Cloud Computing and Swiss government Willy Müller SATW 12/13.4.2012

Cloud-Computing a logical next step Business process as a Service Software as a Service Platform as a Service The industrialisation of IT Supply chains Use hierarchies Infrastructure as a Service 2

Cloud computing for government? Yes but together! Maintenance of IT infrastructure is not a core business of Government! But gvernment must garantee sovereignty! Government as cloud service user cloud service provider Dedicated cloud offerings for Swiss Government 3

A cloud wish list (user perspective) 5

Trust Build trust in cloud computing Trust in infrastructure and cloud providers A cloud service cannot be stalled or made inaccessible without my consent My data is mine. Nobody else can see it unless I give him the right to (not even administrators). I can extract my data easily and put it elsewhere without additional costs Providers may be sued and punished if they don t obey law 6

Transparency Facilitate due diligence Providers provide insight into their operations I can outsource part of due diligence Labels? Certification? 7

Standards Standard services with standard interfaces Open, public, international standards! I profit by ameliorations made for others! Services from different providers can easily interoperate I can change providers easily if a provider doesn t perform. 8

A lot of providers A lot of providers and interoperable services to choose of Providers are forced to compete for users. I can choose between several providers providing the same service. If a provider fails their are others to fill in the gap. 9

Swiss providers A trusted infrastructure to build upon Public cloud (International) public cloud for non-critial data and applications Government cloud for critical data and apps Government cloud for highly sensitive data and apps Anwendungen Swiss Community cloud(s) for Swiss administrations for critical data and applications Government owned cloud infrastructure? 10

Are we building the tower of Babylon? 11

The tower of Babylon? BPaaS SaaS PaaS IaaS Network Power grid Don t forget the whole stack! Things that might kill the dream: Unstable network with not enough bandwidth High-quality, low cost access only for network owner owned services Software licenses with prohibiting high costs for use in cloud environments Legal restrictions of free internet market 12
