The SIDS context Under the traditional conventional energy generation scenario: Usually very high electricity prices which hamper economic growth and social well being Energy dependency / insecurity Impact on foreign exchange reserves Whilst at the same time, SIDS are often gifted with very good resources for RE generation (wind, solar, hydro, geothermal) 5

EIB s offer to SIDS for RE development Financial value added: Loans in main international currencies at attractive rates Terms adapted to the cash flow profile of the underlying assets: long tenors and grace periods Complement commercial banks + play a catalytic role Capacity to mobilise grant financing Equity and quasi-equity investments Technical assistance for feasibility studies or capacity building Non financial value added: Sector expertise across jurisdictions Promotion of best practices, stamp of approval 6

Barriers for RE development in SIDS some examples Too high transaction costs due to lack of economies of scale: project pooling on a regional basis as possible solution Access to land and public opposition to projects Weak off-takers (inefficiencies and uneconomical tariffs which render state-owned utilities not financially sustainable) The evolving role of the utility, in a context where RE are mostly intermittent (need to ensure grid stability) and there is still no perfect storage solution (need to ensure energy security) Not bankable PPAs Absence of competitive bidding processes for the granting of exploration and/or operating licenses 7
