STANDLEY LAKE REGIONAL PARK 2015 POWERBOAT PERMIT CHECKLIST ATTENTION LOTTERY APPLICANTS Resident Price - $850 Non-resident Price - $950 Fees include permit for one, over 20 hp boat only (additional fees will be charged for non-motorized vessels used by permit holders), vehicle day pass, season camping, and boat storage for the five-month boating season. Beginning Monday, January 12, 2015 Online registration is available for the 2015 Powerboat Lottery. For those of you that do not want to register online, applications will also be available for pick up at the Standley Lake Regional Park Nature Center, 100 th Avenue and Simms Street, or the Parks, Recreation, and Libraries Department Administration Office at City Hall, 4800 W. 92 nd Avenue. Below, you will find the link to the online registration web page. You should have received your username, password, and instructions on how to complete the online lottery registration process. If you did not receive this information or do not know your username and password, please contact the Standley Lake Nature Center at (303) 425-1097 to obtain this information. After accessing the online system web page, input your username, password, fill in the appropriate information where indicated, and submit online. Once you submit your application online, you are entered into the 2015 lottery. You will receive a receipt via email verifying your registration. Please retain this receipt for your records. Link to the Online Registration web page: https://prl-web.ci.westminster.co.us/vsiwebtrac.html Multiple entries of the same CL boat number or family member with the same CL boat number will not be accepted. In other words, only residents (City of Westminster, Hyland Hills Park and Recreation District, or Jefferson County) who own the boat (name on CL boat registration) and have the insurance in their name will be entered in the resident lottery. Anyone attempting to provide false information will be rejected from the permit lottery system. Beginning at 9 a.m., Saturday, February 7, 2015 Walk-in registration - If you did not register online, you can register in person at the Standley Lake Regional Park Nature Center at 100 th Avenue and Simms. Nature Center hours are 9 a.m. to 4 p.m., 7 days a week. Registrations will not be accepted at any other location (except online). All registrations will be entered into the computer lottery system at the time they are submitted. 4 p.m., Sunday, February 15, 2015 Deadline for submittal of the 2015 power boat registration. Registrations will not be accepted after this date; either online or in person. By Wednesday, February 18, 2015 A list of everyone who has been entered into the lottery spin will be published online at the Standley Lake web page: http://www.ci.westminster.co.us/parksrec/parks/standleylakeregionalpark.aspx. It is the responsibility of the applicant to check the website to verify their boat s CL number and that their name is on the listing. If, for some reason, an applicant s CL number and name are not on the list and they have a valid receipt, they need to immediately bring their receipt to the Standley Lake Nature Center at 100 th Avenue and Simms Street no later than Sunday, February 22, 2015, to verify their entry. We do not anticipate this scenario happening, but we are adding this step to allow applicants to ensure their boat and name are in the lottery system. Between February 23 and February 24, 2015 - The computer will randomly select CL numbers/owners and place them on a listing. The first 510 City of Westminster/Jefferson County/Hyland Hills residents names will be authorized to purchase a 2015 permit. All other resident applicants are then placed on a randomly-selected waiting list. Northglenn/Thornton residents will have a separate lottery spin. If there are resident permits remaining, a separate lottery spin will be done for non-resident applications. On Wednesday, February 25, 2015 - The list of successful lottery applicants will be posted on the Standley Lake web page. Applicants that applied online will receive an email along with the required application packet attached. Applicants that are not successful in the lottery spin will be listed on a computer generated, randomly selected waiting list. It is the applicant s responsibility to verify if they have been successful in the Power Boat Lottery on the City s website at http://www.ci.westminster.co.us/parksrec/parks/standleylakeregionalpark.aspx. Successful Lottery Applicants Between March 1 and March 22, 2015 - Payment and verification of required documents (completed application packet and residency requirement documentation) will be due. Payments will only be accepted between 9:00 a.m. and 4:00 p.m. March 22, 2015, is the absolute deadline for payments and verification of required documents. If payment and verification is not received by the deadline, the permit will be offered to the first applicant on the prioritized waiting list on March 23, 2015. Acceptable payment will be cash, credit or check. Credit cards will now be accepted for powerboat permits. Payments presented without required documentation will not be accepted. Required documents include: Completed application, Insurance Disclosure, and Acknowledgement Agreement Valid proof of $300,000 liability insurance documents under the same applicant s name and address for the boat being submitted (co-owner s information must also be listed on documents) A copy of a 2015 Colorado boat registration under the same applicant s name and address Two proofs of residency (from the list of documents below) A copy of applicant s Colorado driver s license To be considered for a resident powerboat permit, applicants must reside in the City of Westminster, Jefferson County, or the Hyland Hills Park and Recreation District. Documents to prove residency include: Valid Colorado driver s license (Required) Valid City of Westminster Resident Discount Card Recent property tax statements Recent Westminster water bills Valid Hyland Hills Park and Recreation District identification card Recent rental contract Valid vehicle registration Names and addresses must be the same on all required paperwork. Any paperwork with different names and/or addresses will result in a rejection of the application. Staff reserves the right to reject application entries if any of these criteria are not met or other documents are not in order. Tagging - This is a reminder to please bring your boat in for inspection and tagging no later than Thursday, March 26, 2015, to be ready for the May 1, 2015, opening day. If your boat is still tagged with a clear, Westminster tag from last season, you do not need to bring your boat in for inspection. Rev. 1/1/2015

Boats that have been stored on site at Standley Lake during this off-season and are tagged, or boats that stop by Standley Lake and are inspected/tagged by March 26, 2015 will then have time to meet the quarantine period and will be cleared to launch by May 1. These boats will be clear-tagged to show that they have met the quarantine requirements and can launch onto Standley at the start of the 2015 boating season. If you would like to have your boat inspected and tagged prior to the boating season, you may do so during normal operating hours, 9:00 a.m. to 4:00 p.m., at the Standley Lake Nature Center. After March 26, 2015, boats that have not been tagged will be required to go through the full inspection, spray washing, and quarantine program. Boat engines or motors need to be working (running) in order for the inspection and engine flush to be conducted. Spray station is open by appointment only prior to May 1, 2015. Emissions Test - During the 2015 season, the City of Westminster requires a mandatory emissions/engine check-up for all permitted motor boats with gasoline engines. It is very important to demonstrate to the non-boating public that measures are being taken to ensure the excellent water quality at Standley Lake. The listed boat dealers have volunteered their time to inspect boats and engines on a complimentary (no charge) basis. They will be checking engines for oil and gas leaks, and other contaminants that may interfere with the water quality at Standley Lake. All season permitted boats with gasoline engines using Standley Lake must have an emissions sticker by Monday, June 1, 2015. Boats without an emissions sticker will not be allowed access to Standley Lake starting June 1, 2015. It is best to have your boat inspected as early as possible to avoid delays or risk missing the June 1st deadline. The Aquatic Nuisance Species (ANS) Protection Program that was implemented in 2008 will be ongoing in 2015. ATTENTION! Please observe the quarantine/dry-off times for 2015. They are as follows: May 1 to September 30 = 35 days There are no powerboat sprays after August 25 This quarantine period is necessary due to data that has shown that veliger larvae can survive for approximately 30 days in the residual water of trailered watercraft. Colder average daily temperatures relate to the length of time Zebra or Quagga mussels may be able to live once the boat is out of the water. Even though boats are inspected and washed, the quarantine period is an important part of the efforts to protect Standley Lake and also allow recreational boating. In early 2013 it was confirmed that zebra mussels had been found in Lake Powell, heightening concerns throughout Colorado. In 2008, Pueblo Reservoir, as well as several other Colorado lakes, were confirmed as being contaminated with zebra or quagga mussels. Quarantining for the required drying time is the most effective method of preventing boats from spreading Zebra mussels and other aquatic nuisance species. Drying the boats completely is the most widely accepted practice for killing all aquatic nuisance species. We have a unique opportunity to have an aggressive protection program and also continue recreational boating at Standley Lake Regional Park. Boating Rules & Regulations Due to some recent issues that we have observed at Standley Lake Regional Park, we want to remind you of the following rules & regulations in regards to boating here on the lake. All Standley Lake boaters must comply with all the State of Colorado Boating Rules and Regulations for the use, operation, and equipment of vessels. For more information contact Colorado State Parks at 303-791-1954. All boats shall maintain a minimum distance of 150 feet from other boats, permanent barriers, and people engaged in shore fishing (200 feet from boats with downed skiers). All boats must have current permit and registration stickers affixed to their vessel prior to launching. All boat traffic must travel in a counterclockwise direction at all times (except when picking up a downed skier.) Use the center buoy as a guide. It takes THREE to SKI! You must have an observer to pull a skier or tuber. Observers must be at least 6 years of age. Every child under 13 years of age must, at all times, wear a USCG- approved life jacket while on board any vessel that has entered the water. Swimming is not allowed. You are allowed in the water only for the purpose of entering or exiting your boat while actively skiing/tubing. An orange flag must be displayed in a clearly visible manner whenever equipment or persons are in the water. When a person is being actively towed (and is not down in the water), the flag shall not be displayed. Sailboats, canoes, paddleboards, kayaks and any other non-motorized vessels have the right-ofway over powered vessels. The holder of the permit, or a listed member of his or her immediate family, over the age of 16, must be present while the boat is being operated on Standley Lake. All boats must be OFF the water and ON their trailers by SUNSET (posted at tag station). It is your responsibility to know these rules and regulations. Rev. 1/1/2015

2015 Camping Regulations Permit holders can and will be cited for Compliance (WMC 13-1-3 (A)) if found to be in violation of these rules. Any violation or combination of violations may result in loss of camping privileges for remainder of boating/camping season with no refund. In order to provide a fair and pleasant camping experience to all who camp at Standley Lake, all permit holders and guests are to follow and abide by these camping rules: The main gates to the park are closed at 10 p.m. If you know you will be coming in after this time, you must contact the gate house staff before to 10:00p.m. at (303) 425-1097 so they can inform night security. No passes will be sold after 8 p.m. No Exceptions. If you have a guest that wants to stay past park closing time, they need to purchase a Camping Pass before 8:00 p.m. If they do not have one, they must leave the park by 10 p.m. Also, if you have a guest who parks in the parking lot at 100 th and Owens, those gates are closed and locked at sunset. Any cars in the lot at this time will be locked in until 7:30 a.m. the next morning. All camping units must be occupied in order to stay in the park overnight. If the unit is not physically occupied by a listed member of the permit, staff will notify permit holder of the rule violation. More than one violation may result in the loss of camping privileges for the remainder of the boating/camping season. 14 Day Rule - Camping units may stay for up to 14 consecutive days as long as the camping unit is occupied. After 14 consecutive days, camping units must be removed from park for a 24-hour period. A camping site may only be occupied for 14 cumulative days in a 30-day period. Camping units must be removed from park by 1:00 p.m. of Date Out date listed on camping pass. More than one violation may result in the loss of camping privileges for the remainder of the boating/camping season. Only one (1) camping unit is allowed per permit holder. Only one (1) guest vehicle is allowed per site. Additional vehicles must be parked in over-flow parking areas. If a permit holder would like a guest (that has their own camping unit) to camp near them, the guest is responsible to pay for their own camp site and entrance fee. Check out time is 1:00pm on your departure date. Rev. 1/10/2015

Only one (1) camping unit and two (2) tents are allowed in any camp site. Exceptions will be made on the following holiday weekends only: Memorial Day (May 22 25 th ), Father s Day (June 19 th 21st), Fourth of July (July 3 rd 6 th ), and Labor Day (September 4 th September 7 th ). Exceptions will be made only on the specific dates listed here. The number of camping units allowed during the exception dates are a total of three (3) camping units, three (3) tents. Permit holders are allowed to enter the park in the morning and drop off equipment at a campsite they want to use, leave, and return before 8 p.m.. If the permit holder does not return to their site by 8 p.m., all equipment (including boats) will be removed from the site by park staff to open the site. Permit holders are not allowed to save sites for other campers. If someone wants to camp, they are responsible for getting their own campsite. Violators will risk losing their camping privileges for the weekend and/or the boating season. Permit holders are responsible for removing all belongings (firewood, carpets, grills, chairs, etc) from the campsite when vacating site. Any belongings left will be taken by Park Staff and the permit holder will be cited for Littering (WMC 13-1-3(N)). Persons under the age of 18 years must vacate the park by 10:00 p.m. during the summer season unless they are accompanied and supervised by a person older than 18 years of age who is a valid permit holder (i.e. powerboat / camping permits). Persons under 18 years of age must meet the following requirements to stay in the park; a) be an immediate household member of the permit holder, listed on the permit holder s application form and possess a Standley Lake ID card, or b) meet the Permit holder-guest policy, which allows up to 5 persons to be admitted by paying the vehicle entrance fee as Guests of a permit holder. However, a permit holder whose name is listed on the permit, must remain with the group and ensure their group follows all park rules and regulations. Camping units MUST remain on campsite pads at all times. Sites are marked with boundary rocks and/or wooden boards. Do not move or rearrange these boundary markers. Any camping units and/or boats parked outside these boundaries will be required to move. If there is not enough room at the site to accommodate the camping unit and the boat, the boat must be moved to either the overflow parking lot or put in storage for the evening. Quiet hours are from 10:00 p.m. to 6:00 a.m. All generators, music, radios, or any other loud noises are not permitted during these hours. If you have a medical condition that requires you to run the generator during quiet times, ranger staff must be notified and you may be asked to move to a more remote site. Fires must be attended at all times and must have a 5-gallon container of water or a fire extinguisher in the immediate proximity. Fires must be completely extinguished after use. Campsite Permit Process Standley Lake utilizes a computerized camping system. The intent of this system will be to assist with ensuring campsite availability, to assist with offering campsites to all permit holders/campers, to assist staff with administrative duties to know who is using the campsites, and to help determine if park regulations are being followed. Permit holders will be issued one campsite card per permit, similar to their Standley Lake I.D. card, to be used throughout the season for securing a camp site. Here is how the system works: 1. Camper enters the park and goes to the campground to determine their chosen campsite. Please leave something in the camp site to indicate that the site will be taken. 2. After locating a vacant campsite, camper goes to gate house, informs Gate Attendant which campsite they wish to use and gives Gate Attendant their campsite card. Gate Attendant verifies the site is available, places campsite card on Campsite Board in gatehouse and checks camper into the computer system. Gate Attendant gives camper a paper pass to place on post in front of campsite. This pass contains camper s Date In/Out information. 3. When finished camping and upon exiting park, camper stops at gate house and receives their campsite card back from the Gate Attendant. The main gates to the park are closed at 10 p.m. If you know you will be coming in after this time for any reason, you must contact the gate house staff before 10:00p.m at 303-425-1097 so that they may notify night security. If you will be leaving before 6:00a.m., or you have an emergency, you must contact security at (303) 298-8373 to let you out. This system allows for fair and equal access to all the campsites that Standley Lake has to offer to all interested campers. Campers will know what campsites they have occupied and which ones they are unable to occupy. With your cooperation, this system will make camping at Standley Lake the great experience it is meant to be. Permit holders will be issued one campsite card per permit, per season. If a co-owner wishes to purchase an additional camping pass, they may do so at the Standley Lake Nature Center. The cost for additional full season camping cards will be $225. If you should lose your campsite card, a replacement card is required and can be purchased for $5. Rev. 1/1/2015

Standley Lake Alcohol Policy Read carefully! The staff at Standley Lake and the Westminster Police Department would like to remind permit holders and their guests that ALCOHOL IS NOT PERMITTED anywhere in the park, including the lake, campgrounds, and surrounding areas at any time. There is concern that this regulation is being disregarded on a regular basis by some of those entering the park, which violates the conditions of park permits. Any violations will result in an automatic summons/citation being issued and ejection from the area. Any season permit holder who receives a second summons for an alcohol violation will lose their permit. The Westminster Police Department, in close cooperation with Standley Lake Staff, will be strictly enforcing alcohol ordinances and regulations. No warnings will be given. In addition, City Ordinances and State Statutes regarding disturbances, disorderly conduct, assaults, and inappropriate conduct towards Standley Lake Staff will also be strictly enforced. Please note that Park Regulations dictate that any two (2) violations of park rules will result in loss of permits for the remainder of the season without a refund. We would also like to remind permit holders that they are responsible for their guests behavior and that violations of regulations or ordinances by guests may result in ejection and the loss of permits. It is the intent of the staff and the Westminster Police Department to keep the Standley Lake recreation area a safe and enjoyable place for those who use it. City of Westminster Standley Lake Regional Park 2015 Aquatic Nuisance Species Protection Program The following protocols were instituted by the Westminster Water Quality Department. For the 2015 season, the Standley Lake Regional Park Aquatic Nuisance Species Protection Program quarantine periods will be as follows: May 1-September 30 = 35 days There are no powerboat sprays after August 25 This quarantine period is necessary due to data that has shown that veliger larvae can survive for approximately 30 days in the residual water of trailered watercraft. Colder average daily temperatures relate to the length of time Zebra or Quagga mussels may be able to live once the boat is out of the water. Even though boats are inspected and washed, the quarantine periods are an important part of the efforts to protect Standley Lake and also allow recreational boating. For those boaters exclusively using Standley Lake, there will be very little impact to your visits. A boat tag will be attached to the boat and trailer when you have been cleared or when you are leaving the lake for the day. If the tag is intact when you return, you will be allowed to launch your boat. Tags must be removed by Standley Lake staff only. Boats that have been stored on site at Standley Lake during this off-season and are tagged, or boats that stop by Standley Lake and are inspected/tagged by March 26, 2015 will then have time to meet the quarantine period and will be cleared to launch by May 1. These boats will be clear-tagged to show that they have met the quarantine requirements and can launch onto Standley at the start of the 2015 boating season. If you would like to have your boat inspected and tagged prior to March 26, 2015, you may do so during normal operating hours, 9:00 a.m. to 4:00 p.m., at the Standley Lake Nature Center. The inspection and spray washing program is available only to boats using Standley Lake. Boat engines or motors need to be in working order and able to be started in order for inspection and engine flush to be conducted. Sprays will be done by appointment only prior to May 1, 2015. Please bring your boat in for an inspection and tagging no later than March 26, 2015, to be ready for the May 1, 2015, opening day. REMEMBER: Intact Clear (Westminster) Tags = Go. You may boat on Standley Lake Red Tags = Stop. You must complete the inspection/cleaning/quarantine process before launching onto Standley Lake. No Tag / Broken Tag = Stop. Boats that have been launched on another lake are required to go through the inspection, cleaning and quarantine (drying) process. Inspections and cleanings take approximately 35 to 45 minutes. The quarantine period is 35 days over the course of the boating season. Once boats meet the initial quarantine period, they will be allowed on Standley Lake with no delays each time they return, provided they have not been to another lake. The only time they have to be re-inspected or quarantined is when the tag on the boat has been disturbed or the boat has been on another lake. At this point it will be inspected, cleaned, re-tagged and quarantined for the appropriate amount of days (35) before it will be allowed on the lake. There are some boats that use Standley Lake that have bladder-water ballast systems. Those boats will require inspection and additional safeguards to ensure the ballast bladders are clean and do not have aquatic nuisance species larvae in them. If you own a boat with that type of system, please contact the staff at Standley Lake to learn about the requirements for your boat. Recreational Boat Use Procedures: Only Standley Lake staff can remove tags! - Do NOT remove your own tag! No watercraft of any type (tubes, paddle boards, kayaks, canoes, rafts, etc.) will be allowed to launch without being sprayed. Failure to do so will result in a citation and confiscation of vessel. All boats and trailers must be CLEAN and DRY. All drain plugs must be removed prior to boat transport that day. All boats will be quarantined (tagged) for a certain number of days (35) before being allowed to launch in Standley Lake. Boats that don t require quarantining, i.e., roof top, non-trailerable, etc., will be thoroughly inspected and treated with a hot pressure wash by Standley Lake Regional Park staff prior to launch. These vessels must be removed from the vehicle or trailer and sprayed on the ground. Other watercraft/equipment also requires inspection/washing/tagging/quarantine based on various conditions, such as history of use of the boat on other waters, time of year, broken tag, etc. Staff may turn away any boat that does not meet these regulations. Boats that are contaminated will be confined for additional cleaning/decontamination and notification to State officials. Only non-aquatic bait will be permitted for fishing. Aquatic bait (minnows, leeches, frogs, etc.) are NOT permitted at Standley Lake Regional Park. Violation of these regulations can result in fines and/or revocation of permit privileges. You may request a double-tag for any reason. We highly suggest you ask for a doubletag if you are going to do any maintenance or waxing on your boat. City of Westminster Standley Lake Regional Park 2015 Aquatic Nuisance Species Protection Program Frequently Asked Questions 1. What are nuisance species and why is it necessary to protect Standley Lake from them? Aquatic Nuisance Species that we are currently concerned about are Zebra mussels and their cousins, Quagga mussels. These creatures are freshwater aquatic nuisance species that have rapidly spread throughout the Midwest and East Coast of the United States. Introduced from Europe in the 1980s, the mussels have overrun the Great Lakes and the Mississippi River watershed, causing billions of dollars in damage to water intake structures. The mussels are spread by attaching to boat hulls and bait buckets that have been launched into infested waters and then transported to new waters. They can live for up to 30 days in moist conditions and reproduce at a rapid rate. Within a few years, infested waters ecosystems can be completely altered, damaging water quality and native wildlife habitat. They can have significant impacts on the aquatic food chain, native species, recreational activities and sport fishing. They can clog water intake pipes, boat engines and cause billions of dollars in damage to water facilities. Until the discovery of quagga mussels in Lake Mead in January 2007, these invasive creatures had not been detected west of the Rocky Mountains. They have now spread to California and many lakes and reservoirs there are either closing to boating or implementing inspection, cleaning and drying programs. In February 2013 it was confirmed that zebra mussels had been found in Lake Powell, heightening concerns throughout Colorado. In 2008, Pueblo Reservoir as well as several other Colorado lakes were confirmed as being contaminated with zebra or quagga mussels. We have a unique opportunity to have an aggressive protection program and also continue recreational boating at Standley Lake Regional Park. Quarantining for the required drying time is the most effective method of preventing boats from spreading Zebra mussels and other aquatic nuisance species. Drying the boats completely is the most widely accepted practice for killing all aquatic nuisance species. The tag ensures that the boat has not left the trailer and been launched in another lake. If the seal has been broken, the boat must go through another inspection and quarantine period. Once the quarantine period has been met, the boat can return to the lake.

The quarantine periods are as follows: May 1-September 30 = 35 days There are no powerboat sprays after August 26 This period is based on data that has been received from the State of Colorado that shows the survival rate of quagga/zebra mussel veligers that were measured during exposure to environmental temperature conditions mimicking those experienced in the residual water of trailered vessels during warm summer and cooler fall months is approximately 30 days. The results suggested a greater likelihood of veliger transport in the residual water of trailered watercraft. The results indicated that recommended vessel quarantine times to kill all externally attached juvenile and adult dreissenid mussels prior to launching in an uninfested water body should be increased to generate 100% veliger mortality in residual water unable to be fully drained from the internal areas of watercraft. 4. Why do I need to be tagged every time I leave the lake? This demonstrates that the boat has only been on Standley Lake and as long as the tag is in place, the boat can return and be launched without going through the inspection and a new quarantine period. 5. How long will this program be in place? The 2015 Aquatic Nuisance Species Protection Program, or one similar, will be in place for the foreseeable future, unless aquatic nuisance species are eliminated or controlled throughout the United States. Even if Standley Lake becomes infested with zebra or quagga mussels, state law requires the City to decontaminate boats as they leave the lake in order to prevent the spread of aquatic nuisance species to other lakes. 6. How long does it take for the inspections and how long is the quarantine/drying period? Inspections and cleanings take approximately 35 to 45 minutes. Once boats meet the initial 35 day quarantine period, they will be allowed on Standley Lake with minimal delays each time they return, provided they have not been to another lake. The only time they have to be re-inspected and quarantined is when the tag on the boat has been disturbed or the boat has been on another lake. At that point, it will be retagged and quarantined for the required amount of days before it will be allowed back on the lake. Boat engines or motors will need to be started in order for inspection to be conducted. The recommended drying period is based on average humidity and temperatures specific to the Front Range region. Your boat will not be allowed on the lake until it meets the quarantine and tag program procedures. 8. What happens if I boat somewhere else? You will need to have your boat re-inspected, spray washed and quarantined for the required amount of time before you are allowed back on Standley Lake. If you go to another lake, you should stop by Standley Lake as soon as you return to have the ranger staff inspect/decontaminate and retag your boat. This will begin the quarantine process and prevent any additional delays in entering the park. 9. Why can smaller boats and sailboards be sprayed off and allowed into the lake? Smaller boats are easier to inspect and spray with hot water to kill any aquatic nuisance species. Boats with bilges, live wells and under-floor compartments are considered high risk for spreading these unwanted species and must meet the quarantine period to be as safe as possible prior to entering the park. 10. Since the new fishing regulations prohibit aquatic bait, can I still fish with worms, power bait, salmon eggs, and artificial leeches? Yes. Only aquatic baits such as minnows, crayfish, leeches, etc., are restricted at Standley Lake. Worms, salmon eggs, power bait, artificial leeches, flies and lures are still allowed. 11. How do I get a refund if I don t agree with the new policies? The deadline for requesting a refund is April 30, 2015. Prior to that date, you can request a refund by contacting the Standley Lake ranger staff and completing the required forms. The full refund policy is on the permit application form you signed. 12. Is anyone else in the state doing this? Yes. Several state parks and other recreation areas are doing some form of inspections and restrictions. Because the City of Westminster has a unique opportunity to protect water quality and preserve boating recreation due to the limited numbers of boaters, the Parks Recreation and Libraries Department, along with the Public Works and Utilities Department, have implemented a program that preserves both. Standley Lake Summer Boat Storage Information As part of your 2015 Power Boat Permit, boat storage is available for use beginning April 25, 2015 through September 30, 2015 at no additional cost. Although the storage yard is secured, the City of Westminster and its employees shall not be held responsible for any damage or loss of property. Storage lot access will be available from 6:30 a.m. until sunset, during normal park hours. Only boat trailers can be parked in the storage area. Boat storage is limited, please utilize the spaces available as efficiently as possible. Boats stored at Standley Lake must be removed by September 30, 2015. Boats that are not removed by this date are subject to a monthly storage fee of $30.00. Beginning October 1, 2015 a storage fee of $30.00 will be assessed and will accrue by an additional $30.00 for each additional month. Standley Lake Park: Frequently Asked Questions Is this a state park? No. Standley Lake is a regional park. Any fees associated with a state park do not apply at Standley Lake. Who owns the lake? Standley Lake Regional Park is owned and operated by the City of Westminster. Westminster, the cities of Thornton and Northglenn, and the Farmers Irrigation and Reservoir Company (FRICO) own the water rights. Why is swimming not allowed? Standley Lake is a drinking water supply for three cities, so due to water quality concerns, no swimming or wading is allowed. This regulation was agreed upon in 1992 and is outlined in the intergovernmental agreement which was signed by the City of Westminster, City of Thornton, City of Northglenn and FRICO (Farmer s Reservoir and Irrigation Company). Why are there people allowed in the water when they are water skiing or tubing? Because the intergovernmental agreement allows for water skiing and tubing, water contact is allowed only for the purpose of entering or exiting your boat while actively skiing or tubing. This rule is strictly enforced by park staff. When is the park open? Standley Lake Regional Park is open year round. The hours during the summer (May 1 to September 30) are sunrise to 9 p.m. for walk-in access and 6:30 a.m. to 9 p.m. for those who drive in. Winter (October 1 to April 30) hours are sunrise to sunset for those who walk in and 7:30 a.m. to sunset for drive-in access. Can you fish or boat at night? No. Due to current Aquatic Nuisance Species Program regulations (set forth in 2007 by the City of Westminster Water Quality Department), night fishing and/or boating is no longer allowed. Are jet skis allowed? Due to the intergovernmental agreement between the cities of Westminster, Thornton, and Northglenn, jet skis are not allowed on Standley Lake. Who determines the quarantine period for the ANS program? The ANS protocols were instituted by the Westminster Water Quality Department. Standley Lake rangers are required to enforce these protocols, failure to do so, would result in the employee s dismissal. Why are the rules so strict? Standley Lake staff is responsible for enforcing the rules, regulations and protocols set forth by the City of Westminster as well as enforcing the stipulations set forth by the intergovernmental agreement. As stated by that agreement, the protection of water quality shall continue to be the top priority and, under this agreement, the Cities have the right to terminate any recreation activity if it impacts water quality. Standley Lake staff enforces the rules and regulations to ensure that the lake remains open for future recreational opportunities. Any Questions? STANDLEY LAKE REGIONAL PARK GENERAL PARKS AND COMMUNITY REGULATIONS 13-1-1: PURPOSE AND INTENT: The purpose of this Chapter is to regulate the use of the Parks and Community buildings of the City of Westminster in order that all persons may enjoy and make use of such parks and buildings, and to protect the rights of those in the surrounding areas. 13-1-3: IT SHALL BE UNLAWFUL FOR ANY PERSON TO: (A) COMPLIANCE REQUIRED. Enter, be or remain in any park or building of the city unless he complies with this chapter and regulations promulgated here under. (B) SALES FOR PROFIT. Conduct sales for profit in any park or community building except with the expressed written consent of the Director and full compliance with the business license ordinance of the City of Westminster. (C) SELL, DISTRIBUTE OR SOLICIT. Sell, vend, peddle, or distribute any merchandise property whatever, or sell tickets (for any event whatsoever) or solicit contributions in any park or building except with the expressed written consent of the Director. (D) ADVERTISING MATTER. Distribute, circulate, give away, throw or deposit in or on any park or community building any handbill, circulars, pamphlets, papers, advertisements, or post or affix the same to any tree, fence or structure in any park or building without the written consent of the Director. (E) AMPLIFIED SOUND. Utilize any machine or device for the purpose of amplifications of human voice, music or any other sound in parks or community buildings without the written consent of the Director, except City employees, firemen or law enforcement officers in the performance of their duty. (F) MODEL CRAFTS. Fly model airplanes or operate model craft of any kind or description in any park or in a programmed water area except in areas set aside and posted for that purpose, except with the written consent of the Director. (G) PARKING. Operate or park any vehicle as defined in the Colorado Motor Vehicle Code within a park, except upon areas designated for such use. Vehicles in violation of this (I) (J) section shall be subject to being towed away at the Owner s expense. OVERNIGHT PARKING, OR VEHICLE ABANDONMENT. Park, abandon, or otherwise allow automobiles and other conveyances to remain in parks or community building parking lots between the hours of eleven o clock (11:00) P.M. and sunrise. WASHING OR REPAIRING AUTOS OR OTHER CONVEYANCES. Wash, wax, repair or service any automobile or other conveyance within any park or City owned parking facility except with the written consent of the Director. (K) OFF ROAD VEHICLES. Operate, drive, or ride upon any motorcycle, snowmobile, auto or other motorized or non-motorized vehicles in any park except when posted specifically for such use or with the written consent of the Director, provided that non-motorized cycles shall be permitted to use pathways within any park unless such use is specifically prohibited and signs are posted giving notice of such prohibitions. (L) CONTROL OF DOGS, CATS AND OTHER ANIMALS. Bring or maintain in or upon any park or community building any dog, cat, or other animal, unless such dog, cat or other animal is kept at all times on a leash, not to exceed 15 feet in length, and under full control by its owner or custodian, except with the written consent of the Director. Person shall not leave or deposit dogs, cats, fowl, fish, or other animals, whether dead or alive, in any park, lake, or community building except with the written consent of the Director. (M) LITTERING PROHIBITED. Leave any garbage, trash, cans, bottles, papers, or other refuse elsewhere than in the receptacles provided therefore. It shall be unlawful for any person to use the receptacles provided for in this section for the purpose of depositing yard clippings or other garbage or trash generated on private property. (N) ALCOHOL BEVERAGE. Possess, distribute, use or consume any alcoholic beverages or 3.2 beer in parks or community buildings, except by special permit issued by and at the discretion of the Director, and then only in conformance with the Statutes of the State of Colorado and ordinances of the City of Westminster regarding the sale or consumption of alcoholic beverages or 3.2 beer. (O) INTERFERENCE. Use or attempt to use or interfere with the use of any table, space or facility within said park or other building which at the time is reserved for any (P) other person or group which has received a permit from the Director therefore. Unless the actual use of table, space, area, building or facility referred to in any such permit is commenced within one hour after the period covered by such permit begins, such permit shall terminate. DISTURBANCE. Engage in boisterous, threatening abusive, insulting or indecent language, or engage in any disorderly conduct or behavior tending to a breach of the public peace and enjoyment of the facility. (Q) WEAPONS. Discharge, fire or shoot any firearm, air gun, slingshot or bow and arrow or projectile or other projectile launching device in any park except at places designated specifically for such purpose. (R) FAUNA-DISTURBING WILDLIFE. Take, seize, molest, injure, or hunt any bird, reptile, fish, or animal in any park or community building, or portion thereof unless posted specifically for that purpose or with the express written consent of the Director and in compliance with the Game, Fish, and Wildlife Laws of the State of Colorado. (S) FLORA-TURF AND SOIL. Dig, remove, destroy, injure, mutilate, or cut any tree, plant, shrub, bloom, or flower, or any portion thereof, growing in any park or area of a community building or to remove any wood, turf, grass, soil, rock, sand or gravel from any park. Duly authorized City employees in the performance of their duties or person participating in City sponsored activities are excepted from the foregoing provisions. (T) MARKING, INJURING OR DISTURIBNG ANY STRUCTURE. Cut, break, injure, mark, write or print upon, or otherwise deface or disturb any rock, building, cage, pen, monument, sign, fence, bench, structure, apparatus, equipment, or property in a park; attach thereto any sign, card, display or other similar device except as authorized by permit; or attach to any community building materials, devices, or equipment for the purpose of decorating that facility or for any other purpose. Duly authorized City employees in the performance of their duties of person authorized by the Director shall be accepted from the foregoing provisions. (U) FIRES. Light or maintain a fire in any park, unless such fire is lighted and maintained only in a stove, fire circle, device, or place intended for such purpose. (V) FIREWORKS. Ignite any fireworks, as defined in Title 6, Chapter 9, Section 1 of the Westminster City Code, in any park or building without the written consent of the Director. 13-1-4: ENFORCEMENT OF RULES: The Director, his duly authorized agents and employees, and any law enforcement officers acting in the line of duty shall diligently enforce the provisions herein and shall have the authority to eject, from any park or community building any person acting in violation of these rules and regulations. Further, the Director shall have the authority to deny use of parks or community buildings to individuals or groups who refuse to comply with the provisions of this chapter and regulations promulgated hereunder. 13-1-5: ENFORCEMENT OF APPLICABLE LAWS AND ORDINANCES: All persons entering parks or community buildings shall abide by the rules and regulations of the City of Westminster, as provided herein, and the instructions and directions of duly authorized agents, employees, or law enforcement officers of the City of Westminster in their line of duty. 13-1-6: ENFORCMENT OF COLORADO BOATING REGULATIONS AND COLORADO DIVISION OF WILDLIFE RULES AND REGULATIONS. (B) The rules and regulations promulgated by the state of Colorado pursuant to Section 33-1-106, C.R.S., regulating the taking possession and use of wildlife and fish; (C) The rules and regulations promulgated by the state of Colorado pursuant to Section 33-106, C.R.S., regulating the use, operation, and equipment of vessels. BOATING The following regulations have been adopted pursuant to Westminster Municipal Code 13-1-4. Boating season is from May 1 st through September 30 th. No boating is allowed October 1 st through April 30 th. All Standley Lake boaters must comply with the State of Colorado Boating Rules and Regulations for the use, operation, and equipment of vessels. For more information contact Colorado State Parks at 303-791- 1954, or talk to a Ranger. A valid Standley Lake Permit must be affixed to the boat at all times. The holder of the Standley Lake permit, or a member of his or her immediate family, over the age of 16, must be present while the boat is being operated on Standley Lake.

Reckless or unsafe boating will result in an automatic summons, the immediate removal of the vessel from the water and/or revocation of the Standley Lake Permit without refund. All boats must be removed from the water from sunset to sunrise (No night boating or overnight mooring allowed). Quiet hours are from 10:00pm to 6:00am. All generators, music, radios or other loud noises that may disturb the peace are not permitted during these hours. Full Season and Camping permit holders are allowed no more than five guests after 9:00pm, only one guest vehicle is allowed. GENERAL No swimming or wading. Day passes for vehicles will be sold from 7:30am to 8:00pm May 1 st through September 30 th ; October 1 st through April 30 th, 7:30am to one hour before sunset. STANDLEY LAKE REGIONAL PARK All boat traffic must travel in a counterclockwise direction. City, State or Federal vessels in the line of duty excluded. Sailboats have the right-of-way over powered vessels. Observers must be at least 6 years of age. All boats shall maintain a minimum distance of 150 feet from other boats, downed skiers, permanent barriers, and people engaged in shore fishing. Fueling of boats while on the water is prohibited. Boats must be removed from water before fueling. Floating skis shall be picked up immediately. Fires are allowed only in provided fire pits and in designated areas between May 1 st and September 30 th. Fires are not allowed below high water mark. Fires must be attended at all times or completely extinguished. Fires must have a 5 gallon container of water or a fire extinguisher in proximity. FISHING Anyone engaged in fishing at Standley Lake Regional Park must comply with the Colorado Division of Wildlife Laws and Regulations for fishing. For more information, call 303-297-1192 or talk to a Ranger. No fishing from the hours of sunset to sunrise Self Service Station open Oct 1-April 30. A Standley Lake Parks Pass is required for ALL vehicles entering Standley Lake. Only Standley Lake Full Season, Camping, Annual Day, Senior/Handicap and Sail/Fish permit holders will be let into the park after 8:00pm. No one may enter the park after 10:30pm without prior authorization. No shoreline parking. Vehicles must be parked in designated areas only. Glass bottles are prohibited. Pets are not permitted in the water at any time, and must remain on a leash. Boats being loaded and unloaded at the ramps must be cleared as expeditiously as possible. The leaving of vehicles and trailers on the ramp unattended is prohibited. Anyone not familiar with these or the State of Colorado rules and regulations shall not be permitted to operate a boat on Standley Lake. CAMPING Camping season is from May 1 st through September 30 th by permit only. No camping is allowed October 1 st through April 30 th. Overnight camping is allowed only in designated areas. Only one (1) camping unit and two (2) tents are allowed per camp site. Exceptions may be made on holiday weekends. Same campsite may only be used for up to 14 days in a 30 day period. Camping units need to be removed from park for 24 hrs after same campsite has been occupied for 14 consecutive. Camping units also need to be occupied in order to remain in park. The use of aquatic bait is strictly prohibited. This includes minnows, leeches, crayfish, etc. Fishing is not permitted within 150 feet of boat ramps and boat docks. The cleaning of fish is allowed only at the fish cleaning station. All fish and/or fish entrails must be placed in proper trash receptacles. AQUATIC NUISANCE SPECIES No watercraft or watercraft equipment shall enter Standley Lake or the Standley Lake shoreline area prior to being inspected, tagged for quarantine (drying) purposes and/or spray washed as may be determined by Standley Lake Regional Park staff. Watercraft includes any boat or vessel intended, used, capable of transporting persons or property on the water. Watercraft Equipment includes water skis, aquaplanes, surfboards, inner tubes, floatation devices, and any similar device. All watercraft must enter Standley Lake Regional Park through the main gate. All Standley Lake permit holders must produce their permit card when requested by park staff. Permits are not transferable and cannot be re-sold. Only the person whose name appears on the card will be allowed access to the park. Violations will result in the confiscation and/or revocation of the permit. No refunds will be given for day passes. No refunds will be given for boating and/or camping permits after May 1. Scuba Diving is not permitted without the written consent of the Lake Operations Coordinator. A Standley Lake season permit may be revoked without refund after any rule violation by a permit holder or a member of his or her party. The Lake Operations Coordinator has the authority to close access to Standley Lake Regional Park when deemed necessary for the safety, protection or welfare of the public. RULES and REGULATIONS The City of Westminster shall retain the right to change or amend any of the rules and regulations it deems necessary. Rev 1/2014
