GENERAL BACKGROUND: SHAPE, the Supreme Headquarters Allied Powers Europe, is the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO). ACO safeguards an area extending from the northern tip of Norway to the eastern border of Turkey. This equates to nearly two million square kilometres of land, more than three million square kilometres of sea, and a population of about 320 million people. POST DESCRIPTION: Location: Casteau/Mons, 60 Km south of Brussels (Belgium) Division: JENG POST CONTEXT Supreme Headquarters Allied Powers Europe (SHAPE) is the Strategic Headquarters for Allied Command Operations (ACO). The Resources Directorate is responsible for: Human Resources, Logistics, Engineering, Medical and Urgent Capability Management functions; directing, monitoring and coordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across ACO. For the New Command Facilities for SHAPE Project, the Project Officer (PO) facilitates the coordination and communication between SHAPE, the primary user of the proposed facilities, other user entities at SHAPE Compound Allied Command Transformation Staff Element Europe (ACT SEE), National Military Representatives (NMRs), NATO Communication and Information Agency (NCIA) etc., the external 1
stakeholders primarily the Host Nation, the NCIA, the Contractors and Services Providers. REPORTS TO Project Office Director, OSC EPO 0010 PRINCIPAL DUTIES The incumbent s duties are: 1) The Main task is to act as Subject Matter Expert (SME) for all ICT requirements (which include Communication Information Systems (CIS), risks and issues during all phases of the project liaising with internal and external actors to do so, especially with NCIA and SHAPE J6, Communications Directorate. 2) Receives, manages all ICT/ CIS requirements with the support of (ad hoc punctual specific SMEs if required) and turns them into user requirement that can be converted into Engineering products. 3) Converts the user requirements into ICT/ CIS Engineering information, and defines them into products (Statement of Works (SOW), Technical Specifications ) that can be used by NCIA, Host Nation (HN) and/or Contracted companies to produce the desired outcomes. 4) Information Security (INFOSEC) Officer, for the PO and for the projects, not only providing expertise during definition phase but also throughout the rest of the phases. 5) Evaluates, Monitors and Guides all ICT/ CIS Operational Impacts on any (not only CIS) Configuration Changes. 6) Outlines all ICT/ CIS Engineering implications when attending to related Working Groups (WGs), both SHAPE internal and with external actors. 7) Supports on evaluation and monitoring of all Configuration Changes with ICT/ CIS Implications. Contribution to the Objectives This post enables the timely and effective planning, implementation and maintenance of SHAPE Command and Control Facilities, ensuring that the facilities necessary for the installation, operation and sustenance of Command and Control Systems and operational and support equipment, manpower and capabilities, normally front runners on the critical path of SHAPE plans and projects, will be available in a timely manner to fulfill, efficiently, plans and concepts with prudent commitment of scarce NATO investment, manpower and O&M resources. 5.
