TISTR has signed a cooperative agreement with the Swedish Corrosion Institute (SCI), Sweden on 21 December 2005 to study corrosion impacts of air pollution in developing countries. 5.TISTR - ETRI TISTR has signed a cooperative agreement with the Energy Technology Research Institute (ETRI) under AIST, Japan on 20 January 2006. This is a sub-agreement within the General Agreement between TISTR and AIST, with objectives to develop the specifications and standards for BDF (biodiesel fuel) made of Asia-specific crops to ensure BDF quality and to increase the utilization of BDF in the diesel marketplace. This will lead to a reduction in green house gas emissions as well as the environmental impact of transport. 6.TISTR - Yeastern Biotech TISTR has signed a Letter of Intent (LOI) with Yeastern Biotech Co.,Ltd., Taiwan on 26 September 2006 to exchange the experience and technology/product information, to develop new products and to carry out joint projects identified in the areas of mutual interest. The cooperation includes co-development and co-promotion of new products through TISTR s incubation process. 7. TISTR - Asia Hepato Gene TISTR has signed a Letter of Intent (LOI) with Asia Hepato Gene Co.,Ltd., Taiwan on 26 September 2006 to exchange the experience and technology/product information, to develop new products and to carry out joint projects identified in the areas of mutual interest. The cooperation includes co-development and co-promotion of new products through TISTR s incubation process. 151

8.TISTR - Haichao Enterprise TISTR has signed a Letter of Intent (LOI) with Haichao Enterprise Co.,Ltd., Taiwan on 26 September 2006 to exchange the experience and technology/product information, to develop new products and to carry out joint projects identified in the areas of mutual interest. HUMAN RESOURCE DEVELOPMENT In fiscal year 2006, TISTR conducted human resource development programmes in order to increase efficiency of TISTR s personnel in the topics of administration, management and technical knowledge as follows : FURTHER STUDIES IN THE COUNTRY AND ABROAD 59 TISTR officials further their studies from Bachelor s to doctoral degree as follows: 29 persons study in the country (22 persons for master s degrees, 2 persons for master s-doctoral degrees and 5 persons for doctoral degrees). 30 persons study abroad (7 persons for master s degrees, 2 persons for master s-doctoral degrees and 21 persons for doctoral degrees). JOINT RESEARCH AGREEMENT AND RESEARCHERS EXCHANGE 32 researchers of TISTR are on exchange programmes in Japan, China, Malaysia, Cambodia, Singapore and Vietnam. ASEAN international standards development, Japan Mannagement development, India Technical support for SME promotion I (Biotechnology / Plastic technology), Japan International training workshop on technological Innovation for small and medium-sized enterprises based on science and technology, China Use of dew point hygrometer/moisture content determination, China Development of diagnosis kits for bird flu in poultry, Taiwan 12 persons attended seminars and conferences in France, Canada, Mexico, Netherlands, Brazil, Japan, Korea, China, Taiwan, Indonesia, Vietnam and Laos 154

The e-auction will be used for the purchase up to 2 million bath. Besides, the IT system has been developed to establish an online library (e-library) system and set up databases to support the research work such as essential oils and aromatic plants. More information is available at website: www.tistr.or.th THE SAFETY WEEK The Safety Week of TISTR was organised on 21 st july, 2006 at Technopolis, Pathum Thani province. The objective of the Safety Week was to promote and create awareness of TISTR s staff in working aspect. The activities concerning health and safety were arranged such as seminars, exhibitions, health examination, fire control practice, fire escape practice, slogan and laboratory contests etc. These activities helped the staff to gain experience and knowledge on the safety in workplace. TISTR 2000 : 2 nd PHASE TISTR has moved towards the construction of new buildings (2 nd phase) at Technopolis, Khlong 5, Pathum Thani, which will be used as a research and development centre and integrated technology transfer centre. The construction has been budgeted for 267.75 m baht and is comprised of : - 5-storey Technology Transfer Building - 5-storey Research and Development Building 2-5-storey Brainstorming Building - Pilot plant - Pathways linked between Research and Development Building 2 and Technology Transfer Building The second phase of TISTR 2000 project started with the Foundation Stone Laying Ceremony on 15 th June, 2006 and the construction will be completed in the year 2007. 157
