1. PROJECT SIZE AND LOCATION Project Description ALTO VALLE 100 MW Wind Farm PARQUE EÓLICO DEL ALTO VALLE is a Wind Farm Project initially designed to have a total capacity of 100 megawatts. The main project consists of 40 to 50 wind turbines of 2.0 to 2.5 MW each in order to achieve the total capacity. The Wind Farm is situated in Villa El Chocón, Department of Confluencia, Province of Neuquén, inside a private field called El Mangrullo. The selected place is 85 km south west of Neuquén. The wind farm site is exactly located 1301km of National Road Nr237 that connects the city of Neuquén and the National Road Nr 40. 2. PROJECT COMPANY AND PROJECT DEVELOPER PARQUE EÓLICO DEL ALTO VALLE S.A. (PEAVSA) holds all the authorizations and agreements related to PARQUE EÓLICO DEL ALTO VALLE Wind Farm Project. PEAVSA was created by ABO WIND Energías Renovables S.A. an Argentinian subsidiary company of the German based ABO WIND AG, for the soul purpose of promoting this project. ABO WIND has been developing renewable energy projects for more than 17 years with complete autonomy in choosing the best technical innovations to suit the task at hand. We have a staff of more than 285 professionals located in Germany, France, Spain, Belgium, Ireland, United Kingdom, Bulgaria, Argentina and Uruguay. We also expect a further expansion of our activities to other European and Latin-American countries. With an annual project volume of 200 million Euros, ABO WIND AG is one of the most successful wind energy project developers in Europe. In addition to the management of its own commissioned projects, ABO WIND takes on the commercial and technical management of wind farms on behalf of other international operators. ABO WIND manages more than 450 wind turbines and 4 biogas plants in Europe, and has built over 700 wind turbines (update: October 2013). LAND LEASE In December 2009 PEAVSA signed a 20 years land lease agreement with the convention for 6 (six) more years with private land owners for 2014 ha of fields required build and operate the Wind Farm as well as the authorization to carry out the required feasibility assessments. 4. FEASIBILITY ANALYSIS Environmental impact study: Beginning with the careful selection of a location to ensure a limited environmental impact, ABO WIND chose the site for the development of ALTO VALLE to be located a considerable distance from any environmentally protected areas. The environmental Impact Assessment was done on March 2010 by Ecotécnica América Latina S.A. and was submitted to the Subsecretaria de Medio Ambiente de Neuquén who has already emitted the Environmental License for the 100 MW Wind Farm project. The assessment complies with local and national regulations and meets international standards. Preliminary soil study: Preliminary Soil Study was held in October 2009 by a Geotechnical specialist company. Planialtimetric Survey: The topography of the park's total area is represented in digital cartography, indicating contours every 2 meters. The task was carried out by a surveyor equipped with modern GPS technology. Electrical connection study: The Grid connection study was prepared by SIEYE SRL on 2 nd quarter 2010 and later submitted to the regional electricity grid operator: EPEN. The study comprises the evaluation of the appropriate operation of the grid with the connection of the 100 MW Wind Farm through a new switchyard of 132 kv which will be built on site. 5. WIND STUDY In order to develop a Wind Farm of excellent quality and reliability according to IEC 61400 standards, ABO WIND installed, in January 2010, an 85 m wind mast with anemometers at 4 different levels: 30, 50, 83.5 and 85 meters with which wind intensity and direction and atmospheric temperatures and pressure were measured in order to study the wind profile in detail, obtaining accurate forecasts of energy production in the Wind Farm. Additionally, ABO WIND appointed GL-Garrad Hassan to elaborate the Wind Energy Expertise assessment for the project. This report was compiled with 2.3 years of registered measures processed according to latest techniques and highest standards of the German Wind Energy Association. The Wind Energy Expertise is a tool intended to validate the energy yield of a Wind Farm for different purposes, e.g.: submission to authorities and funding institutions. GL-Garrad Hassan completed the Wind Energy Expertise Report on May 2012. 6. ENERGY PRODUCTION ABO WIND is not bound by contract to any Wind Energy Converter (WEC) technology. This enables the company to optimize Energy Production by evaluating different wind turbines and adapting to the characteristics of specific site. According our simulations and certified data from the Wind Energy Expertise assessment performed by GL-Garrad Hassan GmbH, a Wind Farm consisting of 40 generators NORDEX N100 2.5 MW / 100 m Rotor Diameter / 100 m HH is able to generate annually 374.0 GWh calculated on a P50 basis. 7. AUTHORIZATIONS & APPROVALS Wind Measurement Mast Authorization ANAC 1 granted the required authorization to install the wind measurement mast in order to make a reliable assessment for the site. ANAC - Expedient nº 5761674 Environmental Licence The Environmental Authority of the Province of Neuquén (Subsecretaría de Medio Ambiente de la Provincia de Neuquén 2 ) has already issued the required Environmental Permission for PARQUE EÓLICO DEL ALTO VALLE 100 MW Wind Farm entailed the Environmental Impact Assessment and allowed the project to be submitted to Secretaría de Energía de la Nación 3. Honorable Comisión Municipal de Villa el Chocón Declaration nº 003/12. National authorization New Agent of the MEM : In December 2013 PEAVSA obtained the title of "New Agent Wholesale Electricity Market (MEM)" by the Ministry of Energy (SE). This legislation authorizes the company to sell the produced energy to the market. The application for obtaining this title was published by Secretary of Energy in the Official Gazette of the Nation in March 2012. Access to Available Transport Capacity request The request for access to the Available Transport Capacity for PARQUE EÓLICO DEL ALTO VALLE Wind Farm was submitted to EPEN 5 on August 2010, according to CAMMESA 6 s Procedures Requirements 7. Grid Connection Authorization Grid Connection Authorization to connect a 100 MW Wind Farm to the national power grid is expected to be obtained by PARQUE EÓLICO DEL ALTO VALLE Wind Farm in 1 st semester 2014.
