Important Points Introduction This guide explains how to complete your online 2015 Single Application Form (SAF) for land in Wales that is at your disposal. Before you complete your SAF, you should read Online this guide the 2015 Single Application Rules Booklet, published in February 2015 the The Common Agricultural Policy Reform Basic Payment Scheme (BPS) National Reserve Form Guidance Notes, published in November 2014 (if relevant to your application) the Farmers Guide to Cross Compliance published in December 2014 and issued to customers January 2015. There have been many changes to the SAF to reflect the requirements of the new schemes being introduced for 2015. The online SAF was developed in close collaboration with farmers, farming agents and farming unions, and includes many tools to make completion of your application easier and quicker. The online SAF offers easier to use question-specific help and some auto-validation to avoid predictable or inconsistent entry errors. You will also have the aid of your maps online with easy to use measuring tools to help with declaring permanent features and Ecological Focus Areas (EFAs). If you are not yet registered with RPW Online and do not have an Activation Code, please contact the Customer Contact Centre. They will be able to discuss further support available. Staff can explain how the application should be completed, however they cannot be held responsible for what you do or do not claim - this is your responsibility. You may also wish to seek professional advice before submitting your SAF. Deadline for submitting the SAF The Welsh Government must receive your completed SAF and all necessary supporting information no later than Friday 15 May 2015. Applications received between 16 May and 9 June will incur financial penalties. Applications received after Tuesday 9 June 2015 will be completely rejected. 1

Please refer to the 2015 Single Application Rules Booklet for details regarding penalties and reductions for late submission of the SAF and supporting documentation. Supporting Documentation All supporting documentary evidence must be submitted by 15 May 2015 at the very latest. Any documentary evidence submitted after 15 May 2015 and by 9 June will attract a late claim penalty. Any documentary evidence submitted after 9 June will not be considered. Supporting documentation that is required: National Reserve form (including proof of production) If you are submitting a National Reserve form (including proof of production) then this counts as a supporting document for the SAF. Active Farmer Those farmers who undertake non agricultural activities and apply to be readmitted as an active farmer may need to submit a Certified Chartered Accountant s Certificate. This will be needed to evidence either of the following: the certified business accounts for the most recent fiscal year available to show that payment received under SPS is 5% or more of the receipts obtained from non-agricultural activities or the certified business accounts for the most recent fiscal year available to show that receipts from agricultural activities are at least 40% of the total receipts for your business. BPS Private Contract You must provide the contract of sale or lease which includes the private contract clause, together with the private contract active farmer declaration. BPS Greening You must submit your organic certificate from your Organic Sector Body if you wish to use the exemption for organic land. The certificate must list all of the field parcels that you wish to include in the exemption. You must submit the organic certificate that is available to you that covers the 1 January 2015. We may later request additional organic certificates in order to evidence this exemption for the full calendar year for 2015. If you are declaring both winter and spring varieties of the same crop for the crop diversification requirements then you must submit the seed labels for the crops that were planted. If you have declared different crops that have different land classifications in the same field parcel then you must submit a sketch map to show the location of the crops within the field. 2

BPS Young Farmer To evidence your date of birth you must provide the original of either your Birth Certificate, Passport or Driving Licence. To evidence that you are the head of holding or have control of the business you must provide a copy of either the Company Articles of Association; Bank accounts / accountant s letter to confirm share of profits; bank letter confirming who has the authority to sign cheques; or accountant, solicitor, financial advisor s letters confirming business constitution. Glastir If you are using the 10% uplift for dairy farmers then you must provide either the original milk contract covering the 2015 scheme year or an official headed letter from your milk buyer confirming that your milk contract covers the 2015 scheme year. If you are undertaking Option 37 UK native breeds at risk then you must provide either individual pedigree certificates; a copy of the Breed society s herd, flock or stud book; or a letter from the appropriate Society confirming the number of eligible animals on the holding for the 2015 scheme year. Sketch Maps Sketch maps should be submitted with your SAF when the parcel has more than one different crop which is not classed as a Permanent Feature and o any of these are not eligible for any one of the schemes being claimed on the parcel and o the ineligible crop was not declared on the parcel last year the area of the ineligible crop has been reduced since last year there are two or more crops that have different Land Cover Classifications in a field, excluding Permanent Features there are two or more different crop codes on the field parcel and at least one of the crops is one of the following: PD1 YY14 YY15 YY16 YY21 YY23 YY41 ZZ10 ZZ11 ZZ20 ZZ22 ZZ40 Ponds - eligible Woodland - coniferous - scattered trees Woodland - broadleaf - scattered trees Woodland - trunks and stumps Bracken - scattered Scrub / Gorse / Briar - scattered Scree / rock outcrops / boulders / sand - scattered Woodland - coniferous - group Woodland - broadleaf - group Bracken - group Scrub / Gorse / Briar - group Scree / Rock outcrops / Boulders / Sand - group 3

you are declaring a new linear Ecological Focus Area (EFA) in a field (i.e. a hedge or traditional wall) that has not been pre-populated, or the length of the EFA has changed from the pre-populated area, or you are using both sides of the EFA there is a non-linear Ecological Focus Area (EFA) in part of a field i.e. fallow, short rotation coppice, land that has been afforested under a Rural Development scheme (where that was eligible for SPS in 2008) or nitrogen-fixing crops. Sketch maps for these must be submitted each year the EFA remains in that field so that the Welsh Government can check whether it becomes stable in time after 3 years. Cross Border Customers All customers who have land in Wales must fill in all questions on the SAF regardless of their Paying Agency Do not include land that is in another country e.g. England, on your Welsh application. Your Paying Agency will remain the same in 2015 regardless of where the majority of your land is situated unless: you specifically request us to change your Paying Agency, in which case we will take into account where the majority of your land is or you are a new cross border customer. In this case the Paying Agency will be the one for the country in which the majority of your land lies. 4

Section 1 Getting Started RPW Online Homepage Log into your RPW Online account using your existing User ID and Password. If you are not an existing RPW Online customer you can register by clicking on the Register link on the same page. If you are encountering problems or are unable to access your online account, please contact the RPW Online Helpdesk on 0300 062 5004 or E-mail: RPWOnline@Wales.gsi.gov.uk Once logged into your online account the RPW Online Home page will appear. (Agents or Farming Unions acting on customer s behalf will see this once they have selected the customer from their customer selection screen.) 5

Customer Details Click on My Farm to access your customer details. Please read through this information and confirm the details held by the Welsh Government are correct. If your details (on any of the Customer Details tabs) are incorrect they should be updated before completing your SAF. 6

Accessing Applications To access a SAF available for submission click either (on the Home tab) the Start my SAF 2015 blue button; the Single Application Form 2015 link; or (on the Applications and Claims tab) the Single Application Form 2015 link. 7

Section 2 SAF Starting / Continuing your SAF Once you have selected to start your SAF you will see the following page. Ensure your details shown are correct, and if they are not, correct these on your RPW Online account before continuing. If you are ready to proceed, click the Start button. Note: You may choose to exit the SAF and return to it later at any time (within the deadlines). If you have previously started your SAF and exited before submission, these screens will now show Continue Application instead of Start Application. You will also have the option to restart your application. This will have the affect of removing all the information you have already entered on the SAF and should therefore only be used in exceptional circumstances, following the instructions shown on screen. 8

Introduction This section provides key messages about the SAF. Please ensure you have read them thoroughly before you begin. There are also links to the SAF rules booklet and how to complete guide on the Welsh Government website (these will open a new tab on your Internet Browser). The how to complete guide can be accessed at any time by clicking Help Guide. The left hand menu may not display if you are using a device with a small screen. You should be able to view the menu by reducing the zoom on your device, but you can alternatively complete the SAF without viewing the left hand menu. The left hand menu shows the current status of each section of the SAF: a red cross indicates the section either has not yet been viewed, or contains errors. The SAF cannot be submitted until all sections have been completed and any errors corrected. a green tick indicates the section has been completed and does not contain any errors or information messages that we know of. (The online SAF only undertakes certain validation, and the SAF will be subject to full validation once submitted. We 9

can only therefore say it appears to have no errors that we know of based on the details you have provided.) a blue and white i indicates the section contains information messages. These will not prevent you from submitting the SAF. You may also change the language display between English and Welsh at the bottom of the left hand menu. Once you have read and understood the SAF rules booklet, click Next in the top or bottom right hand corners to proceed to the Claims and Entitlements section. You must complete each section of the SAF before submission. Clicking Next will automatically save the section you have just completed. You can click the Exit button at any time if you wish to continue completing your SAF at a later date. There are basic data integrity checks built in to the SAF and any errors or information messages will appear once you either Save a section or click Next to proceed to the next section. Once you have completed a section you can return to it to correct errors or make amendments. You may also choose to Print the SAF or View Map at any time. Claims and Entitlements Basic Payment Scheme (BPS) Entitlements You must answer Yes or No to indicate if you wish to be allocated BPS Entitlements. If you have ticked Yes you must then confirm the basis on which you are requesting an allocation if Activated SPS Entitlements in 2013 has not been prepopulated. (Please select Yes even if you are obtaining entitlements via Private Contract.) For the options on the right hand side you will also need to confirm the CRN(s) of the previous business(es). 11

BPS Claims If you wish to claim the BPS 2015 and/or BPS Young Farmer Payment, you must tick the appropriate box(es) here, and also identify the land you wish to claim for in the Common Land Rights and Field Data sections. You must confirm whether you wish to be paid in Euro or Sterling. (You cannot claim the BPS Young Farmer Payment if you have not claimed the BPS 2015.) You must be definite in your choice of Sterling or Euro. You cannot change your choice of currency after 30 June. If you have requested payment in Euro, you will be paid in Euro for your BPS / Young Farmer payment claim in 2015. You must already have, or open, a British Euro bank account to receive payment and have completed or complete a Euro BACS form, available at www.wales.gov.uk/rpwonline. (If you choose to be paid in Euro for your BPS / Young Farmer payment claim you will still be paid in Sterling for any Rural Development scheme claims.) BPS Greening We will automatically apply any of the BPS Greening exemptions that apply to your application during validation, other than the Organic or more than 50% new arable land, and different crops on all arable land exemptions. You must indicate whether you wish to use either of these two exemptions or not, but should only say Yes if you are eligible for these exemptions. 12

Rural Development Claims You must tick to indicate which RD schemes you wish to claim payment. We will pre-populate the RD claim ticks for any of the RD schemes that we are aware you have a contract for. If you no longer have a contract for any schemes that we have pre-ticked, you must remove the tick. If you have a contract for any of the schemes which we have not pre-ticked, and you wish to claim for these schemes, you must tick the appropriate claim box(es). If you do so, an information message such as the one shown above may appear, as a prompt to ensure you have not ticked the claim box accidentally. 13

Business Details Business Organisation The Date the business was formed will be pre-populated based on the information we hold. If this is shown as Unknown or the date shown is incorrect or blank, this must be corrected either by entering the correct date, or ticking the Business was formed before 30 June 1992 box if applicable. If the number of partners is different to the number pre-populated, enter the correct number of partners. You should correct the Individual Details tab on your RPW Online account after submitting the SAF, and provide details via your Messages tab if you have not already done do. The remaining two questions must be answered appropriately. If you answer Yes to either of these, provide details in the text box that displays. Details of any major changes to your business (e.g. new partners) must also be provided in writing, signed by all partners. 14

Farm Assured Schemes If you are not a member of any Farm Assured Schemes, this is the only question you need to answer in this section. If you are a member of any Farm Assured Schemes, you will also need to provide further details. If the name of your scheme is not one of the options displayed, select Other and include the Farm Assured Scheme Name in the middle column. You are able to include the details of up to three Farm Assured Schemes. If you are a member of more than three, please provide additional details via your RPW Online Messages tab. 15

Non-Welsh Land If you do not have land outside Wales which you currently farm, this is the only question you need to answer in this section. If you do have land outside Wales which you currently farm, you must answer the questions which display. 16

Active Farmer If you have not claimed BPS or Glastir Organic, you will not need to answer any questions on this section and the following will display. (If you meant to claim BPS and / or Glastir Organic you may return to the Claims and Entitlements section and correct this.) Important: If you have sold or transferred out land under a Private Contract 2, you must submit a Active Farmer Pro forma, obtainable from the Customer Contact Centre, by the SAF submission deadline. Otherwise, the following will display and all questions must be answered. In Wales, a condition suitable for grazing or cultivation means the control of non-native invasive weeds and scrub; and ensuring that the land has stock proof boundaries and a water source for livestock. If you have land that is naturally kept suitable for grazing or cultivation (i.e. sand dunes or saltmarshes), you must answer the additional questions which display, in relation to this land. In Wales, these are areas that naturally remain productive land suitable for farming activities without the need for any farming activity to take place on them. (If any of these areas have been identified on the field parcels pre-populated on your SAF then the area will be shown within the Field Data - Details section.). If your answer to either the Livestock Units or invasive weeds questions are Yes, you must provide evidence that these conditions are being met. 17

You must answer the question Did the business claim SPS payment in 2014, and receive payment of 5,000 ( 3,886.50) or less under SPS 2014? as follows: If the business claimed SPS payment in 2014, and the SPS 2014 payment received was 5,000 ( 3886.50) or less you must answer Yes If the business claimed SPS payment in 2014, but no payment was received, or the payment was reduced to below 5,000 ( 3886.50), due to penalties being applied, you must answer No If it is a new business which didn t claim SPS in 2014, you must answer No If the business received a SPS 2014 payment of more than 5,000 ( 3,886.50), you must answer No. If your answer is No, you will need to answer the additional questions which display. If the business operated any of the business activities shown, you will also need to answer the remaining questions which display (Note: these questions may vary from the ones shown below depending on your answers). 18

Young Farmer Payment If you have not claimed BPS Young Farmer Payment, you will not need to answer any questions on this section and the following will display. (If you meant to claim this you may return to the Claims and Entitlements section and correct this.) If you have already applied to the National Reserve as a Young Farmer on the BPS National Reserve Form (including proof of production) and the details on that form are still correct, you will only need to answer the questions below. If you either have not already applied to the National Reserve as a Young Farmer on the BPS National Reserve Form (including proof of production) or the details on that form are no longer correct, you will need to answer the additional questions below. 19

You will then need to confirm the structure of the business (i.e. Sole Trader, Partnership or Legal Person (e.g. Limited Company)). The questions which then appear will vary depending on your answers and the structure of the business. Sole Trader: Partnership or Legal Person: 20

Private Contracts Private Contract 1 Rights This section is to allow you to inform the Welsh Government if you have transferred in land with rights to entitlements. Refer to the 2015 Single Application Rules Booklet for further details on Private Contract. If you have not purchased or leased in land with the right to receive BPS Entitlements under a valid Private Contract clause before 15 May 2015, this is the only question you need to answer in this section. Important: If you have purchased or leased in land with the right to receive BPS Entitlements under a valid Private Contract clause before 15 May 2015, you must provide details of the purchase(s) / lease(s), and ensure you have submitted copies of the purchase / lease agreements including the relevant Private Contract clauses by the SAF submission deadline. You must also ensure you have submitted a Field Maintenance form (FM4) for the field parcels you have purchased / leased in if you have not already done so. You can add as many contracts as necessary. For each land parcel included in the Private Contract you must enter a tick against that field in the Private Contract column of the Field Data - Details section. 21

Private Contract 2 Entitlements This section is for you to inform the Welsh Government if you have transferred out any land with entitlements. If you have not sold or leased out land with BPS Entitlements that will be allocated to you under a valid Private Contract clause before 15 May 2015, this is the only question you need to answer in this section. Important: If you have sold or leased out land with BPS Entitlements that will be allocated to you under a valid Private Contract clause before 15 May 2015, you must provide details of the sale(s) / lease(s), and ensure you have submitted copies of the sale / lease agreements including the relevant Private Contract clauses by the SAF submission deadline. You must also ensure you have submitted a Field Maintenance form (FM4) for the field parcels you have sold / leased out if you have not already done so. You can add as many contracts as necessary. For each land parcel included in the Private Contract you must still declare the land in the Field Data section, entering a tick against that field in the Private Contract column of the Field Data - Details section, and P as the Tenure in order to be allocated the entitlements being sold / leased out. 22

Stocking Levels If you have no animals, either owned by you or others, on your land on the day you are completing the SAF, this is the only question you need to answer in this section. If you do have animals, either owned by you or others, on your land on the day you are completing the SAF, you must indicate the number of animals on your land in each relevant category by selecting the appropriate range, as shown in the example below. (You do not need to complete any of these where you have no animals for that category.) 23

You must always answer the final category Other. If your answer to this is Yes you must provide details of the other animals in the box that displays. 24

Cross Compliance You must answer all questions in this section, to reflect your current or proposed farming activity from 1 January 2015 to 31 December 2015. You must also notify the Welsh Government if any of the answers you provide change after your SAF has been submitted. All customers submitting a SAF are bound by the Cross Compliance rules. Cross Compliance applies to all agricultural land within an agricultural business. You must therefore maintain your land in Good Agricultural and Environmental Condition and comply with a number of Statutory Management Requirements. If you require further information regarding Cross Compliance, you can access this by clicking the click here wording on the SAF. 25

Common Land Rights Common Land Rights - Grazing If you have no common land grazing rights, you will have nothing to complete in this sub-section and should click Next to proceed to the next sub-section. (Graziers Associations do not use the SAF to claim Glastir Commons.) If you declared common land grazing rights on your 2014 SAF, these will be prepopulated. You must check these to make sure they are still correct. If the Status of your pre-populated rights has changed you must amend this. If any of the other aspects of your pre-populated rights have changed or you no longer have the authority to use these rights, you must delete the pre-populated row and, if applicable, add a new row with the new details. (If you delete a row in error, click Undelete to cancel the deletion.) Refer to the 2015 Single Application Rules Booklet (Section B Common Land) for changes to the rules concerning leasing and licensing of rights. If you have new common land grazing rights, you must add these to the blank row displayed, or if no blank row is displayed, by clicking Add Rights. If you are unsure about any of the commons information you are required to provide, you should contact the appropriate Local Authority who are responsible for maintaining the Common Land Registers. The CL Number drop down list varies depending on the selected Registered County Name. It displays all CL Numbers we are aware of for each County Name. If you have a CL Number which is not shown, and you are certain the Registered County Name and CL Number are correct, you may add the CL Number. An Information Message We have no record of this CL Number for this County. Please check all entries on this line are correct before proceeding. will display as a prompt in case you have mistyped the CL Number. Important: You must ensure you have ticked the Claim BPS box for any common land grazing rights you wish to claim BPS for. If you delete common land grazing rights, do not add rights you have which are not pre-populated, or fail to tick the Claim BPS box(es), it will be taken that you do not wish to claim for your common land this scheme year. Important: the allocation of forage area to common land rights may vary from year to year. It is your responsibility to ensure you have sufficient land to cover your BPS Entitlements. 26

Common Land Rights - Other If you have no rights to graze common land other than by registered grazing rights, this is the only question you need to answer in this sub-section. If you do have rights to graze common land other than by registered grazing rights, provide details in the text box that displays. Your details must indicate whether you wish to use the common to support your BPS claim. 27

CPH Numbers Under Animal Health legislation, the Welsh Government is required to allocate CPH Numbers which identify the location for all blocks of land. All CPH Numbers that form part of your holding for your land in Wales must be declared including temporary CPH Numbers, CPH Numbers for sheep movements, etc. Do not enter a CPH Number more than once, i.e. if all your land is covered by one CPH Number then it should only be declared once. Do not enter CPH Numbers for land that is in another UK country i.e. England, Scotland or Northern Ireland. CPH Numbers and Names declared on your 2014 SAF will be pre-populated. If a prepopulated CPH no longer forms part of your holding for your land in Wales you must delete this. (If you delete a CPH in error, click Undelete to cancel the deletion.) If you have new CPH Numbers, you must add these by clicking Add CPH. You may also add CPH names, for your own use, if you wish. 28

Field Data It is important that you carefully follow this guidance for completing this section of the SAF and refer to the 2015 Single Application Rules Booklet. You should check to ensure any changes resulting from a land inspection undertaken during 2014 have been made to your SAF, details will have been provided to you on the IACS 7a. Pre-populated details The pre-populated information reflects the details held by the Welsh Government at the time that data was extracted for pre-populating the SAF. The pre-populated details reflect the ineligible features for 2014. The rules for trees, bracken, scrub, scree and rocks have changed. Therefore all land with the following codes will need to be reassessed and given amended codes: ZZ98 trees (Individual, trunks and stumps) ZZ90 bracken ZZ95 scree / rock outcrops / boulders / sand ZZ96 scrub, including gorse bushes and briar. Do not amend the details just to reflect what you declared in 2014 as this information may have been updated when your SAF 2014 was processed, or as a result of the Mastermap update. It is your responsibility to ensure that all the details you declare in this section are accurate and reflect the true position of all the land that is at your disposal on the 15 May 2015. Land is at your disposal if: you are the owner occupier you are a tenant with an Agricultural Holdings Act 1986 tenancy or Farm Business Tenancy you have allowed a licensee on to your land under a license arrangement that is specifically for grazing, cropping or taking hay/silage over a specified and limited period of time within the year. You should not declare land you own but have rented out (as this is not at your disposal and should be declared only by the farmer renting it in). Private Contract 2 If you have sold / leased out your land under a Private Contract 2 you must still declare the land on your SAF in order to be allocated BPS Entitlements. Use the Tenure code P and tick the Private Contract box for such fields. New land details All land that is at your disposal on the 15 May 2015 which is not listed must be added. This could, for example, include any forestry or tracks not previously declared on the SAF and 29

all land under a Rural Development Agri-environment scheme agreement. Failure to declare all the land at your disposal could result in a financial penalty. Changes to land A Field Maintenance and Land Transfer Application Form (FM) must be submitted where the land is not IACS registered, where there have been boundary or permanent feature changes or transfer of land tenure. The FM must be submitted within 30 days of the change taking place. If you have taken over land, the previous occupier should be able to tell you whether the land has been previously registered with the Welsh Government. You must also ensure you amend your SAF to take account of any changes you have included on a FM application that have not been taken into account on the SAF 2015. Cross-Border customers Only Welsh land will be pre-populated in this section. Details for fields in other UK countries should be entered by you on the appropriate application for that UK country. Important: Delete field parcels where: rented land has been given up land has been sold unless you have sold the land under a Private Contract 2 land is rented out by you on an Agricultural Holdings Act 1986 tenancy or Farm Business Tenancy land parcel details have changed by being amalgamated or divided you have incorrectly entered land parcel details. Important: do not delete land that you have sold or leased out under a Private Contract 2. Use the Tenure code P and tick the Private Contract box for such fields. Important. If you have given up rented land, sold land and / or amalgamated / divided fields you must submit a Field Maintenance and Land Transfer Application Form. 30

Field Data List This sub-section lists all the field parcels for your business. There is a search facility which allows you to search for particular field parcels, based on the Sheet Reference, Field Number and / or Field Name. You may add or delete field parcels in this sub-section, however you cannot make any other amendments here. If you need to change any of the amendable details shown, you can do so once you have accessed the individual field parcel to do so, click Open. For an explanation of what each item on this sub-section means, please see the following pages. 31

Field Data Detail Some of the following may not appear if they are not relevant to your application. Help for this Page This button will open a new Internet Browser window proving help for this page only. Back to EFA This button will only display if you have accessed the Field Data Detail section from the EFA section. Clicking it will return you to the EFA section. Back to List This button will return you to the Field Data List section. Delete Parcel This button should be used to remove this parcel from your declaration. Do not use this button if you need to declare that this parcel was sold or leased out with entitlements using Private Contract 2. A Field Parcel which has been deleted can be re-instated by using the Undelete Parcel button. Sheet Reference / Field Number These are non-amendable for pre-populated field parcels. If you are splitting, merging or adding new fields you must enter the Sheet Reference and Field Number and submit a FM4 if you have not already done so. 32

Field Name This will be pre-populated if you included a Field Name on your online SAF in 2014. You may add or amend as required. Field Size This is non-amendable. It shows the total Field Size as held by the Welsh Government as at January 2015. If the size has changed you must submit a FM4 if you have not already done so. BPS Area Eligible This is the Maximum Eligible Area for BPS, after deducting ineligible areas for BPS from the total field size as at January 2015. BPS Area Claimed This is the total BPS Claimed Area for the field. It automatically populates as you complete the BPS claim box(es). RD Schemes Max. Eligible Area This is the Maximum Eligible Area for all Rural Development land based schemes, after deducting areas ineligible for all RD schemes from the total field size as at January 2015. The actual area eligible for payment per RD scheme will depend on the individual scheme s rules. GE GA You must tick this box for each field included within a Glastir Advanced or Glastir Entry contract to claim payment. GO You must tick this box for each field included within a Glastir Organic contract to claim payment. Follow Up This box should be ticked if you wish to return to this field at a later date. Environmentally Sensitive Area This will show the area of any environmentally sensitive permanent grassland we have mapped for the field. This land cannot be converted to arable or ploughed. (This is not shown on the example screen.) Naturally Kept Area (i.e. sand dunes or saltmarshes) This will show the area of any sand dunes or saltmarshes we have mapped for the field as a Naturally Kept Area. (This is not shown on the example screen.) 33

If more than half of your agricultural land is classed as being naturally kept this may affect your active farmer status for payment of BPS and / or Glastir Organic. (See the 2015 Single Application Rules Booklet for more details.) Crop (See the 2015 Single Application Rules Booklet for a complete list of crop codes.) This is pre-populated where possible. You must amend or add any crops if not prepopulated, or if different from those pre-populated. If you hold a Glastir contract, you must use the appropriate crop code. Many of the crop / land use codes used in 2014 have changed or are now invalid. Where the new code is an amalgamation of old codes e.g. AP1 (Dessert Apples) combined with AP2 (Cider Apples) under a new code AP4 (Apples) we have pre-populated the new code. Where an old crop / land use code has been split into two or more new codes we are unable to pre-populate the new code and you need to enter the correct code. Crop codes for landscape features and ineligible areas The rules for declaring landscape features and ineligible areas on your holding have changed. It is important that you re-assess these areas on your holding as explained at Annex 1 of the 2015 Single Application Rules Booklet and declare the new crop codes for 2015. Failure to do so may result in an over-declaration of eligible areas for 2015, which may lead to reductions and penalties. It is important that you refer to the 2015 Single Application Rules Booklet, for an explanation of how landscape features and ineligible areas should be assessed on your holding for 2015 and the new crop codes should be used. Where we have identified that there is an ineligible area on your holding, as a part of validation in 2014, we have pre-populated your SAF using the old crop code for 2014. You must replace this entry on your SAF with your re-assessment for these areas and using the new crop codes for 2015, as explained in the 2015 Single Application Rules Booklet. Annex 4 of the 2015 Single Application Rules Booklet shows the crop codes that must be declared for the relevant Glastir Management Options that are being undertaken. If you hold a Glastir contract then you must refer to this Annex and use the crop codes listed as appropriate. If you do not use the correct code you may not be paid for that Management Option, and penalties may be applied to your annual payment. Several Management Options will continue to use general crop codes. For example, if you have option 11 Restore a Traditional Orchard you should use the appropriate fruit or nut crop such as AP4 Apples, or PE10 Pears. However several Management Options have had specific new crop codes developed for them. For example, if you have included Glastir Option 22 Existing Haymeadow for a field parcel in your Glastir contract then you must declare crop code GR1L if the parcel contains temporary grassland or GR2L if the parcel contains permanent grassland. If you use GR1 or GR2 only, this will not be considered a full declaration. Codes for grass For areas that have been grass for 5 years or more use GR2 (or GR2N or GR2L for Glastir). For areas that have been grass for less than 5 years use GR1 (or GR1N or GR1L for Glastir). Grass may only be reclassified from GR2 to GR1 if the land has been subject to crop rotation within the last 5 years. Where an area that has been grass for more than 5 35

years has been resown with grass in the last 12 months then the code GR8 should be used. Area This is pre-populated where possible. You must amend or add any areas if not prepopulated, or if different from those pre-populated. It is important when completing your SAF that you carefully check all crop / land use codes and areas to ensure your application reflects the actual situation on your holding. If the pre-populated area is incorrect or missing, enter the area for each land parcel in hectares to 2 decimal places. The rules for declaring areas of woodland, individual trunks and stumps, bracken, scree / rock outcrops / boulders / sand and scrub, including gorse bushes and briar have changed, and so you will need to consider which new crop codes are appropriate for 2015. (See the 2015 Single Application Rules Booklet for a complete list of crop codes.) Land Class This is non-amendable and automatically displays the Land Classification based on the crops / land use declared. The Land Classification codes are: AR OT PC PG Arable Other Permanent Crops Permanent Grassland BPS You must tick this box if you wish to claim for Basic Payment Scheme / BPS Young Farmer Payment for this land. EFA This box appears if the crop declared is eligible as an Ecological Focus Area. You must tick this box if you wish to use this EFA towards your BPS Greening requirements. Only crops classed as Afforested Areas, Fallow Land, Nitrogen-Fixing Crops or Short Rotation Coppice are eligible as Ecological Focus Areas. (Hedges and Traditional Stone Walls can be selected for EFA in the Ecological Focus Areas section of your SAF.) Important: you must submit a sketch map for each land parcel that has an EFA for each year the EFA remains in the land parcel. 36

ILP You must tick this box for each appropriate field to claim Improved Land Premium. GWCP You must tick this box for each appropriate field to claim Glastir Woodland Creation Premium. Private Contract You must tick this box for all fields which have been included within a Private Contract. Important: If you have sold / leased out your land under a Private Contract 2 you must still declare the land on your SAF in order to be allocated BPS Entitlements. Use the Tenure code P and tick the Private Contract box against each field. You must also supply the buyer / lessor with a declaration that you were an Active Farmer up until the day you sold / leased out the land. If you have bought / leased in your land under a Private Contract 1 you must obtain from the seller / lessor a declaration that they were an Active Farmer up until the day they sold / leased out the land to you. The Active Farmer Declaration pro forma is obtainable from the Customer Contact Centre. Tenure This is pre-populated where possible. You must amend or add any tenures if not prepopulated, or if different from those pre-populated. Land you rent out which is not at your disposal must no longer be declared on your SAF, therefore tenure F is not valid for 2015. Any land you declared on your 2014 SAF as rented out, will be pre-populated with an F. If you still rent this land out and it is not at your disposal on 15/05/2015 you should delete this land. If you still own the land and do not rent it out on 15/05/2015, so it is at your disposal, you should amend the tenure to O. If you rent this land out on a short term grazing licence and it is still at your disposal on 15/05/2015 you should amend the tenure to G. The Private Contract tenure P should only be used for land you have sold or leased out under Private Contract 2. The Tenure codes are: A B Full Agricultural Tenancy Farm Business Tenancy 37

C F G O P Unwritten Tenancy Owned but Rented Out (Not Valid for 2015. See notes above.) Grazing Licensor Owned Private Contract 2 Sold / Leased Out If you have the land on a short term grazing licence on the 15 May and the land is not at your disposal i.e. you do not have control of the land, this must not be entered on your SAF as it does not form part of your holding. Secondary Crop You should enter a crop / land use code here if: Add Crop you are claiming BPS and will be planting a different crop in the field after 15 May you are claiming Glastir Organic and you will be planting horticultural crops between 16 May and 31 July 2015 you are claiming Glastir Entry / Advanced and you will be establishing a Glastir Management Option after 15 May. This button should be used if you need to add an additional row of crop data to this field parcel. Delete (or Undelete) This button should be used to remove this Crop from your declaration. If you need to remove the whole field parcel from your declaration you should use the Delete Parcel button instead. A pre-printed crop entry which has been deleted can be re-instated by using the Undelete button. Field Maintenance Fields which fall into one of the categories listed below may need new field numbers: fields not previously registered for IACS purposes fields which have been permanently split fields which have been permanently amalgamated fields which have new boundaries. Applications for new field numbers must be made on a Field Maintenance and Land Transfer Application Form. Ensure that a map identifying the changes is also submitted. You do not need to apply for new field numbers where a field has been divided on a temporary basis either between two or more crops or two or more applicants. 38

The Field Maintenance and Land Transfer Rules and Completing your Form booklet will explain how you generate a new field number. The proposed new number should be used when completing this year s SAF. Important: do not over estimate the area of the field as this could lead to financial penalties. When your Field Maintenance and Land Transfer Application Form has been processed, the Welsh Government will confirm the field number, maximum usable area and total field size. When completing the SAF check that you have not claimed under both the old and new field details as this could incur financial penalties. Navigation Select Prev or Next to move between fields. Select Back to List or a page from the left hand menu, if displayed, to move between individual fields and the Field Data List. 39

Ecological Focus Areas (EFA) This section is for claiming your linear Ecological Focus Areas (EFAs) only i.e. hedges and traditional stone walls. Area based EFAs, i.e. short rotation coppice, fallow land, nitrogen-fixing crops or land afforested under an eligible Rural Development scheme commitment (that was paid for SPS in 2008) must be declared in the Field Data section. Read your 2015 Single Application Rules Booklet for a fuller explanation of EFAs and any exemptions that apply. If you are not exempt it is important that you tick the Claim EFA box for each EFA that you wish to use towards your EFA 5% requirement as these (plus any EFAs selected in the Field Data section) will be the only ones used in the calculation of the 5%. All fields containing arable cops will be listed here. Therefore, it is important that you complete the Field Data section before you complete the EFA section. Some of the following may not appear if they are not relevant to your application. Total Arable Area This shows the Total Arable Area based on the crops declared in the Field Data section. It will therefore only include all your arable land once the Field Data section has been fully and accurately completed. 40

Required EFA Area (5%) This shows the number of hectares you need to maintain as Ecological Focus Areas in order to meet the 5% EFA requirement Important: It shows figures even if you do not need to declare EFAs as you have less than 15 hectares of arable land. It is based on the Total Arable Area, and will therefore only be significant once the Field Data section has been fully and accurately completed. It does not take into account land outside Wales, common land, the organic exemption or the 50% of new land exemption, which can only be taken into account once your application is submitted and fully validated. Total Calculated EFA Area This shows the number of hectares you have selected as Ecological Focus Areas and the percentage of your arable land this equates to. This is calculated from land ticked for EFA in the Field Data section and Hedges / Stone Walls ticked for EFA in this section. It will only be significant once the Field Data and EFA sections have been fully and accurately completed. Sheet Ref. / Field No. These are non-amendable. You may select the Sheet Ref. or Field No. in order to access the field parcel within the Field Data section. If you do so, selecting Back to EFA from the Field Data section will return you to the EFA section. Field Name This will be pre-populated if you included a Field Name on your online SAF in 2014. You may add or amend as required within the Field Data section. Hedges / Stone Walls Any hedges or stone walls on or adjacent to arable land that you wish to select as EFAs must be declared here. The hedges or stone walls you use as EFAs must be at your disposal. You must enter the length of any hedges or stone walls as follows: Internal Sides This should be used for field parcels where only the internal side is at your disposal, or where you or someone else will be declaring the external side on another field parcel. Both Sides This should be used for field parcels where the external side will not be declared by you or someone else on another field parcel e.g. where the external side is adjacent to a road or non-arable field parcel. Both sides must still be at your disposal in order for you to declare them towards your EFAs. Any hedges or stone walls that we have already mapped as EFAs will be pre-populated in the Internal Sides column. If you wish to claim for both sides for the whole or part of the 41

hedges or stone walls you will need to amend the Internal Sides and Both Sides columns accordingly. Claim EFA You must tick this box if you wish to select the hedges or walls in the previous columns towards your EFA. Afforested Areas / Fallow Land / Nitrogen-Fixing Crops / Short Rotation Coppice This shows the area you have selected as an EFA under each of these measures for this field parcel in the Field Data section. If you wish to add or remove EFAs for this parcel, select the Sheet Ref or Field No to access this on the Field Data section. If you have declared crops against one of these categories in the Field Data section but have not ticked EFA against any of the declarations, then that category will not appear as a column in the EFA section. Calculated EFA Area This will show the total Calculated EFA Area (i.e. after the EFA conversion and weighting factors have been applied) for the EFAs you have selected for each field parcel, by ticking the Claim EFA box(es) for Hedges and Stone Walls in this section, or by ticking the EFA box(es) in the Field Data section for any of the other EFA measures. You are able to toggle the displayed figures between hectares or and square metres by clicking the Show Calculated EFA Area as m 2 / Show Calculated EFA Area as ha button. 42

Road Examples The hedge / wall between fields 1 and 2 for Customer A is eligible as an EFA as there is arable land either side of the hedge / wall and Customer A would be able to claim 100% of the hedge / wall (50% for each field). The hedge / wall between fields 2 and 3 for Customer A is eligible as an EFA as there is arable land either side of the hedge / wall and Customer A would be able to claim 100% of the hedge / wall (50% for each field). The hedge / wall between field 2 for Customer A and field 4 for Customer B is eligible as an EFA for customer A but not for Customer B. Customer A would only be able to claim 50% of the hedge / wall unless they could prove that they had both sides of the hedge / wall at their disposal. Customer A Field 1 - Arable The hedge / wall between field 1 and the road for Customer A and field 5 and the road for Customer B is eligible as an EFA for both customers. Both would be able to claim 100% for their length of the hedge that bounds the road if the whole hedge bordering their field is at their disposal / and they are responsible for the upkeep of both sides. Customer A Field 2 - Arable Customer B - Field 5 - Arable The hedge / wall between fields 1 and 2 for Customer A and field 5 for Customer B is eligible as an EFA for both customers as there is arable land both sides of the boundary. Customer A would only be able to claim 50% of the hedge / wall and Customer B 50% unless either one could prove that they had both sides of the hedge / wall at their disposal in which case the spilt would be 100% in favour of the customer who could prove disposal. Customer A - Field 3 - Arable Customer B - Field 4 Permanent Grass Customer B - Field 6 Permanent Grass The hedge / wall between fields 5 and 6 for Customer B is eligible as an EFA as there is arable land on one side of the hedge / wall and Customer B would be able to claim 100% of the hedge / wall for field 5 as both sides would be their disposal. The hedge / wall between field 3 for Customer A and field 4 for Customer B is eligible as an EFA for Customer A but not for customer B. Customer A would only be able to claim 50% of the hedge / wall unless they could prove that both sides of the hedge / wall is at their disposal. The hedge / wall between fields 4 and 6 for customer B is not eligible as an EFA as there is no arable land on either side of the boundary. 43

Summary The Summary screens do not form part of your application. They are for your use only, as a prompt to help you identify any errors or omission you may have made on your application. They show a summary of your 2015 SAF and, if you submitted one, a summary of your 2014 SAF for comparison. Schemes 44

Errors and Information This section lists any Errors or Information Messages contained in your SAF. You must correct any errors before you can submit the SAF. Information Messages are to prompt you on any action you may need to take, but do not prevent you from submitting your SAF. Errors or Information Messages specific to a section can be viewed by clicking the section name on the left hand side. Non-section specific Errors or Information Messages will display on this section. Once you have corrected any Errors your SAF is ready for submission 46

Submission Supporting Documents The Supporting Documents section lists the documents classed as Supporting Documents. You must check this list carefully and thoroughly to ensure you submit all Supporting Documents relevant to your application. These are now subject to Late Submission Penalties, and therefore if not submitted by the deadlines may incur penalties or result in rejection of your claim(s). (See the 2015 Single Application Rules Booklet for more information. Tick the box(es) relevant to your application at the bottom of the section. 47

Declarations and Undertakings You must read the Declarations and Undertakings to ensure you comply with these. Once you are happy you have read, understood, and complied with these tick the box at the bottom to proceed. 48

Submit Your SAF is now ready for submission. If you are ready to submit it click the Submit button. Once you have done so your SAF will be submitted to the Welsh Government. You will then be able to submit any supporting documents your application requires, either via your RPW Online Messages, or via mail or in person if original documents are required. Agents or Farming Unions without the Submit Claims role will alternatively be able to save the SAF and arrange for the customer to access and submit this when convenient. Remember all SAFs and Supporting Documents must be submitted by 15 May 2015, or by 9 June 2015 with penalties. SAFs and Supporting Documents cannot be submitted or accepted after this date. 49
