Organizational Profile Erlanger Health System EHS is the region s only Level I Trauma facility located in Chattanooga, Tennessee. Erlanger Health System is a multi-site health system encompassing five campuses (Erlanger Baroness Campus, T.C. Thompson Children s Hospital campus, Erlanger East Campus, Erlanger North Campus, and Erlanger Bledsoe Campus) comprised of 811 licensed beds, one home health agency (Contin-u-Care), and numerous medical clinics. The clinics include Southside Community Health Center, Dodson Avenue Health Center, North Family Medicine, U.T. Family Practice, South Family Medicine, Bledsoe Internal & Geriatric Medicine, and various specialties and sub-specialties for both adult and pediatric patients. EHS is the region s only teaching hospital and is affiliated with the University of Tennessee College of Medicine-Chattanooga. Erlanger Health System non-clinical facilities (corporate office locations and Erlanger Medical Center) are also included. As the tenth largest public hospital in the United States and the regional safety net hospital, Erlanger provides nearly $90 million in uncompensated care (cost of care) to the community each year. In addition, Erlanger is preparing for the reimbursement changes which healthcare reform will drive in the near term and long term. Therefore Erlanger is seeking an innovative healthcare IT partner who can help Erlanger advance for the betterment of the community we serve. This partner will be one whose solution will be aggressively priced for an organization such as Erlanger. The solution will be one that will meet immediate needs and will evolve as Erlanger evolves as a complete system of care. Introduction and purpose of the RFI The purpose of Erlanger s request information is to obtain information regarding your company and your products/services. The same information will be gathered from different companies and will be used to evaluate the opportunities available. Erlanger will establish a successful partnership with a Vendor(s) by working together to meet or exceed Erlanger s Services objectives and requirements. Upon completion of this process, Erlanger may enter into contract negotiations with the Vendor(s) who best meets or exceeds the objectives and requirements as outlined in this RFI. Erlanger is under no obligation to enter into contract negotiations as a result of this RFI. RFI Activity Schedule RFI Questions Due Response to RFI Questions Released Bid Opening: On-Site Presentations; Negotiations Due Dates August 7, 2014 by 5:00 p.m. Eastern Time August 14, 2014 by 5:00 p.m. Eastern Time August 21, 2014 at 3:00 p.m. Eastern Time TBD Scope Erlanger currently has a number of legacy electronic medical record systems which it plans to replace with a comprehensive, integrated electronic health record (EHR). The EHR should encompass all venues of patient care including in-hospital, pre-hospital, critical care, emergency department, ambulatory services, clinics, and physician practices. The EHR vendor should provide a remotehosted solution that is fully managed by the vendor and that meets all HIPAA and HITECH standards. Implementation services should include workflow analysis and redesign with emphasis on having effective, efficient processes which use the EHR to drive patient safety and quality outcomes. The EHR will have the ability to provide the following: Full integration across the continuum of care Support of teaching programs such that students and residents can perform appropriate functions within the system while faculty can review and where appropriate approve the work of the learner. Support clinical research and clinical trials Support telehealth Support integration with community providers that are using a different EMR system Support population health analytics and management Support unique requirements of Federally Qualified Health Centers Support medical device integration such that data are incorporated seamlessly from medical devices into the EHR Support a consolidated patient record for facilities and offices in different time zones Ensure compliance with all applicable regulations including Meaningful Use, Joint Commission, CMS Core Measures Improved Predictive Modeling from clinical and claims data Algorithms based on peer-reviewed processes for treatment plan options Business intelligence for better clinical and financial modeling RFI Procedure To answer this RFI please fill in the chart below, and provide a high level overview of the solutions your company would provide to support Erlanger s recruiting processes. The answers to this RFI will be evaluated by a multifunctional Erlanger Health System team. Response Due Date and Delivery Proposals may be mailed, AT YOUR RISK, or delivered to Sarah Kerce, Contract Specialist. We strongly suggest you hand deliver or use Fed Ex. Any other method of delivery puts the bid at risk of not making the deadline. Proposals arriving late will be returned, unopened, to the Proposer. Three (3) copies of the proposal should be submitted in the sealed envelope. After the bid opening, Erlanger Health System may request an electronic copy of the proposal in Word or Excel. In order to be considered, your Proposal must be submitted in a sealed envelope with the RFI Reference Number, Date and Time of the Opening printed on the outside of the envelope.
