MESSAGE FROM THE EXECUTIVE DEAN Freshmen and women; returning students; newly arrived staff; returning staff. The Faculty warmly embraces you. It cordially invites you to feel at home. This Faculty has a respectable and respected tradition of promoting, protecting and defending the tradition of achievement. That tradition is consistent with the Faculty s proclaimed vision of excelling in the empowerment of those who come here to study. Some of the finest and accomplished minds in the nation were nurtured and moulded in this Faculty. It is fitting that this tradition of achievement and excellence be maintained and continued. Students who come here, whether as first or last choice, leave well-equipped and not a few of them are subsequently numbered among the best in their chosen careers. This Faculty does not only impart relevant, quality and appropriate knowledge to its students, it also inculcates in them an achieving spirit and an inquisitive, inquiring and critical mind. Welcome to 2014! The year 2013 was, academically speaking, a roller-coaster year, a stormy year. But we weathered through the storm. We even managed to do so with panache. Two staff members obtained doctoral degrees. We graduated more students in 2013 than in the previous year. We launched the Masters programme in the School of Economics and Management Sciences. The School of Governance and the School of Law are poised to launch postgraduate programmes in the not too distant future. The SAICA (Chartered Accountants) stream in the School of Accounting remains our flagship programme. The Faculty is set to graduate its first batch of chartered accounts in a couple of years. A happy revolution, silent but noticeable, is taking place in the Faculty. There is an upsurge of interest in the acquisition of higher degrees. This has generated a lively atmosphere of healthy competition in this regard. Slowly but surely, staff academic profiles in our Faculty are improving. This compares enviably with the situation that obtained before now. The evolving situation speaks to the issue of quality; quality of staff and quality of teaching. It is much welcomed. It is good for our students. It is good for the University. It is good for the confidence and self-fulfilment of staff members. I urge every lecturer not to rest on their laurels. This constantly improving situation should go hand-in-hand with improved research output. This is my challenge to staff members for the year 2014. Let there be research output! The other constituency in our Faculty is the students body. Over the years our students have become more and more alive to the aims and purposes of University education. I am impressed by their sincere eagerness to study and excel. I am impressed by the record of achievement of many of them in various extra-curricular activities. I urge them not to relent in their efforts. I urge them to continue to be good ambassadors of our Faculty and the University. Our throughput rate, student success rate and graduation rate have steadily improved over the years and continue to improve. I invite each student always to give the best and only the best of themselves, and never to stop being inquisitive and critical in their thinking. I invite each student to read from cover to cover our Faculty Prospectus and the General Prospectus of the University. This will save them from unwelcome surprises. With all these positive indicators I am able to say we are prepared to face the brave new world of a WSU born again in shape, size and processes. This University is on the verge of rebirth structurally, academically and attitudinally. The year 2014 is a watershed that holds out much promise for the entire University generally, and for our Faculty in particular, whether in its present form or otherwise reconfigured. Exciting times lie ahead of us. Individually and collectively, we must all play our part in this impending renaissance. RESEARCH NICHE AREAS Concerning research, we are conscious of the inextricable link between our teaching role as academics and our research role and how the two should influence each other in an upward spiral or virtuous cycle. Our mantra is to teach what we research and to research what we teach. Our research niche areas below are proposed against this backdrop. Generically, the following are the broad areas of research focus for the Faculty. The Schools will have their own, more detailed and nuanced niche areas in their School Strategies. 1. Entrepreneurship development with a focus on SME s in Greenfield operations, within the context of the Provincial Growth and Development Plan (EC-PGDP). Among others, these include agro-processing, downstream manufacturing, tourism and so forth. The enquiry also includes different forms of entrepreneurship, such as co-operatives and the search for effective models that include and empower communities. 2. Accounting for service delivery in the Eastern Cape Province in general and in local authorities in particular. This includes research into financial skills, management controls and practices, ethical issues in management, compliance with King II and III Codes of Governance, etc. General financial skills and literacy research and solutions are included. 3. Alternative forms of dispute resolution as well as alternative governance and leadership models (e.g. traditional leadership, traditional courts), within a human rights framework. 4. Economic growth and development models for rural and peri-urban areas, with a focus on the Eastern Cape, but with lessons and implications for the SADC region. This includes new models of black economic empowerment, environmental impact assessment, the Global Financial Crisis and its impact on developing economies, particularly poor and rural communities. 5. Human Capital Development and contemporary challenges such as HIV/AIDS at work, human resources management challenges in Africa, productivity enhancement models in the developmental context, new and relevant management and leadership paradigms, etc. 11 2014 PROSPECTUS

IMPORTANT SENATE NOTICE G7 READMISSION OF STUDENTS TO UNDERGRADUATE PROGRAMMES The following rules and procedure shall apply to all undergraduate students to determine their eligibility for readmission to academic programmes according to Section 37(4) of the Higher Education Act, Act 101 of 1997 as amended: G7.1 A first year student who does not obtain sufficient credits to proceed to the second year of study will not be readmitted to the university on academic grounds. G7.1.1 FACULTY RULES GOVERNING STUDENT PROGRESSION AND EXCLUSION In support of the Senate rule, the Faculty has accepted the following accumulation of credits by students. (NOTE: While these credit accumulation standards apply across the Faculty, certain Schools may at their discretion apply additional requirements. Where applicable, these are stipulated under the various qualifications.) After 8 semesters After 10 semesters After 12 semesters An accumulated total of 288 credits An accumulated total of 360 credits An accumulated total of 480 credits (NOTE: In determining the rate of progress, only semesters for which the student was registered will be taken into account) G7.2 A student who fails a course twice will not be readmitted to that course provided that the Head of Department (HOD) may, if the course is a prerequisite or a final course needed for the degree/diploma purposes, require the student to satisfy other specific academic requirements before allowing student to register for a third time. G7.3 A full-time student, who fails to complete the degree, diploma or certificate within the prescribed number of years, will be allowed an extra year for a certificate and extra two years for a diploma and degree. Should she/he fail to complete by the end of the expected period, then such student may be refused readmission on academic grounds. Part-time students will be allowed two extra years for certificate and three years for diploma and degree over the normal number of years. G7.4 Students not readmitted in terms of these rules will not be allowed to register for degree, diploma and certificate programmes of the university for at least one year. G7.5 Refusal of readmission of students from other universities on academic grounds shall be upheld and readmission will only be considered after the year period as in G7.4 for another programme. G8 Application of the Rules G8.1 Readmission rules will apply to undergraduate students in all faculties. G8.2 Students at risk will be those below the faculty s minimum progression requirements. G8.3 Exclusion will hold for a minimum of one year unless otherwise stipulated. G8.4 A student may apply for readmission in the same faculty or another faculty. G8.5 Each faculty will develop a process to review academic performance of students at a module and/or programme level. G8.6 This process to review academic performance from each faculty will be developed by each faculty and approved by Senate. G9 Determination of minimum requirements for Readmission G9.1 Minimum requirements of readmission will be determined by faculties, submitted to Senate for approval and published in the faculty prospectus. G9.2 Faculties will decide to determine generic faculty readmission requirements for all programmes or for each programme in the faculty. G10 Process to determine if Readmission Requirements have been met and to refuse readmission. The following process must be followed when reaching a decision that a student has not met the readmission requirements: BUSINESS, MANAGEMENT SCIENCES AND LAW 16
G10.1 The academic performance of all registered students in a programme will be reviewed against the readmission requirements by the Faculty Board Executive at the end of each semester examinations and year-end examinations. G10.2 The Directors of Schools through the HOD s will identify the students that do not meet the readmission requirements and submit them to the Faculty Board Executive at the end of each semester and year-end examinations for approval. G10.3 The Executive Dean will inform the students who fail to meet the readmission requirements in writing. G11 Appeal Procedures G11.1 All students have a right to appeal. G11.2 Each faculty will have a Faculty Readmission Appeal Committee (FRAC). G11.3 A student will submit his/ her appeal in writing with full motivation and supporting documentation to the Executive Dean s Office. G11.4 The Faculty Readmission Appeals Committee shall convene to look inter-alia at the following factors: G11.4.1 The student s academic record. G11.4.2 The appropriateness of the reasons for the refusal to readmit the student. G11.4.3 Whether there are any special circumstances related to the student s unsatisfactory academic performance to be taken into account. G11.5 The FRAC decision will be final. G11.6 All documents will be filed in the student s file. INTERNATIONAL STUDENTS Applications from international students are considered in terms of the institutional equivalence reference document and (where required) submission of qualification to SAQA for benchmarking in terms of the NQF. Such applications are also subject to the requirements under Rule G1.8 in the general prospectus. MATURE AGE STUDENTS Admission in terms of Mature Age Endorsement will be in terms of Rule G1.7 in the general prospectus. 17 2014 PROSPECTUS

That no student be re-admitted to any programme in the School if they have not been registered in that programme for five years before the current year of registration. 2. That no student be re-admitted to any Degree programme if they have not been registered in the last 2 years preceding the year of registration. 2.2 Students who were previously registered within the last 3 to 5 years of the current year of registration will have to write an examination of the prerequisite subject. This examination will be written at the same time as the Special Examinations. 2.3 The Head of Department may, if the student has been working in commerce and/or accounting related employment, allow the student to write the entrance examination. Applicants with a National Certificate (Vocationsl-Level4) must meet the requirements set out on Page 13 of this prospectus as well obtain 50% or more for Mathematics and 70% or more for Mathematics Literacy. All new first year students who have been accepted in this programme will be required to write a test to determine entry into: either the extended programme, done over three years, or the main stream programme done over two years. The final placement of students into the NHC: Accountancy or the Extended Programme will be made after considering both the results of the assessment tests and the Grade 12 results. English Language Competency Programme (ELC 1000) A student intending to graduate with a B.Compt degree is also required to complete an English Language Competency Programme. This programme is administered in the Department of Accounting over a period of three years culminating in an individual assignment presented at the end of the third year of study. The English Competency Programme is based on continuous assessments in the disciplines of speech, writing and reading. This programme has 16 credits attached to it. Articulation Qualifying students will firstly be able to continue, at accredited universities, to the Hons B Compt and CTA with the ultimate goal of having a professional Chartered Accounting qualification. Secondly, they will, if preferred, be able to specialise in areas such as Taxation or Auditing by registering at other tertiary institutions and/or professional institutes. Criteria for the Registration of Assessors The minimum qualification is a Hons B Compt/CTA for assessing students at the Levels 1 and 2, and a CA or appropriate Masters for assessing students at degree level. Moderation External examiners are selected from among both practitioners and academia, with linkages established at all levels with established universities to ensure standards will maintain articulation. BACHELOR OF ACCOUNTING (BCA) Offered at NMD Site Mthatha Campus Only Qualification: Bachelor of Accounting (BCA) Offering Type: Full-Time Purpose The overall purpose of the qualification is to prepare and equip the student with the necessary financial, analytical and managerial skills required in commerce and industry. English Language Competency Programme (ELC 1000) A student intending to graduate with a BCA degree is also required to complete an English Language Competency Programme. This programme is administered in the Department of Accounting over a period of three years culminating in an individual assignment presented at the end of the final year of study. The English Competency Programme is based on continuous assessments in the disciplines of speech, writing and reading. This programme has 16 credits attached to it. Articulation Qualifying students will firstly, be able to continue at accredited universities, to the Hons B Compt and CTA with the ultimate goal of being awarded the professional Chartered Accounting qualification. Secondly, they will, if preferred, be able to specialise in areas such as Taxation or Auditing by registering at other tertiary institutions and/or professional institutes. Criteria For The Registration Of Assessors The minimum qualification is an Hons B Compt/CTA for assessing students at the Levels 1 and 2, and a CA or appropriate Masters for assessing students at the degree level. FINANCIAL INFORMATION SYSTEMS AND TAXATION NATIONAL HIGHER CERTIFICATE IN FINANCIAL INFORMATION SYSTEMS Offered at Ibika, Potsdam and Queenstown Sites Qualification: National Higher Certificate: Financial Information Systems Offering Type: Full-Time Rules and Regulations The possession of a National Senior Certificate (NSC) or its equivalent shall serve as the minimum admission requirement in all certificate programmes offered by the School of Accounting. Entrance Requirements Applicants with NSC rating of 4 or more in 4 recognised subjects which must include English, Accounting or Mathematics/Maths Literacy, and any other relevant subject. Applicants with a National Certificate (Vocationsl-Level4) must meet the requirements set out on Page 13 of this prospectus as well obtain 50% or more for Mathematics and 70% or more for Mathematics Literacy. DEPARTMENT OF BUSINESS MANAGEMENT BACHELOR OF COMMERCE (GENERAL) - BCG Offered at NMD Site - Mthatha Campus Only Qualification: Bachelor of Commerce (General) - (B Com) Offering Type: Full-Time Purpose The overall purpose of the qualification is to prepare the students for a general introduction to the world of commerce and business by equipping them with basic business skills to manage a business/ start a new business. Minimum Entry Requirements Minimum statutory NSC requirements for degree entry must be met, i.e. NSC with an achievement rating of 4 (50 59%) or better in four subjects chosen from the designated list, coupled with an achievement rating of 2 (30 39%) for the Language of Learning and Teaching. To register for the B Com degree a student needs an Admission Point Score (APS) of 28 as well as the NSC with an achievement rating of 4 (50-59%) in Mathematics and an achievement rating of 3 (40 49%) or better in English. COMPULSORY NSC SUBJECTS : Mathematics (50-59%) English (40-49%) Applicants with a National Certificate (Vocationsl-Level4) must meet the requirements set out on Page 13 of this prospectus as well obtain 50% or more for Mathematics and 70% or more for Mathematics Literacy. Alternatively, entrance will be granted to those who have successfully completed the Economic Sciences Access Programme Sudents with a relevant Diploma from a recognised College or Technikon may be accepted. Articulation Qualifying students will be able to continue at WSU or at other equivalent higher educational institutions, to postgraduate programmes where they may specialise in areas such as Financial Accounting, Business Management, Economics, Industrial Psychology or Statistics. Criteria for the Registration Of Assessors The minimum academic qualification is an Hons degree for assessing students at Levels 1 and 2 and an appropriate Masters for assessing students at the degree level. Moderation External examiners are selected from among both practitioners and academia, with linkages established at all levels with established universities to ensure standards will maintain articulation. (Rule G7.1) Completion All courses and modules must be completed as prescribed in the curriculum. It is the student s responsibility to ensure that the prescribed curriculum is followed. Students must complete within the three years. An additional two years is allowed for full-time students and three years for part-time students. Students who decide to take a gap year must note the above rules. Students who come back after five years to complete a degree may be required to register afresh. Entrance Requirements Students who register for this programme must have B Com Degree majoring in Business Management from WSU or any other ecognised institution. Ideally students should have an average of at least 60% in Business Management III. Alternatively, students with less than 60% may be required to undertake a project before commencing with the programme. This requirement will be left to the discretion of the Department. International students who have completed Business Management 3 (with relevant course outlines) will be accepted into the programme. Students who do not have Business Management 3 will be able to complete it at WSU before registering for the Honours programme. Underpinning knowledge Students must have a good knowledge of business related disciplines, e.g. Business Management, Economics, Accounting, Statistics, Information Systems at the undergraduate level. Exit Level Outcomes After completion of the programme, a learner will be able to practise as a Functional or a General Manager in specialist areas undertaken for the degree. MASTER OF COMMERCE Offered at NMD Site Mthatha Campus Only Qualification: M Comm Offering Type: Full-Time & Part-Time Overall Purpose of the Qualification There is an urgent need to develop research and analytical managers to respond to local/ regional and national needs. Therefore, the purpose of the programme is to educate and train researchers who can contribute to the development of business knowledge at an advanced level. To achieve this, students will prepare a research proposal and then complete a research project on a specific problem area or topic in Business Management, Economics or any related discipline with the guidance provided by a supervisor and co-supervisor. Entrance Requirements Entry by academic qualifications; Relevant Honours from a recognised educational institution. OR Entry by experience (have at least three years appropriate experience, including research) and/or recognition of prior learning. Submission of a compulsory essay to ascertain minimum literacy, competence and teachability levels. Underpinning knowledge Students must have a good knowledge of business related disciplines, e.g. Business Management, Economics, Accounting, Statistics, Information Systems at the undergraduate and honours level and have advanced theory in various specialist functional areas, e.g. Management, Marketing, Finance, Operations Management, Entrepreneurship, Microeconomics, Macroeconomics, Econometrix, etc. A basic understanding of research will be an added advantage. Exit Points Students will proceed to NQF Exit Level 10 after successful completion of the NQF Exit Level 9. No recognition will be given for partial completion of the research project. students analytical, economic and research skills, preparing them for professional work as economists and researchers as well as policy advisors in industry, commerce, public and private sectors. Entry Requirements The minimum admission is a National Senior Certificate (NSC) for degree purposes with an achievement rating of 4 (50-59%) or better in four subjects chosen from the designated list, coupled with an achievement rating of 2 (30-39%) for the LOLT. To register for the B Comm. Economics programme, a student needs an Admission Point Score (APS) of 28 as well as National Senior Certificate with an achievement rating of 4 (50-59%) in Mathematics NOT Maths Literacy and an achievement rating of 3 (40-49) or better in English. Learners who register for this programme will have passed Grade 12 (NQF 4) with a pass of at least 40% at higher grade or 50% at standard grade Matriculation Mathematics. Alternatively, entrance will be granted to those who have successfully completed the Economic Sciences Access Programme. Those learners who do not have a Grade 12 pass will be accepted into the programme through the access programme provided that they have at least five years work experience in the relevant field. NATIONAL DIPLOMA IN MANAGEMENT OF TRAINING Offered at Potsdam Site Only Qualification: National Diploma in Management of Training Offering Type: Full-Time Purpose This qualification will prepare a person for the demands of a Human Resources Development practitioner position in any organisation. The qualifying learner will be competent in functioning in any section in the HRD or HR Department. The Students who complete this diploma will be in a position to grow with the department and become HRD or HR consultants or managers. Minimum Entry Requirements Minimum statutory NSC requirements for diploma entry must be met. SCHOOL OF LAW TEACHING AND LEARNING In order for students to benefit from teaching offered in the school, they must be equally committed to do their share. Students are to understand that they are also responsible for their own learning and are to respect the requirements of the courses for which they are registered. This will require of them to attend classes, tutorials, prepare assignments to the best of their ability and submit them on time. Students are to respect each other in class and are to act with honesty and integrity. Law students are expected to comport themselves properly in and out of class and to act with honesty and integrity as fit and proper persons aspiring for the noble and learned profession of law. Teachers are to provide acceptable standards of professionalism, bringing in enthusiasm in their work, and are to deliver scheduled lectures at all times or make alternative arrangements where possible. Teachers are to clearly set out in the course guideline what they expect from the students. Evaluation and assessment used must be fair and reasonable and are to cover work that has been and expected to be done. BACHELOR OF LAWS: LL.B - (GENERIC) Offered at NMD Site only Qualification: Bachelor of Laws: LL.B (Generic) Offering Type: Streams offered for the LL.B are as follows: LL.B 4years: Undergraduate stream full-time LL.B 5 Years: Undergraduate stream part-time LL.B 2 years: Post-graduate stream for those who possess B.Juris / B.Proc. Purpose The purpose of the study programme leading to the Bachelor of Laws degree is to offer legal education aimed at developing the students analytical, professional and research skills, preparing them for professional work as lawyers and researchers as well as policy advisors in industry, commerce, public and private sectors. The LLB degree is the universal legal qualification for admission and enrolment as an advocate or attorney. Those who wish to enter private practice as advocates are required to undergo a period of 1 year training as a pupil with a practising advocate and write an examination before he/she is admitted. For those who want to be attorneys, they have to serve articles as candidate attorneys and thereafter write a professional examination set by the relevant provincial Law Society. Minimum entrance requirements To register for the Bachelor of Laws programme a student needs an Admission point score (APS) of 34 as well as National Senior Certificate with an achievement rating of 4 (50-59) or better in English. Learners who register for this programme will have passed Grade 12 (NQF4) with a pass of at least 40% at Higher Grade or 50% at Standard Grade Matriculation English. Applicants with a National Certificate (Vocational Level-4) must meet the requirements set out on Page 13 of this prospectus as well obtain 60% or more for Mathematics or 80% for Mathematics Literacy. Entry points to degree levels Entry into degree level will be available to those students who have attained the required credits for the previous level at WSU or equivalent at another tertiary institution. Minimum and Maximum Credits and rules of progression Students must pass all courses to obtain a minimum of 120 credits per year, with a minimum of 480 after 4 years or more. Note: Except with the permission of the Director of the School of Law, a student may not register for more additional courses than the number allowed in that level. Minimum requirements for re-admission Except with permission of the Director of the School of Law, a student may not be permitted to renew his/her registration in the School if he/she fails: (i) (ii) (iii) (iv) (v) the equivalent of four semester courses or more at any level; or to complete all the courses prescribed for the degree within the prescribed time plus two years; or to complete a course after two years of registration for the course; or to register for level 3 whilst there is a course(s) outstanding on level 1; or to register for level 4 whilst there is a course(s) outstanding on either level 1 or level 2. A student who is refused permission to re-register in the School may appeal to the School Board. The decision of the School Board will be final and will not be subject to further review or appeal. Provided that a student excluded in terms of Rule G.7 of the General Regulations of the University may appeal to the relevant University structures available under the said Rule G.7. Absence from tests and examinations A student who fails to write the examination in a course for which he/she is registered will be deemed to have failed the course for the purpose of minimum requirements for re-admission. The Director of the School of Law together with the HoD or Level Co-ordinator may grant permission to a student to write a test on a different day where he/she is unable to write, on the scheduled date or dates, for medical reasons, bereavement, or other good cause. The grant of permission is entirely at the discretion of the Director (with the HoD or Co-ordinator), irrespective of the grounds on which the application is made. Exit Level Outcomes The learner will have acquired a coherent understanding of, and ability to analyse, fundamental legal and related concepts, principles, theories and their relationship to values critically. The information and skills encompass language, interpersonal and mass communication, technical knowledge and operation, technical and creative production, voice-over and presentation, management and marketing. Rules and Regulations Prospective students must be in possession of a National Senior Certificate or equivalent. Entrance requirements The minimum statutory NSC requirements for Certificate entry must be met. Level 4 in English Home Language or English First Additional Language as well as a rating level of 3 or better in 3 NSC 20 credit subjects. B-TECH: TOURISM MANAGEMENT Offered at College Street Site Only Qualification: Bachelor of Technology - Tourism Management (3322000) Offering Type: Full-Time & Part-Time (Note: The B. Tech Programme is offered in Block Sessions of 4 working days per month. Rules and Regulation Students who are graduates of the N Dip. (Travel & Tourism), or equivalent (NQF 360 credits) are required to direct their enquiries to the Programme Coordinator for further information about the conversion (Tourism Management). Purpose Statement To equip students who have qualified for ND: Tourism Management with a post-graduate Diploma in Tourism Management. There is a need in the tourism industry for graduates who will be able, not only to conduct research, but also to formulate ground breaking policies for the industry. Entry Requirements B Tech Degree applicants must have completed successfully a recognised NQF 6 (360 credits) tourism qualification. To be admitted applicants require an average of 60% pass mark on major subjects, on NQF 6, or, in addition to the completed National Diploma, have two years relevant industry experience. Each application for acceptance onto the course will be assessed individually. Duration One year full-time and over two years part-time. NB: Part-time students are required to register for the degree programme over two years. Exit Level Outcomes The qualifying learner should be able to: Undertake Tourism destination management. Function as a Tourism destination planner. Effectively market both local and international tourism. Conduct research aimed at improvement in the tourism industry. Undertake statistical analysis of tourists at a destination. Effectively present tourism conference presentations Responsibly manage tourism planning and sustainable tourism development. Career Opportunities After completion, successful graduates put themselves in better stead to be employed as Destination Planners, Tourism Researchers, Marketing and Tourism Development Managers in all tiers of government. Develop and offer a range of programmes that are geared to developing human capital in the entrepreneurship and small business field, using the Provincial Growth and Development Programme as the main guide (in terms of priority areas for business development). Champion and run a new and unique MBA that focuses primarily on owner-managers of Small to Medium Enterprises in partnership with key stakeholders and business formations. Offer a range of business advisory services to SME s in partnership with stakeholders.
