Cessna - Interiors Manufacturing Facility (IMF) Supplier Quality System Requirements Wichita KS Effective: 3-11-15 Rev. IR Page 1 of 6 1.0 Introduction This document establishes Cessna Interiors Manufacturing Facility s (IMF) quality requirements for suppliers. These requirements apply to Manufacturers, Distributors, and Special Processors providing parts or services when this document is specified by inclusion on purchase order or contract issued by Cessna - IMF. It also advises suppliers that their quality system, facilities, and those of any sub-tier supplier are subject to site evaluations by Cessna - IMF, Cessna- IMF customers, and regulatory agencies. These requirements are not applicable to suppliers that only provide product, which is ready-made and available for sale to the general public and not specifically designed for the aerospace industry (this product is also known as commercial off-the-shelf [COTS]). The classification of a supplier as COTS is at the discretion of Cessna IMF s Quality organization. In the event that the purchase order or contract conflicts with the requirements of this document, the purchase order or contract requirement will supersede. The Quality Manager of Cessna - IMF must approve deviations to the requirements included herein. Requests for deviation shall be documented and submitted to Cessna IMF s Quality Manager. 2.0 Cessna IMF Supplier Oversight 2.1 Supplier Approval Suppliers quality systems shall comply with the latest revision of the appropriate quality systems standard along with the Cessna - IMF specific quality requirements within this document. Evidence of conformance may be in the form of registration by an accredited registrar who is approved for registrations to the required aerospace standard and listed in the Online Aerospace Supplier Information System (OASIS) database (www.iaqg.sae.org/oasis). Cessna - IMF approval is required for all Manufacturers, Distributors, and Special Processors who supply aircraft parts or services. Interior fabric/textile suppliers are exempt unless they provide structural, flight critical or restraining system items. Suppliers providing commercial product (not specifically designed for the aerospace industry) may also be approved without showing compliance to the requirements outlined in this document. 2.2 Supplier Re-Approval Supplier approval will be re-evaluated periodically. Re-approval will be based on the supplier s quality performance, changes in the supplier s quality system, or changes based on the needs of the business. 3.0 Quality System Requirements 3.1 Manufacturers This document or file does not contain export controlled technology or technical data.
Supplier Quality System Requirements Page 2 of 6 In addition to other requirements within this document, Cessna - IMF requires manufacturers of materials, parts, and assemblies to have a quality management system that complies with the (AS/EN/JISQ) 9100 Quality Management Systems Aerospace Requirements. Copies of the AS standards can be purchased from SAE International at www.sae.org. 3.2 Special Processors Special Processors, performing work in accordance with Cessna IMF engineering, must have a quality management system that is compliant to (AS/EN/JISQ) 9100 Quality Management Systems Requirements for Aviation, Space, and Defense Organizations or accredited to Nadcap AC7004 QMS. The ISO 17025, General requirements for the competence of testing and calibration laboratories scope of accreditation must cover the Nadcap scope of accreditation and/or be from an approved NACLA / ILAC (National Cooperation for Laboratory Accreditation / International Laboratory Accreditation Cooperation) accreditation body. Nadcap accreditation is required in the following disciplines: Welding and Brazing Chemical Processing Heat Treating Materials Testing Non-Destruction Testing Shot Peening Information regarding the Nadcap accreditation process can be found at www.prinetwork.org/nadcap/. It is the supplier s responsibility to ensure that Cessna - IMF is notified regarding any change of Nadcap certification status. Note: Unless specifically authorized by Cessna IMF, special process suppliers and materials shall be selected and used in accordance with the design holder s (e.g., Beechcraft, Cessna, Bombardier, Gulfstream) authorization only. The design holder will be specified on the Cessna IMF Purchase Order. 3.3 Distributors A distributor is defined as a supplier that procures parts, materials or assemblies and sells these products to a customer without affecting product characteristics or conformity. Distributors must employ a documented quality system that is compliant to (AS/EN/JISQ) 9120 Quality Management Systems Requirements for Aviation, Space and Defense Distributors or (AS/EN/JISQ) 9100 Quality Management Systems Requirements for Aviation, Space, and Defense Organizations. Copies of the AS standards can be purchased from SAE International at www.sae.org. 4.0 Supplemental Quality Requirements 4.1 Purchasing
Supplier Quality System Requirements Page 3 of 6 Unless specifically authorized by Cessna IMF, special process suppliers and materials shall be selected and used in accordance with the design holder s (e.g., Beechcraft, Cessna, Bombardier, Gulfstream) authorization only. The design holder will be specified on the Cessna IMF Purchase Order. Note: Cessna IMF s supplier shall be responsible for the conformity of all products purchased from suppliers, including product from sources defined by the customer. 4.2 Communication with Cessna IMF All written and oral communications with the supplier shall be in English. Quality records provided to Cessna - IMF shall be in English. Any documents for internal use by the supplier may be in English or supplier s native language. Translation of supplier s documents to English shall be done if required by Cessna - IMF. Verbal agreements or instructions shall under no circumstances be construed as approval or authorization to proceed. 4.3 Changes - Business and QMS It is the responsibility of the supplier to provide Cessna - IMF a written statement of changes in the supplier s: Management Processes (significant changes only) Ownership Suppliers (significant changes only) Location Quality system (significant revisions only) Notice is required at the earliest possible juncture of facility relocation. Notification shall be sent to Cessna IMF s Quality Manager. 4.4 Supplier Request for Information All questions, requests for additional information, clarification of requirements, etc. should be directed through the Cessna IMF buyer (refer to purchase order). The Cessna IMF buyer is the supplier s primary contact for information and questions. 4.5 Quality Records Unless otherwise specified, all quality records shall be maintained by the supplier for a minimum of ten years after product shipment. Quality records include, but are not limited to, first article reports, work orders, inspection criteria, test and inspection results, nonconforming material documentation, and certifications. Records shall be made available to Cessna - IMF on request. 4.6 First Article Inspection The supplier shall perform a first article inspection, on a part from each first lot shipment of parts, to verify all engineering characteristics. Suppliers shall comply with AS9102 Aerospace First Article Inspection Requirement for all first article inspections. Copies of the AS standards can be purchased from SAE International at www.sae.org.
Supplier Quality System Requirements Page 4 of 6 4.7 Nonconforming Material 4.7.1 Documenting Nonconforming Material Suppliers are not authorized to disposition non-conforming product, of Cessna IMF s or Cessna - IMF customer s design, unless material review authority has been granted in writing. Nonconforming material may be submitted to Cessna IMF for disposition. However, prior to submission, Cessna IMF s Quality organization shall be consulted for initial approval and to coordinate the activity. 4.7.2 Letter of Disclosure In the event a nonconforming condition is discovered that affects previously delivered product, Cessna IMF shall be notified of the condition in a timely manner. Notification shall be in the form of a letter addressed to the attention of the Cessna - IMF Quality Manager. The letter must include all pertinent information concerning the condition (i.e. part numbers, purchase order numbers, part name, quantities, serial number range, ship dates for parts in question, time frame, a detailed description of the defect) and the corrective action taken to prevent recurrence. 4.8 Delivery Documentation 4.8.1 Certificate of Conformance/Compliance A Certificate of Conformance/Compliance (C of C) shall accompany each shipment stating the product or services provided meet all purchase order and drawing requirements. The C of C shall provide at a minimum: Supplier name and manufacturing address Part name or description (as applicable) IMF purchase order and line item number Quantity of parts Serial, batch or lot numbers (as applicable) Date of certification Government contract number (where applicable) Waiver, deviation, or nonconformance documentation (as applicable) Title and signature of authorized supplier representative attesting to the C of C accuracy Note: A manufacturer s C of C is required for all hardware components. 4.8.2 Raw Materials Supplier furnishing raw materials shall provide certified chemical and physical test reports for materials supplied or used in the manufacture of articles delivered to Cessna IMF. The reports shall include actual data resulting from the chemical and physical testing. Reports must accompany each shipment.
Supplier Quality System Requirements Page 5 of 6 4.8.3 Functional Tests When functional data are required, test reports must include at minimum (as applicable): Test specification number, revision status, amendment number, and addendum Part number, serial number, and revision of material or component being tested Test paragraph, required value, actual reading (use positive statement [e.g., No Leakage] if actual reading is not quantifiable) Date test was performed Operator identification Inspection approval signature / stamp Blank entries that are not applicable shall be noted N/A 4.9 Part Identification All Materials shall be identified by part number, permanently and legibly affixed to the surface of each article. If the size of the material prohibits marking, an identification tag will be affixed to the container.
