FCT SHEET RECOGNITION OF CONSTRUCTION INDUCTION CRDS Under the Occupational Health and Safety Regulation 2001, Workcover NSW recognises all interstate construction induction cards issued under the National Code of Practice for Induction for Construction Work (the National Code) as well as Western ustralian blue cards, Queensland blue cards and Victorian red cards issued under the previous arrangements. Western ustralian blue cards are only regarded as valid for three years from the date of issue. Blue cards older than this will not be recognised in NSW. Cards from any jurisdiction will only be regarded as valid provided the holder has not been out of the industry for more than two years. In addition, any construction induction cards issued under current or former arrangements will only be recognised in NSW if they continue to be recognised in the issuing jurisdiction. This reform enhances the capacity of construction workers to move across state and territory boundaries and is the latest initiative of a larger program to harmonise work health and safety systems between the jurisdictions. Construction workers with valid versions of these cards are not required to undertake general construction induction training in NSW and are not required to obtain a WorkCover NSW construction induction card. WorkCover inspectors will regard these state cards as evidence of meeting the requirements for general construction induction training under clause 216 of the Occupational Health and Safety Regulation 2001 (as amended 1 September 2009). These interstate cards must be produced if requested by a NSW inspector. n inspector may also request a sample of the person s usual signature. If a person carrying out work in the NSW construction industry claims to be in possession of one of the interstate cards and cannot immediately produce it, an inspector may consider issuing an improvement or penalty notice to the person in control of the site or the construction work. RECOGNITION PRINCIPLES The recognition of interstate construction induction cards in NSW only applies to general construction induction training. Principal contractors and employers must ensure that site induction and task specific training is undertaken as required by the Occupational Health and Safety Regulation 2001, the National Code and any other obligations imposed by the OHS and workers compensation legislation. Under the recognition principles a person can only claim to have their general construction induction training qualification mutually recognised where they have successfully complied with the general safety induction requirements for the state in which they ordinarily reside. By way of example: person ordinarily a resident in NSW should undertake and complete general construction induction training as required and regulated by WorkCover NSW. Registered Training Organisation (RTO) approved by WorkCover NSW must deliver the provision of any such training. person ordinarily a resident in NSW should not complete training in any other state instead of NSW training or in lieu of NSW training.

USTRLIN CPITL TERRITORY ustralian Capital Territory cards are issued by CT WorkCover as proof that an individual has been provided with training, which meets the requirements of the National Code. Training can only be delivered by RTOs in accordance with the provisions outlined in the National Code. ustralian Capital Territory cards are uniquely numbered. The card must also carry the CT Government logo. Sample NSW construction induction card (post 1 September 2009) NORTHERN TERRITORY Northern Territory Construction induction cards are issued by NT WorkSafe as proof that an individual has been provided with training, which meets the requirements of the National Code. Training can only be delivered by RTOs in accordance with the provisions outlined in the National Code. Northern Territory construction induction cards are uniquely numbered. The card must also carry the Northern Territory Government and NT WorkSafe logos. Sample Northern Territory construction induction card

TSMNI Tasmanian construction induction cards are issued by Workplace Standards Tasmania as proof that an individual has been provided with training, which meets the requirements of the National Code. Training can be delivered only by RTOs in accordance with the provisions outlined in the National Code. Tasmanian construction induction cards are uniquely numbered and must carry the Workplace Standards Tasmania logo. Western ustralia blue cards Western ustralian blue cards are also uniquely numbered and include date of issue, name and signature of the card holder. Western ustralian construction induction card were replaced in September 2009, however, they are still recognised in NSW as proof of general construction induction training. Sample Western ustralia blue card SOUTH USTRLI SafeWork S issue White Cards upon submission of records showing that an individual has been provided with training, which meets the requirements of the National Code. Training can be delivered only by RTOs in accordance with the provisions outlined in the National Code. White cards are uniquely numbered and this number incorporates the identification number of the RTO that was responsible for conducting the training. The white cards include the date of issue, birth date of the cardholder, name and signature of the cardholder, and carry the SafeWork S logo. Sample South ustralian white card

QUEENSLND Both Queensland blue and white cards are issued by the Queensland Government (formerly under the Department of Employment and Industrial Relations, now under the Department of Justice and ttorney-general) and carry the Queensland Government logo. Queensland white cards Workplace Health and Safety Queensland issue white cards as proof of general construction induction training under the National Code. White cards are uniquely numbered, show the cardholder s name, signature and include the number of the RTO responsible for the training. VICTORI Victorian induction construction card On 1 July 2008, WorkSafe Victoria commenced the delivery of general induction training under the National Code. Victorian construction induction cards are uniquely numbered and must include date of issue, card registration number, name, date of birth and signature of the cardholder and carry the WorkSafe logo. Sample Victorian construction induction card Victorian red cards Red cards were issued in Victoria upon successful completion of the Victorian Foundations for Safety construction industry basic induction course OHS until 30 June 2008. WorkCover NSW will continue to mutually recognise red cards issued to Victorian residents. Red cards are uniquely numbered and include date of issue or completion, name of the card holder, name of the training provider and may vary in colour and presentation but must contain the Foundations for Safety logo.
